This Prime Minister of course takes care of the people’s priorities, looking after what they care about the most and keeping his promises to them, while SNP Members play political games—they are not very good at them either.

This Government are responsible for there being more nurses, more police officers, more money for schools and more money for the pupils in those schools, because people care about their health, they care about their safety and they care about their children’s educations. My right hon. Friend the Prime Minister is focused on improving our infrastructure, too. He is boosting public services to get us on the road to recovery from the pandemic. What exactly does that look like? It looks like £3.7 billion to build 40 new hospitals, three quarters of them outside London and the south-east; 50,000 more nurses and 20,000 more police officers; and a further £4.7 billion in the core school budget by 2024-25, meaning a total cash increase of £1,500 per pupil by that date compared with 2019-20, so we are actually delivering.

This is not the polemics or the pantomime of the SNP; this Government are delivering. It is not just talk; it is a £36 billion package to reform the national health service and social care, tackling the issues that successive Governments have ducked for decades. Thanks to my right hon. Friend the Prime Minister, this Government will deliver around £12 billion a year in extra funding for our health and social care services over the next three years. This is in addition to our historic 2018 settlement for the NHS, which will increase its budget by £33.9 billion a year by 2023-24.

This Government have proven they know what the people want of this country, and we did so by the 80-seat majority behind me.

We are rolling out the fastest vaccination programme in Europe, allowing us to live with the covid virus, without significant restrictions on our freedoms. Almost nine in 10 people aged 12 and over have now received a first vaccine dose—that is a huge achievement—with eight in 10 having also received a second dose. The latest data shows that vaccines have saved almost 130,000 lives and prevented over 260,000 hospitalisations.

What else? This Prime Minister has launched our plan for jobs, helping people to get back into work, earn more money and gain the skills that our economy needs. This includes our £2 billion kickstart scheme, which has already got 100,000 young people into work, our £2.9 billion restart scheme, helping over 1 million long-term unemployed people find work, and our lifetime skills guarantee, offering 11 million adults a free qualification. And it is cutting taxes and boosting wages. [Interruption.] The hon. Member for East Renfrewshire (Kirsten Oswald) should listen: the fact of the matter is it is cutting taxes, boosting wages and helping working families—

I truly wish it was a privilege and a pleasure to follow the hon. Member for Hitchin and Harpenden (Bim Afolami). Has he heard of the word “mandate”? Actually, the one he knows really well is “deflection”.

I had hoped that the Prime Minister would step up to the mark when he assumed high office. I tell my granddaughters that I am disappointed, not angry, when they conduct themselves badly, but I am truly disappointed and angry, but not surprised, with the current Prime Minister, given his predilection for saying what he thinks people want to hear, and changing his mind and breaking promises when it suits.

I wish Scotland were not part of this Union, but while we are, SNP MPs like me must and should censure the current Prime Minister for dishonourable conduct that reflects badly on the UK both here and internationally. The Prime Minister seems to believe that it is okay to say one thing and do another, or to plough ahead with policies, in the middle of a pandemic, that cause real hardship to ordinary families and even more so to our vulnerable communities. Woe betide any person or organisation that gets in the way of what the Prime Minister and the Conservative party see as their divine right to govern how they like. Their attacks on the Parliamentary Commissioner for Standards and on MPs who disagree are vile and undermine all independent checks, which are supposed to protect us all from abuses of power. The Westminster system is broken, and the sooner Scotland can break free of it, the better.

This Prime Minister thinks he can say or do what he likes without hindrance. We as MPs owe it to our constituents to challenge him and his Government to disabuse them of that notion, hence this motion today. Pork barrel politics is now the norm for this Conservative Government. It is much more likely that a Tory marginal seat will receive Government funding than an area that truly needs and deserves it. Seven out of 10 Cabinet Ministers were in low-priority most developed areas, but first in line for significant funding. As we say in Scotland, they do not even put a face on it. The Good Law Project has mounted a legal challenge to the levelling-up fund allocation to assess whether the funding is based on Tory ministerial bias and toeing the party line on certain issues. The Prime Minister believes in helping cronies and Ministers, and the devil take the hindmost. He enjoys unaccountable power, and can and has dismissed independent advice on alleged breaches of ministerial rules.

I want to focus this speech on how what the Prime Minister has done affects disabled people and families with disabled children. We are still in the middle of a public health crisis and inflation is now running at 5%, energy companies are failing, the cost of heating our homes is even higher and mortgage increases are likely. These things worry people in Scotland and the rest of the UK—I work hard for my constituents, and I challenge this Government on a daily basis to make their lives better—but none of this seems to concern this Prime Minister. What matters to him is money and protecting those who have it. There is yet another case going through the courts raised by two employment and support allowance claimants who are claiming that the Department for Work and Pensions acted unlawfully and discriminated against disabled people by not giving the uplift to those on legacy benefits. This sleazy UK Government, headed by a Prime Minister who does not understand how disabled people struggle to live, must look to the Scottish social security system, which is based on the principles of dignity, fairness and respect.

I thank the Paymaster General for his just-in-time approach to giving me foresight of his statement. Will he confirm he recognises that Scots law and the Scots legal framework is protected by the Act of Union, and that they should be treated appropriately during this exercise? I have to say that I very much doubt the majority of Scots will be rushing to do away with new protections enshrined in Scots law and protected by the Scottish Parliament. I am very concerned that this statement comes out at a time when we were expecting some real progress on helping our exporters get through the continuing muddle of exporting to the EU. National Farmers Union Scotland and Scotland Food and Drink are in bits trying to sort out what is happening, so can we have further explanation of what is actually being done in that regard?

I thank the hon. Lady for her question. I can, of course, confirm that. I know about Scots law, having held the Law Officer roles in this country. We have the greatest respect for Scots law. She is quite right that since 1707 the Act of Union has respected that position and will continue to do so. That is without question. On the point she makes about exports, she knows that these issues are occurring around the world at the moment for myriad reasons. We are working in that regard to improve the situation.

It would have been an even bigger pleasure to follow the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) if he had announced what actually happened in the Scottish elections last week, which in fact resulted in a majority for people absolutely supporting independence. However, I want to talk about this Queen’s Speech, which is more notable for what it does not include than for what is in it, especially in relation to employment issues and even more especially in relation to employment issues experienced by people with disabilities, who, according to this Government’s own figures, equate to 20% of the UK population.

This Government have failed to deliver the employment Bill that they promised in the last Queen’s Speech, and they are missing the opportunity to protect workers’ rights and close the disability employment gap. They must ensure that all employment schemes such as Kickstart and Restart are fully accessible to disabled candidates on an equal basis. A failure to do so further increases the disability employment gap.

Time and again, disability groups have called on the Government to make disclosure of disability pay gap information mandatory, so that a full assessment can be made of the pay inequalities in the workplace. The re-elected SNP Government are committed to expanding the specific duties that require a listed public authority to publish gender pay gap information to include disability and ethnicity pay reporting and to ensure that these are included with equal pay statements, but without action from the UK Government, we will never gain a full picture of the level of equalities that disabled workers face.

This Queen’s Speech does nothing to address statutory sick pay, which is wholly inadequate. It is one of the lowest in the OECD and a barrier to disabled workers remaining in employment. Disabled workers who experience ongoing illness often give up employment as they cannot live on SSP. If the UK Government are serious about closing the disability employment gap, they must provide sick pay that treats workers with dignity. The SNP continues to demand that the UK Government increase SSP in line with the real living wage, that they make it available to everyone by removing the requirement to be a qualified worker and the earning requirement, and that they extend it to 52 weeks instead of 28.

For many disabled workers, flexibility in their working hours enhances their ability to successfully continue in employment. It was said that the employment Bill in the 2019 Queen’s Speech would encourage

“flexible working, ensuring that both employers and employees get the maximum benefits from flexible working”

and that

“the Bill will make flexible working the default unless employers have good reason not to.”

Why is that not in this Queen’s Speech? The SNP would also like the UK Government to provide guidance to employers on reasonable adjustments and create statutory timescales for implementation. Too many disabled workers either struggle in work or leave because they are ignored when they request adjustments. A legal responsibility must be placed on employers to meet disabled workers’ needs.

The pandemic has exacerbated the barriers that disabled people face when looking for and staying in employment, which has had a disproportionate impact on disabled employees. That has led to an increase in the disability employment gap. What is in this new legislative agenda for disabled people in terms of economic recovery and employment support? There is nothing new to help those who have suffered disproportionately.

Given the commitment and ambitions of the Scottish Government and Scottish Parliament, it is obvious that employment powers would be better utilised by them, as opposed to being in the hands of another Tory Government who have prioritised the wealthy over the workers. That is why the SNP continues to call for the devolution of employment law. Scotland’s ability to tackle unfair working practices and fully protect workers’ rights remains limited while employment law is reserved to Westminster.

It costs someone more to live if they are disabled—an average of £530 a month or more—and this Queen’s Speech does nothing to correct that. Nearly 1 million disabled people still receive income-related support allowance, rather than universal credit. There is no uplift for them during this pandemic. That means that, on average, £100 for a non-disabled person is equivalent to just £68 for a disabled person. Let us just think about that. There is still an opportunity for the UK Government to deliver for disabled workers, and for workers generally, by implementing Members’ asks on statutory sick pay and mandatory reporting and by extending the uplift in universal credit—

Many businesses across Scotland argued for the alcohol freeze, not least the Scottish whisky industry. They also argued for the fuel freeze, which my right hon. Friend the Chancellor delivered. I am also surprised, when the hon. Gentleman talks of community, that he does not even recognise the extra capacity funding that his community received in the Budget. With all these things that impact the community, clearly, the additional £1.2 billion of funding received by the Scottish Government through Barnett consequentials at the Budget will again enable the Scottish Government to work with the UK Government to deliver better services in his community.

The poverty Chancellor has refused to make permanent the £20 universal credit increase and apply it to legacy benefits, with 75% of those affected being disabled. If he refuses to change course, 60,000 Scots, including 20,000 children, will be left in poverty and forced to decide between heating and eating. If the Minister was in their position, what would he choose: heating or eating?

First, as was set out in analysis published with the Budget, the measures that the Government have taken have supported the poorest working households the most. Secondly, the hon. Lady also failed to mention the additional capacity funding for her community that was announced at the Budget. Thirdly, the Scottish Government requested specific powers in respect of benefits and tax, and, of course, they have the option to use those powers that they said that they wanted.

Yes. The Government are following the recommendations of the independent experts at the JCVI on which groups to prioritise for covid-19 vaccines. Following its updated advice, to make the process simpler and faster we will be inviting everyone for vaccination who is on their GP’s learning and disability register. This will mean that those who are at a higher risk from the virus can get the protection they need. It is not a change in the priority list from the JCVI, but an operational clarification to ensure that those with a severe and profound learning disability receive their offer as part of cohort 6. Adults with Down’s syndrome face an evidenced high risk of severe outcomes and have therefore already been added to the list of clinically extremely vulnerable conditions. People with Down’s syndrome were prioritised for the vaccine in group 4 accordingly. As my hon. Friend can see, and I thank him for his question, this is something we are very much alive to. We continue to look at the data to make the best recommendations for vulnerable disabled people.

The no recourse to public funds policy is locking thousands of people out of vital support and has a disproportionate impact on black and minority ethnic families, evidenced by the fact that 82% of Citizens Advice clients looking for advice about NRPF and non-EU migrant access to benefits were people of colour. Does the Minister intend to urge the UK Government to review their NRPF policy?

If we have to go on those terms then that is what will happen and we will prosper, but it is clearly not our first choice. The key factor in this is whether the EU is going to place above its own political interests, the interests of the citizens and businesses in its member states. Fundamentally, that is what is at the heart of this, and if the EU does not do that, that will be a very serious mistake.

The EU is the source of 26% of the UK’s food. The next highest country of origin for food imports to the UK provides only 4%. Considering that we are not acceding to any new markets on 1 January, never mind that we are leaving one with which we have unfettered access, will the Minister finally come clean with consumers and shoppers that no deal will mean increased costs for putting food on the table and that it is the actions of this Government that are directly responsible for this?

I am glad that the Chancellor has confounded recent worrying rumours regarding the job retention scheme that caused grave concern to my constituents. Will he liaise with the Department for Business, Energy and Industrial Strategy to ensure that workers are not forced back to work in dangerous conditions, bearing in mind that the Health and Safety Executive has issued no enforcement actions as yet and that employers may struggle to pay the 20% he asks for while ensuring employee safety?

It is a pleasure to serve under your chairmanship, Mr Bone. I congratulate the right hon. Member for Bexleyheath and Crayford (Sir David Evennett). Is it not good that another further education lecturer is responding for the Scottish National party? We both know the importance of further education and how it helps to increase social mobility.

The latest state of the nation report says that

“social mobility has stagnated over the last four years at virtually all stages from birth to work”,

which is an utterly shocking indictment of the UK Government. It highlights the way in which inequality is entrenched in Britain, with someone born privileged likely to remain privileged, while someone born disadvantaged may have to overcome barriers to improve their and their children’s social mobility. Urgent action needs to be taken to close the privilege gap. The report also praised the Scottish Government for making Scotland

“more socially mobile, as a person’s occupation is now less determined by the occupation of one’s parents”,

and for

“giving consideration to improving social mobility by introducing a duty on public bodies to reduce socio-economic disadvantage”,

which we do not have in the rest of the UK.

I, too, am socially mobile. My dad was a corporation milkman and my mother was a cleaner. I was the first in my whole family to go to university, in 1967. A lot of what happened to me was because of my parents’ belief in education and the fact that their children should get the chances that they did not. However, it was also because they worked hard, and got the rewards of working hard, in a way that families nowadays do not. We hear so much about work being the best way out of poverty. That is not entirely true—not for someone in the gig economy on what is not, in fact, a living wage. Most people on benefits are in working families, and there are children in poverty across the United Kingdom in families in which both parents work. This scandal should not escape us, and we should do everything we can to end it. The Scottish Government are working to help Scottish families—the Scottish child payment is about to come on board—but only 16% of social security is devolved to Scotland, so they cannot do everything that they would like. Children are the start; and if we give children across the UK the best possible start, social mobility should follow.

Education has been mentioned. As I said, I was educated and became socially mobile. I was economically inactive for a number of years—I had three children—but was able to go back into the workforce at a far higher level. If we educate women especially, we educate generations after them. That is an absolute fact, and I stand here as proof of it. The SNP Government have invested record amounts in schools, to close the poverty-related attainment gap. Hon. Members should not listen to everything said against education in Scotland. It is improving. I know from my experience in further education that giving money helps, but it is also about the commitment of the people who work in education.

The Scottish Government have a uniform fund, enabling children to go to school and be like their peers. A child who goes to school and is like their peers will learn better, learn more and will feel able to progress. The Scottish Government have also expanded the education maintenance allowance in Scotland, but it has been scrapped here. We have to ask why, given that it is socially advantageous to give children from poorer backgrounds money to allow them to stay at school and increase their educational abilities.

I absolutely agree with the hon. Member for Sevenoaks (Laura Trott). Yes, going to a good university is really important, which is why places like St Andrews, one of the leading UK universities, actively encourages children, and is actively encouraged by the Scottish Government—

The SNP’s position is quite clear. The statutory instrument is part of an attempt to patch up the damage to our financial services caused by a Brexit that Scotland did not vote for. I note that, as ever, the hon. Member for Oxford East makes good and cogent points; she is well able to pick holes and to identify what could be problems for the Government. She brought back memories of my youth, when I studied financial regulations—they are not, it has to be said, always happy memories.

The Government should realise the damage that exit from the EU will do and has already done to the Scottish economy. As the hon. Member for Oxford East said, there is a real lack of confidence in the financial sector as a result of this round of EU exit negotiations, and the lack of clarity for businesses in the sector is having an effect. Since 2016, $1 trillion-worth of assets have been moved from the UK to the EU, and that money could have been used to help bring a better future to the UK, and especially to Scotland. It is another piece of Brexit red tape, the pace of which continuously demonstrates how poorly the Government is prepared for Brexit.

The Government are changing a vast number of regulations, and this change increases the regulatory burden on businesses that are already suffering from Brexit uncertainty. As ever, it is a real pleasure to follow the hon. Member for Strangford (Jim Shannon). I congratulate the hon. Members for Harrow West (Gareth Thomas) and for Wycombe (Mr Baker) on securing this important debate, and thank all Members who have contributed to it.

I should declare an interest, as a member of a credit union, and, indeed, should declare an interest in the Auchrannie Resort, which was referred to by my hon. Friends the Members for Argyll and Bute (Brendan O’Hara) and for North Ayrshire and Arran (Patricia Gibson). As a delighted former customer, I have to say that it is an amazing venture.

The Rochdale pioneers have been mentioned frequently this afternoon, and I feel that I would be failing in my duty if I did not point out that they were inspired by the work of Robert Owen of New Lanark, who set up the village store in 1813 for the benefit of his community, and used the profits to fund educational projects. He thus inspired the co-operative movement across Rochdale, and look where that has brought us!

There are a few Members scattered around the Chamber—or maybe not—who will be able to recite their mother’s, or their grandmother's, co-operative dividend number, such as, in my case, 4308. I must declare another interest, as my father was a milkman who worked for the Kilmarnock Equitable Co-operative Society. However, things have moved on considerably in the co-operative and mutual movement since I was but a girl. There are a number of useful and well-meaning co-operatives in my constituency, which help my constituents enormously. They include Forgewood and Garrion People’s Housing Co-operatives, Bridges Housing Association, three credit unions, Motherwell United Services Club, Clyde Supporters Trust and the Motherwell FC supporters club. I am particularly interested in the last-named, as I have just purchased my season ticket, and look forward to supporting Motherwell in a very successful season.

I am very grateful to Co-operatives UK and the Employee Ownership Association for the work that they do in raising awareness of the benefits of co-operatives and mutuals. Co-operatives UK’s 2018 annual report shows that there were 7,226 independent co-ops operating across the UK, with a combined turnover of £36.1 billion, an increase of more than £800 million on 2017. They employed 235,000 people, and there were 13.1 million members of co-operatives overall. As we all know, those numbers are increasing. The data indicates that co-ops of all shapes and sizes are thriving throughout the economy. Exciting new co-op clusters are emerging in industries such as digital and creative, in social care and in the community ownership of land, assets and enterprise, while they remain strong and continue to innovate in areas of traditional strength such as retail, wholesale, housing and agriculture.

The co-op economy in the UK is diverse, well-established and growing, but it is small by international comparisons. Globally, co-ops are a significant force, with a combined turnover of more than US$2.1 trillion and 1 billion members. The UK lags behind most OECD countries in the scale and impact of our co-op sector. Germany’s is four times the size of ours, while in France it is six times larger. According to Co-operatives UK, and as has already been mentioned, there are unnecessary barriers preventing the use and spread of this type of organisation, especially in England.

The corporate frameworks for co-ops are not as user-friendly as they should be. The registry function for co-ops, under the aegis of the FCA, can be cumbersome and is not linked into the increasingly important digital nexus between Companies House and HMRC upon which so many improvements for businesses, such as single filing and Making Tax Digital, are predicated. Also, co-op law is in need of both routine maintenance and strategic reform. That can add to negative perceptions about co-op options.

There are examples where the operating environment for co-ops is more challenging than for other models, including banks not understanding legal forms, and difficulties and unwarranted disadvantages in procurement —private and public—due diligence and credit scoring, adding to negative perceptions about co-op options. There can be some distinct challenges for co-ops in raising start-up and growth capital that go beyond those experienced by businesses generally, although that applies more to some types of co-op in some circumstances than to others.

In Scotland, with approximately 7,000 employee-owners generating a combined turnover of £940 million, the appetite for employee ownership has never been greater. As my hon. Friend the Member for Argyll and Bute said, in the last five years the number of employee and worker-owned businesses operating in Scotland has trebled and this past year Scottish Enterprise has been working on a deal a month on average.

Employee ownership gives employees a meaningful stake in their organisation, together with a genuine say in how it is run. It roots business in Scotland, drives performance and delivers economic wellbeing. In moving to a co-operative model, owners, the business, and the employees can benefit from the following: a competitive price and guaranteed exit for the owners at their own pace, which is particularly useful for SMEs; the safeguarding of jobs and improved employee engagement; safeguarding the future of the business; ownership and leadership transfer at low risk; enhanced employee engagement, as we have heard; and increased productivity and innovation while attracting and retaining high-quality talent.

While Westminster descends further into chaos, the Scottish Government are racing ahead with support to achieve a fivefold increase in employee and worker-owned businesses by 2030. Scotland aims to become a world leader in employee ownership and other co-operative models. The Scottish Government aim to increase the number of employee-owned and worker-owned businesses to 500 by 2030 through the new Scotland for EO industry leadership group backed by the Scottish Government and co-chaired by Jamie Hepburn, Minister for Business, Fair Work and Skills. Co-operative Development Scotland, a dedicated team within Scottish Enterprise, has a practical remit to promote awareness of employee ownership and other co-operative models and provide advice to businesses considering adopting these models. Scottish Enterprise is running a series of workshops explaining employee ownership to build awareness and demand for this inclusive business model.

Any firm can submit an inquiry about moving to employee ownership and Scottish Enterprise provides up to three days of free support. Where employee ownership is identified as a potential exit solution for business owners, it will undertake an employee ownership feasibility study. Scottish Enterprise will then provide a report examining potential ownership structures, governance, management, funding and how a transition would occur.

The biggest issue facing co-operatives and mutuals in Scotland and across the UK is a Tory no-deal Brexit, which could slow down exports, lead to a hike in interest rates and cost our economy up to 100,000 jobs according to the Fraser of Allander Institute and the Bank of England. Under no deal, a Treasury analysis suggests exports would decrease by 15% and warns that disruption to cross-channel trade could lead to delays in UK food supply, 30% of which comes from the EU. The Bank of England has warned that crashing out of the EU without a deal would be worse than the 2008 financial crisis. The irresponsibility of the Tories is on full display with the claim of the right hon. Member for Uxbridge and South Ruislip (Boris Johnson) that there could be a temporary “standstill” in the current trade arrangements with the EU while a new trade agreement is struck, and that premise being rejected by two Brexiteer Cabinet Ministers. All these things will impact negatively on co-operatives and mutuals and inhibit their productivity and contribution to our economy.

In conclusion, I ask the Minister whether he agrees that we should focus on what the UK Government can do to support the voluntary expansion of employee and worker ownership through both start-ups and conversions using worker co-ops and employee ownership trusts. Will the Minister address the biggest barriers to awareness, understanding and available advice and support, as evidence shows that when entrepreneurs and businesses are given the right information in the proper context with access to expert help, they are more likely to choose employee and worker ownership?

In this matter, the UK Government can learn a lot from the success of the Scottish Government in making employee ownership conversions a mainstream option of ownership succession among SMEs. I again urge the Minister to look at the good work being done in Scotland on this and to follow suit.
