I am delighted that the hon. Gentleman asks that question. I would like the goods on the shelves to be at a fair price so that families can afford to buy one of something and do not have to go for a two-for-one offer to get the best value. I know that he is perhaps still an unpaid spokesperson for a supermarket.

There is a problem with the desire for perfect food, too. Our farmers are having to waste a lot of food because it does not meet some of the supermarkets’ requirements for perfect food.

I will not, because I have less than two minutes to go. If there is time at the end of my speech I will allow the hon. Lady to intervene.

My final point is about the groceries code adjudicator. We need somebody who holds the supermarkets to account, because whether we are talking about the past two years, the previous 13 years—as the Secretary of State tries to shift the blame on to our side—or the past 20, 25 or 30 years, the supermarkets have been making money left, right and centre, hand over fist, but at the same time our farmers have told us that they are struggling. The number of farmers now is a fraction of what it was 20 or 30 years ago, and customers and consumers—our constituents—are suffering. We need the adjudicator. If the Secretary of State has a problem with the need for an adjudicator, the answer is quite simple: if the adjudicator is appointed and does not have any work to do, perhaps the post will have been a success because the supermarkets have realised that the game is up.

This debate is not about those of us who are in the comfortable position of being able to go out and buy what we want in the supermarket. It is about the poorest in our society, who may not have freezers and fridges, and cannot buy in bulk, or buy food when it is on offer. They are the ones who work and live from week to week—sometimes from day to day. The House and the Secretary of State need to provide a positive steer, to ensure that the most vulnerable families are looked after, helped and supported by all the machinery of government.

I am so fond of my hon. Friend that I have great difficulty in saying that I must draw his attention to the remarks I have just made. His big organisation—Asda—is revered in north Yorkshire because it stemmed from Associated Dairies, which not only set the price but provided a market for local milk suppliers. Individual growers need protection, because they are unable to speak for themselves. We all have big constituencies and may not always be aware of such individuals. I hesitate to say whether big companies are “good guys” or “bad guys”, but Asda and Morrisons source a lot of their food locally—almost 80% or 90%. We need to protect the small individual growers.

The Environment, Food and Rural Affairs Committee believes that two of its conclusions could have an impact if the Secretary of State for Environment, Food and Rural Affairs can persuade the Secretary of State for Business, Innovation and Skills to amend the draft Groceries Code Adjudicator Bill. First, the ability of suppliers to make anonymous complaints is fundamental to the success of the groceries code adjudicator. Secondly, the adjudicator should have the power to launch investigations. We are all agreed that he should have the power to fine, but he should also have the power to launch investigations.

I have just established a not-for-profit company called Ugly Food. The strapline is “Tasty but imperfect, just like you”. There is a phenomenal number of small suppliers who have food rejected because their produce is not perfect. We should look to create a market for that food, so that we do not waste it.

The House will draw its own conclusions about my hon. Friend’s self-advertising.

I understand that the powers of the Competition Commission are based on the powers of the Commission in Brussels. The EU directorate general for competition has the power to swoop when it believes an investigation should take place. I urge my right hon. Friend the Secretary of State to make the same plea to the Business, Innovation and Skills Secretary to adopt those two recommendations—and, indeed, all the Committee’s recommendations.

The Secretary of State for Environment, Food and Rural Affairs will be aware of the Committee’s work on food security. I hope she will remove any inconsistencies between trying to supply a secure strand of food and sustainable food production. There is an inconsistency at the heart of the Government on that. She will be involved in discussions on common agricultural reform in Brussels. Greening the common agricultural policy could take productive land out of production. It could also be hugely expensive and involve the introduction of more complex regulations, which we should be aiming to simplify.

I must now declare an interest in the organisation called Ugly Food that I have established. I believe that it is open to all small producers to market their foods with new branding and a new logo.

Perhaps I am looking at these matters non-politically, and perhaps I am looking too far into the future, but I think that we have a real problem. We talk about cheap food, but we are not always going to be able to deliver cheap food. We will have been deluding our constituents by suggesting that it will be available in the longer term, unless someone comes up with the answers to climate change, increased calorific intake and population growth. If we are to be responsible and live in the real world, we must try to deliver a system in which the cost of feeding one’s family healthily and effectively does not go up in price, but that is fundamentally different from talking about cheap food.

The food system in this country has been distorted by the very cheapness of the products. Food here is cheaper than in any other country in Europe and, as a result, we have seen a much steeper price hike in recent years than the rest of Europe. That price hike has been compounded by two fundamental aspects of our food chain. We import much more than any other OECD country, and we eat much more processed food, which is highly energy intensive and labour intensive. A further anomaly is that, although this country’s supply chain is supremely efficient, it is not very resilient. As a result, we face greater price fluctuations and volatility when shocks to the system occur.

I draw Members’ attention to my declaration of interest. My hon. Friend is right to say that food prices will continue to rise, and that that will be a problem. Is it not the case, however, that one way of tackling that would be to tackle food waste? Should we not also examine the new technology that could really move agriculture forward, not only in the UK but around the world?

I totally agree with my hon. Friend. It is pretty frightening that wheat yields in this country have not increased at all over the past 20 years. Also, because food has been so cheap in this country, we have not valued it. As a result, there is a huge amount of waste in the system.

To address the bigger problem of food insecurity, we should look to the energy model. This Government’s strategy on energy insecurity aims to manage a valuable resource, to address the waste in the system and to build greater UK resilience to international price fluctuations. With some tweaks, several of those policy mechanisms could and should be adopted for food. Security of supply is an example. The previous Government cannot claim much credit in that area. Imports of food increased by 52% under the previous Government and agricultural land was diverted away from production. Thank goodness, today we have Ministers who understand the issues of production.

To build greater security of supply, domestic production must, in my view, increase. We must build a hedging mechanism against global volatility and realise not only that food imports will become more expensive but that the level of imports, with a weak pound, is having a negative impact on our balance of payments and placing inflationary pressure on benefits and entitlements.

We must address food waste with a similar tenacity to that with which we are addressing energy waste through the green deal. We need to reverse the indulgent years that deskilled the consumer in food preparation and supported profligacy in the supply chain. Customers—we, the consumers—are often accused of being responsible for such waste, but I disagree. The system is designed to create waste and the consumer is merely responding to how the supermarkets and other retailers sell their products. The waste in procurement is terrifying and I hope that the grocery code of practice will ensure that we reduce some of it. As I have mentioned before, my campaign through Ugly Food is one way of addressing some of the waste embedded in our system.

Waste is also embedded in the design of consumer-facing products. The hon. Member for Stoke-on-Trent South (Robert Flello) talked about the packaging and presentation of food. People blame the customer, but is it their fault? Servings of food are often too big and processed foods are heavily advertised. Although the Government have made a great deal of progress on display dates, safety dates mislead the consumer about the longevity of products. Point-of-sale displays draw consumers to larger packages rather than smaller units of food and BOGOFs—buy one, get one free offers—neither help single item shoppers nor reduce the bills for family shoppers.

I believe that EU regulations are changing and that country of origin labelling will have to be much clearer, but we certainly have an issue with knowing and understanding exactly where food comes from and, when it comes to meat, where the animal was born rather than where it was reared.

Our system is designed around cheap disposable food and the UK, more than any other country other than the US, must embark on a culture change. We should re-engineer our food system to place value on food and to stop regarding it as disposable. That is why I am calling for a food security obligation—similar to the energy company obligation—for supermarkets and large food producers so that they record and reduce waste through their procurement process and commit to designing their products with the aim of delivering real value for money for the consumer, which is quite different from cheap food.

Both 2008 and 2011 were shocks to the system, but the price rises we have experienced will be the norm in the future. We had better get used to it. Food will not be cheap, but with the right policies in place, feeding our families need not be more expensive.

In fairness, I would contend that the Church of England, led by its bishops, has to be free to determine its own stance on matters of doctrine and ethics. The Government have said that the new option to register civil partnerships in places of worship must be entirely voluntary. That means that those who think that the Church of England should opt in need to win the argument within the Church.

I was delighted recently to visit with my hon. Friend some of the historic churches in her constituency. As she is aware, the General Synod passed a motion encouraging all dioceses to support church tourism and to link with the wider national church tourism strategy. The Church is working closely with its entire group of dioceses and with the Churches Tourism Association to assist local churches in encouraging visitors, especially in the run-up to the Olympics, the diamond jubilee and Open Churches Sunday.

I thank my hon. Friend for his trip to my constituency to see some of the wonderful churches in east Kent, which are great tourist attractions. Is he able to introduce me to the people who run tourism at Canterbury cathedral, which attracts hundreds of thousands of visitors? They might be able to do more to move some of those tourists to other beautiful churches in east Kent.

My hon. Friend makes an extremely good point. Our cathedrals attract thousands of visitors each year. We need to encourage those who visit cathedrals such as Canterbury to visit the many fantastic churches full of history and heritage in the surrounding areas, such as those in my hon. Friend’s constituency.

The important thing is that those reforms really work. A lot of work has gone into the issue, not just by this Government, I am first to concede, and the three pilots will be taken forward. My hon. Friend the Member for St Ives (Andrew George) said that there is enthusiasm in his constituency, as there is around the coast, to ensure that they work, and we are recruiting coastal liaison officers, who will assist people not only with managing their fishing opportunity or quota, but with marketing their catch and getting a better price for what they land.

Great apologies to his PPS as well.

Given the theme of the motion on which we have just voted—the European Union and the barriers that it sometimes puts up to our cultural and historical norms—I want to raise the issue of live animal exports leaving the port of Ramsgate.

We are a nation of animal lovers, and we maintain and have always maintained the highest standards of animal welfare. Indeed, as I am sure the Minister knows, we passed our first piece of animal welfare legislation almost 400 years ago, so is it not rather surprising that sheep and two-week-old calves are driven from as far away as southern Ireland, across the Irish sea to Ramsgate, across the channel and then as far as Greece? Should we in this country endorse such transport and trade?

Tens of thousands of animals have arrived at Ramsgate this year to be put on a Soviet ship—a roll-on/roll-off ferry that was designed for river and inland water transport. On to the boat they go in their trucks, with water spraying and in gales of up to force 6. The longest estimated channel crossing is five hours due to very adverse weather conditions. Those journeys are inhumane.

The Minister knows that the trade is deeply undesirable, but on these issues we are not in control of our destiny, because we are controlled by the EU, which views animals as goods rather than as sentient beings. This is not a new issue, however, because the stalemate was experienced under the previous Government. For 13 years, we had little or no progress on ensuring that we improved animal welfare and, in particular, transportation.

I should like to draw the Minister’s attention to the fact that residents from all over Kent, including the Thanet Against Live Exports and Kent Against Live Exports groups and many individuals have written to me. I have received four times as much correspondence on this issue as I have on the EU referendum.

This debate is particularly important given the timely review of the EU’s regulation on the transportation of live exports so I should like the Minister to outline what the Government will submit in response to the review, and I urge him also to take the evidence that my residents have gathered and to include it in our submission in order to show what really happens at the coal face of this trade.

We must revisit the number of hours an animal can be transported without lairage. Fourteen hours for sheep is too long, and a one-hour stopover is not long enough. Calves that are only 14 days old are taken half way across Europe on land and sea. That is an ordeal.

I commend the Government for aggressively pressing for revised labelling of meat products. Meat will have to show the country of origin, not just the country of slaughter, which in previous years has allowed much of our British beef to be designated as French, Spanish or Greek when the animals were born and bred in the UK or Ireland. Greater transparency will give European consumers the choice of whether to endorse live exports.

There is additional good news. The live export trade has diminished significantly over the past 20 years from more than 300,000 animals a year to around 50,000. But that tells its own story. Reputable meat wholesalers transport animals to Europe not on the hoof, but as carcasses. Today we have abattoirs in the UK that butcher meat to meet the unique tastes of any part of Europe, and that poses a question. Who are the small number of people who transport live animals, and exploit EU single market legislation? Who are the individuals who believe that transporting live animals is humane and financially viable?

DEFRA has responsibility for issuing export health certificates, and is the competent authority that licenses those who transport animals. Enforcement, even of the existing regulations, is crucial, and I ask the Minister to take further action. As the licensing authority, DEFRA must do more investigations as soon as possible into whether the wholesaler or the owner of the Ramsgate ship, Joline, have any connections with business men who have already been convicted of animal cruelty? Has the Department made the necessary inquiries to find out whether someone who was prosecuted in Folkestone for six offences against animal welfare has any connection with the current trade out of Ramsgate?

The hon. Lady referred to the fact that sheep, cattle and young calves come from Ireland to the UK mainland and then cross over to Europe. Does she believe that DEFRA should contact the Irish Republic’s Agriculture Minister to ensure that what the hon. Lady wants to be stopped in England is also stopped in the Republic of Ireland?

I welcome that intervention, and I totally agree. There should be an EU-wide regulation on the transport of animals, but it is incumbent on us to enforce our existing domestic regulations. I urge the Minister to examine the matter.

It is understood that a former trader who has had several prosecutions is located in the same offices in Amsterdam as the company that holds the licence to operate the Joline for animal transport from Ramsgate. Coincidences may occur, but that feels a bit too close for comfort. More worrying are several reports of the operator not complying with the regulations. For example, it has sailed in a force 7 gale when the boat is licensed only for force 6. It has not provided adequate protection for the animals, and there have been discrepancies in the time spent in transport.

This weekend, I was horrified to hear that at 9 pm on Friday, eight lorries turned up, but the ship is licensed for and can accommodate only seven lorries. The lorry drivers dismantled their cabs and drove to Dover to cross by ferry. The animals were loaded on to the ship without their drivers, who are responsible for their welfare. The ship did not leave the port until after 4 am. The animals then faced a four-hour trip across the channel taking them over the 11 hour regulated transport period. I understand that in addition, the ship was unable to dock at Calais for several hours because of the tides. The animals would then have had to be unloaded, and to leave Calais for a resting place.

The report indicated that the transporters of the animals—those with the lorry licences and the operators of the ship—contravened animal welfare regulations. I urge the Minister to ensure that the Department investigates such reports and that action is taken to revoke licences immediately while further evidence is gathered. We believe that these operators are, at best, cavalier with the regulations and, at worst, have little interest in animal welfare.

Action needs to be taken, and I hope for the Minister’s commitment on these matters. I know that he and his Department, like me and the residents of Thanet, would like to end this trade. Yes, we might have to wait a while for it to be banned altogether, but we must stop any cruelty that is happening under the current regulations and ensure that our animal welfare enforcement is robust, including in the port of Ramsgate.

The hon. Lady is right to raise concerns on behalf of her constituents. I can give her an assurance that we are working through the detail of the proposals. As she knows, this is a major step, but it is also a first step in the negotiations, which will take another 18 months to secure. I will be working closely with my colleague Richard Lochhead in Scotland and with other devolved Ministers to try to ensure that we represent all the UK fleets. I cannot say at this stage whether the impact assessment would have the effect that she mentioned. However, I entirely concur with her that the Scottish fleet has taken great strides in fishing more sustainably, embracing concepts such as catch quotas. I will continue to work with her and others to ensure that this is understood not just here, but abroad as well.

I have been speaking to my Thanet fishermen this morning and they very much welcome what they see as an opening up of opportunities for the under-10 fleet. Will the Minister confirm that that will offer us the opportunity to take advantage of technical measures and effort control to see a significant reduction in discards as a devolved mechanism that will be the responsibility of the Government and not determined by the EU?

I am grateful to my hon. Friend for facilitating a useful meeting with fishermen in her constituency last week to hear their concerns about our under-10-metre consultation, which, like all things to do with fisheries, is welcomed massively at one end of the spectrum and treated with suspicion at the other. I want to ensure that we can keep as many happy as we can.

The point about the consultation is that it is a UK—or English, in this case—Government responsibility. We can carry it out and make changes that will advantage my hon. Friend’s fishermen and, I hope, not disadvantage others. The Commission paper offers opportunities to rebalance the industry where we feel it is necessary, without disadvantaging either side, through market mechanisms that will see the transfer of fishing opportunity between willing buyer and willing seller in a direction that fishermen in her constituency will find very attractive.

The vast majority of Members in the House have a lot of respect for the Minister of State, Department for Environment, Food and Rural Affairs, my right hon. Friend the Member for South East Cambridgeshire (Mr Paice) and his colleagues for the knowledge and strategic vision that they bring to their roles. The last year has shown a marked difference from previous years, with agriculture policy being based on fact and experience. My right hon. Friend has also been clearly focused on the issue that I intend to raise in this debate—UK food security.

I do not come from a farming background; to be frank I know little about agriculture per se, but I know about rising food prices. This year we have seen a 4.9% rise in food prices, and that impacts on my constituents as much as on those of my right hon. Friend. I believe that food inflation could seriously undermine our growth targets and have an impact on consumer spending in the wider economy. Although I doubt whether there is anyone up at this time of night in the Treasury, there might be one insomniac who is taking food inflation as seriously as we are.

I recognise that food security has risen up the Government’s agenda. It was given prominence in the defence and security review. In the Department for Environment, Food and Rural Affairs White Paper, the Minister announced that a group would be established to look at food security, and the Government Office for Science published an exceptionally insightful Foresight report on food security globally. I was also pleased to see DEFRA’s announcement, following the G20, which pledged to give greater transparency to commodity markets through the establishment of an agriculture market information system.

However, I propose to the Minister that we can and still need to do more to ensure long-term food security, to provide greater resilience of supply and greater ability to hedge this country against shocks and price volatility. I would like to highlight to the Minister the fact that some policy measures that are being used to build greater energy security might be a useful guide to ensuring greater food security.

I congratulate my hon. Friend on securing this important debate. She has identified the importance of energy, but does she agree that modern technology has a role to play? I hope she will join me in encouraging the UK Government to embrace new technology and allow UK farmers to produce more food so that we are all well fed.

Indeed. There are four key planks in energy policy that we should be looking to adopt in food policy, one of which, is innovation and new technologies. From an energy perspective, security of supply, price and affordability, tackling demand and, as my hon. Friend said, the introduction of new technologies are fundamental. We should examine the same suite of policies when we look at food security.

Security of supply is critical to this country. We import more than 50% of our food, and we are extremely dependent on international markets working. Fair trade, transparent markets and secure shipping lanes are all important, but in the past five years these norms have been severely challenged by international developments, climatic changes and population increase, as well as changing food expectations globally. As in the case of energy, we are facing the increased politicisation of the trade and greater uncertainties globally.

Does the hon. Lady share my concern and that of many others in the House about regulations in Europe and other parts of the world? Here at home we provide a top quality product that can sell anywhere, whereas in other parts of Europe and of the world, similar legislation does not exist. That puts producers there at an advantage over us, as we try to do the best we can in every case.

I welcome the intervention. That is particularly key in animal welfare matters. Yes, there are issues in relation to international standards and we need to ensure consideration of food safety and market equity. Perhaps I will come to that later in the debate.

In 2008 the food crisis that occurred started a trend towards something very worrying for a country that imports 50% of its food—protectionism. Indonesia, India, Egypt, Russia and the Ukraine all curbed their rice and wheat exports in response to domestic food inflation. What was most concerning was that those countries were able to mitigate domestically the price hikes that others faced around the globe. This has become an incentive for exporting countries to adopt further restrictions in the future. Although we might want to trust in global food markets, we must recognise that exporter countries will find it almost impossible to export food if their domestic populations are starving. I do not believe that our food supply is secure, and it is becoming more and more unstable.

With our level of import dependency, has there been any assessment of what impact an increase in protectionism would have on domestic costs, and is that seen as a strategic threat? The National Security Council has incorporated food security in its key priorities. Can the Minister give me an update and outline the work that is going on through that channel? Most importantly for both his Department and my interest, are there as many officials in the Treasury examining the impact of food insecurity and food inflation as there are looking at the global energy sector?

In order to mitigate some of the impacts of global insecurity in the energy sector, we have decided that increasing domestic resilience and domestic production is important. Do we have a similar strategy for food? Although I am most certainly not suggesting that we look to become self-sufficient, are we happy to be so dependent on international and more volatile imports?

The second point relates to price and affordability, which is extremely pertinent to all Members as it impacts on each and every one of our constituents. We all recognise that food prices will rise, but we must also be clear that that will have significant social implications, including impacts on nutrition, health and education. Are we thinking strategically enough about the impact of food price increases on young people and the elderly, for instance? In the energy sector we look at capacity mechanisms that help us hedge price volatility, such as increased storage to secure supply at times of global price rises and shocks. Such mechanisms could help us to manage the price volatility that has such an impact on our constituents and cushion us from protectionism and the politicisation of food exporting countries.

I urge the Minister to look again at issues relating to the food poor in the same way as we look at fuel poverty. An individual is classed as fuel poor if more than 10% of their income is spent on fuel. Does DEFRA have a similar measure to indicate food poverty? Those on low incomes will be worst affected by food price rises. I had a constituent come to one of my surgeries a couple of weeks ago. He is on jobseeker’s allowance and had a heart attack about a year ago. He has been told specifically by his doctor that he must eat fresh fruit and vegetables every day, but there is no way that he can afford to do so. Just as our constituents have campaigned for the Treasury to help shoulder the burden of rising fuel costs, we will see a similar response to food price rises if we do not take action to reduce volatility and control price.

The third point is that we also have the power to use food better and ensure that we get better value for the food we produce. We currently waste 30% of the food we produce, so much more can be done to get better value from the food we grow. This will take a cross-Government effort to tackle supermarket procurement, supermarket products and food labelling, such as the sell-by dates that make customers feel anxious and throw food away far too early. On of my bugbears, which I know the Department shares, is fish discards, which we must also tackle. I urge the Department to have constructive conversations with the Food Protection Agency, which many feel is too risk averse.

We also need to focus on other Departments and look, for instance, at education in schools on how to use food more effectively, explaining that we can use all meat products, including offal. The Department of Health should use its procurement power to demand better use of food. We cannot go on ploughing food into the soil because it does not look pretty enough, or discarding large parts of carcases because we have forgotten how to cook certain meat cuts. We as consumers must learn again how to keep food fresh and stop chucking good food in the bin.

Will the Minister give a commitment that we will address food waste and look at a cross-Government programme to ensure that the 30% we currently waste is reduced? I would also be delighted to set up with the Minister a little company that I have thought up, called Ugly Foods Ltd. I think that we could do rather well, and perhaps even create a profit centre for the Government, by selling all the food and produce that the supermarkets reject.

My fourth point is about innovation, which my hon. Friend the Member for Sherwood (Mr Spencer) referred to earlier. We should be looking at food production and technology as one of the most exciting growth areas for this country. I know that the Minister shares this belief, so why is agriculture, agronomy and food production not included as a growth sector in the Department for Business, Innovation and Skills? Why do we consider careers in the food sector to be careers of the past? I believe that they are the careers of the future. I would also like him to examine what food technology assets we have that can be exported, because that seems to be an important trigger for getting the Treasury and BIS interested.

Food insecurity is almost never raised in this House. We have delegated to global markets and domestic supermarkets the responsibility to deliver cheap food to our constituents, but I am not sure that that will be enough in the future, because inflation targets are at risk and food poverty will increase. I urge the Government to look again at an holistic approach to food security in which we start to see that in the food production sector we have real opportunities that could contribute to a more secure and profitable food sector in the United Kingdom.

The General Synod passed a motion encouraging all dioceses to support church tourism and to link with a wider national church tourism strategy. The cathedral and church buildings division of the Church of England encourages best practice, including opening churches, welcoming visitors and providing interpretation, and it works closely with partners including the Churches Tourism Association, Cathedrals Plus and the Churches Conservation Trust.

My hon. Friend and I share a great passion for tourism organisations and our churches working together more effectively. Does he recognise that in east Kent we have a set of 10th, 11th and 12th century churches marking St Augustine’s way, and will he join me in making a representation to the Church of England to ensure that visitors understand and enjoy those churches more?

My hon. Friend is fortunate in representing a fantastic constituency, which, among its other attributes, was the place where St Augustine landed. I could cite at least three good examples of church tourism in my hon. Friend’s constituency, but, as I was accused during the last Church Commissioners questions of loquaciousness, I will resist that temptation and simply say that I will encourage the Bishop of Dover and, indeed, other bishops to ensure that hon. Members know of the efforts being made in all our constituencies to promote church tourism, because it is very important to make sure that as many people as possible can enjoy the heritage of our church buildings.

Last week, Exercise Watermark took place, which was the largest civil emergency exercise ever held in the United Kingdom. It successfully demonstrated the ability of Departments, emergency services, local authorities, communities and voluntary organisations to work together to deal with a range of devastating flooding scenarios. We will learn lessons from the exercise and publicise them to the House.

I welcome the Minister’s exercise in flood prevention and working through all the different systems. However, in my constituency, Sandwich—one of the most beautiful medieval towns in the country— faces huge flood problems. Will the Minister update us on what the defence scheme is and when it might be implemented?

Sandwich was included in the original draft list of schemes going ahead next year, so I specifically asked why it was not in the programme. I understand that the reason was that we could not guarantee that the scheme would start in the coming financial year. However, I am happy to meet my hon. Friend—and perhaps also Paul Carter, the leader of the taskforce looking at regeneration in her constituency—to discuss how hopeful we can be about the scheme progressing in the very near future.

I am afraid that I do not agree with the hon. Lady. That legislation has been in place for 60 years and industrial relations and wages negotiations have changed dramatically over those years. It is worth pointing out that the previous Government, in office for 13 years, did not bring back any of the other wages boards that we had abolished. The present wages board does not allow salaries, it does not allow proper piecework rates and it does not allow annualised rates. Those are all measures that modern labour relations require. That is why it needs to go and all workers will be protected by the national minimum wage regulations, which apply to every other worker in this country.

The Marine Management Organisation has introduced a requirement for masters of under-10-metre fishing vessels fishing in, or transiting, either International Council for the Exploration of the Sea areas IVc and VIId, or ICES areas VIId and VIIe in the same fishing trip, to complete and submit an EU logbook. The new requirement has been introduced to provide greater assurance over the accuracy of catch information for fish stocks in those areas, following concerns expressed about potential misdeclaration of catch areas.

As a great supporter of the under-10-metre fishing fleet, I hope that the Minister will point out to the MMO that this is a highly bureaucratic, quite impractical approach for some of the smaller boats. Will he urge the MMO to consider working much more closely with the local patrol fleets, which know these local fisheries much better than anybody else?

My hon. Friend the Member for Waveney (Peter Aldous) has made an excellent speech and his five key points were precise. I have little to add, other than my constituency interest and that of the neighbouring constituency, Canterbury, which includes Whitstable.

In the past couple of months, the Minister and the Department for Environment, Food and Rural Affairs have bent over backwards to assist us in resolving the quota problem that we experienced this summer, and I thank them for their work. However, we are approaching the end of this year, when we will start the new allocation of quota for next year. I know that the Minister will assist us again, but that situation reveals the byzantine, unworkable system with which the fishermen, the Department and the authorities must work.

We all realise that the big prize is the reform of the common fisheries policy. On the inshore fleet, my local fishermen and I believe that some important measures need to be considered. If we can reopen the issue of controlling effort and examine technical measures rather than more prescriptive forms of management of our fisheries, my fishermen and many others along the east coast will be extremely grateful.
