To ask the Secretary of State for Health, if he will undertake an assessment of the adequacy of the procedures used by NHS Improvement to select the provider for community care services in Liverpool; and if he will make a statement.

NHS Improvement used appropriate procedures to select the preferred provider for community services in Liverpool. As part of the assurance process that NHS Improvement undertakes for all transactions, it was identified that the transfer of Liverpool community services to Bridgewater Community Healthcare NHS Foundation Trust was no longer in the best interests of patients.

To ask the Secretary of State for Health, what progress has been made on investigating historical allegations of abuse at Aston Hall, Derbyshire; and if he will make a statement.

The police investigation into this matter remains on-going. Derbyshire Police has advised that the scale and nature of this enquiry naturally means that this is a protracted and complex investigation.
The timescales for any system-wide Serious Case Review or Learning Review will depend on the outcome of current police enquiries.

We understand that the police investigation into this matter remains on-going.
We are advised that a multi-agency strategic overview board, co-ordinated by the independent chairman of the Derbyshire Safeguarding Children Board, and including the police and local healthcare authorities, meets regularly to review the response to the allegations made in relation to Aston Hall.
The current position remains that timescales for any system-wide Serious Case Review or Learning Review will depend on the outcome of current police enquiries.

To ask the Secretary of State for Health, whether he plans to alter the terms of reference of the Expert Working Panel Group Inquiry into Primodos.

The terms of reference of the Commission on Human Medicines’ Expert Working Group on Hormone Pregnancy Tests were reviewed by the Group at their first meeting on 14 October 2015, endorsed by the Commission on Human Medicines and formally adopted by all members, invited experts and observers of the Expert Working Group at their second meeting on 4 December 2015.
On 13 October 2016 at a Backbench Business Committee debate secured by the All-Party Parliamentary Group (APPG) on Hormone Pregnancy Tests, the Government committed to respond in detail to the concerns raised by the APPG, which include the terms of reference of the Expert Working Group on Hormone Pregnancy Tests, and to then meet with the APPG to discuss these concerns.

To ask the Secretary of State for Health, what progress has been made on the inquiry into historical allegations of abuse at Aston Hall, Derbyshire; when he expects that inquiry to report; and if he will make a statement.

We are aware that a number of serious allegations have been raised about abuse that took place at the former Aston Hall Hospital during the 1960s and 1970s. Derbyshire Healthcare NHS Foundation Trust, the local provider of mental health services, advises that an investigation is currently underway by a partnership of agencies, including health services and the police, co-ordinated through the Derbyshire Safeguarding Children’s Board.
The timescales for any system-wide Serious Case Review or Learning Review will depend on the outcome of current police enquiries.
