Yesterday was one of my favourite days of the year—not because it was the Leader of the House’s birthday but because my Stafford students came down for their summer school. They met the Chancellor, the Speaker, other MPs and a Minister. They are passionate and inspiring young people who are keen to use their voices for good. Will the Leader of the House join me in thanking those people who gave their time for those young people yesterday? More importantly, will he thank those people around the UK who regularly volunteer to support young people and give them a safe space to be themselves?

I do indeed join my hon. Friend in thanking everyone involved in making her summer school a success and all the volunteers who support youth groups in all our areas. I have heard many good things about her summer school—long may it continue.

Yes, in short; I will ask the Secretary of State to ensure that MPs from the area, including the right hon. Gentleman, get the information that they seek. These are very tough decisions indeed. On the one hand, it is quite right that Opposition—and, indeed, Government—Members should call for greater expenditure on defence; that is why every Department has been asked to look at its spending commitments, including Transport. These are tough decisions, and I understand that they are frustrating and can have a big effect on local areas. I will seek a meeting for the right hon. Gentleman and local MPs, so that they can make their case to the relevant Minister.

The Leader of the House will know that I never miss an opportunity to raise the subject of the state of Staffordshire’s roads, but they may not have heard this variant before. Residents in Church Eaton have reported a sinkhole on their high street. I have seen it. Nobody seems able to get it filled in. It is on a main road, close to a primary school, and it has become something of a legend among local residents, to the extent that one constituent wrote a poem about it. Could the Leader of the House grant a debate on the condition of rural roads, so that we can get to the bottom of why repairs like this keep falling through the cracks?

My hon. Friend has been a doughty campaigner for her constituents on the issue of local roads, and I pay tribute to her for that. Her constituents are rightly angry about this issue, and I expect better—well, perhaps I do not, but we ought to—from a Reform county council. I hope the council has heard my hon. Friend this morning. We are doubling investment in local road maintenance, and providing a record £7.3 billion boost for councils over the next four years. My advice to the council is this: the money is there—get on and use it.

Morrisons has proposed closing its shop in Highfields, which hosts the local post office. Closing it would remove a vital service from our community, which people rely on every day for banking and bill payments. For many residents—particularly older people and those without access to a car—the nearest alternative in Rising Brook is not a realistic option; it is also open for much shorter hours, which would not serve the needs of many of my constituents. I have already met Morrisons and the Post Office to raise these points. Will the Leader of the House grant a debate on the role of post offices in local communities—something that impacts not just my community, but communities across the country—recognising that accessibility is key? This would allow Members to discuss the impact of the loss of those services on residents who depend on them for day-to-day activities.

We certainly recognise the impact of closures on communities and their access to essential services. I hope that even at this late stage, an alternative site is found. This week, we opened a call for evidence as part of the access to banking services review, and I urge my hon. Friend and other Members across the House to contribute to that and to make their voices heard. Should she wish to follow up on the specific local example in her constituency, I would encourage her to apply for an Adjournment debate.

I am not sure the hon. Gentleman should necessarily draw that conclusion; as he will be aware, the Government are committed to improving access, but, as he will also know, it takes time to turn around the system that we inherited. He is right that if he gets information from Ministers, he should also get an update on the progress that we are making. I will ensure that he gets that from the relevant Minister.

I pay tribute to Councillor Angela Loughran, who has sadly passed away. She first represented the Manor ward in ’97, and worked tirelessly for her residents for nearly 30 years. A previous teacher, she was a true public servant, and she will be greatly missed by her friends, family and the wider Stafford community.

In a recent survey of more than 500 residents, 61% cited the return of an indoor market in Stafford as their top priority. I am campaigning with residents for that: a lively, all-day destination that draws in people from across the town and beyond, and will create local jobs. Will the Leader of the House grant a debate on the contribution of indoor markets to local economies in towns like Stafford?

I join my hon. Friend in paying tribute to Councillor Angela Loughran. Local figures like her truly embody the spirit of the community they serve. I also recognise the importance of the issue that my hon. Friend raises for the people of Stafford. I encourage her to apply for a Westminster Hall debate on the impact that indoor markets can have on local economies, as I am sure there will be others who share her enthusiasm and support for such markets.

My hon. Friend’s advocacy for businesses in his constituency is commendable, and I pay tribute to him. We are currently reviewing the eligibility for the British industry supercharger and the energy intensive industries compensation scheme. I encourage him to raise these matters during the King’s Speech debate on Monday, which is around backing business to create economic growth.

Given that it is marathon season, will the Leader of the House join me in recognising the new endurance event in my constituency: the 39-week Creswell roadworks? Before the scheme started, many of my constituents were deeply concerned about safety, disruption and delays, and they were right to be. This week was the first week, and constituents have reported children being late for school in exam season, public transport issues, vehicles driving the wrong way down a one-way street, and confusion after changes to the route were decided but not communicated to anyone. Will the Leader of the House agree to a debate in Government time on how roadworks are planned and communicated, so that disruption is minimised, the cost to businesses is considered, and communities such as mine are not left to bear the burden once again?

My hon. Friend is a strong campaigner for her constituency, and she has raised similar concerns on behalf of her constituents with me before. She is right to say that her constituents deserve better, which is why we are clamping down on roadworks that overrun and doubling fines. This is a matter not just of ensuring that people can get to school, but it is also about disruption to business. I therefore encourage her to raise such matters during Monday’s debate on backing businesses to create economic growth.

I do not always disagree with the right hon. Gentleman, but I disagree with his analysis of where we have got to with this matter. I agree that there should be a voice for residents, but there should also be rights and responsibilities for local authorities, who walk a difficult line. We need to protect our environment wherever we can but, as he recognises, we walk a difficult line because our residents need more houses. Housing is a good thing in driving the economy, provided that the protections in place are available to protect the areas he talks about. I understand that can be frustrating for residents, including, as he points out, my own constituents. At the same time, they realise that there is a housing shortage in our country and that housing is at a premium in many areas, so frankly we need to get on with it and build some new houses.

Mr Speaker, I know that you, like me, are incredibly passionate about youth services. My constituents are very concerned that under the previous Conservative-led local authority, Staffordshire faced the third worst youth service cuts in the country. While I welcome the new Government report, the national youth strategy and the £500 million being invested in youth services, the first wave of those hubs announced is concentrated on cities. Will the Leader of the House guarantee a debate in Government time on youth services in towns, which have been so decimated under Conservative-led authorities?

As my hon. Friend will have heard, her remarks were well received by Members on the Labour Benches, because there is an acceptance that youth services are vital for the future of young people. The reality is that there was no youth strategy when we came into office, but we now have one that has been drawn up by young people. We are doing everything we can to tackle what has effectively been the closure of more than 1,000 youth centres under the previous Government. I will raise the matter with the Secretary of State for Culture, Media and Sport and ensure that my hon. Friend gets a response.

May I also put on the record my thanks to my hon. Friend for her brilliant work as my Parliamentary Private Secretary? I understand her motivation and her reason for not wanting to continue—I hope it was nothing I said—but I put on the record my sincere thanks. She was absolutely fantastic.

I thank the hon. Member for deputising for the Chair of the Backbench Business Committee. He and the Chair are both regular attenders; until today, I think the Chair had not missed any of my sessions, apart from the one after Tottenham won the Europa league, which was a once-in-a-lifetime event for him.

The hon. Member is absolutely right to draw hon. Members’ attention to the Sir David Amess debate. I strongly recommend that those who were not in the House with Sir David look back through Hansard at his speeches in those debates, or view them. The pre-summer Adjournment debate carries his name for a reason. He really did make the very best use of it, and he is a role model that I am sure many will want to follow next week.

The hon. Member asked me about the statutory instrument brought forward under, I think, the welfare of animals legislation. I have not studied that statutory instrument, but I will ensure that a Minister is in touch with him directly to discuss his concerns and make sure they are addressed.

Members who are frequent flyers at business questions may contradict me when I say that Stafford is the best constituency, but I do not think that any would contradict its being the most gridlocked, so I thank the Leader of the House for her answer last week.

I have recently seen a huge surge in casework from constituents who are unable to access blood tests; there are long delays. There are 20 venues in north Staffordshire at which to get blood tests, but only one in south Staffordshire. Our area is being left behind, and it is just not fair on my constituents. Please could we have a debate in Government time on access to primary care?

I thank my hon. Friend for being a regular attender; she uses these sessions to great effect on behalf of her constituents. I am sorry to hear about the difficulties that her constituents face in accessing basic services such as routine blood tests; that is clearly not good enough. Our 10-year plan will expand the availability of appointments—we got in another 4 million GP appointments since the election last year—as well as opening hours and community diagnostic services. I hope her constituents will see an improvement soon.

Madam Deputy Speaker, may I echo the condolences expressed by my hon. Friend the Member for Newcastle-under-Lyme (Adam Jogee)? It is good to see you back in your place.

I hope the Leader of the House will join me in celebrating the new escape room attraction that has opened in my constituency this week—it is called Stafford. Yesterday, Sandon Road was closed, Weston Road was gridlocked, Newport Road had roadworks and Beaconside is always to be avoided, leaving Lichfield Road the only road out of town. May we please have a debate in Government time on how Staffordshire county council needs to get its act together and sort out the endless roadworks blighting my constituency?

This is at least the third time my hon. Friend has raised with me the problem roadworks her constituents are enduring because Staffordshire county council has not been able to manage them properly. She describes it as an escape room, which might evoke a sense of fun, but I know that for her constituents it is anything but fun—more a living nightmare. She is absolutely right to call out Staffordshire county council, which really needs to get a grip.

I am really sorry to hear of the incident in the hon. Member’s constituency, and I am sure his constituents are very grateful for the leadership he has shown in tackling the after-effects of it. He is right to raise the challenge of insurance companies. We need to make sure that there are rights of recourse for customers and consumers, and that insurance companies are offering the service we need them to offer, because it is vital that people can rely on insurance.

I did not expect to bring this up today, but I have recently learned that tomorrow in my constituency of Stafford, Eccleshall and the villages, teaching assistants will be on strike because they are subject to fire and rehire practices. Does the Leader of the House agree that it is imperative that the other place passes the Employment Rights Bill, so that we can end this draconian practice once and for all?

I am really sorry to hear that fire and rehire is still happening across the country, particularly in relation to teaching assistants. That is why I am so pleased and proud that we introduced the Employment Rights Bill. It has gone through this House and is now making its way through the House of Lords. I am sure it will receive Royal Assent by the autumn, and we can end fire and rehire for good.

Two amazing young women in my constituency, Liz and Grace, are part of the team from Newport high school for girls who this week competed in the Young Enterprise finals. Liz, Grace and the rest of the team set up a company from scratch, designed and manufactured a unique product and have made more than £2,400 in profits, all while doing their A-levels. As co-chair of the women and enterprise APPG, I am proud to see this home-grown talent. Will the Leader of the House join me in congratulating them, and may we have a debate on supporting the next generation of women to become involved in enterprise?

I absolutely join my hon. Friend in congratulating Liz and Grace on their enterprising endeavours and making such a good profit while also studying for their A-levels. My hon. Friend the Minister for Employment, who is sitting next to me, will have heard that question. Getting more young women into enterprise and business is obviously very important.
