My hon. Friend is absolutely right to highlight hygiene poverty, which is a real issue for many in this country. Tackling poverty in all its forms is a priority for this Government. I am sure that she would not expect me to make decisions on or talk about future levels of VAT, but this is a really excellent campaign that I think will get wide support from across the House, if she wants to take it further.

Yesterday, like many Members across the House, I attended the event staged by the MS Society in Portcullis House. I was given a handout that said that an estimated 3,770 people in my constituency suffer from multiple sclerosis. I have met a number of them and their support groups over the years, but that number is surprising. It is estimated that each year, another 179 will be added to that number. Next week is MS Awareness Week, so it would be an appropriate time for a ministerial statement on that subject, and I hope that the Leader of the House will oblige me with that.

I pay tribute to the hon. Gentleman for all the work he has done in supporting steel and British Steel in his constituency, and for his attendance at the recall. He makes a really good point about MS Awareness Week and the real challenges faced by people living with chronic diseases. Given that it will be MS Awareness Week, I will certainly bear in mind his request for a statement.

I am sorry to hear of the challenges facing the free school in Warrington that is designed to support those with autism and special education needs. I am sure she will recognise that the situation we inherited was not delivering for parents, not delivering outcomes, and was on its knees in terms of SEND provision—this issue gets raised regularly with me in these sessions—and I will ensure that she gets an update from the Minister on that application, and hope it can be expedited.

Last night, along with colleagues from across the House who represent constituencies in northern Lincolnshire and east Yorkshire, I met the Humber Energy Board. Representatives from the board were particularly concerned about delays in support for a number of projects that are pending Government support in the region, and that is particularly important given the potential job losses at Scunthorpe. May we have a debate, or a statement from the Secretary of State for Business and Trade, about support for a number of energy projects in the Humber?

I thank the hon. Gentleman for raising that. I am sure he will recognise that this Government have done more to create opportunity, jobs and investment in the energy opportunities of the future than the previous Government did in 14 years. We are committed to ensuring that places such as the Humber, and Humberside more generally, which powered this country in the past, will do so again in the clean energy sprint that we are embarked on. I will ensure that the hon. Gentleman gets an update from the Minister about what is happening with those particular issues.

I am sorry to hear of my hon. Friend’s experiences with the FCDO, but I am pleased that Owen Haggerty received that pardon this morning. She raised this matter with me a couple of days ago, which is why I raised it with the Foreign Office and it was in touch with her this morning. That is my role as Leader of the House when those conversations are not forthcoming. I can assure her that both the Ministry of Defence and the FCDO have been working tirelessly behind the scenes to secure the pardon, and I will ensure that they continue to work with her and Owen’s family to make sure he comes back to the UK.

In reply to an earlier question, the Leader of the House said that the BBC should serve all local communities. It is around 18 months since we had a shake-up of BBC local radio, and the result is that it is much less local. Could we have a debate in Government time on how the BBC could be held to account for that and could provide local radio that is more local?

I know that the shake-up in local radio caused a great deal of concern to Members across the House when it was proposed and implemented in the last Parliament; many Members raised their concerns directly with the director general and others at the time. I am certainly happy to raise with the Department how that has gone and what the feedback has been, and I will ensure that the hon. Gentleman and other Members are kept informed.

I am pleased to hear that my hon. Friend’s constituent, Rebecca Burke, has now safely returned home and I am very sorry to hear of the experience that she suffered in the US. I am glad that the Foreign, Commonwealth and Development Office was able to help. The Foreign Secretary was in his place for the early part of her question, but he did not hear all of it. I will ensure that she gets a meeting with the appropriate Minister.

I join others in sending my deepest sympathy to the shadow Leader of the House for his loss.
I recently attended the awards for the Grimsby and Cleethorpes scout group, and the hon. Member for Great Grimsby and Cleethorpes (Melanie Onn) and I were glad to give up our Sunday afternoon to attend the event. When we go to such events, we can see not just how valuable it is for the young people concerned, but how important it is that the adults and the scout leaders give up their time to help develop the young people. I know that if I ask the Leader of the House for a debate on this matter in Government time, she will suggest that I go to the Backbench Business Committee. However, as a member of that Committee, I am aware of how heavy the demands are. Therefore, I join the Chair of that Committee in asking the Leader of the House for more time, so that I will not have to wait too long for my scout debate.

I join the hon. Gentleman in thanking the Scouts for their work and all the adults who support them. The Scouts are vital for our young people, and I thank him for making time on his weekend to support them. As ever, I hear the strong representations of the Backbench Business Committee. The Chair and I are due to meet again soon to discuss perhaps more creative ways to find further slots.

Absolutely, I join my hon. Friend in congratulating Danielle on writing an award-winning poem and all the young carers in his constituency and beyond. I heard on the radio this morning that AI thinks it can now do creative writing for all of us, but I am sure it cannot beat Danielle and the creative writing endeavours of young people.

Earlier this week, I had a meeting with the UK Chamber of Shipping. Coincidentally, it was the day of the incident in the North sea, so obviously we discussed that, but the main point of the meeting was to discuss the impact of shipping on the UK economy and my constituency in particular. May we have a debate in Government time on the importance of the shipping sector to the UK economy?

The hon. Gentleman’s constituents and others will have been affected by the events in the North sea this week. As a great island nation, shipping is vital to the economy of this country, to our trade and to our standing. I am sure that Ministers would be happy to update the House regularly on these matters.

I strongly support any organisation that boosts and supports local libraries, because they are vital to our communities and to the young people in those communities; on World Book Day in particular, we should mark the contribution of our local libraries. I know that Government officials have met officers from Suffolk county council on this matter, but I will ensure that my hon. Friend is updated. She has made her point strongly here today.

On Tuesday, I took part in the Westminster Hall debate on market towns, which was heavily oversubscribed. Although Members across the House did their best to canter around their constituencies and highlight places such as, in my case, Brigg and Barton-upon-Humber, time was very limited. Our market towns face a host of challenges, among them the future of the retail sector and the availability of public services, and it was clear that an opportunity to discuss those challenges in more detail would be appreciated. Could the Government provide time for a full half-day debate on our market towns?

Market towns are one of our great British assets, so I am not surprised that the debate was so well subscribed�as, indeed, have been many debates in Westminster Hall. We do consider how well subscribed debates have been when deciding which to bring to the Floor of the House. I know that the Chair of the Backbench Business Committee, who is present, already has a full list of debates, but I am sure that he would be open to this proposal, which would allow the hon. Gentleman and other colleagues to celebrate our market towns.

I am really sorry to hear of my hon. Friend’s constituent being involved in a road traffic accident. As she says, that is the phone call that any parent dreads receiving, but I am glad to hear that things were not as serious as they might have been. She is right to use this session to raise the issue of speeding, the need for crossings and other matters in her constituency, and I think a debate on this topic would be very popular and well attended.

Last week I visited the owners of a local business, who expressed their concerns about the pEPR regulations—the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024. These regulations shift the cost of managing packaging waste from local authorities to producers. That represents yet another burden on businesses at a time when they face no end of other increased costs. Could the Leader of the House ensure that the appropriate Minister comes to the House and explains what assessment has been made of the impact of these regulations?

I pride myself on knowing about most things the Government are doing, but I have to say that I am not that familiar with the pEPR regulations, though I will certainly find out about them. This Government are taking steps to ensure that we have a circular economy, and that packaging waste is kept to a minimum. I know the Minister has been to the House a few times to debate some of these matters, but I will ensure that the hon. Member gets a detailed response about that.

My hon. Friend is a very strong advocate for the craftsmanship and ceramics of Stoke, and of Staffordshire more widely—he has given us some good examples. Sometimes I do not want to have dinner alongside my hon. Friend, because he inspects all the ceramics and all the things we are using to eat our dinner, rightly so. I will absolutely raise the points he has highlighted with the House authorities and ensure we are doing more to support the great craftsmanship that we have in this country.

Yesterday, along with Members from across the House, I attended the launch of the latest report from the charity Open Doors, which highlights Christian persecution in many countries. Many of the countries on that charity’s watchlist are countries that the UK has close relations with. Could the Leader of the House find time for a debate in Government time on that Open Doors report and what greater influence the UK can bring to bear on those rogue nations?

The report that the hon. Gentleman has highlighted is a really important one, and he has raised some very important topics. I will ensure that if he does not get a full ministerial reply about those topics, they are considered as important issues. He might want to raise them in an Adjournment debate or elsewhere as well.

I take this opportunity to congratulate my hon. Friend on regularly attending these sessions and other debates, and on consistently raising critical minerals and their importance to Cornwall’s future and, indeed, to our mission to be a clean energy superpower by 2030. The Business Secretary is in his place next to me today, and I am sure he has heard my hon. Friend’s call. I hope that, through the devolution White Paper that we launched this week, the voice of Cornwall will be heard loud and strong.

Last week, I called in on the drop-in session organised by Alzheimer’s Research UK and Prostate Cancer UK. At these sessions, we repeatedly hear appeals for people to go in for early diagnosis, and the message is the same now as it was many years ago. Could the Leader of the House find time for a debate on how we can prevent illness through early screening and diagnosis?

The hon. Gentleman is absolutely right to say that dementia and other diseases would be much better treated with early diagnosis. This Government are absolutely committed to early intervention, early diagnosis and ensuring that services are out in the community, where people can get the appointments and early diagnosis they need. That is what the Government are continuing to deliver.

Thank you, Mr Speaker. During the last Parliament, I initiated a Westminster Hall debate about the growing evidence that bright LED lights on vehicles were resulting in more road traffic accidents. I know that the Leader of the House might tell me that I can initiate yet another debate, but it would be even better if she arranged for a Minister to make a statement about the evidence that the Department for Transport is collecting on that matter.

The impact of LED lights in road traffic accidents is an important issue. I will indeed ensure that the hon. Gentleman gets a full response from a Minister, or that a Minister comes to the House.

My hon. Friend is absolutely right. One of the Government’s proudest achievements since the election is following through on their commitment to transfer the mineworkers’ pension scheme and all the benefits that it has brought to constituents such as hers. I will raise the issue of the British coal staff superannuation scheme, and I will ensure that she gets a full reply.

Earlier this week, along with Members across the House, I attended the drop-in session organised by the Royal National Institute of Blind People. One of the stands at the session outlined the difficulties that blind and partially sighted people have in exercising their vote on election day. Will the Leader of the House find time for a debate on how blind, partially sighted and other disabled people are able to exercise their vote? Much work has been done in recent years, but there is still more to do.

I thank the hon. Gentleman for raising the accessibility of elections, especially for those with visual impairment or who are blind. It is a really important matter. I know that many of those in this House with disabilities find it difficult to vote here, as well—it gets raised with me often. We have Housing, Communities and Local Government questions coming up next week, and I would encourage the hon. Gentleman to raise this matter then.

As was the case last week, the proposed closures of post offices are a massive point of concern for many Members across the House. I encourage any Member whose constituency is affected by a proposed closure of their Crown post office to take a leadership role in that campaign and raise it in the House. I will continue to do so, and were people to club together, I think there would be a lot of support for a debate on the future of our post office services.

Last week at my surgery in Barton-upon-Humber, two constituents, the parents of a young man who died suddenly from a cardiac arrest, pointed out that between 12 and 20 young people under 35 die in similar undiagnosed circumstances each week. Screening would play a major part in dealing with such tragic situations. Can the Leader of the House find time for a debate in Government time when we can look at the whole screening programme for serious diseases?

That is a shocking statistic that his constituents shared with him about the effect of cardiac arrests on young people. He and they are absolutely right that screening and getting a preventive health programme into our communities is vital if we are to address some of those issues and make sure people do not die or suffer unnecessarily from those sorts of diseases. That is what this Government are committed to doing.

My hon. Friend raises a really important matter and I think that is why Mr Speaker granted an urgent question on it earlier this week. There is a lot of interest in this House and it was raised with the Prime Minister yesterday at Prime Minister’s question time. We continue to monitor the situation very closely. I will ensure, as I always do, that the Foreign, Commonwealth and Development Office Minister and Secretary of State do come to the House regularly to update us on these matters.

Last Friday, along with the hon. Member for Great Grimsby and Cleethorpes (Melanie Onn) and council leaders, I met National Highways specifically to raise the issue of the A180, but also access to the major ports of Immingham and Grimsby. Irrespective of the amount of National Highways’ resources, surely the input from local representatives is important. Can we have a debate about how National Highways prioritises its various spending programmes?

The hon. Gentleman raises a good point about the A180 in his constituency. He will be aware that in yesterday’s Budget a significant increase in investment in our roads was announced. There are also significant growth deals and devolution plans to ensure that local people are delivering the local transport needs of their area. I am sure he can raise these issues at Transport questions or in the forthcoming Budget debates.

My hon. Friend raises an important matter for her constituency. She is right about the Renters’ Rights Bill, which has finally come forward and had its Second Reading under this Government. It is much stronger than the previous Bill. It will end no-fault evictions, will give renters and tenants more enhanced rights than they have had in a generation and will tackle issues with quality and mould. It will be an important Bill, and I am sure that my hon. Friend will want to get stuck into the debates as it makes progress through the House.

North Lincolnshire council has just published proposals for a green growth zone, which will help to revitalise the local economy, provide engineering jobs and help young people to find a route into the renewable energy sector. As that appears to fit perfectly with the Government’s growth agenda, will the Leader of the House arrange a statement, or preferably a debate in Government time, on green growth zones across the country?

I am pleased that the hon. Gentleman welcomes the green growth zone in his constituency. He is right to point out that this Government’s mission to be a clean energy superpower by 2030 is critical not just to reaching climate targets, but to creating the jobs of the future, boosting growth and giving us the energy security that we so desperately need. I am sure that the topic he suggests would make for an important debate. Perhaps it can be arranged through the Backbench Business Committee when it is up and running, which will hopefully happen imminently. If not, I will certainly look at his request.

Earlier this week, I met the representative of a business that is proposing a carbon capture project in my constituency. They stressed the importance of having a decision from the Secretary of State by the end of this year. Will the Leader of the House arrange for the Secretary of State to come to the House with a statement on the next stage of these projects?

The hon. Gentleman will know that the Secretary of State recently updated the House on the huge investment the Government are putting into this new carbon capture technology, and on where some of that investment will be going. I know the Secretary of State has been expediting decisions to ensure that businesses such as the one that the hon. Gentleman describes can benefit from that announcement. I will ensure that the Secretary of State has heard what the hon. Gentleman said and returns to this House when he has a further update.

I thank my hon. Friend for his question. He is absolutely right: it is shocking that in 2024 this great country of ours still requires such a huge and widespread use of food banks and that we are blighted by food poverty. That is why this Government have set up a cross-cutting taskforce to address child poverty, and why we are committed to the roll out of free breakfast clubs and the creation of more nurseries in our schools. It is also partly why we are so delighted to introduce the Employment Rights Bill today, so that people can have dignity and security in work.

In north and north-east Lincolnshire, we have some excellent further and higher education institutions that provide the knowledge and skills that our young people need for the evolving world of work. Yesterday, I met representatives of the Association of Colleges, who outlined the challenges that the sector faces. Can we have a debate in Government time on further and higher education colleges to give Members the opportunity to tease out from Government how they see policies developing in that area?

I know that is a matter of concern for many people, and the Government have speedily set about having a review of the funding of BTecs. That review will be completed very quickly, as it is of great concern to further education colleges. We have education questions on 4 November and the forthcoming Technical Education Bill will soon be coming from the other House.

I thank my hon. Friend for his kind words. It is a pleasure to continue working with him in this new Session, as I did so closely in the last. He is a real champion for transparency, accountability and value for money in government, and he raises those important matters today. He may wish to raise them after business questions, during the statement on the NHS audits that have just been carried out, as procurement is a key part of those findings.

I recently visited Lindsey Lodge hospice, which serves my constituents along with St Andrew’s hospice in Grimsby. They rely on Government for approximately a third of their income. Obviously, there were concerns that that income may be reduced in the near future. The volunteers do tremendous work, but they need that Government support. Will the Leader of the House arrange for a statement from the Secretary of State for Health and Social Care to reassure those hospices about their future income streams?

That topic came up a lot in last week’s business questions, so I am sure that there would be wide support for the hon. Gentleman’s request. The role that hospices play in end-of-life care is critical to this country. I think it would surprise most people to understand that the vast majority of hospice funding is charitable and not from the Government. I encourage him to apply for a debate, because I think that he would get a lot of support.

During the exchanges that followed my urgent question about steel manufacturing earlier today, it was evident that the Minister was unable to give a detailed response in respect of, in particular, maintaining the capacity to produce virgin steel in the UK. In view of the many unanswered questions, will the Leader of the House arrange a debate, in Government time, on the future of the UK steel industry?

I can assure him that the Government are working apace to secure the future of British steel production, which is a key priority for us, and that when there are developments, Ministers will come to the House and ensure that the House hears about them first.

What a fantastic question. I know from my own constituency that noisy off-road bikes speeding around local streets and intimidating residents are a nightmare. That is particularly prevalent in the Friar Park area of my hon. Friend’s constituency. As she rightly said, the Government are committed to giving the police the powers that they need to crush nuisance dirt and quad bikes within days of their being seized. That legislation will be brought forward in due course.

Tomorrow, I will visit Scunthorpe steelworks, where hundreds of my constituents work, and many more hundreds rely on the supply chain throughout northern Lincolnshire. I am aware that the previous Government undertook negotiations, and I know that the new Secretary of State will want to reassure the workforce, who are very anxious about their future employment situation. Could the Leader of the House arrange for the Secretary of State to come to the House before the recess to provide that reassurance?

I thank the hon. Member for that question. This Government are committed to UK steel production, particularly in Scunthorpe, Port Talbot and other parts of the UK. He will know that we have a big plan for the green transition of steel, and we are bringing forward the industrial strategy council measure and others that will support the long-term future of British steel in this country. The next questions for the Department for Business and Trade are shortly after we return from recess, and I am sure that he will want to raise the issue then.

I welcome my hon. Friend to his place with his election as the Member for West Ham and Beckton. I am sure that he will be a strong MP for that new constituency. He raises an important point. Dealing with apprenticeships and apprenticeship reform, I hope that the announcement yesterday in the King’s Speech of the new Skills England body sends a signal of how important this issue is for the Government in delivering on our mission for growth and delivering opportunity for all. He will have noticed that we have an education debate timetabled for next week, where he can raise the matter.

Throughout my time in the House, I have campaigned for improved transport connections to serve my constituency, which at that time was Cleethorpes. One such campaign was the restoration of the train service from Cleethorpes through Grimsby and Lincoln to Kings Cross. The previous Transport Secretary had approved that service, and I understand that it is now with Network Rail and LNER to complete the necessary arrangements. May we have a statement from the new Transport Secretary confirming that that service will indeed begin in the winter timetable?

The hon. Member raises a good point. He and I have discussed transport issues, and I support his call for greater transport infrastructure investment across our regions, and especially in the north, which I am afraid was distinctly lacking under the previous Government. I will raise that matter with the Transport Secretary, and I have no doubt that she will come before the House in due course.
