It is a pleasure to serve under your chairmanship, Mr Hanson. I support the comments of my hon. Friend the Member for Blackpool South, who has raised the essential elements of the deal in relation to Merseyside’s needs. Liverpool and the wider Merseyside area has made great strides recently, but one aspect that holds it back is the lack of relevant skills and the underachievement of so many people in the area. I welcome the measure, which is part of the solution and an important part of the devolution deal.

I would draw attention to two key elements that need to be considered further. First, there needs to be a comprehensive approach in relation to education and skills. Although the devolution agreement is developing in this way, it must relate to Government support and encouragement of new thinking and new initiatives.

Secondly, and related to that, European funding has been absolutely key to Liverpool’s regeneration in the last 20 years, and is still highly relevant. If that funding is threatened, there needs to be a proper replacement that is focused on the needs of the Liverpool City Region, and that does not just disappear into national Government coffers to be used elsewhere. With those caveats, I welcome these measures. This is a positive way forward and part of Liverpool’s continued recovery, enabling people to have the skills to meet the needs of the economy now and for the future, and ending the dreadful underachievement of so many citizens of our area.

The Minister’s attempt to divert attention from what has happened simply has not worked. Is he embarrassed that according to the Joseph Rowntree report the Government have presided over a record increase in poverty, particularly among young people and pensioners?

I congratulate my hon. Friend the Member for Garston and Halewood (Maria Eagle) on securing this debate, and on her excellent speech. There is such a widespread onslaught on public services that it is often difficult to know which area to focus on, but it is very important that we look at education, because it is about giving young people opportunities. It matters particularly in areas of high deprivation, some of which are in my constituency.

The picture that my hon. Friend painted is reflected in my constituency, where the whole sector—nurseries, primary schools, secondary schools and the City of Liverpool College—is suffering in the same way. It is a great reflection of the ability and commitment of Liverpool City Council that, despite a 68% cut in its overall funding, it has managed to protect some of the education sector. For example, all the nursery schools have been protected, the council is running an extensive and important reading programme, and when the Government cut their building programme, the council raised its own funds to build and expand schools. Indeed, only last week, I was in an extension to Bellerive FCJ Catholic College, where excellent work is being done.

I would like to add my concerns about the impact of the national funding formula on schools in my constituency. The Government claimed originally that the formula meant that areas such as Liverpool would not lose out, and that it was all about giving more help to more deprived areas. That fallacy was exposed, and the Government had to look again at the situation. Although the new formula that they have brought forward is certainly not as bad as the previous one, it does not solve the problems. Indeed, at this very moment, Liverpool City Council is analysing what it really means.

The figures that have been put forward will mean cuts in many schools, and the extent of those cuts are still being looked at. The figures that were advocated and that are now proposed are in fact for only two years; we simply do not know what will happen beyond those two years. Money will be sent away from Liverpool to more prosperous areas of the country, and the money to deal with that will come from existing budgets, including the capital budget and others that have not yet been defined. We simply do not know what impact the formula will have on Liverpool’s schools, but we suspect that it will mean even more cuts.

We have had enough cuts in education; we do not want more. Education is about giving people the best chance for the future. I call on the Minister to spell out clearly what the national funding formula will mean for Liverpool’s schools, including those in my constituency, and to give a commitment that there will be no real-terms funding cuts to essential education services. We owe that to the young people in our areas.

Under the recent adjustments, according to the national funding formula, all schools will gain funding: no school will lose money or face a cut in funding, despite what has been claimed by the National Education Union, and despite what hon. Members have said during the debate. In fact, funding for schools across Knowsley will increase on average by 7.1%. I did not hear the right hon. Gentleman mention that in either of his interventions.

I will not give way because there is a very short amount of time left, but I will come to the hon. Lady’s comments shortly.

It cannot be right that local authorities with similar needs and characteristics receive very different levels of funding from central Government. Across the country, schools teaching children with the same needs get markedly different amounts of money for no good reason. At the heart of the problem is the fact that the data used to allocate funding to local authorities are over a decade out of date, leading to manifest unfairness in how funding is distributed. This year, Nottingham, for example, will receive £555 more per pupil than Halton, despite having equal proportions of pupils eligible for free school meals.

Funding for each area has been determined by simply rolling forward the previous year’s allocation, adjusting only for changes in the total number of pupils in each area and ignoring everything else. The proportion of secondary pupils eligible for free school meals in London, for example, fell from 22.4% in 2007 to 17% in 2017, compared with a decline nationally from 13.1% to 12.9%, but the funding system has paid no attention to that significant shift. That is not a rational, fair or efficient system for distributing money to our schools.

That is why the Government are reforming the existing system with the introduction of a national funding formula for schools and high needs. Informed by the consultation that we undertook, with 26,000 responses, we will introduce a national funding formula from April 2018, ending the current unfair postcode lottery system. For the first time, the funding system will deliver resources on a consistent and transparent basis, right across the country, reflecting local needs.

Last month, we published full details of both the school and high-needs national funding formulae and the impact they will have for every local authority. We have also published notional school-level allocations showing what each school would attract through the formula. It means that everyone can see what the national funding formula will mean for them and understand why. It is notional because we are taking the national funding formula as though it had been fully implemented in this financial year, 2017 to 2018, so that people and schools can see what the effects of that formula would be on their schools with those particular pupils this year. It is a very effective way of describing what will happen under the formula. The actual funding will depend on the actual pupils at that school next year, and we will make announcements nearer the time in the usual way.

To provide stability for schools through the transition to the national funding formula, for the next two years local authorities will continue to set their own local formulae in consultation with local schools and the schools forum. That element of flexibility will allow them to respond to changes as they come through and take account of local issues.

As well as a fairer distribution of funding, the total quantum available is also important. We want schools to have the resources they need to deliver a world-class education for their pupils. We understand that, just like other public services, schools are facing cost pressures. In recognition of those facts, the Secretary of State announced in July an additional £1.3 billion for schools and high needs across 2018-19 and 2019-20, in addition to the funding confirmed at the 2015 spending review.

The additional funding will be distributed across the next two years as we implement the national funding formula. Core funding for schools and high needs will rise from nearly £41 billion this financial year—itself a record high in school funding—to £42.4 billion in 2018-19 and to £43.5 billion in 2019-20. Overall, that means that the total schools budget will increase by over 6% between this year and 2019-20. That will mean that funding per pupil for schools and high needs will now be maintained in real terms for the remaining two years of the spending review.

The additional funding that we have announced means that we can provide a cash increase in respect of every school and every local authority area from April 2018. In the hon. Member for Garston and Halewood’s constituency, once the new formula is implemented in full, there will be an extra £1.3 million for block funding—an increase of 2.4%. Belle Vale Community Primary School will not face a cut in funding; it will have a 3% increase. Enterprise South Liverpool Academy will not face a cut in spending; it will have a 5.2% increase of £179,000. Gateacre School will not face a cut; it will have a 3.5% increase. Halewood Academy will not face a cut; it will have an 8.2% increase. Middlefield Community Primary School will have a 1.2% increase. St Francis Xavier’s College will have a 1% increase and Yew Tree Community Primary School will have a 5% increase in funding. None of the schools that I have not mentioned in the hon. Lady’s constituency will lose money; they will all gain about 1% or more.

The hon. Member for Liverpool, Walton (Dan Carden) said that there will be cuts of £390 per pupil. In fact, in his constituency there will be a £1.1 million increase in funding, equal to 1.6%.

My hon. Friend is right that it is important that schools that have been underfunded for years while being held to account on exactly the same standards as every other school can catch up properly. As for the quality of teaching, the continued professional development of teachers and the teaching profession is an intrinsic part of school improvement and the two are inextricably linked. Today, we have announced the first successful bids to our teaching and leadership innovation fund, which is about ensuring that we lift up our teaching profession and is particularly directed towards schools in parts of the country where we know we can do better.

Will the Secretary of State guarantee that no Liverpool school will receive a real-terms cut? Although the discretion given to local authorities is welcome, will she also guarantee that that will not lead to Liverpool City Council being blamed for a cut coming from central Government?

The Institute for Fiscal Studies has been clear that our £1.3 billion additional investment will lead to the per pupil core schools budget being protected in real terms, which is good news. As for the schools the hon. Lady mentions specifically, we will ensure that all Members get the breakdown of the notional allocations. I expect some local authorities to choose simply to reflect the national funding formula at a local level, but that will be a matter for them. I am sure that Members from across the House will want to have those discussions at a local level.

Well, I think I might be getting upgraded because I can tell my hon. Friend that this will mean additional funding for schools in Devon. I know the debate that has happened in that part of our country. If we are going to have a country that works for everyone, it is vital that regions like the south-west are able to develop their talent in the same way as any other part of our country, and Devon will indeed benefit from my announcement today.

I remain concerned about the position of the 28 schools in Liverpool, Riverside that were due to lose funding under the Government’s formula. Can the Secretary of State assure me that they will not lose any funding from any source, and would she not agree that the £200 million cut to central projects that she announced today is really cutting by the back door?

I do not agree with the hon. Lady. I can confirm that we are making the additional funding available, including to schools in her community. If any of them get less, that will be the result of a decision by her local authority, which I am sure she will want to follow up. More broadly, we need to recognise that, over time, several different pools of money are rightly directed towards improving schools across our country, and I want to see those working more efficiently. We also need to ensure that parts of my Department are being run efficiently, and the prize for doing that better will be to have more money to channel to frontline schools. That is precisely what I plan to do.

My hon. Friend is absolutely right. Academic standards are key in our schools, and standards of behaviour are hugely important in underpinning a rise in academic standards. That is why we have focused on improving the curriculum in both the primary and secondary sectors.

The Government’s current plans mean cuts of over £600 per head for students in Liverpool’s schools. Is the Minister now saying that schools will face no cuts at all, in real terms, in any aspect of Government funding?

What we have said is that there will be no cut in per-pupil funding as a consequence of moving to the national fair funding formula. I have acknowledged that cost pressures—equivalent to 3.1% of the total schools budget in 2016-17, and to between 1.5% and 1.6% of that budget over this year and the subsequent two years—will affect schools in the hon. Lady’s area and in other parts of the country over a four-year period, as a result of higher employers’ national insurance contributions and teacher pension contributions. Those cost pressures, which are replicated across the public sector, exist because we are having to deal with the budget deficit. It is imperative that we do so if we are to continue to have a strong economy. [Interruption.] The shadow Education Secretary suggests from a sedentary position that we have had seven years to deal with that deficit. It was an historic deficit, and it will take as many years as it takes to get it down to zero.

Funding should be related to need, and this is a long-standing problem. In Liverpool, which is one of the most deprived areas, over 58% of the budget has already gone, and the NUT says that over £602 per pupil will be lost under the Government’s programme. Can the Secretary of State guarantee that the students of Liverpool will not lose out in this redistribution of funds?

I encourage the hon. Lady to look at the details that will be released by area and by school. To give her some reassurance, this is a formula that absolutely wants to ensure that we direct funding fairly, but also in relation to need, whether it be disadvantage or indeed low prior attainment. We think that the formula should be driven by data that, as I have said in my answers to other hon. Members, are more up to date. I encourage the hon. Lady to look at the consultation and at the details that will be released as part of it.

I congratulate my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg) not only on securing this important debate, but on the important work he is doing on education in Liverpool. His input there is absolutely invaluable. Education is vitally important in developing the potential of every individual; it is also important for the future of the city of Liverpool, and other areas in Merseyside, because unless people’s potential is developed and their skills can be utilised, the city does not prosper.

I note my hon. Friend’s comments about the background to this debate: the very high cuts to local government funding in Liverpool. He quoted the figure of 58%, but if the plans to 2020 are carried out, there will have been a cut of 65% to core funding in the city of Liverpool since 2010. To add to that, changes in the education grant formula are of extreme concern for the future. Although Liverpool City Council and the Mayor of Liverpool, Joe Anderson, certainly oppose those cuts, and are very vocal about them, they do not just say what they are against; they are very clear that they are willing to innovate.

That innovation has taken place in Liverpool, whether in building new schools when the conventional sources of funding have been denied, or in looking at the needs of the under-fives and protecting Sure Start centres, children’s centres and nurseries. There is a particular threat to the future of children’s centres, which are absolutely vital in preparing children for school and supporting families. Both those functions are absolutely essential. I applaud the city council’s efforts in working with the local NHS, through the clinical commissioning group, to try to secure funding from that group to go with local authority funding, and I hope that the Government are able to support that in any way they can. That is a another example of innovation and thinking outside the box: looking at how we can put different sources of funding together to benefit the people we represent.

Further education is of particular importance. It is about developing a wide range of skills, aptitudes and interests, and also about giving people a second chance. Often, students who were not able to succeed in school—perhaps the educational system failed them, rather than the other way round—are able to see new possibilities when they go into further education and, in particular, college. It is absolutely essential that they be given support there.

Some 87% of students who attend the City of Liverpool College are from deprived areas. The abolition of the education maintenance allowance and other financial issues have landed a great blow on those people. When we look at ways of supporting individuals’ learning and education, we sometimes miss some of the basics. Sometimes people are struggling with difficult family situations, and when they do not have the means to survive, day by day, that inhibits their educational potential. It might not inhibit the potential of people who are already fully committed to education and have full confidence in themselves—those individuals can survive hardships—but people struggling to get self-confidence who are being encouraged to see new ways ahead sometimes struggle against the odds when their basic financial needs are not met. I ask Ministers to look again at that area.

There is a specific problem relating to the high proportion of students going to that college who have inadequate English and maths GCSEs. There is a problem in getting them to the required standards with the funding that is available, so I ask Ministers to look at that. There is also an ongoing issue about funding sufficient numbers of apprenticeships in that area. The Government have recently made statements saying that funding will be available, but I again ask Ministers to keep looking at that. Colleges should not be constantly concerned about adequate funding for apprenticeships. When students have commitment and want to make a real improvement to their life, they should be helped to do it.

Finally, I must mention the other vital area: higher education. In Liverpool, we have four outstanding higher education institutions. Liverpool John Moores University has made an outstanding contribution, not only to Liverpool, but to the country. It was the first university to combine what it then called employability—learning the practical skills of how to do a job properly—with academic understanding and analytical knowledge. It was the first to pioneer that, and it offers a range of very exciting courses. The University of Liverpool is an outstanding Russell Group university. It is outstanding in its teaching, research and the number of Nobel prize winners associated with it, particularly in the area of science. Liverpool Hope University has become an outstanding university, nationally recognised, and it should be encouraged in its work.

I must declare that I am a member of the council of the fourth organisation I will mention: the Liverpool Institute for Performing Arts. It is an outstanding higher education institution developing the creative arts, as well as interest in the creative arts, knowledge, practical ability and theoretical understanding, together with employability. Many of the stars of today were educated at LIPA. It might be worth remembering that LIPA began with support from the European Union. That is how it got where it was, and now it raises funds by other means. It is absolutely outstanding, and I hope that Ministers are able to support it. It is a credit not just to Liverpool, but the world; it operates internationally.

I will bring my remarks to a conclusion because I know other hon. Members wish to speak. I hope that Ministers are able to develop the points that I have made and to give their support, where Government support is needed, to go with the innovation and enthusiasm that comes from the city of Liverpool itself.

I am grateful to my hon. Friend for bringing his own personal history, and that book, to the attention of the House. I shall look into what he has said.

The new national curriculum will be based on a body of essential knowledge that children should be expected to acquire in key subjects during their school careers. It will embody, for all children, their cultural and scientific inheritance, will enhance their understanding of the world around them, and will expose them to the best that has been thought and written.

Our commitment to the importance of history is clear from its inclusion in the English baccalaureate. The national curriculum review will consider the extent to which history should be compulsory, and at which key stages. We are considering the recommendations of the expert panel, and will also listen to the views of others before making final decisions. If we conclude that history should remain a national curriculum subject, we will expect the programme of study to continue to include teaching about the second world war and the holocaust. Every young person needs to understand it, along with the lessons that it teaches and how it shaped the modern world.

It is of concern that some subjects, such as history, have been less popular choices at GCSE in recent years. For example, in 1995 more than 223,000 students, representing nearly 40% of pupils in schools, were taking history GCSE. By 2010 the figure had dropped by over 25,000, and only 31% of pupils—just under a third—are now taking the subject. The Government want to encourage more children to take up history beyond the age of 14. We introduced the English baccalaureate—which recognises the work of pupils who achieve a GCSE grade between A* and C GCSE in history or geography, as well as maths, English, science and a language—to encourage a more widespread take-up of a core of subjects that provide a sound basis for academic progress. The baccalaureate has already had a significant impact on the take-up of history. According to an independent survey of nearly 700 schools, 39% of pupils sitting GCSEs in 2013 will be taking history. That represents a rise of eight percentage points, and a return to the 1995 level. If more children study history for longer, that can only be a good thing, as it will give them a good grasp of the narrative of history.

I, too, congratulate my hon. Friend the Member for Stoke-on-Trent South (Robert Flello) on securing the debate. Does the Minister agree that it is all-important for pupils to hear the personal testimony of holocaust survivors, and that everything possible should be done to preserve that testimony even when survivors are no longer with us in person?

Of course I agree with the hon. Lady. That is why the visits to Auschwitz are so important. As part of those visits, pupils will meet a survivor. As she points out, however, as time passes fewer survivors will remain alive, so we need to do all that we can to record their experience. That is important, because it dispels and puts to rest the views of those who seek to say that these things did not occur, and provides a helpful personal history to record the events of the holocaust.

I hope that the hon. Member for Stoke-on-Trent South, and indeed all Members, agree that the Government’s continued commitment to holocaust education will ensure that future generations learn the important lessons of the holocaust and that no one in the country, or indeed the world, forgets the evil events of that awful period of world history.

My right hon. Friend makes a fair point and we shall make an announcement shortly. I am sorry that we have not yet been able to provide additional support for the Duchess’s high school in Alnwick. As he knows, that school was not supported under the old Building Schools for the Future scheme, but we hope that the new method of allocating capital for schools, which we will announce, will allow those whose buildings were neglected by the last Government to receive support.

Last year, 7,700 of the poorest students in Liverpool were able to continue their studies because they received education maintenance allowance. How many of those students will receive equivalent support under the Secretary of State’s proposal to help only the very poor?
