On the final point, I totally disagree with the noble Baroness. It is not just a few civil servants; it is 1,000, and that is a substantial uplift. If you are going to be on the global stage, you need more diplomats, and we have brought about just that, including in the European Union. On losing influence, I remind her that we are a P5 member of the UN and a member of the G7, the G20, NATO and the OSCE. Far from receding, that provides an opportunity after we leave the European Union to continue our relationship with our European partners, to strengthen our global ambitions and aspirations, and to truly be a global Britain on the world stage.

My Lords, would “co-operate” not be a better word than “co-ordinate”? After all, Britain has vast and growing interests in a rising Asia, in the Africas and in America—areas well beyond the immediate reach or interest of our neighbouring European powers. What would be the point of latching ourselves exclusively to our neighbours’ foreign policy—a committee of 27 other countries—when we have a desperate need to develop a much more effective policy in relation to Asia and Africa, where all the growth will be over the next 10 years?

I agree with my noble friend, who speaks on these matters with great insight. Of course, he is a great advocate, as am I and other noble Lords, of the growing strength of our Commonwealth network of 53 nations. I agree with him that this is about co-operation. A specific example of co-operation with our European Union partners and European colleagues after we leave the European Union will be the E3 relationship. As Minister for the UN, I can say that we have been strengthening the European voice in co-ordinated activity at the UN Security Council, acting together co-operatively, and that is a demonstration of how we will continue to work with European partners after we leave the EU. However, I agree with my noble friend that there is a huge opportunity to work with partners elsewhere.

My Lords, Hong Kong had everything going for it, including a fabulous future as part of the Guangdong-Hong Kong-Macau Greater Bay area, which was and still is destined to be one of the richest, most innovative and powerful regions on the entire planet. Mention of the British national (overseas) passport issue sent me to my filing cabinet, where a dusty file reminded me that 24 years ago I had the privilege of leading the House of Commons Foreign Affairs Committee to a five-day inquiry in the old LegCo on Hong Kong island, where we conducted hearings on exactly the same issue: whether the British national (overseas) passport should give right of abode to the United Kingdom. We concluded that it should not, but that we thought that certain categories of people should be admitted. They have been admitted progressively under quotas since then. We thought that the passport status was part of the Sino-British declaration that had been signed a year before in 1994, that we should leave it as part of the declaration, and that we should respect the whole declaration because we hoped and believed that it would give Hong Kong 50 years of prosperity and stability.

For 20 years it did, but what on earth went wrong? We know that the clumsy extradition law was the trigger and that it has now been withdrawn. However, in my view there is blame that lies in Beijing, in London and in Hong Kong itself. Whether we like it or not, the international legal position is clear. Under the declaration and our agreements, Hong Kong is now a sovereign part of the People’s Republic of China. The joint declaration was always based on an understanding that in the future, after signature, there would be a degree of trust and respect, along with constant dialogue with Beijing, as well as with the Hong Kong authorities, on the necessary reform and modernisation that has taken place, given that the whole world has been completely transformed since those days.

There was also a degree of ambiguity and compromise in the declaration. There had to be—there always is in these complicated situations. One problem is that in the digital age, when everyone is pushed to extremes, moderation is cast aside and all nuances are neglected, there is hyper-communication that is very difficult to handle because everyone is driven to taking extreme positions. For instance, China simply carries on asserting that the declaration is null and void and Britain has nothing to do with it and should stay out of the picture, while we, the other hand, keep on bravely asserting a point that is legally true, which that it is a binding agreement. These are counter-assertions that get us nowhere. They are exactly the sort of megaphone diplomacy that the father of the noble Lord, Lord Carrington, warned us against many decades ago. There has to be a dialogue of respect, trust and understanding, and the positive necessity is for that to be recreated now.

I think it was the former Prime Minister John Major who said to the people of Hong Kong, “We will never forget you”, but in fact we did forget them. We forgot the essential dialogue element needed to keep the situation under proper control. It is now utterly in China’s interests to see the Hong Kong situation restored and pacified. It is also utterly in Hong Kong’s interests to see that it reassumes its place in the fantastic and fabulous financial future as a hub of the whole world’s system of modern government and trade.

What do we need now and what can we can do? We can urge that a detailed inquiry be held into the grievances. It may be that a new Chief Executive is required to bring a new approach to the whole situation. Above all, we need full and continuing dialogue with the PRC and the people in Beijing, who are not totally ignorant of what is happening or the dangers it poses for China and everyone else, about what was intended when we signed the declaration and how it needs to be constantly nurtured and reformed. That is where we should put all our efforts. It is something we have not done; now we should start doing it.

My Lords, this is a very topical issue and I congratulate the noble Lord, Lord McConnell, on promoting this debate. Just when some people believed that things could not get any worse in the Syrian theatre, it now seems that the real danger is that they are indeed getting worse.

From the start, the United Kingdom’s policy has been a classic example of tramline thinking and assuming that the future will be like the past. First, right at the start, there was the Arab spring, which everyone thought would be like the Prague spring. The very word “spring” was misleading; people thought that dictators would fall and democracy would blossom. None of that has happened. Secondly, Syria was assumed to be the same as other Arab countries with tyrants overthrown, when of course it is really quite different. Thirdly, there was inadequate taking into account of the realities of the digital age, when foreign and international policy issues are working out quite differently from in the past. That applies to the whole range of foreign policy, as a matter of fact.

Right from the start, we were warned by ex-ambassadors of great distinction in this House—at least two of them, if not more—that we were on the wrong track. I have nothing but huge admiration for the Minister who will answer, and this is nothing to do with him at all, but the truth is that our policy has been an unmitigated disaster. We have now got to the point where NATO is being threatened in a very dangerous way. There are huge threats to the supply lines and security of the NATO structure. America has shown itself to be an utterly unreliable and erratic ally, changing its policy from day to day. Russia is in the driving seat. I suppose all one can say on that is, “Good luck”, because it too will be sucked into the quagmire in due course. I expect that, in the end, it will find the same experience as it has in Afghanistan. However, for the moment, it is riding high and in cahoots with Turkey, so far as one can make out.

What is the way forward out of all this? I think there are just two things we can do. First, we can at least understand Turkey’s fear of PKK terrorism. No one likes terrorism, or bombs going off in their territory; we have to understand that. That does not mean for a second that we can condone what Turkey is doing in trying to grab the top part of Syria. It does not mean that we condone for a second the summary executions and the violence that has been shown in the last few weeks. Maybe it will stop for a few days, but there is no guarantee that it will not resume immediately.

Secondly, I believe the British should continue to support the Kurds in every way we can, although it is bound to be limited. They are old friends and allies and we have given them certain undertakings in the past which I believe we should now try to stick to, limited though our abilities and capacities are in this whole muddled scene. Let us at least rescue some principle out of this whole imbroglio. That is my plea to the Minister and I would dearly like to know whether we will indeed give the support we can to the Kurds, even while they are being attacked from all sides, by Assad, Russia and Turkey. They are our friends. We should stick by our friends.

My Lords, I join other noble Lords in thanking the noble Lord, Lord McConnell, for this timely opportunity to debate what is a very fluid but very worrying situation in northern Syria. I am also grateful for the exchanges that we have had outside of your Lordships’ Chamber on this matter. He has long shown a keen interest in the plight of displaced people in Iraq and Syria, and I pay tribute to his efforts in that regard. I share his vision of the relationship that we have, and the role that the United Kingdom plays is not diminished but remains an active one, as it should be. It covers issues beyond just humanitarian support; it includes issues of security. He and other noble Lords have heard me time and again, I am sure, agreeing about the importance of stressing our credentials as an advocate of human rights, wherever we are operating in the world and wherever we see human rights abuses.

Let me say at the outset that the Government have been clear that we oppose Turkey’s military action in Syria. My noble friend Lord Howell, the noble Lord, Lord Hannay, and several other noble Lords, made the point that Turkey does have some legitimate concerns relating to the 3.6 million Syrian refugees. We pay tribute to the fact that it is hosting these refugees, and Her Majesty’s Government have helped to support the refugees. We also recognise the threat posed by the PKK to security on Turkey’s southern border. However, I share the views of the noble Lords, Lord McConnell and Lord Hannay, and of my noble friend Lord Howell that a Turkish military operation would, as we all feared, seriously undermine the already fragile stability and security of the region. There is a worsening humanitarian crisis, and the incursion has increased the suffering of millions of people. We feared that it would distract the international community from defeating Daesh—the noble Lord, Lord Alton, raised that issue—which should be our primary focus, and it has. We also feared that it would play into the hands of Russia and the Assad regime, and the frank assessment is that it has done so. That is why we repeatedly appealed to Turkey not to take this step.

The noble Lord, Lord Hannay, when we were debating this previously, and in his discussions with me, commented that we have acted within the context of the UN Security Council. Other members of the Security Council shared this view. When we met on 10 and 16 October, they warned of the severe risk of Daesh fighters dispersing and expressed concern over the possible further deterioration in the humanitarian situation. It is therefore deeply regrettable that Turkey went ahead with its operation, not heeding the appeals of its friends and NATO allies. Sadly, those fears are being realised, as we have seen. While it is a fluid situation, at least 160,000 people have been displaced and dozens killed, and, as the noble Lord, Lord Alton, reminded us, a number of Daesh detainees appear to have escaped from prisons they were being held in by Kurdish fighters.

The noble Lord, Lord Alton, also raised the deeply concerning issue of credible reports of the execution of civilians by Syrian armed groups supporting the Turkish operation, including the killing of the politician Hevrin Khalaf on 12 October. I put on record that we utterly condemn these incidents and have made clear the need to investigate them fully. We also condemn incidents of shelling by the YPG into Turkey, which has also been concern which I am sure noble Lords share, which has resulted in civilian casualties on the Turkish side. We call on all sides to respect their obligations towards civilians under international humanitarian law.

We welcome the ceasefire brokered by the United States, and in the area of the Turkish operation so far it has held. It is also important that this cessation of hostilities continues.

We also note the agreement reached between Turkey and Russia on 22 October. This agreement clearly has significant implications, and we are seeking further information—the noble Baroness, Lady Northover, among others, raised this issue—on its potential impact on the civilian population.

Several noble Lords asked about specific UK action, and I just want to lay out some of the steps that we have taken so far. The noble Lord, Lord Alderdice, rightly raised concerns about the relationship that we have with Turkey. Turkey is a partner. We have security interests, on aviation security and humanitarian support, and, as the noble Lord reminded us, Turkey is a NATO ally. In this regard, my right honourable friend the Foreign Secretary expressed our grave concerns to the Turkish Foreign Minister on 10 October. My right honourable friend the Prime Minister spoke to President Erdoğan two days later, urging restraint and offering UK support in negotiations towards a ceasefire.

The Foreign Secretary has also addressed the issue. The noble Baroness, Lady Northover, mentioned the NATO Parliamentary Assembly on 12 October, and it is my understanding that that was certainly part of the discussions—I know that she has raised this issue before. Regarding another question that she raised, on 14 October we supported our EU partners in the EU’s statement condemning Turkey’s unilateral military action, calling on Turkey to withdraw its forces. We also joined with fellow European members of the UN Security Council to request a discussion of the situation at the Security Council on 10 and 16 October. As I have said before, I have been directly involved in the discussions with our European partners, not just on this issue but on how we continue to strengthen co-operation with all European members of the Security Council.

The noble Lords, Lord McConnell, Lord Hylton and Lord Collins, mentioned arms export licences. On 15 October, the Foreign Secretary announced that no further arms export licences would be granted for items that might be used in the military operations in Syria until we have completed a thorough review. That position remains.

The Prime Minister spoke to President Erdoğan again on 20 October, expressing his hope that the ceasefire agreed with the United States would be made permanent. The Prime Minister invited him to meet, alongside President Macron and Chancellor Merkel, to discuss the current situation and broader issues, including counterterrorism and migration. That was something that my right honourable friend the Prime Minister directly offered to the Turkish president.

The noble Lord, Lord Collins, rightly raised the issue of humanitarian aid, and I know that is a concern of many noble Lords. My noble friend Lord Howell talked of the UK’s role. While I respect his position, I am sure that he would acknowledge that when it comes to humanitarian support, the UK has really been at the forefront in providing assistance to many of the suffering people of the region. That also was the case in northern Syria before the Turkish actions. The UK has already committed £40 million to the region in this financial year to help address some of the most acute needs, including those issues noble Lords raised: water, food, shelter and healthcare. We are hopeful that this money can be spent as planned.

However, I recognise that the situation on the ground is volatile, fast moving and dangerous, and therefore contingency plans must be made and we must understand the lie of the land to ensure that the safety and security of those providing assistance can also be guaranteed. The Department for International Development is in daily contact with local partners, including the UN and local agencies—the noble Lord, Lord Collins, asked a question on this—to deliver assistance on the ground and to ensure the safety and security of those delivering aid.

The noble Lord, Lord Hannay, my noble friend Lady Stroud and the noble Baroness, Lady Northover, talked of the return of Turkey’s refugees. While we recognise Turkey’s generosity, I make it clear that any return of refugees to Syria must be voluntary and in line with international law. We have made that point in our exchanges with Turkey. I make it explicit for the record that we do not and would not support forced returns to areas that have not yet been declared safe by the UN. Furthermore, we have no intention to support Turkey’s plans for reconstruction in the secure zone, nor do we recognise any demographic change brought about as a result of this incursion.

My right honourable friend the Development Secretary will work with the UN emergency relief co-ordinator, Mark Lowcock, and spoke to him on 14 October about ongoing plans on the ground. I am sure that all noble Lords agree that it is essential that humanitarian agencies are able to operate safely. We call on all parties to ensure that principle is upheld.

Several noble Lords, including the noble Lord, Lord McConnell, raised the issue of British orphans. We are making provision to ensure the safe return of unaccompanied minors and orphans, and we will continue to examine the circumstances of all other identified British citizens on a case-by-case basis.

My noble friend will appreciate that I cannot go into the details of the specific British presence there, but we are working on the ground to ensure that we lend support to our allies. We are very cognisant of the situation of the Kurds.

My noble friend spoke about support in Iraq. I assure him and others that we are extending our support to the Kurdish regional Government and the Kurdish community in Iraq, particularly as displaced people cross the border. We continue to work closely with the Government of Iraq.

On the noble Lord’s second point, as Minister for the United Nations I can assure him that we continue to look at this through all multilateral fora, including the United Nations. As he acknowledged, we sought to do so only last week. On export licences, I have been clear about any currently being granted to Turkey. He also mentioned the French and German statements. I will look at these in more detail, but I understand that they were for new licences announced by the French and German Governments. I assure the noble Lord that we have a robust regime for our arms and defence exports, and will continue to look at this situation very carefully.

Can my noble friend say whether the American authorities have explained in full their rather convoluted policy on this horrific situation? It is very hard to follow, and the media here seem unable to explain the switches and changes in the White House. Can he also explain what was behind the comments of his right honourable friend the Secretary of State for Defence, as reported in the Times this morning? Unlike the noble Baroness, Lady Northover, I detected a rather sympathetic reference to the Turkish incursions, which sounded extremely strange. Can he explain that?

The withdrawal of US troops is very much a matter for the US Administration. We have made it clear in the bilateral discussions that we have had—including the one I referred to earlier—that this has serious implications, which have been qualified in what we have seen on the ground. We remain concerned about the continuation of the coalition against Daesh, a primary purpose of the global coalition, which we remain committed to supporting.

On the remarks made by my right honourable friend the Secretary of State for Defence, I have repeated the Foreign Secretary’s statement that our position with Turkey is very robust. It is an ally. We understand that Turkey has concerns about certain organisations which are also proscribed organisations here in the UK but, at the same time, we did not support the action it has taken and do not do so now.

As I said in my earlier answer, as the noble Lord will be aware, the Foreign Secretary has spoken to, among others, Carrie Lam. To my knowledge, he has not spoken to her since that Question was asked. We are certainly seeking urgent calls not only with Carrie Lam, but with Foreign Minister Wang Yi. I will certainly come back to the noble Lord on that. The last formal contact was between the consul general in Hong Kong and Carrie Lam’s deputy on Friday, but I assure the noble Lord that we are very much engaged at all levels to ensure that this issue, which we have seen on our television screens, is kept at the forefront and we are consistently raising it with the Hong Kong and Chinese Governments.

Does my noble friend agree that, while we are absolutely right to argue strongly for the right to peaceful protest and to say that we have the right to talk directly with Beijing about the conditions of the original joint declaration, we cannot condone actions that involve throwing rocks and petrol bombs, smashing up legislatures, blocking the airport and moving from peaceful protest to outright violence? There are those who point out, as, indeed, my noble friend Lord Patten has, that this is the path to the self-destruction of Hong Kong as millions of dollars will leave the area as no one will invest there. We should point out to the Government of Hong Kong and the protesters in Hong Kong that they are destroying themselves.

I agree with my noble friend that any kind of violence—I am sure that I speak for every Member of your Lordships’ House—is to be condemned totally, but it is also vital that the response to any action is proportionate. That is why we stress again that the only resolution to this matter, as was reiterated by the noble Baroness, Lady Northover, is political dialogue. That remains the Government’s primary objective.

My Lords, I thank my noble friend for repeating the Statement and answering these detailed questions thoroughly. I will press him further on two points; first, the seizure of “Grace 1”. Although we may have a completely different view legally—I believe ours is correct—was it appreciated before that was authorised that it would be regarded as piracy by the Iranians and that there was bound to be an attempt to retaliate? Was there diplomatic discussion before the seizure was authorised and were all diplomatic channels exhausted before that action was taken? However we look at it, it was, in effect, throwing a lighted match into an already dangerous sea.

On the statement that the Government will discuss later this week the best way to complement their plans with recent US proposals in this area, can the Minister be a little more explicit about what that involves, given that US policy and objectives at the moment are very different from ours? Beyond the general aim of preserving freedom of navigation on the high seas, which is vital, with what “recent US proposals” will we be co-ordinating?

I thank my noble friend for his questions and comments on the Statement and responses given. On “Grace 1”, the UK Government did a great deal to keep the diplomatic track alive. For example, my right honourable friend the Foreign Secretary and the Chief Minister of Gibraltar talked to each other on 13 July. My right honourable friends the Foreign Secretary and the Prime Minister met the Chief Minister when he visited the UK on 17 July. There was also a meeting between the Chief Minister and Iranian embassy officials. However, the detention of “Grace 1” was based on our belief that the cargo being carried was bound for Syria in defiance of EU sanctions. We have subsequently sought assurances from the Iranian Government.

We were in the midst of those negotiations when we saw this response to the action taken by the Gibraltar authorities. That is why we have deployed assets to the region. “HMS Montrose” and “HMS Duncan”, now going to the region, have been deployed to provide secure passage through the Strait of Hormuz. We have stepped up our efforts following Iran’s actions and will continue to review all elements of our policy regarding our exchanges with Iran, but we keep that diplomatic channel open.

My noble friend asked also about current US proposals. One proposal looks at the current combined taskforce in the region, which goes under the label of CTF 150 and has a mandate specifically to tackle terrorism and the illicit drugs trade. We are proposing an operation around maritime security. We are working on the details of that with our European colleagues.

That this House takes note of the Report from the International Relations Committee UK foreign policy in a shifting world order (5th Report, HL Paper 250).

My Lords, I declare my interests as set out in the register, in particular the fact that I am an adviser to two major Japanese companies.

The scope of the report before your Lordships is ambitious, but as we see the world being reshaped around us before our eyes, with a cascade of new consequences for Britain’s role, security and interests, your committee felt that ambition was justified. I want to thank members of the committee for their endless expertise, experience, patience and work in putting together this report, and I also thank our brilliant clerks and clerk assistants who also worked extremely effectively to bring our thoughts together.

In the digital age, entirely new issues have emerged for us to address, aside from whether Brexit goes ahead or does not, or whatever happens on that vexed front. Global power has plainly shifted and been redistributed worldwide, and continues to be so, demanding some deep rethinking about our national strategy and the methods by which we implement it. Major developments in artificial intelligence, blockchain technology, quantum computing and many other areas could shift the balance still further.

In one report, although we took quite a long time over it, we plainly cannot reach all the answers, but your committee felt it important to seek to understand better the roots of all these enormous changes and at least to suggest some of the ways we should be heading to preserve and enhance our security, influence and prosperity in utterly changed world conditions.

Our search obviously starts with changes in the world’s two largest powers, America and China, and our altered relations with them in the digital age. In the US, we have a president who tweets every morning and favours policies very different from those of the past. Pax Americana is clearly in abeyance, but whether just for now or permanently is something on which our many witnesses had views and disagreed. Our report inclines to the view that the abeyance is part of a permanent shift, while the Foreign and Commonwealth Office and those advising it hopefully argue otherwise. Clearly, our American allies themselves are conscious that their own primacy, their unipolar moment, is now ended, as our evidence and a visit to Washington confirmed. This was quite a strong view. This is now an America with whom we certainly want to be a partner, but not in any way subordinate. Then we have China, whose economy has grown by 10 times since 1990, lifted by new technology and successive waves of globalisation to the forefront of world affairs.

These developments are shaking to the core the assumptions on which our foreign policy has been predicated for the last 70 years and the assumptions on which the rules-based order in the conduct of international relations and affairs has been based. Neither giant country has accepted things as they were. For example, all the key multilateral institutions of the previous century are now looked at critically by the White House. I am told that the President asks his team every morning why the USA is still a member of the World Trade Organization and still in NATO.

This changed approach is deadly serious for us here. It means that the areas where our interests diverge from America’s are multiplying. Unlike America, we do not see high-tech China as the number one enemy, although we obviously have to be cautious; and I agree that when Beijing starts banning “Game of Thrones”, things are clearly getting pretty tense. Nor do we see the nuclear deal with Iran as something to be pushed aside, as Washington has pushed it aside. We do not see protectionism and trade wars as benefiting anybody, and the implications for us of shifting Washington views about arms control and nuclear risk, where we are in the direct line of fire, could be enormous.

Perhaps on Russia our views are closer to America’s. Here we have Russia, a declining but aggressive nation, still empowered by all kinds of new and disrupting technology, returning as an old foe, although in a quite different guise from the ideological form back in the Cold War. Anyway, thanks to digital technology, we are living in a totally transformed era in which Cold War polarities and analogies just do not apply. The threats now come in a quite new and diverse form.

As for China, its influence is now reaching into our lives and our key national interests daily. For evidence of that, although this has blown up since our report was written, one need look no further than to the ongoing furore about Huawei’s involvement in our communications and digital technology, which affects every part of our economy and reaches into the centre of our foreign policy priorities. The impact of this issue on our relations with China and America is sharp and immediate and is a classic example of the major international consequences spawned by the digital age. Apart from that, Chinese technology and investment is already all around us in the United Kingdom. It is taking the lead in our civil nuclear power renaissance, it has invested in our utilities—not to mention our football clubs—and I even read the other day that a Chinese railway company could be the sole bidder for operating our east coast main line train service, as well bidding for Southeastern and for a role in HS2.

Meanwhile, the belt and road initiative, on which we heard a good deal of evidence—the so-called new silk road in several forms by land and sea—winds through the south Pacific, central Asia, central Europe and is now, I learn, even seeking to reach our country and our historic silk town of Macclesfield, although I am not sure that the people of Macclesfield are very enthusiastic about that.

The digital age challenge is not just from China. The whole of Asia is on the march. Asia now has giant cities with infrastructure and high-speed transport unmatched in the West. Asian middle-class consumption is estimated to grow by $30 trillion between now and 2030, compared with $1 trillion—I was going to say “a mere trillion”—in the West. Asia also has the biggest armies, after the US, and is developing new weapons technology based on the microchip, whether it is underwater drones, hypersonic, unstoppable missiles or deeply disruptive cyber capacities. In consequence, the Indo-Pacific region is not only becoming the key world economic zone but also a key global security zone for all of us.

In our report, we tried to ask what all this means for our national policy direction today, our position in this changed world and how we secure and build on it. It concludes that to operate effectively in this new environment we have to combine our military hard power, our technology and our considerable soft power with a new dexterity and agility. We learned in our inquiry that the UK has strong cybercapabilities, but these will be needed to the full as a central part of our defence architecture in the digital age.

Our soft-power kinds of influence and attraction are immense, as in fact a pioneering Lords report on soft power pointed out only four years ago, although that power is not immune from clumsy visa rules and migration policies. However, when it comes to soft power, it is not just a matter of strong support for the British Council, the BBC World Service and plenty of scholarships, vital and highly desirable though all those things are; support is also needed for all the creative industries, as well as for our superb universities, our professional and training skills, and much else besides. In all these things we must invest and invest. On top of using our soft power more adroitly, we have to work harder than ever to uphold the rules-based order, which is under assault from many forces.

We now live in a world of networks, some of which have their own agendas, and we need to be fully engaged with them. Some are new, such as the Shanghai Cooperation Organisation, the Trans-Pacific Partnership, the Regional Comprehensive Economic Partnership, which brings together all the Asian countries in the world’s largest trading bloc by far, the African Union and the Pacific Alliance. Indeed, it has been suggested, and endorsed by the Prime Minister, that we should go further and seek full membership of the Trans-Pacific Partnership. We had a welcome on that from the Japanese Prime Minister, Shinzo Abe, as well.

Some of the groupings underpinning the rules-based order and the pattern of international law are of course the familiar ones of the 20th century, such as the Bretton Woods institutions—the IMF and the World Bank—NATO and the UN, all of which need adapting and reinforcing in the digital era, and to all of which we must contribute innovative new thinking. This, we decided in our committee, is vital if they are to hold together and if the international law which underpins them, and which is the collective world expression of peaceful values and human rights, is to be respected.

One such network, of which we are fortunate to be a member but have neglected for decades, is the Commonwealth. Connectivity and the communications explosion have transformed this nexus of 2.4 billion people with common ties of language, law and values, and have brought it into a third age, far removed from the original 1949 grouping of 70 years ago. I think that then it was just eight countries; now, it is 53. We point out in our report that the modern Commonwealth network also provides a powerful transmission mechanism for our soft power and helps give both a direction and a purpose for our nation at a time when, as we know, both those things are badly needed.

Our approach to the largest Commonwealth member by far—the fast-rising India—needs overhauling. India now has a larger economy than that of the UK and it is the key to the Asian security balance with China. Nor should we overlook the way that IT and the web are transforming other middle-range developing nations, often seen as poor and struggling, into online miracles of growth, development and supply-chain integration—for instance, Bangladesh or, moving to Africa, Kenya and other African societies. A new Africa south of the Sahara is being born and many of its participants are of course Commonwealth family nations.

We conclude that our policy and diplomatic machinery will need a much stronger focus on Asia, Africa and Latin America, however things turn out here in Europe or in the Atlantic alliance. However green we make life here, it is primarily in Asia and the United States that our climate fate will be decided. Whatever we conclude about trade in the European region, it is in Asia—east and central—that the big trade growth, physical and increasingly in digital and data form, will take place in the next two or three decades.

Meanwhile, we also point out that Europe itself is changing, with populist pressures on all sides, fuelled to a large extent by, once again, the tide of electronic information, mass social media access and unparalleled transparency, and by a consequent huge rise in public expectations that Governments are not fulfilling and, in any case, probably cannot fulfil. Whatever our eventual status vis-à-vis the European Union, we will still require new administrative skills in dealing with this shifting European pattern. There will have to be many more bilateral security and defence links, more immersion in local cultures, more language skills and of course many more skills for running our own trade policy.

The report reminds us that we cannot be blind to the numerous threats to our own democracy that the communications flood poses. Fake news and false alarms are obviously part of the story, but so are narrower forms of nationalism—as opposed to normal patriotism and love of country, which of course are quite acceptable—as well as all forms of highly organised crime and international terrorism. Add to that mix the swollen migrant flows, themselves partly triggered by information access on a scale never before available, and we have the makings of the surging protest against and massive loss of trust in all governing hierarchies—the EU very much included—which fill the scene today and which we read about every day in the papers.

None of that is good for democracy. Democracy today is threatened by algorithmic manipulation and the new weapons of foreign meddling. There is also confusion with majoritarianism, which leads, as we know from history, to new levels of intolerance of minorities and false interpretation of concepts such as “the will of the people”. As Madeleine Albright observed to the committee when we met her, when almost everyone has their own echo chamber, anarchic culture, followed by much worse reaction, cannot be far away.

Finally, we conclude that government machinery is not well attuned to meet these new conditions and dangers. Our FCO, which should co-ordinate the country’s whole international interface and spearhead and safeguard our interests, is plainly underresourced. Every witness confirmed that. Nor are we convinced that the main international departments—DfID, the MoD, the Department for International Trade, BEIS and the FCO—work closely enough together. We found it alarming to see how DfID, with its very extensive budget, still seems to pursue agendas poorly co-ordinated with our foreign and security policy objectives.

It may be that the weak binding link here is the National Security Council. We find its workings much too obscure. We note that the work and activities of the National Security Council in the US are publicly shared and discussed on the media, helping to give a confused country some sense of direction. We could do with some of that here to give reassurance about the coherence—indeed, the existence—of a national strategy. In the digital age this becomes more important than ever and much more difficult to pull together.

Speaking from my own point of view, this report is my swansong as chairman of the International Relations Committee, being duly rotated, and I feel immensely privileged to have helped at its birth and over its first three years. Actually, it is not quite my swansong because the committee has one more big report for debate—on the growing nuclear risk—before the July changeover, and we will also publish two or three shorter ones. I hope the committee is felt to have been useful. I believe it is in this area of wider world turmoil and adjusting to new challenges that the future contribution of your Lordships’ committee system can be strongest.

John Maynard Keynes once said that his quarrel was not so much with those who disagreed with his economics as with those who refused to see the significance of what was actually happening in the world around them. It is hard not to feel the same today. If this report lifts even a corner of the curtain on how we adapt to an entirely new cycle in the history of international affairs and in our own national fortunes, then it will have done its bit. My Lords, there has been a stream of superb speeches—I thought of nipping out for a sandwich but decided I would prefer to hear every speech, including the kind and very gratifying remarks, particularly about the report, for which I thank noble Lords very much. Two themes among many stand out. The first is the question, here at home, of our national role and positioning, with the United States relationship a bit wobbly, frankly, and changing; China spreading its influence around all of us everywhere; our relations with Europe up in the air; most EU Governments themselves under assault and the Middle East in chaos. That has been the first worry and we are going to have to think our way through it.

The other message is that we have to think down to the roots of all this turmoil, the fragmentation and the rage against elites, the populism and the feeling against treaties and the international order—indeed, against globalism itself as technology races ahead. Those are the two big agonies, the big worries that we are going to have to turn to much more. We are going to have to be very smart to puzzle our way through all this, and I just hope that this debate and the report will help the process on its way.

My Lords, the noble Lord is quite correct that a meeting is taking place in Brussels. My right honourable friend the Foreign Secretary is part of that meeting of the EU three, and all of us are very much committed to keeping the JCPOA alive and on the table. He is also seeking, as we have done over the last few days, continued and close contact with Secretary of State Pompeo and other leading members of the US Administration.

I also agree with the noble Lord that the last thing the region needs now is a conflict of the nature of the one that is developing on the horizon. My right honourable friend the Foreign Secretary said that that would further destabilise the region, and I assure the noble Lord that we are working hard to ensure that that will not be the case. The noble Lord will know from his own experience that I cannot go into any detail on deployments. However, the safety and security of British citizens are of paramount importance to the United Kingdom Government and we are working to ensure that all people are informed, in particular through our various embassies in the region.

My Lords, my noble friend will be aware that your Lordships’ International Relations Committee has taken detailed evidence on this agreement and the American attitude to it. While it is patently clear that a breaking of the agreement is bound to lead to further proliferation of nuclear weapons in the region—a great danger, as the noble Lord, Lord West, has already said—it is equally clear that the information we are getting on American intentions is not really satisfactory. I will ask my noble friend the same question I asked last week: what explanation are we getting from our American allies of their intentions in the whole region? Are we just to take the views of Mr Pompeo that we should be threatened with cutting off intelligence unless we follow the American line, or are we developing a joint strategy that will mitigate some of the enormous dangers that clearly lie in this situation?

My noble friend raises an important point about the US-British relationship. I assure him that we are in constant dialogue and contact with our US counterparts; the discussions between Foreign Secretary Hunt and Secretary of State Pompeo on this issue are ongoing. Recent statements on US intentions in the region from the US State Department—including from Secretary of State Pompeo—clearly show that it is not seeking to destabilise the region but wants to see a change in Iran’s behaviour. We have a view that part of ensuring peace and stability in the region is keeping the JCPOA alive, and we continue to make that point together with other European partners to the United States.

My Lords, first, I join with the noble Lord and I am sure I speak for all noble Lords when I say that we were all appalled by the events that took place in Colombo, with worshippers and people who were enjoying a holiday being attacked. It shows again the importance of unity in standing up to those extremists and terrorists who seek to divide us. We have experienced it here in the United Kingdom, and it is tragic that this is a worldwide scourge which we need to unify against.

On the noble Lord’s specific questions, we continue to work very closely with the diaspora communities here in the UK as well as the Ahmadiyya Muslim community. The noble Lord will know that I am a member of that community; I have been working very closely with it and identifying its concerns. The situation for the refugees is very dire at the moment—indeed, they are taking refuge in a police station, a centre and an Ahmadiyya Muslim mosque in Colombo. I have raised these questions directly with the high commissioner and she has assured me of her co-operation.

I will share a poignant moment, if I may. The noble Lord talked about multifaith organisations. On Sunday, I attended such an occasion in a church near me in Putney: the high commissioner and the deputy lieutenant were present, and it was very poignant to hear readings from Christian communities and representatives of the Ahmadiyya Muslim community, who reflected on the need to stand up against those who seek to divide us, and prayers for those who have passed in these attacks.

My Lords, we are dealing here with not one but two members of the Commonwealth family. Can we be assured that, in our position as chair of the Commonwealth, working with the Commonwealth organisation generally, we are doing the maximum possible available to us in bringing to bear the co-ordinated efforts of the Commonwealth in meeting this difficult situation and the tragedy that lies behind it?

My noble friend speaks with great experience and insights, not just on the Commonwealth but on the two countries to which he refers, which are both friends of the United Kingdom. On the important issue of freedom of religion or belief, I visited Pakistan not so long ago, and I am sure that many of us have welcomed the recent steps that the Pakistani Government have taken in this respect, in what are pretty tense domestic environments. Indeed, yesterday we had the reported departure of Asia Bibi from Pakistan, which we all welcomed. We are working with the Pakistani Government on the importance of religious freedom and, as I said, we are also going to extend our work in building communal harmony and support for religious communities in Sri Lanka.

The noble Lord is correct to draw attention to Iran’s activities, including, as I said in the Statement, the current focus on its ballistic missile programme. That is not conducive to peace in the Middle East; rather it adds to the insecurity and instability. Indeed, Iran’s actions in other areas of the Middle East have also been causing instability. We continue to urge Iran to abide by the commitments it has made through international bodies, including through UN Security Council resolutions, and to continue to work towards peace in the Middle East more widely, particularly in those countries where it has influence. On what is happening in Iran, as I have said, our commitment to the SPV is closely focused on alleviating the plight of the Iranian people. Whatever challenges or differences we may have with the Iranian regime, they are not with the Iranian people. There is a rich history and culture in Iran, which we have all seen in the past. We hope that in due course Iran will re-emerge on to the international scene.

My Lords, pursuing the point made by the noble Lord, Lord Campbell, is it not the case that the United States has sent a carrier fleet and a new bomber task force to the Gulf? The US has declared the Islamic Revolutionary Guard Corps a terrorist organisation, which it may or may not be; I do not know. As we have heard, the US has vastly increased the oil sanctions. Do we know what the purpose of the policy of the United States really is? Are we talking to its representatives about it to have some kind of dialogue, given that the US is supposed to be one of our close allies? Is the US behaving like a close ally?

I assure my noble friend that the United States has been, is and will continue to remain a close ally of ours and there is much that we agree on. However, there are times of difference and the JCPOA is one such example. My noble friend has drawn attention to recent US deployments. Let me assure him that we remain very concerned about the risk of escalation in the region and I stress that we are urging all parties to show due restraint. However, the point was made in the previous question about Iran’s continued destabilising regional activities, so we will continue to work towards asking Iran and others to ensure that we do not escalate the situation in what is a very tense region at the moment. However, the United States and the United Kingdom enjoy strong bilateral relations, including through international organisations, and we continue to work on joint priorities. Indeed, this morning I attended a meeting on the importance of freedom of religion or belief. I assure the House that on that point, the United States and the United Kingdom are very much aligned.
