I welcome the Minister to his place; it is good to see him in his new role. Of course, we miss the former Minister, the right hon. Member for Harlow (Robert Halfon). As my hon. Friend the Member for Bolton South East (Yasmin Qureshi) put it so eloquently, we are in real danger of dissuading and disenfranchising so many young people from getting into the sorts of careers in which they are interested, and particularly into roles such as nursing. I reiterate that point, because we have seen a 7.3% decline in the numbers of applications for nursing. At a time when we desperately need more in our health service, what is the Minister doing? Does he really think this system, which was introduced ahead of his joining the education team, is a fair one?

I listened to the Minister’s response to the hon. and learned Member for Edinburgh South West (Joanna Cherry), but in December I was also assured by the Minister that he was committed to the target of 600,000 international students. However, recent research from IDP has found 45% of its August and September applicants to study in the UK would consider changing their study destination if post-study work visa lengths are shortened. What is his assessment of the impact that any changes to the postgraduate work visa could have on the international education strategy and the sustainability of the sector?

It is great to see you, Mr Speaker.

As well as contributing to Britain’s world-leading research, the financial contribution of international students is vital to UK universities, particularly at a time of rising cost pressures and real-terms fee value erosion. Any sudden changes in the number of international students coming to the UK obviously puts the higher education sector at risk. The Minister speaks of his pride, but I would like to stress the point and ensure that he puts this on record. Can he absolutely give his assurance to the House that the Government remain robust in their ambition to continue to attract 600,000 international students a year, as laid out in the international education strategy?

As we have heard, this is a very serious issue. Recent research from the National Union of Students shows that almost one in five full-time students work more than 20 hours per week alongside their studies—they are working even more than in previous years—and 40% of students say that work is having a negative impact on their studies. Students are clearly struggling with the Conservatives’ cost of living crisis. How does the Minister expect students to balance their studies and employment to pay their bills? Does he acknowledge that this is now forcing many students out of higher education?

The introduction of the lifelong loan entitlement, which we all support, will inevitably require greater collaboration between higher education and further education providers, but under the current regulatory system, as the lines between HE and FE blur, we are seeing significant regulatory duplication and increased burden. This acts as a brake on partnership. Does the Minister not recognise the need to streamline the regulatory system to foster collaboration ahead of, rather than after, the introduction of the LLE?

In that circumstance, should the public of Warwickshire not have a say in any potential merger with that combined authority, as is proposed in the Secretary of State’s levelling-up Bill that is going through the House of Lords?

The Opposition more than recognise the huge value brought to the world-class higher education system by international students. That said, we were clear that we would not oppose the changes the Government have made to student visa rules. However, in responding to a written question earlier today, the Home Office stated that “any indirect impact” of its student visa policies should be “proportionate” to the aims. Will the Secretary of State explain how, given that the Government have failed to conduct an impact assessment, she knows this to be true?

The problem we were trying to solve is that we saw the number of dependants rise more than eightfold from 16,000 in 2019 to 136,000 in 2022, which is an unprecedented increase. Therefore, I fully support the Home Secretary in taking action to reduce the number. From January 2024, students coming to the UK to take postgraduate taught courses will not be allowed to bring in dependants, but students coming for many other courses, such as PhDs or research masters, will still be able to bring in dependants. The international education world is very competitive, which is why we put together an international education strategy—this is the first time we have done it—and why we have somebody working with our universities to make sure that we can attract the best and brightest into our universities, and I am sure we will continue to do that.

My constituents are not only fed up with Tory potholes, but frustrated and upset by Conservative-led Warwick District Council’s lack of action on the Gypsy and Traveller sites that, by law, should be provided. The council has talked, but not delivered, for more than 10 years, so communities such as Woodloes, Chase Meadow, Whitnash and Lillington, as well as Central Ajax football club, have suffered illegal encampments. Labour councillors want to bring forward a site urgently to resolve the problem, so can we have a debate, 12 years on from the introduction of the Conservative national planning policy framework, to consider the number of local authorities that have not delivered on these sites? I think it is a widespread problem.

The Lifelong Learning (Higher Education Fee Limits) Bill could be transformational to post-16 education. However, in annexe 2 to the recent 2023-24 ministerial guidance letter to the OFS, the Secretary of State slashed funding for LLE preparation by £5 million. These are clearly complex and expensive changes for the sector to address, so how does she expect the sector to deliver these reforms without the funds to do it?

YouGov polling published today shows that 40% of workers want to learn a new skill to get a better job, and almost as many want to see more investment in skills. The Conservatives have had 13 years to deliver, yet almost 4 million fewer adults are taking part in training now than in 2010 and part-time study has plummeted by 50%. Given their pitiful record on this important agenda, is it not finally time for a Labour Government to take the reins?

Independent economists estimate that many students will be up to £1,500 worse off this year. Given the Government’s current focus on maths, can the Minister explain how his Government calculated an increase of just 2.8% in the maintenance loan, following 2.3% this year, when the rolling average inflation rate is running at 9.3%?

I welcome the new Secretary of State and the rest of her team to the Front Bench. On 19 October, in a written parliamentary question, I asked the previous universities Minister, the hon. Member for Morley and Outwood (Andrea Jenkyns), whether she had conducted an equalities analysis of the impact of rising prices on students. In short, the Government had not, so do they have any idea of how the cost of living is affecting students from disadvantaged and diverse backgrounds?

We now come to the shadow Minister, Matt Western.

I have been speaking to a lot of students in recent weeks and they are obviously anxious about the cost of living. While student maintenance loans have increased by just 2.3% on average, inflation has rocketed to more than 10%, accommodation costs are up 5%, food costs are up 14.5% and transport costs are up by 10.6%, hitting commuter students particularly hard. The result is that students are facing an average funding gap of £439 per month and dropping out, while the Government are facing a credibility gap in this sector. Can the Secretary of State tell us what students are supposed to do?

As I outlined previously, £261 million is available in this academic year to support disadvantaged students who need additional help. We have been working closely with the Office for Students to make sure that universities support those who are in hardship. It is worth pointing out that students will also benefit from reductions to their energy costs if they are buying from a domestic supplier, through the energy cost support package that we are putting in place. We have, as the hon. Gentleman said, continued to increase support for living costs over the last few years. He will know, however, that we keep these things under review constantly and an announcement on the uplift for this year will be forthcoming shortly.

In a recent survey by the mental health charity HUMEN, 57% of students said that they had access to university mental health services, while the charity Mind reports that one in five students has been diagnosed with a mental health condition. The Minister was appointed two and a half years ago. Can she honestly say that she has successfully dealt with the crisis on our campuses?

I understand that some scientists working there are being paid for five days but working just one day a week. Given that the lab cost £1.1 billion, almost twice the original budget, what does this say about the Minister’s oversight of the programme?

How are the Government going to measure the success of that campaign when we are clearly not all in it together, as demonstrated by the north of England?

I congratulate the hon. Gentleman on his position on the Front Bench, having worked with him on the International Trade Committee for a couple of years. Contrary to the points being made by certain Ministers, I would say that many of us on this side of the House speak up for businesses and are very proud of the contribution that our world-beating businesses and industries make. Carbon border taxes are an important measure not just for the environment, but for preventing carbon-intensive industries from relocating to countries with lower emissions standards and therefore a lower cost base. Can the Minister assure us that there is nothing in the deal that the Government have signed with Japan or nothing in the deals being struck with the US in the comprehensive and progressive agreement for trans-Pacific partnership—

I am afraid that it is quite evident that the Government have lost support and confidence across the Chamber, and that is echoed by the markets. We have seen a 5% drop in sterling, which will translate into higher food and energy prices for already hard-pressed households. In Warwick and Leamington, we are losing jobs and good businesses. Will the Minister support the comments of the right hon. Members for Chingford and Woodford Green (Sir Iain Duncan Smith) and for Tunbridge Wells (Greg Clark) and introduce some form of universal income support to restore both the supply and demand side?

In contrast, we have a lot of greenery around us in Warwick and Leamington, and the summer saw a significant rise in the number of communities setting themselves up in the constituency. The authorities are under huge pressure, and I really feel for them, because they are hamstrung by the planning laws as they stand. They are also not aided—
