The hon. Gentleman knows that the tourism economy is particularly important for the UK. While I am happy to meet him, we hear representations from the sector regularly. Despite the earlier comment to the Secretary of State about a reduction in our engagement with businesses, we are actually stepping that up. He will know that we will bring forward plans on immigration and the floor that he mentioned, but I am more than happy to hear his particular point.

One thing that all businesses—large and small—depend on is having a skilled workforce. What is the Department doing to improve skills overall, and particularly engineering skills, on which more and more companies are now dependent?

I welcome my hon. Friend back to the Chamber and thank him for his interest in this area. He knows that, as we leave the European Union, we want to ensure that we have a good distribution of engineering skills—not just in the south-east, but across the country—and help people to increase their skills. I am a great lover of apprenticeships, of what some small businesses are doing with apprenticeships, and especially of our degree-led apprenticeships involving organisations such as BAE Systems—which, I should say, operates in my constituency.

My hon. Friend is right. High streets are changing, and the Government are committed to helping communities adapt. In the Budget, we set out our plan for high streets, with a £1.6 billion package to support the sustainable transformation of our high streets, which includes the future high streets fund. My hon. Friend is a passionate campaigner for his town, and I would very much welcome the opportunity to hear his proposals for the regeneration of Mansfield town centre, coupled with the investment and plans already being put in place through the growth deal.

Will the Minister join me in acknowledging the welcome focus the Government have put on tackling late payment to small businesses? Will she confirm that improvement in payment times could release billions of pounds back into the economy to ensure that our SME sector remains vibrant and thrives?

I thank my hon. Friend for his question, and he is quite right. Tackling late payments will indeed do just as he says. It is true that late payments can be extremely damaging for small businesses, and that is why we are committed to tackling it. In his first year, the Small Business Commissioner has managed to collect over £2 million owed to small businesses. In the spring statement last week, we announced a requirement on audit committees to review their payment practices. I look forward, in the very short term, to bringing forward a full package of policy measures to tackle just that.

As my right hon. Friend will know, our high streets face unprecedented challenges. Will he therefore join me in challenging the sharp practices of Smart Parking, which operates in the Westgate shopping centre in Basildon? Its charging and fining regime is damaging the viability of shops and fining thousands of people who have all tried to do the right thing.

My hon. Friend raises an important point, and it is one of the issues we will be looking at with the Retail Sector Council. There is already the review by John Timpson into our high streets, but we need to keep track of this area. My hon. Friend will, as a local MP, champion the cause of his constituency, and I, as Small Business Minister, am acutely aware of the challenges facing our high streets.
