Certainly. When new things are to be brought in, I think that it is appropriate to have a consultation and, in some cases, a referendum. The most important thing about localism is that it is about passing powers not only to councils, but to local communities.

In my constituency we are currently campaigning against a planning application for a new drive-through McDonald’s. I hope that it will be rejected on the normal planning grounds of noise, pollution and so on, but does the Minister think that the local community should also be able to reject such applications when they are very close to local schools?

I am grateful for that vote of confidence, Mr Speaker. That view might not always be shared throughout the House. Clearly, investigations are taking place, but that in no way undermines the enormous achievement of delivering a low council tax, improving many services and getting a lot of people off the dole during the four years that Conservatives ran that council.

We are offering extra assistance, and we will continue to do so. I think that we must accept, because of the nature of the weather, that we will see exceptional turbulence and disruption to transport in the region. Obviously we need to repair the rail system and make it safe, but we also need to provide alternative ways of getting about, which is why we have laid on extra coaches and the like. Once it stops raining, Devon will be a terrific place to visit, and a terrific place in which to set up a business.

Obviously the immediate priority has got to be to help the people in Somerset and elsewhere who are living in an absolutely desperate situation at the moment, but in the longer term—and following on from the very interesting answer the Secretary of State gave to the right hon. Member for Mid Sussex (Nicholas Soames)—how will the Government use the common agricultural policy direct payments budget and the Environment Agency’s maintenance budget to ensure long-term flood protection and to look at things like land management issues?

I cannot tell the hon. Lady when the consultation finishes, but we are in the middle of the process of doing exactly that. If the hon. Lady wants to make a contribution she could write to the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for North Cornwall, and that will be taken into consideration in the review and consultation.

My hon. Friend makes a very reasonable point. As he will be aware, we recently amended legislation to give councils stronger powers to use byelaws to tackle tent encampments such as those that blighted Parliament square. I am engaged in discussions with my right hon. Friend the Home Secretary and am actively looking into other ways in which councils and police practice and powers can be strengthened.

In Bristol, the problem is not so much that the planning department lacks the powers; rather, it is that it lacks the willpower to take enforcement action. Many constituents come to me utterly frustrated that dwelling houses are being built in people’s back gardens, clearly by flaunting the planning guidance. What can be done to address this problem?

The hon. Lady makes a very reasonable point about these so-called beds in sheds. My right hon. Friend the Minister for Housing and Local Government recently had a meeting with a number of local authorities to look into ways in which the problem might be effectively dealt with. The hon. Lady will be pleased to know that there are more than adequate existing powers to deal with it, and as she rightly points out, the issue has been a lack of willpower. One authority—I shall not name it—has, frankly, let this get out of hand in a two-year process, so that the problem is now very difficult indeed to deal with.

My hon. Friend makes a reasonable point. It is particularly important for my Department to take a lead. That is why we have been so keen to reduce the central costs of our budgets and to take a lead in reorganising the Department to recognise its changing role, whereby it no longer dictates to local government, but tries to enable more power to go to local communities.

It is certainly our intention to release an awful lot of Government land.

The right hon. Gentleman mentioned three cities having local enterprise zones, but he did not mention Bristol, although that was one of the 12 listed in the Budget. It is somewhat surprising that the Secretary of State for Business, Innovation and Skills was in Bristol on Friday but did not, as far as I am aware, tell us where the local enterprise zone is going to be. Can the right hon. Gentleman enlighten me?

This is a very clear example of the difference between how we do business and how the Opposition did business. We are not going to tell the people of Bristol where the enterprise zones will go—they are going to tell us.
