Over the next 12 months, how will the Secretary of State assess the impact of the measures that he puts in place on both education and cost-effectiveness and the use of resources?

My hon. Friend is right to flag up the importance of ensuring that the interventions that we are taking are actually delivering dividends for children. We have commissioned Renaissance Learning to do extensive tests and continuous assessment to see what the impact is. We saw that when children went back into school, there was an immediate benefit, an uplift and a catch-up. Obviously, we had the additional lockdown, which none of us wanted or foresaw, but we will continue to monitor this incredibly closely, and it will inform further investments that we make to help children, to ensure that the money is being spent wisely and well.

I have had many representations from MPs in the hon. Gentleman’s area, not least my hon. Friend the Member for Penistone and Stocksbridge (Miriam Cates). As I said, the structure and prospects appraisal began on 21 April. Membership of the steering group includes representatives of the college governing body, the interim FE Commissioner, the deputy FE Commissioner, senior officers from the two combined authorities and the Education and Skills Funding Agency. The FE Commissioner’s team has made contact with all local MPs and I have offered a call with all local MPs. We are committed to work in good faith to ensure that we look seriously at the options for Northern College.

What progress he has made on ensuring that there is an effective end-of-year assessment process for school students in 2021.

In the absence of statutory assessments, primary schools continue to assess children’s attainment and support the transition to secondary education. Guidance has been published to support secondary schools to determine grades for GCSE, A-levels and AS-levels, as well as vocational and technical qualifications. Students can be assured that grades will be as fair and consistent as possible and that they will be able to move on to the next stage of their education and careers.

I am grateful to the Minister for his answer. I met students from years 11 and 10 and the staff from South Charnwood High School near Markfield. They are very concerned about the assessments not only for this year, but for next year as well. What work is going on to look at future assessments to make sure that what happens is fair not only this year, but next year and subsequently, because those pupils are anxious?

My hon. Friend raises an important point. We remain clear that exams are the fairest method of assessment. We know that students at South Charnwood High School and elsewhere will be working hard to prepare for exams in 2022. We continue to monitor the impact of the pandemic, and we will announce our plans to ensure that pupils in years 10 and 12 can be awarded grades safely and fairly in 2022.

The Department has already been funding breakfast clubs in more than 2,450 schools in disadvantaged areas of the country. We have just announced another £24 million to continue that programme and reach even more children in the two years ahead.

Although I do not have a university in my constituency, I do have many young people who travel to universities up and down the country. They are concerned—financial concerns, accommodation, freshers’ and concerns—about going back to university in September and October. What are the Government doing to ensure that there is a smooth return for those who have already attended and a welcome for those who are new to university?

I think we are all very much looking forward to welcoming all university students back, and we very much expect to be seeing that as part of the next step. I would like to thank universities for the work they have been doing to ensure that universities are covid-secure, including extensive testing of students in universities and the greater availability of the home testing kits that we have been able to deliver on. We will continue to work with Universities UK, the Russell Group and the whole sector to ensure that students are able to return to university safely at the earliest possible moment and that we are able to welcome a new cohort of students in September.

Yes, of course. The Home Office is in charge of the asylum seeker estate, and it does ensure that wi-fi is available. In terms of schools generally, as of 15 February, more than 1 million laptops and tablets have been delivered to schools and local authorities. It is one of the biggest procurement exercises of its kind, with 1 million computers built to order and shipped to Britain, with software added before being delivered. The process started last April, and throughout the summer and autumn we continued to order more and more computers, as we prepared for future contingencies.

What steps he is taking to improve school facilities.

We have announced the first 50 schools in the new school rebuilding programme as part of our commitment to rebuild 500 schools over the next decade. We have allocated £9.5 billion since 2015 to maintain and improve school buildings, including an additional £560 million for the last financial year, and we have committed a further £1.8 billion for 2021-22.

I am grateful to the Secretary of State for his answer, especially regarding improvements. Hastings High School in Burbage, a popular school in my constituency, made an application for urgent capital support funding for its perimeter fence, which it deems a safeguarding issue. Unfortunately, it was declined. What advice would he give to schools applying for that fund, and will he meet me to discuss Hastings High School’s issue and whether we can take this forward?

I am not familiar with the fence in question, but I would be delighted to meet my hon. Friend to discuss it in more detail and work with him and officials to see whether there is anything we can do to ensure that when the school bids for the next round, the bid is in the best possible position to succeed.

At every stage, we have put the safety of students, pupils, teachers and the whole workforce—and including the whole community—at the heart of everything we have done. All the evidence shows that the work, the precautions and the measures that have been put in place mean that schools have been able to operate safely and well. We will constantly work with the whole sector to ensure that every measure is undertaken so that that continues. That is why we are ready to roll out a mass testing programme, delivering millions of tests right across the board. That will happen in schools as they welcome the children of critical workers as well as vulnerable children into them. When schools fully return and can welcome all children back, the testing regime will be at the centre of that return.

I understand why GCSEs and A-levels have been cancelled and I am pleased to hear my right hon. Friend say that the substitute system will be robust and fair. What can he do to confirm for the young people of Hinckley and Bosworth that students will be rewarded for how they perform, that they are not disadvantaged by the school they go to and that the teachers who conduct the assessments have buy-in and ownership of what they are doing in the current situation?

My hon. Friend makes an important point. Our great advantage is that we have the opportunity and the time to roll out extensive training, guidance and support for those teachers making that assessment, to ensure that it is accurate and fair and reflects children’s abilities. We will undertake that with schools over the coming months. We endeavour to ensure that teachers and all those who work in the education system are supported in my hon. Friend’s constituency as they are throughout the country.

The hon. Lady will be delighted to hear that we are carrying out an independent care review. Picking up on the comment made by her colleague, the hon. Member for Dundee West (Chris Law), it is really important that all four nations of the United Kingdom work together and share best practice, and that we look at how we can provide better outcomes for all those children in care.

I thank the Secretary of State for coming to my constituency last week, where he saw MIRA Technology Institute and North Warwickshire and South Leicestershire College working together. I raised with him and his team another educational establishment in my constituency, Hinckley Academy and John Cleveland Sixth Form Centre, where the roof leaks significantly when it rains, causing half of its lessons to be cancelled. Will he meet me to discuss how we could do something about this?

Of course I would be delighted to meet my hon. Friend. It was great to be able to join him at North Warwickshire and South Leicestershire College and see the amazing work that is being done. I know that he is an incredible champion for all the schools in his constituency, and I look forward to working to find a solution to the problems that he has outlined.
