The Government are deeply committed to supporting people with mental health issues. By 2020, we will be spending more than £1 billion a year, which includes a wide range of investment in services and in recruiting and training more people. I assure the hon. Lady that the people carrying out the PIP assessments, just like the people carrying out the work capability assessments, receive thorough training. We are always working with stakeholders to see what more we can do to improve the claimant and our customers’ experience.

I recognise that the Minister has great compassion in her role, and the manner in which she has spoken today confirms that, but I was very disappointed by her response when Motability vehicles were mentioned. The Minister must take a much more robust direction in this regard. I have constituents who have definitely been refused PIP on account of their mental health condition and have therefore had a letter sent to them notifying them that the Motability car must be returned by a deadline. My constituents cannot comprehend what is going on. So, we would like a much more robust approach to Motability cars and a stay on their removal until PIP assessments have been properly completed.

We have all known the reason for universal credit for a long time, and the day when no employee needs to offer 16 hours of work to anyone will be the day when universal credit has done its job. The reason for this debate, however, is much less clear. I suspect that the changing nature of the motion reflects two problems. The first is that some Opposition Members do not want to fix universal credit, but to destroy it and go back to an earlier world of throwing more money at welfare. The second is that some of them know they cannot fix it, because their own record on tax credits—their big attempt at welfare reform—was an absolute disaster, for which we are still paying in HMRC’s annual accounts.

We have heard Opposition Members make a series of remarks that are worth repeating: that this is a “disaster about to unfold”; that it shows a “total lack of understanding”; that their constituents have been “driven into destitution”; that it is “a shambles”; and that they are “not making things up”. Let me share with everyone, but especially with Labour Members, exactly who has been making up what. One week ago, the Leader of the Opposition stood up in Prime Minister’s questions and, to bring alive his belief that universal credit is a shambles, said:

“Gloucester City Homes has evicted one in eight of all of its tenants”.—[Official Report, 11 October 2017; Vol. 629, c. 324.]

That would mean that 650 of my constituents had been evicted over the past year. The actual figure is eight, seven of whom had such large debt arrears before they went on to universal credit that they would have been evicted anyway.

Let me also share with Opposition Members that those figures—eight people evicted during the past year—are a quarter of the number that Gloucester City Homes, when it was the city council housing department, used to evict, on average, every year during the 13 years of the Labour Government. That was without any complaint being made in the House by two Labour MPs or the current Leader of the Opposition, who was here for all that time. The hon. Member for Easington (Grahame Morris) said that Government Members do not understand what is happening in our constituencies, but I know what is happening in mine, and I do not need the Leader of the Opposition to tell me; and when it comes to making things up, he should stop scaremongering and get his facts right.

Let me turn to the Government, because this policy is incredibly important. It is our philosophy and our project, and we must get it right, and there are things we could all do to help make that happen. In the time remaining—perhaps someone would like to intervene—let me quickly run through those things.

No, it was very generous, indeed. Given that the hon. Gentleman and the hon. Member for North East Derbyshire (Lee Rowley) said that almost everything is hunky-dory with the roll-out of universal credit, would he and his colleagues not be astonished if the Government did not push this to a vote? The tweeting going on suggests that the Government are going to abstain, but would he not like to have an opportunity to vote?

I agree with so much of what the hon. Lady says—I love her constituency—but rather than respond to that point, let me highlight what we can all do to make sure that this is a success.

First, the moment when the landlords portal opens and our housing associations become trusted partners will be absolutely crucial, and we need to know when it is going to happen for which housing associations. Secondly, I believe that if we have a main housing association in our constituency, it needs to have somebody inside the jobcentre and working with it when people move on to universal credit. Thirdly, we need to know how many of our constituents moving on to UC are getting advances. We know the national figure, but we do not know the figure for our constituencies. Fourthly, we need to know when the citizens advice bureau is alerted to a problem by a constituent. I have an escalation protocol with my CAB, and I recommend that to everyone, because it is very important for us to know about such problems as soon as possible. The next thing we need to know—

Instead of praising the Government for what they have done today, the hon. Gentleman, I suggest, should turn his mind to the situation in Northern Ireland. We have no functioning Assembly or responsible Ministers to deal with any of the problems that will arise when universal credit is rolled out across Northern Ireland. May I urge him to give a commitment to the House that his party will get together with Sinn Féin, which makes such a song and dance about welfare reform, and restore the Assembly as a priority?

I am surprised that the hon. Lady, as a Unionist, has not identified where the real problem lies in reforming the Government in Northern Ireland—with Sinn Féin. We are happy to enter government tomorrow with no preconditions to sort out these problems.

That brings me neatly to the point I want to make. When universal credit was first suggested—I was a member of the Executive at the time—we sat down and identified what we felt the issues would be. Even without a functioning Executive in Northern Ireland, changes have already been made in the system there which I believe will show that some of the difficulties that have been raised here today can be dealt with. For example, automatic direct payments to landlords are built into the system. I do not accept the argument that it is good to give tenants money for rent so that they can then pay it back. The money is not part of disposable income; it has to be used for a specific purpose, and therefore there is no reason why it cannot be paid directly. That is what will happen in Northern Ireland, and I suspect that we will not have the same level of rent arrears If that proves to be the case as universal credit is rolled out, I trust that the Minister will learn from it, and will rectify the system in the rest of the United Kingdom.

It was said earlier that 76% of people in the United Kingdom are now paid monthly, but those on low incomes are usually paid on a weekly or two-weekly basis. The first thing that many of my friends on low incomes do when they start a new job is ask for a sub in the first week, because they cannot manage otherwise. For that reason, I hope that what we have decided in Northern Ireland will eventually be replicated in Great Britain, and payments will be made on a two-weekly basis unless people ask to be paid monthly. We recognise that domestic violence is an issue, and that some people may be afraid to ask for the money, especially if they are caring for children. A split-payment system must therefore be considered.

If there is a vote this evening, we will abstain, not because we do not believe that there are problems, but because we believe that it is better to talk to the Government and look for solutions. Let me say this to Labour Members. They know that there are differences between us and the Government—and at times they try to exploit those differences—but we will not be used for the purpose of headline-grabbing defeats of Government flagship policies, rather than trying to find a way of resolving the issues that need to be addressed.

The hon. Gentleman will understand that in Northern Ireland this change is having a negative impact on thousands of women. I am one of them, but I will have a pension from this House; thousands of women will not enjoy that privileged status. On 13 July, a new Prime Minister walked into No. 10, giving an opportunity for this Government to set a different tone. The Prime Minister has a golden opportunity to deliver on the hopes and expectations that she revealed on the steps of No. 10.

The hon. Lady makes a strong point. I appeal to the Government to listen to what is said by Members in all parts of the House, including on the Government Benches. They can do the right thing today and deliver justice for the WASPI women. They have a chance to show that they really do care about the women who have been left behind.

Although it is simply shocking that we are still debating this issue without resolution, should we be surprised? Historically, women have suffered decades of gender inequality, and while the Tories tell us that the changes are about equalisation and fairness, they continue to push women further into hardship by delaying their pensions and ensuring that their austerity cuts continue to fall firmly on their shoulders.

I am grateful for the chance to speak in this debate. I congratulate the hon. Member for Ross, Skye and Lochaber (Ian Blackford) on his excellent, terrifically detailed speech. I will not go into great detail, but I wish to make three points. When I first got involved in politics, which was not long ago, I was shocked when an old hand said to me, “Politics isn’t fair.” I hope that we can all prove him wrong. This debate is about fairness for women who have had their pensions taken away. They are struggling at the moment, and they need the Government to be fair.

It is kind of the hon. Gentleman to allow me to intervene. Not long ago, on 13 July, the new Prime Minister stood on the steps of No. 10 and talked about all parts of the nation, including Northern Ireland, and about bringing the United Kingdom together. She said that her Government would be not for the privileged few but for the many. We need to hear from the new Minister—I welcome him to his place—the new Prime Minister and the new Government that thousands of women have suffered an injustice. I am one of those women born in the 1950s who is affected; I am one of the furious ones. This is an opportunity for the Prime Minister to meet her words with action. Does the hon. Member for South Antrim (Danny Kinahan) agree?

I certainly agree. That goes to the heart of what I was saying about the world needing to be made fair for these women.

Do the Government have the will to deal with this matter? As my hon. Friend the Member for Fermanagh and South Tyrone (Tom Elliott) did, I congratulate Wilma Grey on all her work. What came home when we petitioned Stormont and others is that there is still a mass of women who do not know that this is happening—or they vaguely know. Do the Government have a complete database in Northern Ireland? If 76,000 women are affected, how many of them actually know? Are we working on a database? Will that database be used to ensure that everyone knows? We can then concentrate on whom we can help. If we cannot help everybody, can we look for those who really need help, such as those with ill husbands or ill children to look after, those who cannot get a job and those who live out in the sticks? So many different areas have been addressed today. I would rather see the Minister helping everyone, but if not, let us look at the details and make sure that we know who needs help so that we can get involved.

I have spent my life trying to get people in Northern Ireland working together. Will the Minister work with the four separate campaigns so that we get much better detail on this issue and a result that is fair to everyone?

I really cannot take any more interventions, simply because of the time. It is not in my nature, because I like interventions, but I really cannot.

The hon. Member for Paisley and Renfrewshire South (Mhairi Black) and others mentioned a notional national insurance surplus fund. The fact is that, in order to maintain the minimum work balance of the national insurance fund, a Treasury grant of £9.6 billion was made in 2015-16. Public sector finance is complicated. It is easy just to pick out one bit.

I wish to spend a little time discussing the Scottish National party’s proposals. Its independent report suggests rolling back the 2011 Act and returning to the timetable in the Pensions Acts of 1995 and 2007, but that is simply too expensive for the Government to consider. The report puts the cost at £7.9 billion, but my Department’s direct comparison for the same period is £14 billion. We can discuss it however many times, but our modelling is comprehensive and no one is trying to take advantage of anybody else. I really believe that the SNP report has underestimated the impact by somewhere in the region of 50%. It has done so by ignoring most of the costs and applying costs only to the five-year window from 2016-17. Costs beyond that horizon have simply been ignored.

The Pensions Act 2011 not only increased the female state pension age to 65 sooner, but brought forward the increase to 66 for both men and women. The increase to 66 generates significant savings of more than £25 billion, yet such an important element of the Act is omitted from the paper, along with the associated costings.

John Ralfe Consulting, which is independent, reviewed the SNP option. Mr Ralfe concluded that:

“Sadly, the SNP has not managed to pull a Rabbit out of its Hat. The real cost of Option 2”—

the SNP’s preferred option—

“is almost £30bn…The SNP can claim the cost is much lower simply because it has chosen to ignore most of the costs.”

I hope that demonstrates that that option is simply not deliverable.

In the limited time remaining, I shall address the notification issue. In answer to the hon. Member for Fermanagh and South Tyrone (Tom Elliott), between 2003 and 2006, the DWP issued 16 million unprompted products called automatic pension forecasts. People contacted the Department and it gave out all those forecasts. In 2004, the Department ran a pensions campaign that included informing people of the future equalisation of the state pension age. The Government made sure that the information was there, but I accept that it was not communicated by individual letter, as it was later when, as I am sure Members will be aware, millions of letters were sent out.

To say that nothing happened is not true. I have seen a leaflet on equality in the state pension age that was widely circulated, with many, many copies printed. A summary of the changes was issued and the general public were advised, although I accept that they were not informed by specific direct mailing in the way mentioned by some Members.

It is very kind of the Minister to give way. He will recall that in an earlier intervention I quoted the Prime Minister, whom he serves. Does he appreciate that his words make the Prime Minister’s words sound extremely hollow? This is not a nation in which the Prime Minister appears to care about all the people of the United Kingdom. Will the Minister please take that message back to the Prime Minister?

I certainly will not take that message back to the Prime Minister, because I do not accept that anything I have said today is incompatible with what the Prime Minister said on the steps of 10 Downing Street. Governments have to make difficult decisions, and the allocation of public spending is one of the most difficult.

It is not fair to say that the acceleration of the women’s state pension age has not been fully considered. It went through Parliament, there was a public call for evidence and there was extensive debate in both Houses. The Government listened during the process and made a substantial concession worth more than £1 billion. Finally, Parliament came to a clear decision. As it stands now, it would cost more than £30 billion to reverse the 2011 Act.

That this House has considered Social Fund funeral payments.

May I say what a pleasure it is to serve under your chairmanship, Sir David? I look forward to what I hope will be another constructive debate on this topic. Before commencing, it is appropriate to place on record my appreciation to the Under-Secretary of State for Transport, the hon. Member for Blackpool North and Cleveleys (Paul Maynard), and the hon. Members for South Shields (Mrs Lewell-Buck) and for Milton Keynes South (Iain Stewart), who have all campaigned on the huge disparity between people’s profound need at a sincere time of grief and the support that Government are prepared to offer them.

I am also greatly indebted to the right hon. Member for Birkenhead (Frank Field), who as Chair of the Select Committee on Work and Pensions compiled an important report on this subject, “Support for the Bereaved”, which was published in March this year. I know that he wished to be here this morning but, due to scheduling, the Committee is taking evidence for an inquiry this morning, so its members are unable to do so. May I also welcome the Under-Secretary of State for Welfare Delivery, the hon. Member for Romsey and Southampton North (Caroline Nokes), to her place? I have not thus far engaged with her as a Minister, but I know her to be a compassionate Conservative. I know she is well placed to respond appropriately, and I trust that when she does, this debate will have a tangible outcome.

When the Select Committee’s report was published, Citizens Advice in Northern Ireland commenced its work, motivated by a desire to assist those in society who often struggle to find the right information, let alone access the help they require. I believe that its quest should be ours today. While we should always strive to provide dignity in life, we must also ensure that people have dignity in death.

The problem can be summed up as curtly as this. SunLife’s cost of dying survey puts the average cost of a funeral at £3,700. The average payment for the preceding year from the social fund was £1,347. That is a shortfall of 62%. We know that eligibility for the payment is confined to those in receipt of income support, housing benefit, tax credit, universal credit, pension credit, jobseeker’s allowance or employment and support allowance. We therefore recognise as a society that any recipient of this payment is already in need of Government support to make ends meet. Starkly, we are forcing individuals for whom every penny counts to accept a financial burden of £2,300.

I am listening very carefully indeed to the hon. Gentleman’s speech, as ever. I invite him to take this opportunity to put on the record his appreciation for the contribution made by armed services charities. In Northern Ireland, and I expect throughout the United Kingdom, those charities have been very good at helping the families of veterans when they fall on hard times and are unable to meet their funeral expenses.

I am indebted to the hon. Lady. She is entirely right. At a time of grief and sorrow, pride sometimes gets in the way of people seeking the support they most earnestly need. While quietly and under the surface there are many membership organisations that, through benevolence, step in to support, they should not have to.

We are burdening those in receipt of benefits with a 62% deficit of £2,300. I know that the Government’s position—indeed, it was accepted by the Select Committee—is that in all these instances people have a choice to make. They have a choice as to what type of funeral they have, whether they engage the services of a funeral director and whether they assume additional costs. We accept that people have choices.

I beg to move,

That the draft Welfare Reform (Northern Ireland) Order 2015, which was laid before this House on 26 November, be approved.

The order will ensure that the people of Northern Ireland can benefit from the radical programme of welfare reforms enabled by the Welfare Reform Act 2012 in Great Britain. That landmark act ushered in a new welfare contract with the British people. It said to those who are able to work, “Work will always pay.” It said to the most vulnerable in society, “We will continue to provide you with the support you need”, and it said to the taxpayer, “Your hard-earned money will be spent responsibly.”

This new contract reflects principles which continue to guide our welfare reform programme—that work is the best route out of poverty, that spending on welfare should be sustainable, that people on benefits should face the same choices as those in work, and that the most vulnerable should be protected. Those are the principles that underpin the Welfare Reform Act 2012, and they are the principles that underpin the Order in Council before the House today.

Before I turn to the specifics of the order, I want to remind the House of the desperate need for welfare reform in Great Britain and Northern Ireland. When we took office in 2010 nearly 1 in 5 households had no one working, the number of households in which no one had ever worked had nearly doubled, and nearly 1.5 million people had been on benefits for most of the previous decade. The welfare system, with its byzantine complexity and perverse incentives, had allowed people to become detached from the rest of society, trapped in worklessness and dependency.

Over the past five years, we have stuck to our economic plan, delivered welfare reform and seen great progress: employment is up over 2 million; there are over 680,000 fewer workless households; and the number of people claiming the main out-of-work benefits has fallen by 1 million. In Northern Ireland, too, there have been improvements in the labour market, with 33,000 more people in employment than in 2010 and the claimant count down nearly 30% over the same period, but there is still much more to do. Northern Ireland has a lower proportion of its working age population in work than any other country or region of the UK; 130,000 households have no one in work; and 5% of those claiming the main out-of-work benefits across the UK as a whole are in Northern Ireland, which is well above its share of the UK working-age population.

In rebalancing Northern Ireland’s economy to meet the challenges of today’s global economy, we are tackling these challenges and creating jobs. Economic reforms, such as the proposed corporation tax reduction, will be vital, but economic reforms alone will not create a more prosperous society or improve the life chances of people trapped in dependency. As my right hon. Friend the Secretary of State for Work and Pensions has said many times in this House, economic reform must be complemented by social reform. We must ensure that people are supported and incentivised to take advantage of the opportunities that economic growth can create, and that is what the order does.

Improved incentives are at the heart of universal credit. The single taper rate ensures that work will always pay, and the stronger conditionality framework encourages claimants to do everything they reasonably can to find or prepare for work.

The Minister will know that the Belfast agreement created two statutory organisations: the Northern Ireland Human Rights Commission and the Equality Commission for Northern Ireland. What consultation have the Government conducted with them on these welfare reforms?

Full and public consultation has taken place, and all the information has been made available repeatedly.

Early evidence suggests that universal credit is making a difference. Compared to current jobseeker’s allowance claimants, universal credit claimants look for work more, enter work faster and earn more. The benefit cap is also having a positive impact in Great Britain, with capped households 41% more likely to go into work than similar uncapped households. It must be right that the people of Northern Ireland benefit from these reforms, so the order provides the legislative framework to implement them in Northern Ireland, as well as replacing disability living allowance with the personal independence payment, which helps towards additional living costs associated with a long-term health condition or disability and is based on how a person’s condition affects them, not on the condition they have; reforming contributory benefits so that they align with universal credit conditionality, including through the introduction of a claimant commitment as a condition of entitlement; time limiting employment support allowance to underline the principle that with the right support claimants are expected to return to work; and introducing tougher penalties for benefit fraud.

The transitional provisions in the order allow the Secretary of State to exercise the vast majority of regulation-making powers in the first instance, and our intention is to introduce the regulations in the early new year, working with colleagues in Northern Ireland. It will be for the Northern Ireland Executive, however, to implement the changes, and regulations relating to the top-ups outlined in the Stormont House and fresh start agreements will be taken forward by the relevant Northern Ireland Department in the Assembly.

It is important to remember what the order is about and what it is not about. It is not intended to diminish Northern Ireland’s devolution settlement. As my right hon. Friend the Secretary of State for Northern Ireland has made clear, the legislative approach we are taking has arisen at the request of the Northern Ireland parties, and the Assembly has given its consent. The order also reflects the draft Northern Ireland Welfare Reform Bill, which has been debated at great length in the Assembly over the past three years. Accordingly, the order includes a number of amendments that reflect the will of the Assembly, including an 18-month limit for higher level sanctions and discretionary payments.

This order is about building and delivering the fresh start agreement. It is about supporting hard work and aspiration, and creating the right incentives for people to fulfil their potential and create a safe, secure and self-sufficient life, supported by, but independent from, the state. It is about making sure that spending on welfare is sustainable and fair to the taxpayer, while at the same time protecting the most vulnerable. Building an economy based on higher pay, lower taxes and lower welfare is both right for the UK and right for Northern Ireland. I commend the order to the House.

Of course, that £100 million-plus could have been used to deal with many of the pressing problems faced by my hon. Friend’s constituents and mine, and, indeed. the constituents of all of us in the House tonight. They could not benefit from hip operations, eye operations or special needs provision in schools because money had been drained from the Northern Ireland budget unnecessarily. Let us be clear about this. The responsibility for the legislation being brought here rests with those who took the view that they did, even after concessions had been made. I want to thank the Ministers on the Treasury Bench who listened to the special case in Northern Ireland, albeit that they made us pay for the changes ourselves. Nevertheless, they recognised that there were special conditions in Northern Ireland and they were prepared to be flexible. I suspect that caused some difficulty for them with their constituents, because the same arrangements were not available here on the mainland. Nevertheless, they were made available in Northern Ireland—although, as I said, the Northern Ireland Executive had to pay for the changes made.

This was always going to be a difficult issue because of the parity principle. It is one of the reasons why at the very beginning when devolution was being set up we questioned whether welfare should ever be devolved; departure from the parity principle was always going to be very difficult. The arrangement was that, so long as Northern Ireland stayed in line with tax changes and benefit changes in the rest of the UK, through the annually managed expenditure, whatever the cost of welfare would be, it would be met by the Exchequer; it would not have to be found locally, but would be met by the Exchequer. It was perfectly legitimate to say, “We’re not going to allow you to go and do your own thing and then expect the Treasury to pick up the bill.” We expect there to be that parity principle and, that being the case, the devolution of welfare to the Northern Ireland Assembly was always going to create difficulties if parties decided to dig their heels in and ask for radically different arrangements.

It has been mentioned that my party voted against some of the things contained in the Bill at Westminster. That is true, but there are many things we voted for. We supported the benefit cap. We supported the move to universal credit and the simplification of benefit arrangements. We supported the principle that benefits should be set at a level to make work pay, and not to penalise people who went out and worked. We supported all those things, but there were things we were not happy with. We voted against them here. In some cases we were able to negotiate differences in Northern Ireland, and in some cases we were not, but we faced up to the reality that once the legislation had passed through Westminster the Northern Ireland budget was not going to be able to bear the cost of not implementing it in Northern Ireland.

It is ironic, however, that the SDLP should say that Sinn Féin and the DUP rolled over to the Government on welfare reform. Let me give one example. When the hon. Member for South Down (Ms Ritchie) was Minister for Social Development, she put through a lot of statutory instruments that simply reflected welfare changes here and were introduced in Northern Ireland, very often without any debate. Indeed, it was her successor who introduced in Northern Ireland the removal of the spare room subsidy for the private rented sector, and then railed against it when it was introduced for tenants in the public rented sector. There was not a word about it in the Northern Ireland Assembly when her colleague Mr Attwood introduced that. So we can see a certain amount of conflict between the anti-welfare rhetoric of the SDLP and its willingness on many occasions to introduce welfare changes through the Assembly.

Instead of concentrating only on the SDLP, I would be intrigued to find out what persuaded Sinn Féin, after months and months of saying no to welfare reform, to agree with the DUP—and do not tell me it was the charm of the DUP; just explain why they changed their mind.

As I have mentioned to the hon. Lady before, because she has asked me this previously, Sinn Féin has on many occasions adopted an intransigent attitude. It said it would never turn its back on the IRA, but at St Andrews we insisted that it had to turn its back on associations with all those who were involved in criminality before we were—

The whole point of the order before us is that it allows for those changes to be made in Northern Ireland. The range of the changes has been highlighted here tonight: the exemption from the spare room subsidy changes; the direct payments to landlords; the split payments to households; and additional funding for those who would be affected by housing benefit changes to their rates. All those have been facilitated as a result of the negotiations that took place—under the auspices of a Democratic Unionist party Minister; the DUP negotiated many of those changes. As I say, we were pleased that the Government were prepared to be flexible, albeit that their largesse did not extend to funding those changes and those had to be funded from the Northern Ireland budget.

The good thing about this order is that it removes something that was toxic in the Assembly. Until December next year, any welfare changes will be done through this House and therefore the kind of impasse that we have experienced before will be removed. That is good for the stability of the Assembly. It is good that we have an order that reflects some of the changes that we believe were necessary and some of the amendments we wish to have in the legislation. Overall, it is a good part of the package. We are not ashamed of it. We do not believe it dilutes devolution. It is a recognition that the current blocking arrangements in the Assembly created problems that we had to find a way around.

I am very grateful to the hon. Gentleman for allowing me to intervene again. I am sure that he would like to correct the record. Instead of describing an Assembly Member as a “little Green man”, perhaps he could explain that that Member of the Legislative Assembly is in fact a member of the Green party, and one of the six MLAs in North Down. I am sure that he would like to correct the record.

The MLA is a man. He is quite small, and he sits in the corner of the Assembly, and he is also a member of the Green party. Members can take from that what they wish. He and I have a long record of conflict in the Assembly.

I welcome the order before us tonight. There is other welfare legislation that will have to come before this House. I look forward to it going through, so that the problems that welfare was causing in the Northern Ireland Assembly should not cause an impasse in the future.

Obviously, this is a matter for my right hon. Friends the Prime Minister and the Secretary of State for Northern Ireland, but what I will say is that we have been in constant discussions and negotiations with politicians in Northern Ireland about implementing welfare reform. Even though there was agreement, they have now decided not to agree. I simply say to all involved that they now need to start thinking about how they can address the issue; otherwise, they will not benefit the people they serve who will lose out because they will lose money.

My hon. Friend the Member for Monmouth raised the most important issue, and I am pleased that the shadow Secretary of State is here now. The shadow Minister engaged in a rewriting of history. My hon. Friend and several others alluded to the fact that the shadow Secretary of State said that Labour would be tougher than the Tories on welfare and on welfare reforms. There was no nuance about helping more people. Labour said it would be tougher than the Tories on welfare. We have saved £83 billion on welfare spending—that is the predicted saving. I would like to know where those cuts would take place if not through welfare reform. [Interruption.] The hon. Member for Gateshead (Ian Mearns) says from a sedentary position that the cuts would come through jobs, but more than 1 million people have been placed into jobs since this Government took office. That is most important.

Before the Minister came into his current job, he was a very effective Minister in Northern Ireland. He will know, therefore, that in Northern Ireland we have had an increased threat from dissident republicans, who are deeply and utterly ruthless. Would it not be worth while to extend this proposed commission to Northern Ireland? I hope that those who have proposed it would support that, but that is a point that could be clarified later. If the commission were to be granted, we could have a worthwhile review of and inquiry into whether deprivation and poverty in Northern Ireland have fed into the increase in dissident violence. Would that not be worth while?

I thank the hon. Lady for her intervention and for her comments about my time as a Minister in Northern Ireland. That means an awful lot to me. Most of the welfare reforms have not been implemented in Northern Ireland yet because they are being blocked by one particular party, so it is difficult to see how we could appraise what was going to happen in Northern Ireland compared with the rest of the United Kingdom because the welfare reforms have not been introduced there in the way that they have in the rest of the country. I do not think that the answer at this stage is to have an independent review. The Government issue huge amounts of research—very expensive research—and we need to look carefully at what is going on.

We have of course brought in the benefit cap and reformed housing benefit. My constituency has one of the largest council-run social housing stocks in the country—nearly 16,000 council properties—as well as quite a large housing association stock. I get family after family saying to me, “Why do my children have to do their homework in the corridor? Why can’t we move into a larger property.”

The charity in my hon. Friend’s constituency, Winston’s Wish, was referred to earlier by the hon. Member for Gloucester (Richard Graham), and we take its concerns seriously. I stress that what we have put in place is a structure of reform that will involve us actually spending slightly more over the coming years on support for bereaved families, but there is a debate to be had about how long the support should last. For various reasons, going beyond a year raises difficult issues. For example, a short-term benefit can be disregarded for universal credit, whereas a long-term income replacement benefit almost certainly would not be. By delivering the money in this way, therefore, the lump sum is tax free and the short-term payment is not counted against people’s universal credit, whereas a long-term payment would be, meaning that bereaved families might end up getting less support were we to extend the period. So there are trade-offs and reasons why these balances have been struck.

The Minister will know that as the Bill is drafted, and moving towards its final phase in the House, the bereavement support payment does not apply to Northern Ireland. Will he clarify whether, were it to be introduced by the Northern Ireland Assembly, it would be paid for centrally?

I would be happy to provide the hon. Lady with the clarification she seeks, either while I am still at the Dispatch Box or subsequently, if that would be helpful.

Part 4 of the Bill, which occupied the majority of our time in the House, deals with automatic enrolment and one of the many issues not addressed until this coalition Government came to power—the issue of small stranded pension pots. We anticipate that there could be tens of millions of small stranded pension pots, which is not something any of us want. I think that the prospect of the pot-follows-member system, under which people change jobs and the small pension pots go with them and build into what I have called a big, fat pot, is a better model. It will engage people with pension saving and result in people knowing where their pensions are and getting better value for annuities. That will be of great value.

It would be fair to say that a Bill such as this does not just happen, but depends on the work of an army of officials with expertise in both state and private pensions, on parliamentary counsel and on the many stakeholders who have given us advice and encouragement and enabled us to refine the Bill. I put on the record my appreciation to all of them.

I understand the hon. Gentleman’s point about the standard rate, and of course when the Chancellor made his announcement about the winter fuel allowance earlier this year he did not dwell on it in any great detail. In fact, he passed over the issue almost completely, and we found out about it only in the small print. I understand the hon. Gentleman’s argument, but it beggars belief that whereas it was thought okay to have the increase in each of the last three years, the Chancellor and the Government have chosen this year to cut the extra payments for our senior citizens, despite the anxiety that was expressed throughout the House just a few weeks ago about extremely high and rising energy prices across the country.

When I raised the matter with the Prime Minister on 2 November, he said:

“we have kept the plans that were set out by the previous Government and I think that is the right thing to do.”—[Official Report, 2 November 2011; Vol. 534, c. 918.]

I have listened to the Prime Minister and Ministers speak many times about their spending plans and what the previous Government did, but I do not think I have often heard them say that. On virtually every occasion they have said that the previous Government’s plans were leading to economic disaster, yet on this issue, and only on this issue, they pray in aid the fact that the previous Government were, they say, going to cut the allowance, and that it is therefore the right thing to do. Frankly, that is not good enough. I leave it to the Opposition to outline what their position was.

The Government have decided to maintain health spending at a certain level, saying that it needs to be ring-fenced. They have said that international aid spending needs to be protected, and that we needed to spend money to intervene in Libya. I have no difficulty with any of those things—I support them—but now the Government say that it is right to cut payments to our senior citizens, at a time when they are suffering from extreme cold and high and rising energy prices, because that was what the previous Government had planned. That is a shabby argument, and not one that bears any kind of scrutiny. The Government should stand on their own two feet, argue their case for themselves and justify it to the House and the country.

I want to pay tribute to groups such as Age NI for their work in Northern Ireland, and to Age Sector Platform, which has been very busy in recent months running a significant campaign called Fight the Winter Fuel Cut. Recently, a group from Northern Ireland led by Margaret Galloway, Michael Monaghan and Nixon Armstrong travelled to Westminster and presented the Minister of State, the hon. Member for Thornbury and Yate (Steve Webb), with a petition. Hundreds of people are signing that petition every day.

Before the right hon. Gentleman leaves the subject of Northern Ireland, will he reflect on the fact that, for the first time, a commissioner for older people—and a very good one in Claire Keatinge, who was formerly the director of the Alzheimer’s Society—has been appointed? Does he see a role for the commissioner on the issue of winter fuel payments? How could she influence the Government to do the right thing? We hear a lot of criticism of human rights in the House, but there is a guarantee that no one in the UK should experience degrading treatment. For older people, the Government’s policy seems like degrading treatment. Does the right hon. Gentleman agree?

I certainly do agree with the hon. Lady, who rightly points to the important step taken by the Northern Ireland Assembly and Executive of appointing a commissioner for older people, which follows the appointment in Wales of someone who fulfils the same kind of role. I have no doubt that the commissioner, who I agree is an excellent appointment, will be active in putting to Northern Ireland Executive Ministers the case for our older people. As I outlined earlier, a number of things are currently being undertaken by the Executive, and they are considering others, to help our older people. However, what the hon. Lady says on winter fuel payments, which affects the entire country, and which is for decision and debate in this House, should carry some considerable weight.

On whether the allowance is poorly targeted and whether it is the appropriate way in which to deal with fuel poverty—the right hon. Member for Rotherham (Mr MacShane) mentioned this—the argument against the universal payment principle overlooks the fact that many of those entitled to, for instance, pension credit, do not receive it, for a variety of reasons. In Northern Ireland, somewhere in the region of £60 million is not claimed by those who are entitled to pension credit. Those people are hit with a double whammy: they do not get pension credit or cold weather payments, because the latter go only to those who claim the former. The only way to ensure that the most vulnerable people get financial help is to keep the universal payment. I believe that there is no dispute between the Government and those who agree with me, because the Conservative party pledged in its manifesto that the allowance would be kept.

The Chancellor was asked this very question at Treasury questions recently, and he confirmed, as is entirely in line with my view, that the triple lock is something of which we are proud. I am sure that we will be just as proud next Tuesday when he announces his verdict.

This is not just about the basic state pension: it is also about pension credit. As has rightly been pointed out, we need to make sure that pension credit take-up is maximised and we already do many things in that regard. Some people may not know that they can ring an 0800 number—a freephone number—to claim pension credit. They might think there is a long and complicated form to fill out, but in fact they can claim it over the phone and can also claim housing benefit and council tax benefit at the same time. We also undertake a lot of activity to engage with people who might be eligible. For example, we mention pension credit to people when they claim the state pension or when they report a change in their circumstances such as a bereavement. We also have a visiting service so that if people are not online or perhaps are not able to get out, DWP and local authority staff go out to their home and fill in forms with them in their front room.

As a Department, we are doing quite a lot to encourage take-up, but I am aware that the Democratic Unionist party manifesto mentioned trying to pay pension credit automatically. We have been piloting that in Great Britain and I can update the House on that exercise. We took a random sample of about 2,000 customers who were not receiving pension credit but whom we thought, based on what we knew about them, appeared to be entitled to it. For 12 weeks, we paid them the money anyway without their having to make a claim and then we contacted them and said, “By the way, we’ve just given you some free money. This is what we think you would get on pension credit—would you like to make a claim for it?”

The delivery phase of that study ran from November 2010 to March 2011 and an evaluation is now under way, but I can update the House on the early findings from that research. We found that by August, after the process had finished, a percentage of those involved in the study had successfully claimed pension credit. I am going to ask Members to think to themselves what percentage I am about to say, assuming that no one has read what we published. So, of the 2,000 people to whom we gave pension credit because we thought they were entitled to it, what percentage do hon. Members think then successfully claimed it? I shall not do a straw poll at this point. The answer is just 9%, which is a very low figure. Given that 3% of those in the control sample claimed, if we had done nothing we would have had 3% claiming anyway, whereas we had 9%.

We found that those who did go on to claim pension credit did so because the study had raised their awareness of the benefit and their potential eligibility for it, as one might expect. We talked to some of those who did not claim and found that some of them retained the view that they were not entitled to it even though we had contacted them and given them the money. Some felt that they did not need it, which is fair enough, some did not claim because of health issues, others forgot and some did not quite understand what was going on. It was a complex process, and we will publish a rigorous evaluation of it. It would be great if we could spot all the folk who are not taking pension credit and get the money to them automatically, but the early indications are that that will not be the case and that this approach is not a silver bullet that will enable us to deliver the money automatically. However, we will see what lessons we can learn from the pilot and I shall be happy to update the House on that a bit nearer the time.

May I establish when the Minister last visited Northern Ireland? The right hon. Member for Belfast North (Mr Dodds) gave the statistic in his opening remarks that 75,000 homes in Northern Ireland are in extreme—that is the word he used—fuel poverty. With the greatest respect to the Minister—and I do have the greatest respect for him—I would like him to visit Northern Ireland and come to some of those homes. It is absolutely degrading for an elderly person to have to eliminate their television because they cannot afford a television licence, or to have to choose between food and fuel. This is a really serious problem in Northern Ireland.

I do not doubt for a second the point that the hon. Lady, for whom I have a great deal of respect, makes. Obviously, as a GB Minister, I am responsible for these matters in Great Britain. Fuel poverty is a devolved matter, although my hon. Friend the Under-Secretary, who will respond to the debate, was in Northern Ireland last week. Yesterday I spoke to the Northern Ireland Minister for Social Development to discuss with him these issues as they affect Northern Ireland. He was keen to stress some of the measures that the Executive are taking—for example, the double glazing of social housing.

That comes back to the point I was making, which was that this is partly about 98p a week on the winter fuel payment, which is what we are discussing, but far more about stopping people having highly energy-inefficient homes and giving them a decent, dignified standard of living. If hon. Members think about the difference that we are going to make through the triple lock on the basic pension, it swamps the 98p that we are talking about today and will make a real impact on the living standard of pensioners over decades to come.

It is a great pleasure to follow the hon. Member for South Antrim (Dr McCrea). The speeches of Members on the Opposition Benches have been characterised by a great passion on behalf of their constituents about the issue of fuel poverty. Everybody in this House is concerned about that issue and we have all had to deal with constituents who are finding life a struggle. The opportunity to debate our concern for the vulnerable this afternoon is an example of Parliament at its best, because such issues are why we are all in this place and why we attempt to do our best. It is important that Government Members think about what we are doing for pensioners and how far we are supporting them in dealing with the ever-increasing burden of fuel prices.

I assure Members of the Opposition parties that if the measures that the Government are putting in place were less than adequate, I would be the first in line to criticise them. However, if we look just through the prism of the winter fuel payment, we do not see the whole story. We need to look at the wider support that we are giving to pensioners through pension reform and other benefits.

I could also point to the lack of Members on the Labour Benches, but this is not an occasion to engage in party politics. We need to turn our attention to debating the substance of the issue.

I am satisfied that what the Government are putting in place is appropriate to support our pensioners. As I said, we need to consider the wider support that we are giving pensioners to deal with fuel bills, the other benefits that we are giving pensioners and the pension reforms. We also need to consider the quality of the housing stock, which has been raised a number of times in this debate. We need to think about what can be done to reduce bills, because then we would not have to give so much support to cover energy prices. At the moment, a lot of energy is used to heat the air above people’s houses.
