On a point of order, Mr Speaker. I simply wanted to explain that my question did not relate to whether or not the reactor cores could be adapted for use in Vanguard class successor subs; rather, the reactors announced today are indeed for use in the Vanguard class successors, and therefore could be used even if they did not carry nuclear warheads.

Further to that point of order, Mr Speaker. Now I understand the hon. Gentleman’s point. Of course this is about a propulsion system, and the reactors are independent of what type of missiles the submarine might carry.

My hon. Friend is absolutely right. The 6,000 direct jobs related to Faslane and Coulport are only the tip of an iceberg, as the local supply chain and the wider economy are extensively supported by the operations there. I would have thought that anyone who had the best interests of that region of Scotland at heart would seek to sustain that level of high-skill employment, not destroy it.

Can the Secretary of State confirm that should an enlightened Government cancel Trident in 2016 the reactors announced today could nevertheless power both Astute and Vanguard’s successor submarines, whether or not they carried nuclear warheads?

That is a technical question, and I will have to take notice of it and write to the hon. Gentleman. Essentially he is asking whether the core for a Vanguard submarine nuclear power plant could be used in an Astute submarine nuclear power plant.

As I said, all documents were made available to the inquiry by Lord Philip and his team. They were able to take into account anything that they wanted. The documents were all made available to them, and they subsequently had a look at the document to which the hon. Lady refers. I will certainly ensure that all the families of the deceased get not only a full copy of the report but a copy of what has been said in the House today, which I am sure they will find extremely reassuring.

I welcome the Ministry of Defence’s apology today, which is absolutely right, and I pay tribute to the families and the many campaigners, including my right hon. and learned Friend the Member for North East Fife (Sir Menzies Campbell), who have campaigned for it. However, it is well over a decade since the erroneous advice was given to the air marshals. What can the Government now do to ensure that it never takes so long again to overturn something that has turned out to be palpably incorrect?

I think we need to begin such a process by dealing with any such issue with a clean sheet of paper and a clear mind. The advantage of what Lord Philip and his team have done is that they were hugely objective. They had no preconceived view, nor did they have any knowledge in detail of the events that they were looking into. That in itself was a huge advantage in allowing them to see the details that needed to be seen that had perhaps been overlooked before.

I look forward to a world in which the nuclear threat is being reduced, and we are reducing our nuclear stockpile as part of taking that process forward. I hope that we will see a time when fewer countries will want to enter into nuclear proliferation. We have an international non-proliferation treaty for exactly that purpose, and the status of the United Kingdom and other countries was recognised in that treaty when it was drawn up. In putting forward the proposals we believe not only that we are providing a safe future for the United Kingdom by maintaining our deterrent, but that in reducing the number of warheads we have, we are setting our direction very clearly towards a world in which we hope to see the elimination, over time, of this wider threat from weapons of mass destruction.

I welcome the study of alternatives. It would be a shame to waste that initial investment should a subsequent Government decide to cancel Trident, having read the report, at the main decision point in 2016—I suspect that during the 2015 election campaign that is what the Liberal Democrats will argue should happen—so can the Secretary of State confirm that new propulsion systems and other technology could be used in submarines deployed in other contexts and not just as part of a Trident programme?

There is a certain read-across from the Astute to the Trident replacement and the UK should certainly take great pride in our technical capabilities in the submarine arena. However, the hon. Gentleman rather jumps the gun in determining what his party’s position will be at the next election before the study on alternatives has been carried out.
