Commons ChamberI am grateful to the hon. Gentleman. I think I am right in saying that the Select Committee on Health, or possibly the Public Accounts Committee, has recently produced a report on NHS procurement—I think it was the PAC—in which case the Government will want to respond to that in due course. If there are lessons to be learned in order to procure more efficiently, get better value for money and, indeed, create jobs by so doing, of course the Government would like to pursue that.
Ilkley business forum in my constituency has established a new scheme to protect local independent traders and to save the town centre. May we have a statement making clear the Government’s support for small traders and outlining what they are doing to protect such traders from national chains and internet shopping?
I am interested to hear what my hon. Friend’s local authority has done. I believe that our planning proposals will give more weight to local authorities to take the sort of initiative that he has just touched on to protect independent stores and local traders. As for protecting them from unfair, predatory trading from some of the giant chains, the draft Groceries Code Adjudicator Bill may give some protection. Of course, the Government have in the pipeline the broader agenda of deregulation, which I hope will help all the small shopkeepers in his constituency.

Commons ChamberI know that the Department for Business, Innovation and Skills and the Ministry of Defence are anxious to mitigate the problems that confront BAE Systems and a number of towns throughout the country that have been impacted by the reduction in defence spending—which I suspect the hon. Gentleman’s party would have had to do in any event had it been re-elected. I shall certainly pursue the particular issue in his constituency and see what steps can be taken to mitigate the impact on unemployment.
The Leader of the House will be aware that many of us have struggled to enjoy the rugby down under in recent weeks—
May I wish Wales every success in their match against France? In Yorkshire, not only do we have Leeds Rhinos, who have thrashed our Lancastrian opposition, but the Keighley Cougars have become the grand finalist champions. May we have a statement heralding their support please?
I am certainly happy to wish Wales very well in the semi-final.

Commons ChamberThe Government have given a commitment to provide better protection against aggressive bailiffs, so I can offer some encouragement on that part of my hon. Friend’s question. On the first part, I will ask Department for Communities and Local Government Ministers whether there is any irregularity in Harrow council seeking a kick-back from any contract that it lets.
The Leader of the House will no doubt have been shocked as I was to hear that two senior members of the Ulster Unionist party have been summoned to Orange Order disciplinary proceedings after they attended the funeral of the murdered Catholic police officer, Ronan Kerr. May we have a short debate in which all Members of this House can demonstrate our support for Tom Elliott and Danny Kennedy and recognise the responsible way in which they have offered leadership to that community?

Commons ChamberI think that I am right in saying that crisis loans cannot be used for school uniforms, but I will draw the attention of my right hon. Friend the Secretary of State for Education to the hon. Gentleman’s concerns.
On 30 September we will see the start of the 2011 Ilkley literary festival. [Hon. Members: “Hear, hear!”] Thank you. May we have a debate on the positive impact of such highly successful festivals in bringing the pleasure of reading to young people?
I congratulate my hon. Friend on drawing the House’s attention to this. I hope that he might submit an entry to the festival so that his work can be considered along with that of others. I applaud the work of his constituents, and his own work, in taking steps to promote and drive up standards of literacy in this country.

Gentleman must have been listening to different speeches by the Business Secretary from the ones that I have heard, in which he has consistently said that he has no plans to change industrial relations legislation. I am not quite sure where the hon. Gentleman got that idea from.
May I ask the Leader of the House for an urgent statement from the Secretary of State for Education, following the latest appalling figures released by my local district council? They show that a total of 28,000 children in the district do not speak English as their first language, representing 43.5% of primary school children and one in three secondary school children. For clarification, I believe that more than 90% of those children were born and raised in this country. There is a clear responsibility on parents, who are failing our children. How are we going to hold them to account?
I understand the challenges that face teachers in educating children who do not have English as their first language, and the consequential issues for other children at their schools. My hon. Friend will know that in April, the ethnic minority achievement grant, which currently stands at just over £200 million, was mainstreamed into the wider dedicated schools grant. He will know also that the coalition Government’s priority for children with English as an additional language is to promote rapid language acquisition and include them in mainstream education as soon as possible. I will draw his remarks to the attention of my right hon. Friend the Secretary of State for Education.

Commons ChamberOf course I understand the concern felt in Derby about what has happened, but there has just been an opportunity to ask Ministers about this issue at Transport Questions, and questions were asked, and answers were given.
As this is a time when both central and local government are short of money, I ask that a Minister come to the House to explain, perhaps by making a statement, how we are supporting local government and the police in pursuing litter louts. That may seem a trivial issue, but my local authority is spending £6 million a year picking up rubbish, and that money could be spent on educating kids or looking after the elderly.
I understand my hon. Friend’s concern. I cannot promise a debate on this important issue, but perhaps he would like to put in for an Adjournment debate so that he can expand his ideas at greater length.

Commons ChamberMy right hon. Friend the Secretary of State for Transport made a very welcome statement on Tuesday announcing the electrification of the Great Western railway to Bristol, Cardiff and, indeed, the south Wales valleys, and at the same time he announced new rolling stock. He made it absolutely clear that even if electrification were carried through to Swansea, it would not affect the time already saved in travelling from London and the hon. Gentleman will already get a 20-minute saving anyway. I therefore very much hope that he will be slightly more enthusiastic about the Government’s announcement and about the reduction of the time it will take him to get home on a Thursday evening.
May we have a statement in which a Minister can condemn the outrageous targeting of vulnerable elderly people in Keighley and Ilkley by the Bradford Labour mayor-elect, who last Thursday increased the cost of meals on wheels for my elderly constituents by 88%?

Commons ChamberWe have debated the local government settlement within the last fortnight, and that would have been the opportunity for the hon. Gentleman to raise the grievance to which he refers. I am afraid he will have to wait another year before that opportunity comes round again.
The Leader of the House will be aware of a Channel 4 programme that went out last Monday evening, showing several children from my constituency being kicked and beaten in a mosque. Will he ask the relevant Secretary of State to make a statement on how we can protect children who attend mosques and madrassahs, and how we can support members of the community who are afraid to complain to the police about what has happened?
I understand the concern arising from the “Dispatches” programme, which included such comments as men should be trusted only if they had substantial tufts of hair on their face. It would be appropriate for my hon. Friend to refer to the police any allegations of abuse or harm to children. All school inspections are carried out by trained and qualified inspectors, and he might like to raise the incidents in his constituency with the appropriate inspectors.

Commons ChamberI am grateful to the hon. Lady for her question. I do hope to attend the debate on parliamentary reform later today in Westminster Hall, a debate to which my hon. Friend the Deputy Leader of the House will be replying. He shares my commitment to and appetite for more parliamentary reform.
On the hon. Lady’s second point, I welcome the opportunity that this Government have given the Backbench Business Committee not just to propose subjects but to table motions. If a motion is tabled that causes difficulties for the Government, the Government may have to take a view, as we did with the debate on contaminated blood, so, with my right hon. Friend the Chief Whip sitting a few feet away from me, it would be rash to make any commitment about unwhipped votes.
May I ask the Leader of the House for a debate on representation on local enterprise partnerships? My constituency has no representation on the Leeds city region LEP, so we are having to rely on a Bradford-based, Bradford-centric, soon-to-be-imposed shadow mayor.
I understand my hon. Friend’s concern. I would be more than happy to raise the structure of the LEP in his constituency with my right hon. Friend the Business Secretary, to see whether we can get a broader base of representation.

Commons ChamberI understand that the Welsh Assembly has had a relatively generous settlement compared with that of other public bodies. Against that background, I am not sure how much substance there is in that suggestion.
The Leader of the House will be aware of the media coverage of the predatory paedophiles who were convicted yesterday of grooming and raping children. It is well documented that this vile and criminal activity has also happened in my constituency. Will the relevant Ministers make a statement outlining what the Government are doing to stamp out this abuse of children?
I am sure that everyone was appalled by what was revealed yesterday. I saw the interview with Emma on “Newsnight” and I was horrified by what had happened. It is crucial to learn the lessons and make sure that that never happens again. I will certainly pass on my hon. Friend’s request to the Secretary of State for Health to see whether some ministerial response might be made to what was revealed yesterday.
