I commend the Minister, not only for the consistent and compassionate approach he has taken to this matter, but for his attendance at yesterday’s session. It lasted for five hours and he was there for the greater part of it. He is right to say that much of what we heard yesterday was a real distraction from the key objective of the Government and the Committee of making sure there is speedy compensation for our postmasters. It was clear that the former chairman and possibly the chief executive exhibited limitations in their roles and were perhaps unsuitable for the roles to which they were appointed, so are there any broader lessons we might deduce on how we go about recruitment for publicly owned organisations such as the Post Office?

I thank my hon. Friend for his question and for his work on the Select Committee. He is a doughty champion in this area and many others relating to the Committee’s work. There are some lessons we need to learn; the Post Office certainly requires the right kind of skills and the right kind of person to turn it around. That is clearly a work in progress and I do not think people will be confident that that is happening until it has actually happened. Words are no longer enough; we need actions, be it on the turnaround of the Post Office or on the compensation schemes.

I commend the Minister and the Secretary of State for the firm and consistent approach the Government are taking to getting justice for the affected sub-postmasters. We heard earlier about precedent. The Minister will know that many of us have concerns about precedent in bringing forward special legislation in this case, although we know, of course, that many hundreds of innocent sub-postmasters have suffered the most serious miscarriage of justice. The Minister just said that the scale and circumstances of the Post Office’s actions in this case rightly require an exceptional response. Will he set out how using that mechanism will ensure that the people we are bothered about, the sub-postmasters, benefit speedily and accurately from those measures?

I thank my hon. Friend for his point and for his work on the Select Committee. He is right that we will take those steps very carefully and very much as a last resort. He concluded his question on exactly the right point. This is about sub-postmasters and the speed of overturning those convictions: the speed to justice. We looked at doing that through other means, but did not feel that they would achieve the same level of speed. He may be aware that hundreds of people have passed away—there was a report in the newspapers over the weekend—waiting for compensation and justice. That is just not acceptable. We made the difficult decision to deal with this situation in this particular way. As we have often described it, this is the least-worst option but it is still the right option.

I agree with all the hon. Gentleman’s points. Swift and fair compensation—absolutely. An immediate overturning of convictions is something that we are looking to achieve as soon as possible, if it is possible, clearly subject to the caveats I set out earlier. Despite what the Post Office has done, most members of the public still look at the post office network with great admiration. It is greatly valued in our communities, so I do not believe that it is a damaged brand, but it is right that postmasters should have a much better relationship with the central management at the Post Office and the network itself. Much work has happened in that area, including the recruitment of 100 area managers to try to improve that relationship. That relationship will also be improved by making individual post office branches more financially sustainable, as the hon. Gentleman and I have discussed. We are very keen to do things such as the banking framework and the new parcel hub opportunity for those postmasters. The post office network has a bright future and a sound reputation, and we are keen to reinforce that.

We have already heard about the work of the Business and Trade Committee, which looked at this issue for our February 2022 report. One of the most distressing features from our evidence sessions was hearing about the many people who were affected but were unwilling to come forward because it was too painful and they wanted to put the matter behind them. As we saw in the ITV drama, the Post Office was just not trusted. That led to the Committee’s recommendation that there should be a trusted point of contact for people to go to. Will the Minister join me in welcoming today’s news that 100 new people have come forward? Will he do his utmost to encourage everyone affected to come forward and claim the compensation that they are due?

Absolutely. I thank my hon. Friend for all his work on the Select Committee, of which he is a long-standing member. We are very concerned about the people who will not come forward for whatever reason. The best way to tackle that is to make it easier to get compensation. That is one of the reasons why we brought forward the fixed-sum award route for overturned convictions—there is no requirement to submit a detailed claim to access that £600,000—and made it easier generally to overturn convictions by making those two routes easier. We think that is the best way to convince people to come forward. The message should go out loud and clear from every Member of this House to the people affected: “Please come forward, because you will be treated fairly and you will be compensated quickly.”

Time and again, Opposition parties seek to wrap businesses up in red tape, whereas Conservatives are keen to cut red tape. Consultation with businesses revealed concerns about imposing additional reporting requirements, while the Government are looking to simplify and streamline existing requirements.

This week, the Business and Trade Committee took evidence from Wilko. Business collapses such as that of Wilko, Carillion, Thomas Cook and Patisserie Valerie have been a consequence of failures in the audit process, costing people their jobs and hurting investors and suppliers. Audit reform was recommended by the then Business, Energy and Industrial Strategy Committee in 2019, and the Government offered to bring forward a draft Bill. I know the Minister wants to reduce red tape, but does he agree that some form of action is now pretty urgent?

I was delighted to give the Select Committee evidence on Wilko. The administration report on Wilko is continuing and clearly we need to see the findings, but investigations so far have not shown that director misconduct played an instrumental part in Wilko’s failure, although I think it is clear to all concerned that there were failures in management that led to the company’s demise.

I am grateful to the hon. Lady for her questions and her support for today’s announcement. She is absolutely right: no amount of financial compensation can truly compensate people for what has happened. It is an horrendous set of circumstances and one of the biggest scandals that this nation has ever seen.

The hon. Lady is right, but as I say, it was important that we drew the line somewhere on what the compensation level would be. We looked at the average compensation claims that were coming through for overturned convictions, and we settled on a figure on the generous side of that. We think it is a fair figure, but of course people can still take the other option and go down the full assessment route.

The hon. Lady makes a very good point about whether people who have been awarded less through the full route would get the minimum level. That is something on which we are working with the advisory board. We are very keen to engage with the advisory board; I think it is very important that people who are looking for compensation have the reassurance that the advisory board is in place. Its parliamentary members have been very vocal campaigners on the issue for a long time.

For anybody who had an overturned conviction, but who has passed away: yes, if they had received a lower amount, it would be topped up to £600,000.

The Select Committee on Business and Trade heard some absolutely harrowing accounts of the impact on postmasters who were falsely accused. Is the Minister happy that we can now finally conclude this matter and get people back to living normally?

I thank my hon. Friend for all his work, not least on the Select Committee, of which he has been a member for a long time; he does a fantastic job on it. He is exactly right: we want people to be able to draw a line under the devastating impact this has had on their lives and livelihoods, and move on. It is one thing establishing what went wrong, but a compensation scheme then has to be put in place. It invariably takes a lot of time to assess somebody’s loss, because of the complexities around financial losses and the impact on people’s personal lives. This is a way to draw a line under things very quickly, which is exactly the intention behind the scheme. We hope that people will step forward and then be able to move on with their lives.

I am grateful for the hon. Gentleman’s correspondence on this matter, and I look forward to meeting him on 7 December.

The prompt payment code, which we introduced and which we reviewed recently, will be out for consultation very shortly, and I am keen to learn from best practice how we can make it more effective. The hon. Gentleman is right to say that there are many issues facing businesses today, and we are keen to help them get through the difficulties that will no doubt continue over the next few months, but in my experience of business our best years come after our worst years, and I think we can be confident when looking ahead while also recognising that there will be difficult times in the short term.

There are many SMEs in the retail and hospital sector. It is a sector that does well in the run-up to Christmas, which gives those businesses the opportunity to make some money. What impact does the Minister think the rail strikes that are planned for next week will have on their ability to recruit more staff?

It is, of course, right that we look after the interests of business and consumers. There is no doubt that the strikes will have an impact on both parts of that sector, and it is also right for us to prioritise the needs of all consumers, not just those who are seeking to take industrial action. We urge all parties to get round the negotiating table as quickly as possible and try to reach a sensible agreement.

My right hon. Friend makes the exact point. It may not just be the fact that the rent now charged reflects the increased cost of energy and the Government subsidy. It may also reflect that rents have changed in the area. They may have gone up or down. All these things are subject to market forces. The only way we can practicably deal with this is to require landlords, park home owners, or people who look after care homes to be just and reasonable in passing on the support to the individuals concerned.

There is one thing that the Minister may not have considered so far. The park home owner has 60 days to pass the money on to the park home residents. What would happen in a circumstance where the park home owner’s business went into liquidation and they had already received the funding support for Government but not yet passed it on to the tenant? Is there some comfort that the tenant might have in those circumstances?

My hon. Friend raises an interesting additional complexity, which I am not sure is dealt with in the regulations. However, again, there will still be a requirement for the administrator to pass on the benefit in that circumstance, I guess. That might be something I can discuss with officials and write to my hon. Friend about, if he is sufficiently concerned.

My right hon. and learned Friend the Member for North East Hertfordshire made a point about engagement with landlords. As I have said, we have done that, and we are certainly very concerned about the passing-through in all these schemes, particularly to the vulnerable. That is why we are working with organisations such as Step Up, Citizens Advice, charitable groups and food banks to make sure those people are sufficiently supported and that benefit is passed on to individual residents.
