Commons ChamberFirst, we do not recognise the terminology about apartheid. Any judgment on serious crimes under international law is a matter for judicial decision, rather than for Governments or non-judicial bodies. We do work closely with the Israeli Government. We condemn any incidents of violence by settlers against the Palestinians.
The significant debt vulnerabilities in many sub-Saharan African countries create risks for their growth, development and stability.
I thank the Minister for his reply. We have seen crippling crises affect various parts of Africa this year, from drought in the horn of Africa to floods in Nigeria. The debt burden of many low and middle income countries impacts the state’s capacity to cope, and the crisis only worsens the economic outlook further. As the charity Debt Justice has proposed, will the Government commit to supporting a universal framework for debt cancellation when an extreme climate event strikes, to prevent that double whammy?
We look at every way of helping to address the problem that the hon. Lady sets out. We are providing bilateral technical assistance to help many countries better manage their public funding, and we are working with partners in the Paris Club and the G20 on how to address international debt issues together. We have already seen the progress that results from that in Ghana, where I am going today, and in Malawi.

It is a pleasure to serve under your chairship, Sir Gary. I thank my hon. Friend the Member for Canterbury (Rosie Duffield) for securing this important debate and setting the scene. As horrific as it is, it is important that we never forget. It goes without saying that the suffering caused by the conflict in Ethiopia is truly heartbreaking. I have constituents with family in Tigray who have not seen or heard from any of their family members in the past two years because of the communication blackout. They do not know whether their families are alive or dead. Indeed, the stories they have heard about the conditions in Tigray mean that their assumption is that some of their family members will almost certainly have passed away.
Hundreds of thousands of people have died in the conflict, more than 3 million are internally displaced and 13 million need food aid in northern Ethiopia. Yet there is a sense that this humanitarian crisis is not being treated with the utmost urgency. According to the Norwegian Refugee Council, the crisis in Ethiopia is one of the 10 most neglected displacement crises in the world, all of which are in Africa.
Last week, members of the International Development Committee and I were lucky enough to be joined by experts on the horn of Africa’s hunger crisis. We were told that the conflict in Tigray has intersected with a series of other factors to create a devastating food crisis. High inflation in world markets, partly as a result of the conflict in Ukraine, is pushing up the price of food and fertilisers. Climate change is increasing the prevalence of droughts, and the covid pandemic is devastating economies and livelihoods. We were told that there is the real possibility of famine and that the World Food Programme has not managed to get aid into Tigray since 24 August. We must welcome the recent agreement to allow full access to food and aid, but must closely track its implementation. There is no time to waste with almost a third of children already suffering from malnutrition. Michael Dunford, who is regional director at the World Food Programme across the horn of Africa, said at the evidence session that the cuts to the overseas aid budget are harming the WFP’s ability to respond to people’s needs. He said that, in 2019, the World Food Programme benefited from £181 million funding from the UK Government. In 2022, it has received less than a third of that figure—£55 million.
The Government are failing to do all that is possible to provide humanitarian support and help create the conditions for lasting peace and prosperity for the people of Ethiopia. I would therefore like to make three recommendations to the Minister. First, we must restore our commitment to spending 0.7% of GDP on overseas development assistance if we want to retain the capacity to adequately respond to crises. Secondly, a significant amount of funding must be immediately directed to bilateral aid for Ethiopia. Thirdly, we need to restore our previous contributions to multilateral agencies, such as the World Food Programme.
The Committee also received evidence from Mamadou Dian Balde, the UNHCR representative in Ethiopia. He told us last week that we need greater investment in medium to long-term programmes to ensure resilience to climate change, which would include irrigation schemes and drought-resistant crops. I hope the Minister, who is in his place, will listen to all of us and be able to help not only those of us in this Chamber today, but the families who are worried sick from not knowing whether their families are alive or dead.

If the hon. Lady, who knows a great deal about these matters, will bear with me for a moment, I will come specifically to the issue of money.
This may be a moment for optimism. There is an opportunity to end one of the world’s most destructive conflicts, but that opportunity must be comprehensive and nurtured by everyone. The prize is a return to peace and prosperity for a nation of over 100 million people, and the UK stands ready to do all that we can to assist with that.
I will comment briefly on a number of points that were raised during the debate. I thank my hon. Friend the Member for Tewkesbury (Mr Robertson) for what he said. He is one of the experts, having had a relationship with Ethiopia and its people for many years. The House benefits greatly from his expertise. The former leader of the Labour party, the right hon. Member for Islington North (Jeremy Corbyn), raised a number of important issues. He asked about the delivery of aid to the conflict areas. Yesterday, for the first time, two trucks from the International Committee of the Red Cross got through to Mekelle. Nothing has got through for so long, so I hope that that may be a significant breakthrough on which we can build.

I do apologise. The hon. Lady the Member for Edmonton (Kate Osamor), who always takes a great interest in international development, asked specifically about the figures for aid, and made three very interesting recommendations. Others, too, asked for these figures. In the last 18 months, the UK has provided nearly £90 million of humanitarian assistance to Ethiopia. Our support has reached people in Tigray, Afar, Amhara, Somalia and Oromia, and last year UK funding in Ethiopia provided nutritious food for over 200,000 malnourished women and children; emergency health supplies for 1 million people; clean water to over 200,000 people; and child protection services to over 40,000 children affected by the conflict.
In August, the UK provided an additional £6 million to the Ethiopian humanitarian fund, and in October the former Minister for Development, the right hon. Member for Chelmsford, announced £14 million of support to assist 150,000 women and children affected by conflict and drought. Those contributions are part of a wider £156 million UK commitment to humanitarian support for crises in east Africa this financial year. The hon. Member for Edmonton will recall that when I had responsibility for these matters at the Department for International Development I was always keen to demonstrate what results we achieved for that expenditure of British taxpayers’ money, so alongside the figure that I have given her I stress the number of people we are reaching with that sort of aid.
The hon. Member for Strangford (Jim Shannon) asked about religious freedom. To amplify what I said earlier, at the 51st session of the Human Rights Council we co-sponsored a resolution to extend the mandate of the International Commission of Human Rights Experts on Ethiopia, and we have added £4.5 million to help to build the capacity of Ethiopia and the Human Rights Commission. That does not directly address his point about religious freedom, but I am sure that he will understand that it goes hand in hand with human rights. We are very conscious of the importance of the issue that he raised.
The hon. Member for Dulwich and West Norwood (Helen Hayes) asked about PSVI. I want her to know that we have invited a range of representatives, including from civil society groups. She also talked about the role of journalists. We are very conscious of that, and she will know that the Government have made a particular point of trying to support press freedom overseas through the work of the Foreign Office. She asked whether people would be held to account for what they have done. I stress as strongly as I can that we will do everything that we can to ensure that there is no impunity for war crimes and those who have committed human rights abuses.

Commons ChamberOn all three fronts—diplomatic, economic and military—I think the whole world has come together. That was made very clear by the Foreign Secretary at the G7 last week. Looking at some of the statements about solidarity at COP today, I think Russia has a very long border and very few friends. We are stronger because we are together, and I think that is very clear.
Nigeria is one of the world’s most vulnerable countries to climate change, and it is experiencing the worst floods in a decade. The UK is providing support through the multi-donor Start fund, which has allocated £580,000 so far this rainy season. That funding is supporting 26,288 people affected by flooding. We will continue to help Nigeria make progress towards long-term climate change adaptation and resilience.
I welcome the Minister to his place. The floods in Nigeria have already left more than 1 million people displaced, 200,000 homes destroyed and, sadly, 600 people dead. In the wake of those floods, cholera cases are skyrocketing in some areas, due to a lack of access to clean water. Will the Minister assure me that the Government will be focusing aid to help ensure access to water and sanitation, and prevent the death toll from rising further?
I thank the hon. Lady for her comments and her question. Over the past five years, Britain has provided £425 million of humanitarian support, which has specifically reached more than 2 million people in north-east Nigeria, including individuals affected by the flooding. I give her a commitment that, working with Nigerian agencies, we will seek to strengthen flood risk management. Prior to COP26 we supported Nigeria’s national adaptation work to help cope with climate change.

We are continuing to work extremely closely with our partners in the United States and the United Nations, and I met the African P3 partners during my recent visits to New York and Washington. It is particularly important that we are also supporting the efforts of Obasanjo, Bankole and President Kenyatta to bring all people to a ceasefire. As for the Nobel peace prize, that is a decision for the Nobel Committee itself.
The UK is committed to ensuring that people in the poorest countries receive vaccines. We were a leader in setting up the international COVAX facility, which is providing equitable access for 92 lower and middle-income countries, and we champion equitable access through our G7 presidency. Our commitment of £548 million makes us one of COVAX’s largest donors. COVAX has delivered more than 475 million vaccine doses to the poorest countries, and that figure will rise to 1.8 billion by mid-2022.
The shockingly low vaccination rates in low-income countries should shame the global north, and made the omicron variant all but inevitable. The Government have been quick to impose travel restrictions on southern African countries, but where was the urgency when it came to ensuring that people on the African continent were vaccinated? My question to the Minister is this: is it not time for the Government to drop their opposition to the intellectual property waiver on covid-19 vaccines, of which South Africa was one of the key supporters, and to provide whatever vaccine capacity and technical support they can offer to speed up the roll-out?
We are fully committed to doing all that we can to get vaccines out to poorer countries, but when it comes to delivery, there are three different issues. The first is supply, the second is the need to ensure that the local health services are able to deliver the vaccine, and the third is, sadly, the very serious issue of vaccine hesitancy in many countries. COVAX did experience severe challenges in obtaining vaccine supplies owing to export bans, but supplies are now increasing. We in the UK have already delivered 16.1 million doses through COVAX, an additional 9 million AstraZeneca doses will be sent out in the coming weeks, and, most recently, we delivered 5.2 million doses to the Philippines last Saturday.
The UK is engaging intensively and constructively in the trade-related intellectual property rights—TRIPS—waiver debate, but in the meantime we must continue to push ahead with pragmatic action. For example, we have sent UK emergency medical teams to 11 African countries, where they are providing training and advice for health workers in respect of issues including vaccine confidence.

Commons ChamberI assure my right hon. Friend that this Government are determined to protect the ocean. We are leading international efforts to protect 30% of the world’s ocean by 2030, and are substantially increasing our investment to support that. Our £500 million blue plant fund will protect mangroves and coral reefs, tackle ocean plastic pollution, and reduce coastal poverty.
The UK is deeply concerned about what is happening in the north-western regions of Myanmar, particularly the significant troop movements by the Myanmar armed forces, and about reports of multiple civilian casualties and displacements. On 15 October, the UK released a statement urging the military to end their campaign of violence. We are monitoring developments closely, and are in discussion with our international partners in the UN Security Council.

Commons ChamberThe UK remains a global leader in international development and is committed to supporting the world’s poorest people. Based on current GNI forecasts, we will spend over £10 billion of ODA in 2021. The Foreign Secretary has set out seven priorities for the UK’s aid budget this year, all of which are in the overarching pursuit of poverty reduction. This new strategic approach will allow us to achieve greater impact from our aid budget, notwithstanding the difficult financial position that we face, and UK ODA continues to serve the primary aim of reducing poverty in developing countries.
My hon. Friend makes an important point. I know that this is something she takes an interest in. Aid alone cannot deliver the sustainable development goals. The $2.5 trillion annual financing gap for the SDGs means that we need creative solutions that engage the private sector to end global poverty, and the FCDO is testing innovative financing tools that will pull private finance towards sustainable development. We are currently running a pilot on development impact bonds that will draw in impact investment to achieve the SDG outcomes, such as helping 13,000 households living in extreme poverty in rural Kenya and Uganda to set up income-generating businesses.
This Government’s decision to cut the aid budget at a time of a global pandemic and economic crisis risks pushing millions of vulnerable people in developing countries into extreme poverty. Co-operative development in sectors such as farming is vital in reducing poverty, generating wealth and power fairly among producers. Can the Secretary of State guarantee that the co-operative sectors will not be damaged by these cuts?
It is important to remind ourselves and recognise that we will still be spending £10 billion of ODA in 2021 and that the UK economy is 11.3% smaller than last year and undergoing the worst contraction for 300 years. That said, the Foreign Secretary set out clearly in his written ministerial statement on 26 January the conclusion of the cross-Government review on ODA. Driven by the integrated review, our process is really focusing on seven key priorities: climate and biodiversity; covid and global health security; girls’ education; science and research; open societies and conflict; humanitarian assistance; and trade.

It is a pleasure to serve under your chairmanship, Mr Gray. I thank the right hon. Member for Chipping Barnet (Theresa Villiers) for her passionate opening speech. I also thank Silas Ojo for creating the petition, which now has more than 220,000 signatures, including from almost 2,000 of my constituents in Edmonton.
I am sure that I am not the only Member to have been inundated with messages from constituents in recent months urging them to do whatever they can to lend their voice to the #EndSARS protests. As the chair of the all-party parliamentary group on Nigeria, I was keen to speak in the debate and highlight the need for the UK to stand with the Nigerian people against an increasingly cruel and brutal regime.
The situation in Nigeria is incredibly serious, with tragedy after tragedy unfolding on the streets in state after state, as the Nigerian Government and their security forces take ever more repressive measures to end a protest movement that has given hope to millions across the globe. The #EndSARS movement is not just about disbanding the Special Anti-Robbery Squad; it is a movement led by the youth of Nigeria who took to the streets peacefully to demand an end to brutality, extortion and extrajudicial executions, and a truly democratic Nigeria. The bravery of the youth-led movement will never be defeated.
Today, we need to consider how the Government should respond to both the movement and the violent actions of the Nigerian regime, but we must also take the opportunity to look beyond sanctions to the way that development funding is spent in Nigeria. Instead of funding corrupt security services and investing in projects that do not benefit ordinary Nigerians, we need a new focus on poverty relief and anti-corruption programmes.
It is vital that we recognise the role of the UK in how these events have unfolded in Nigeria. Despite previously stating the opposite, the Government have now admitted to funding SARS units for the last four years. That funding included not only the provision of training to those units, but the supply of equipment. At the very moment that Amnesty International declared SARS units to have been involved in extrajudicial killings, corruption and torture, the Government were using the aid budget to train and equip those units. In fact, between 2016 and this year, more than £10 million went towards programmes from which SARS units benefited.
That not only is immoral, but makes it harder for the UK to play a positive role in Nigeria during this vital period. How can the Government call for an end to violence against protesters with a straight face, having helped to train and equip the security forces that are carrying out the violence? I hope that the Minister will publicly apologise today for the decision to fund the SARS units, and pledge a full and independent inquiry into the matter.
The day of 20 October 2020 will be remembered for the Lekki tollgate massacre—the day a deliberate and coldly calculated attack on peaceful Nigerian civilians was carried out by the Nigerian army. The Nigerian Government have since taken part in an attempted cover-up of the massacre. Security forces in Nigeria make muted responses to the murder of protesters. While Governments across the world have called on the Nigerian Government and the security forces to stop killing protesters, the UK Government have hedged their bets and issued only weak and timid statements. It is therefore a gift to the Nigerian Government when our Government fail to explicitly condemn them for killing their own citizens. Will the Minister today finally condemn the Nigerian regime for its part in the tollgate massacre and the continued killing of peaceful protestors in Nigeria?
The Nigerian Government say that they have disbanded SARS, but the corruption and brutality of the security forces continues. The Nigerian Government’s violence against their own citizens appears only to be intensifying. The Nigerian Government need to stop freezing the bank accounts of key protestors and illegally detaining them. The Minister for the Federal Ministry of Information and Culture went on record to state that the CNN reporting of the massacre was “fake news”. That is undemocratic conduct that needs to be called out.
I ask the Minister to use this opportunity to end the UK Government’s neutrality on this issue. The UK must never be neutral when it comes to human rights abuses. Are the rights, needs and dreams of young Nigerian people not the same as those of young people here in the UK? The UK should not be safe haven for anyone who denies their own citizens the same freedoms they have come to enjoy in the UK.
All too often, when a repressive regime is targeted with economic sanctions, it is the civilians who pay the price, while the regime itself becomes more entrenched and less open to change. The UK Government can use the sanctions under the global human rights regime that targets individuals involved in human rights violations and abuses. If the UK’s position is as a global force for good, then I ask the UK Government to add the names of the Nigerian Government and the security services to the designated list of those responsible for the worst human rights abuses.
To close, it is time for the UK to change course and stand in solidarity with those fighting for a new Nigeria. Let us stand together and get rid of corruption, extortion, extra-judicial murders and massacres, because it is time for a new Nigeria.

I pay tribute to the work that the hon. Lady does in this area. I do not think it is right to say that we are having no scrutiny. I am here before the Chamber, the Prime Minister has made a statement to the House, and we want to continue that as we go through this process. She asked about accountability. Of course, we want maximum accountability for not just the process but the new Foreign, Commonwealth and Development Office, in terms of the structures that apply to it and here in the House of Commons.
I have already answered the question about the Select Committee. Our view is that, in the normal course, it is right for Select Committees to mirror Government Departments, but ultimately that is a matter for the House. There is a huge opportunity in this process to leverage the very best of our aid—not just money but ethos, passion and commitment—with the muscle and clout that comes with our diplomatic network, and that is what we are committed to delivering.
As the coronavirus pandemic has laid bare, the interconnectedness of the modern world means that no one is safe until we are all safe. The UK’s commitment to international development is even more vital in the response to covid-19 at home and abroad. The sudden merging of DFID and the FCO and the absence of any parliamentary scrutiny or consultation means that we must focus on the quality of aid now spent through the Foreign Office. Can the Foreign Secretary give the House a commitment that the aid budget will not be tilted towards richer countries like Ukraine and that we will continue to spend at least 50% of aid in the least developed countries? Can he give a yes or no answer to this: will there be a retaining of a Cabinet Minister responsible for international development—not the Prime Minister—with a place on the National Security Council, so that humanitarian and development considerations are heard at the top of Government?
I share the hon. Lady’s passion and commitment in this area. We have made the commitment to 0.7% of gross national income. We will discuss and scrutinise all the questions around accountability and the structure of the new body. Aid will be represented not just in foreign policy but in the NSC and at the Cabinet table by the Secretary of State for the new Foreign, Commonwealth and Development Office—that would obviously be me—and the Prime Minister will oversee it through the NSC, which he chairs.

Commons ChamberIt is an honour to add my voice to this important debate, and it has been a pleasure to hear new Members giving their maiden speeches. I worked with the hon. Member for Stafford (Theo Clarke) before she took her place in this House, and I look forward to working with her again and to being an advocate for the Department for International Development. The hon. Member for St Albans (Daisy Cooper) spoke about her constituency, which is 25 miles away from Edmonton, so maybe I can join in on one of her pub crawls and bring some of my constituents.
It is safe to say that this will be a crucial Parliament for Britain’s role in the world. It is much more than the question of whether and how we leave the European Union; it is about who we are. It is about the fork in the road that we face. Does Britain want to become a mean, introspective, protectionist island that clings on only to the imagined greatness of some past empire that was powered by racism and exploitation, or does Britain want to become a beacon in the modern world for global justice, for international human rights and for tackling climate change, inequality and the refugee crisis?
Alongside the Government’s legislative programme, there are important points of policy. The UK must continue to spend 0.7% of its gross national income on international development priorities. In fact, I hope this Parliament may, in due course, debate increasing it to 1% to free up extra funding for climate finance to help the global south survive the climate emergency.
So, too, must the UK protect the independence of its world-class Department for International Development. The Department must not become subservient to another, and we must end the civil service recruitment freeze to bring in badly needed staff to manage the aid budget properly.
This debate is also about what Britain chooses to stand for; it is about Britain’s politics. The world is increasingly polarised. On one side sit Putin, Orbán, Modi, Bolsonaro, Trump and the rest of Steve Bannon’s dream of a fragmented new world order. On their side, they reject the rules, the international law and the universal human rights that have taken decades for the world to establish. On their side, Trump takes the world backwards on climate change and women’s reproductive rights. He decrees invasions on Twitter and insults the world’s poorest for living in what he calls “shithole countries.”
Theirs is the side of engineered chaos, of injustice and of ever-widening inequality, but on the other side stand hope and an international order that is strong and stable, and that could even begin to become fair. Imagine a new economics that could work for the planet and the people, and a world that actually brings people together to solve our biggest challenges, such as inequality and the climate breakdown.
That is the side the UK must pick each and every time, but I and many other Opposition Members are worried that the current Government will just keep picking the wrong side. The truth is that what we saw of the current Government in the last Parliament is a Prime Minister who has already made his choice, which is to take his place in Steve Bannon’s new world order. As this new Parliament commences, it will be up to us in this House to chart a better way forward for Britain, whether inside or outside the European Union.
I end my speech by making three simple pleas to Members on both sides of the House: first, that we do not let the Prime Minister and his extremist faction take Britain off the cliff; secondly, that we do not let the Prime Minister side with dictators and populists when it comes to the crunch; and, thirdly, that we do not let the Prime Minister pick the wrong side of history. Instead, let us all hold him to account by consistently speaking up for global justice throughout this Parliament.

Yes, of course. My hon. Friend will be aware, because he knows how these things work, that those conversations happen all the time. There can be no room for confusion in the minds of our Turkish interlocutors as to where we stand on this matter. We clearly have something of a privileged position with our good friends the Turks, given their status as a firm ally of this country and as a member of NATO.
Many of the 50,000 Kurds who live in this country live in my constituency, and they are in a state of absolute anguish about what is about to happen to their families in Rojava. Will the Minister of State agree to meet Kurdish representatives from my constituency in the next 24 hours, so that he can hear what they are going through?
The hon. Lady needs to help us to reassure Kurds in this country about the extent of what, as we understand it, is being proposed. This has been threatened before, so I suspect that Kurds will live their lives in a state of constant anxiety, given the very difficult part of the world in which they and their loved ones live. So far as I know, nothing has happened yet, so I do not think we should do anything that would heighten their anxieties. The information we have is that if it happens, Turkey’s incursion into Syria is going to be modest in scope and that the US response to that is going to be similarly modest. Obviously, we have to watch and await events, but I do not think we should do anything that is going to cause Kurds resident in the UK too much anxiety. That would be the wrong thing to do, and I hope the hon. Lady will assist us in making sure that people are given an accurate view of what is going on.
