My Lords, the hybrid Grand Committee will now begin. I will not read out the formalities, with which we are quite familiar, but draw noble Lords’ attention to the microphone system. Microphones are no longer turned on at all times, in order to reduce the noise. When it is your turn to speak, please press the button on the microphone stand.
