Commons ChamberI join in congratulating the hon. Member for Harrow East (Bob Blackman) and his co-chair, my hon. Friend the Member for Leeds North East (Fabian Hamilton), who spoke earlier, on bringing this debate to the House today. I commend them for their longevity in this process, because this has been the “Bleak House” of the bleak house of scandals. I cannot remember how many people from the beginning of Charles Dickens’s novel were still alive at the end, but this makes the point sharply.
I, too, think about all those people who have lost money in this process, with more than 2,000 of them in my constituency. My hon. Friend the Member for Stretford and Urmston (Kate Green) said that she had had a modest plan with Equitable Life, and so did I, probably along with lots of people in this House. But it is the people we have heard about this afternoon—those who thought this was a safety net, not a passport to riches or even comfortableness, in some cases—who have missed out and been let down. We have heard of the sorts of people that group included. I am not going to go through the whole list, but I do wish to pick up on the reference to small business owners and the self-employed, because this is a specific and important issue for my constituents.
In my constituency, we still have more than 400 guest- houses, bed and breakfasts, holiday flats, people in the visitor economy and hoteliers. We are talking about precisely the sort of people who would want to put money into a company like Equitable Life when times gave them a little extra money. Why shouldn’t they? After all, one could look at the nice little crest on the front and everything else. This was a company founded, I believe, in 1759. I am told by the briefing from EMAG—I did not know this before today—that even Coleridge and Wordsworth were early investors in it. For someone looking for something that might do what it said on the tin, this was the sort of company to go for, but, sadly, as we have heard, that was not the case, so many of these people have missed out—the people who did that sort of thing.
Over the years, I have had dozens of people come to my surgeries who wanted to retire from their hotel or small business background but simply did not have the money to do so. Inevitably, that was not to do with Equitable Life for all of them. One of these people has written to me saying:
“I came to Blackpool 17 years ago with my wife and granddaughter to open and run a new Care home for mental health rehabilitation…For health reasons (and I was well past retirement age) we had to close the business…I really would appreciate any input you could bring to the debate”
with my example.
He continues:
“It would change our lives from having no spare money whatsoever every month. I suffered a seizure 7 weeks ago and am no longer allowed to drive. My wife is suffering from acute nerve pain…and is on morphine.”
Another constituent wrote to me saying:
“In my own case, my losses…were £28,942.
I received a payment of £6,483.
This means that the money I am still owed amounts to £22,459….The token 22.4% payment is a good start but does not solve the drastic depletion of my retirement funds....A debt is a debt and if the government sidesteps every obligation by claiming unaffordability there would never be any public expenditure. The government regularly chooses where and when to shake the magic money tree.”
I absolutely concur with my constituent’s indignation in that area.
I also want to pay tribute to the local co-ordinators, who have worked hard to identify those involved and keep their spirits up. The Blackpool South EMAG co-ordinator, Mr William Fray, has written to me to ask me to press these points today.
I fully concur with the points my hon. Friend and Conservative Members have made about the importance and dreadful nature of this scandal, and about the hard work that has been done by many local people. We have a group in my constituency, and its co-ordinator wrote me a moving and poignant letter about the problems that local people have has as a result of the Equitable Life scandal: some 2,000 people in my constituency have suffered. Once again, I concur with what he is saying and thank him for making this valuable point.
I am summing up, and I have to keep very tightly to time.
I am grateful for all the praise that has been heaped on me and the hon. Member for Leeds North East (Fabian Hamilton) for the campaign that we have continued to run. I would much rather that the Government honoured the commitment that we all made in 2010 to deliver full compensation for the victims of the scandal. During the debate, our membership of the all-party parliamentary group has increased yet again. We now have 238 members, and we have been joined by no less a figure than the right hon. Member for Doncaster North (Edward Miliband), the former leader of the Labour party.
If the Government do not wake up to the fact that, on a cross-Bench basis, we are determined to get justice for Equitable Life policyholders, they may find that if they do not do the right thing it will be forced upon them.

That this House welcomes the Government’s acceptance in full of the Parliamentary Ombudsman’s findings in relation to its maladministration with regard to Equitable Life; notes that the Parliamentary Ombudsman recommended that policy holders should be put back in the position they would have been in had maladministration not occurred; further notes that the overwhelming majority of victims have only received partial compensation compared to the confirmed losses directly attributed to regulatory failures; and calls on the Government to make a commitment to provide full compensation to victims of the scandal with the end of austerity now in sight.
On a point of order, Madam Deputy Speaker. During my brief intervention during the debate I was unable to mention that I have a close relative who was one of the policyholders and he has suffered as a result. I should like to add that for the benefit of the record.

It is a pleasure to serve under your chairmanship, Mr Gapes. I pay tribute to my hon. Friend the Member for Scunthorpe (Nic Dakin) for securing this important debate on an issue that he is committed to. He is a great champion of the biofuel industry.
As we have heard, the bioethanol industry contributes £600 million to the UK economy every year. Over the past 10 years there has been an investment of over £1 billion in bioethanol production facilities. When it comes to greenhouse gas emissions, transport is clearly the biggest offender, contributing 28% of the UK total, as well as contributing to air pollution, as we have heard. I am sure that we all agree that is a serious public health issue. Under the Government’s current plans we are not on course to meet our existing climate change targets under the Climate Change Act 2008. Indeed, last January the Committee on Climate Change warned the Government that their clean growth strategy does not go far enough and that urgent action is needed to meet our legally binding carbon reduction goals in the 2020s and by 2030. In June last year the CCC again warned the Government that we will not meet our targets unless they bring forward new policies such as the introduction of E10.
We know that bioethanol fuel is good for the environment, and that introducing E10 would be equivalent to taking 700,000 cars off the road. E10 petrol is already available in many western countries, such as France, Germany and Finland, and colleagues have also mentioned New Zealand, Australia and the United States. According to the Renewable Energy Association, the introduction of E10 in the UK would be equivalent to replacing 2 million petrol cars with fully electric vehicles. Does the Minister agree that the failure to mandate E10 will make achieving Government targets to source more of the UK’s energy needs from renewable sources more challenging?
Labour supports the growth and development of our renewables industry in order to support high-skill and high-wage jobs across the UK, particularly in the north of England, where colleagues have eloquently highlighted two major areas. The Government’s failure to support the UK bioethanol industry has led to the loss of around 1,000 skilled jobs. In September, Vivergo Fuels, which is the largest bioethanol producer in the UK, announced that it was ceasing production and moth- balling the plant based in east Yorkshire, which employed 150 people directly and indirectly supported 3,000 jobs. Here I will make a local plug because I know that my hon. Friend the Member for Kingston upon Hull East (Karl Turner)—he wanted to attend this debate but could not due to another commitment—raised that point with the Minister at the time. Vivergo was an official northern powerhouse partner, which perhaps tells us something about the Government’s commitment, or lack of it, to the north of England.
One factor leading to the closure of that plant was the Government dithering and delaying their decisions. Does the Minister have a plan for replacing those lost jobs? Does she think that the collapse of the bioethanol industry last year will deter investors from investing in the renewable energy sector? The industry has been calling on the Government to make E10 mandatory at UK pumps. The Government have said that they would like a market-led solution, but petrol companies have pointed out that without a mandate from the Government such a solution cannot be introduced.
The Government also recently closed a call for evidence, which probably means that we are at least another year away from any introduction of E10. I do not believe that the call for evidence will tell the Government anything they do not already know. Will the Minister say when the response to the DFT consultation that closed in September will finally be published? The Government’s lack of leadership and action has led to job losses and the collapse of a key industry. How does the Minister plan to reverse that collapse? Will she now listen to the industry and mandate E10? I look forward to hearing her response.

Commons ChamberI am grateful for the opportunity to speak in the debate. It is a pleasure to follow the hon. Member for Brighton, Pavilion (Caroline Lucas), and also my hon. Friend the Member for Lewisham East (Janet Daby) and other hon. Members.
I want to raise an important issue for my constituents and to ask Ministers to consider it carefully. Reading is an historic town which dates back to the middle ages. It has a number of well-known buildings and more than a dozen conservation areas. Arguably our best-known building is Reading Gaol, which was written about by Oscar Wilde, who was incarcerated there. The prison was designed by the famous Victorian architect Gilbert Scott, whose work also included the Albert memorial, St Pancras station and many other notable Victorian buildings. The building is no longer used as a prison and has been empty for five years following a reorganisation of the prison estate. I argue that because of its cultural and artistic significance, the prison should be preserved and enhanced through being turned into a hub for the arts. I would like to set out the advantages of this approach, both locally and for enhancing our nation’s heritage, to suggest a way forward, and to encourage Ministers to work with me and Reading Borough Council on this project
There are significant benefits to the project. First and foremost, Reading would benefit from a major new theatre and hub for the arts. Our town is growing rapidly, and cultural and artistic activity is growing commensurately. There is a vibrant arts community, but a lack of large and nationally recognised venues. Secondly, the prison is an ideal location, both because of its history and association with Oscar Wilde, and because of its setting next to the nationally important ruins of Reading abbey, the burial place of Henry I. These grounds were recently restored and now form a venue for open-air theatre in the summer. The location offers the possibility for the town to develop an entire cultural quarter close to the town centre and the station, making it accessible to visitors from the Thames valley, London and Oxford.
Thirdly, using the prison as an arts hub has been tried before temporarily, with huge success. It was opened to the public, and the installations and performance art that were staged attracted thousands of visitors from across the country. Despite the undoubted potential of the prison and its success as a temporary venue for the arts, the regeneration of this historic building is being held up by the need to survey the site and to understand its archaeology. While I fully understand the need for and support the careful assessment of the site, I hope this can be finished soon to allow Ministers to consider a way forward.
I thank the prisons Minister, the hon. Member for Penrith and The Border (Rory Stewart), for his interest in the site and the time he has spent talking to me about its future. I encourage the Justice Secretary to approach the matter with urgency. He can rely on me, and on Reading Borough Council and other local groups, to pursue the project with commitment and an ambition to make it work.
I should also like to inform the Minister that the Department for Digital, Culture, Media and Sport is involved in this project with Reading Borough Council. It may also support it, and a bid for funding might be under way. This is an important cultural project for Reading and the surrounding area, and I urge all parties to work together to help to deliver the proposal. Reading is a growing town, and it deserves an arts venue that celebrates both its ancient history and its potential for the future. Finally, Mr Speaker, I wish you and other colleagues here today a very happy and relaxing summer break.

We have gone through a tough period in the aftermath of the financial crash, and the public sector has made a contribution. We are now at a turning point, with debt falling as a proportion of GDP. It is because of the hard work that has been done that we are now able to afford these pay rises, which are well deserved.
The Chief Secretary talks about this alleged increase, yet she fails to discuss where it is coming from. What guarantee can she give to my constituents, who expect two new schools to be built in Reading East, that those schools will not be raided to pay for the pay rise?
Our programme of spending £23 billion on schools capital will continue. This is about finding efficiencies in our central Government budgets. I know the Labour party does not understand value for money, but that is what we are doing, so that we can put more money into schools and teachers’ pay.

It is a pleasure to serve under your chairmanship, Mr Gray. I congratulate my hon. Friend the Member for York Central (Rachael Maskell) on securing this important debate about the relevance of business rates to our local communities, and the impact that they may be having on them.
I may approach the debate slightly differently, from a local government perspective, because I have the privilege of chairing the Housing, Communities and Local Government Committee, which has looked recently at business rate retention. The Committee will also look at the future of the high street in an inquiry for which we are taking evidence.
First, I am pleased that the motion moved by my hon. Friend is about a “review” of the business rates system. I think that is important. I wish to begin by saying that I hope we end up with a review rather than a complete abolition of the system. I am sure that the Treasury will be the first to say that abolishing taxes and starting again has slight dangers attached to it, in terms of a complete dislocation. Reorganisations on that sort of scale rarely go well.
I would also argue that property tax is quite important. We tax many things in this country. Nobody particularly likes taxes, but taxing property in some way is quite an important element of our overall taxation system. Of course, households pay a property tax—through council tax at one time. Some of us have been around in various forms of representative government long enough to remember when we had a rating system that covered both domestic and non-domestic properties. The change was made when the poll tax was brought in, and business rates were effectively nationalised and council tax came in instead.
Secondly, we have to make it clear that business rates are an important source of local income for councils. Councils have a Government grant, council tax and business rates—that is basically it. They can raise certain charges, but those are their meaningful sources of money. I would strongly argue, and the Committee has, that over time we should find more ways for councils to raise money at a local level, so that local people can see accountability and the direction between the money they pay and the services that they get. However, that wider discussion is for another day.
The issue is becoming more important because in 2020 the Government intend to move to 75% business rate retention from the current 50%. Some pilots are doing 100% around the country. Increasingly, it is not about merely the totality of business rates, and what is raised in a local area is extremely important for that council. The Finance Bill before the election was going to move to 100% business rate retention. I am disappointed that we have stopped at 75%. The Government say that they will look in the future to moving to 100%, but that makes it even more important that we do not just tear it up and start again.
I urge my hon. Friend and colleagues to consider the importance of continuing the pilots for retaining 100% of business rates, which many local authorities in the pilots find very effective. The Berkshire unitaries all have a one-year 100% retention, and they very much wish to continue that. If the Minister considered that, I am sure it would be greatly appreciated in our county.
That was a very helpful intervention. It shows that some very interesting things are going on at a local level. Very often, ideas begin in local government, are tried and tested at a local level, and then are moved on to the whole country. It is very important that we do not simply say that now we want to move away from the whole system, and leave those valuable lessons unlearned and unapplied.
The other point is that there is the capability for even more local control of business rates. In the days when we had domestic and non-domestic rates, councillors set the rates. They were nationalised when the poll tax came in and the control for setting the rate in the pound was moved to national level. That is an argument that we have had on the Select Committee. I would like to move towards more local control eventually and the system is at least capable of doing that. Business rates are also easy to collect and difficult to avoid, and we should see that as quite a strong benefit of the system.
The right hon. Member for East Devon (Sir Hugo Swire) raised some very pertinent concerns about the impact on high streets, which we see whether it is a village, a small town or a major city. We see derelict shops and the change that is happening. The Select Committee is therefore taking evidence in an inquiry on what high streets are going to look like in 2030. We are trying to look ahead to see what change is happening and whether people are planning for it.
A good point was made about the planning system. We ran an inquiry a few years ago on the high street, and it was stark then that very few councils seemed to be adapting their local plans in recognition of the change in shopping habits. Everyone can see it happening, but nobody seemed to be recognising it when they were looking at what town and city centres would be used for in the future. That will be an issue to address.
I know business rates are an issue for some small retailers, and I will come on to a couple of points we ought to address, but I suspect that that is sometimes an excuse when the real issue is the change in shopping habits. People are just changing what they do. Whatever shopping centre it is, people are simply choosing not to go there, or, as has already quite rightly been said, they go to have a look and then buy online. About 30% of retail shopping is now done online. There cannot be that degree of change without an impact on the retail floor space needed. All the signs are that that is going to continue, and I am sure it is one of the issues we will address in our inquiry.
We are also going to look at some of the things being done by retailers and the property owners, such as the company voluntary agreements that are coming out now as retailers try to negotiate their leases effectively, with a bit of pressure. The retailers did sign up to those leases and there are reasons why they did, sometimes on a long-term basis. We are going to have a look at the issues there as well.
We will also look at revaluations, but we have to remember that revaluation is a zero-sum game: it simply changes who pays what and does not actually raise more money. I am not saying that some centres and high streets are not disadvantaged, but somebody somewhere is probably gaining in the system, which is something that we have to think about.
Two points that we have to look at were powerfully raised by my hon. Friend the Member for York Central. In terms of retailing, the change in shopping habits is to businesses that by and large pay very little in business rates. That is absolutely fundamental if we are going to review the system. How do we get from a system that is a bit archaic and a bit stuck in a particular rut, to a situation where we can charge more for those big online retailers, and indeed the out-of-town shopping centres that were mentioned? Why do they pay relatively so little in rates, compared with the often smaller shops on the high street?

It is a pleasure to see you in the Chair, Ms Ryan. I pay tribute to my hon. Friend the Member for Cambridge (Daniel Zeichner) and congratulate him on securing this important debate, and on his knowledgeable speech. He has been a consistent campaigner on transport issues for many years. I also thank other hon. Members for their many and varied contributions. The debate is indeed timely; as my hon. Friend mentioned, it is 10 years since the then Labour Government’s Concessionary Bus Travel Act 2007 introduced free off-peak travel on local buses, nationally, in April 2008. It is right to mark that milestone.
More journeys are made on buses than on any other form of public transport. Indeed, for many people buses are the only form of public transport available. My hon. Friend the Member for Cambridge correctly says that the research shows the enormous benefits that concessionary bus passes bring to older people. For example, although it also covers modes of transport other than buses, Transport for London’s freedom pass is aptly named: it gives older people the freedom to travel locally, it increases their access to services and activities, and it reduces loneliness. I am sure we all agree that is a good thing.
My hon. Friend is also right, however, that the funding for concessionary bus passes has been contentious. Although there is a statutory duty on local authorities to provide concessionary travel schemes for pensioners and disabled people in England, there is no ring-fenced money. At a time of growing austerity, local authorities have highlighted how funding cuts have forced them to divert money from other services to continue to support the concessionary fares scheme. A recent Local Government Association briefing estimated that there is a £200 million shortfall in the moneys paid by the Ministry of Housing, Communities and Local Government as a non-ring-fenced formula grant. I am afraid that is down to a failure by the Government in devolving the cuts, giving local authorities the responsibility to deliver services while not providing the resources, or the means for them to raise funds, for that delivery. The next Labour Government, however, have committed to enabling councils across the country to provide first-class bus services for all, by extending the powers to reregulate local bus services to all areas that want them.
We have also committed to supporting the creation of municipal bus companies: those publicly run for passengers and not for profit. Municipal companies often provide cheaper services. They have higher usage and, as a result, provide much better value, both to passengers and to local businesses and services. Firms such as Nottingham Transport Group, and Reading Buses in my constituency, are indeed a model for many other areas. We would also introduce regulations to designate and protect routes of critical community value, including those that serve schools, local hospitals and isolated settlements in rural areas.
Labour will always be on the side of pensioners and will work to ensure security and dignity for older people in retirement. In our last manifesto we committed to keeping free bus passes for older people as a universal benefit, which we believe is a right rather than a privilege. However, as has been mentioned, we would go further. We are committed to concessionary travel, and the next Labour Government will extend free bus travel to under-25s across the country, in a move that would benefit up to 13 million younger people. Young people and households with children have less disposable income than working-age adults or households without children. Young people tend to be in lower-paid and more insecure work and they spend a higher proportion of their income on travel. Free buses are therefore an investment in the future of our children and young people, through improving their access to education and work. As with older people, encouraging children and young people to lead more active lives has significant related public health benefits.
The next Labour Government will provide funds for free travel for under-25s for local authorities that introduce bus franchising, as mentioned by my hon. Friend the Member for Keighley (John Grogan), or move to public ownership of local services through municipalising buses. Labour will support and incentivise such local authorities, and local municipal bus services will be run for passengers and not for profit. Research shows that removing the profits that are extracted from the bus sector would achieve savings of £276 million per year for the taxpayer.
On savings for younger people, it has been noted that they would save up to £1,000 a year through free bus travel, which would generate a lifelong habit of using public transport. We will pay for that by using just one fifth of the revenue from the vehicle excise duty, which is currently ring-fenced for building new roads. We are committed to providing additional funds for new road building to support that policy through our other borrowing from central Government.
I am interested to hear what the Minister has to say about the policy, given her previous remarks that the scheme is undeliverable, despite the Welsh Conservatives proposing a similar policy last autumn, offering free bus travel for all 16 to 24-year-olds in Wales. Perhaps the Minister will explain why a policy of free bus travel is affordable for young people in Wales but not in England.
I agree wholeheartedly with my hon. Friend the Member for Cambridge that the Minister’s announcement that the concessionary bus fare scheme is no longer subject to review is welcome. I am glad that he highlighted the immense value in our policy of free bus travel for under-25s, and I urge the Minister to join him in that.
We have had the action accessibility plan, which we will respond to shortly—within the month.[Official Report, 10 May 2018, Vol. 640, c. 10MC.] We are working with the Royal National Institute of Blind People and the charity Guide Dogs. We meet regularly with them to talk about how we can make the information available on all our buses, and in the most appropriate form. Unfortunately, during a trial some passengers complained that too much information was being given out all the time, and that occasionally the wrong information was given out. We are working on that with all the charities involved with people with visual impairments.
The hon. Member for Reading East (Matt Rodda) has talked about concessions for younger people on several occasions. I draw attention to the comments made by the hon. Member for Keighley (John Grogan) that any concessions or free bus service available for younger people has to be financially robust and stand up to the rigour of examination. The Government recognise that public transport is of particular importance to young people, and that the cost of travel can cause difficulty for those seeking education, training or employment opportunities. That is why a trial extension of discounted rail travel for 26 to 30-year-olds has recently been announced. That industry-led initiative to gather evidence on a full roll-out has seen a 100% take-up. The first phase of the trial saw 10,000 railcards sold across Greater Anglia, including Cambridge.
As I mentioned, local authorities have the powers to offer travel concessions on buses to local residents, and there are many examples of that for groups such as students. As part of the Bus 18 partnership between operators and West Yorkshire combined authority, there are half-price tickets for young people up to the age of 19, and pupils wearing their school uniform will no longer have to show a half-fare bus pass. In Liverpool, the voluntary bus alliance between Merseytravel, Arriva and Stagecoach has seen a flat fare of £1.80 for young people, with growth of 140% in bus travel by young people, as well as overall passenger growth of 16%. In Hertfordshire, young people aged 11 to 18 can pay £15 for a card that entitles them to half-price fares on local services.
There is more to encouraging bus use than cost alone. A recent report by Transport Focus found that young people want better access to information about buses. That is why we introduced powers through the Bus Services Act 2017 to require operators to provide better information on fares, timetables and when the next bus will arrive. In addition, a national scheme such as that in place for older and disabled people would require a change to primary legislation, but there are no plans to do that at present. The hon. Member for Reading East will appreciate that this is a complex area and there are no quick and easy solutions. The Department continues to work with local authorities and bus operators on young people’s travel.
I return to the comments made by the hon. Member for Keighley on the robust nature of the budget put forward for free bus travel for the under-25s. Labour originally calculated that policy to cost more than £1 billion, but unfortunately, the numbers were later calculated to be closer to £13 billion. At the moment, that has not reached robust investigation in Westminster Hall.
I thank the Minister for her support and praise for local discounted schemes. I want to raise the report by University College London, “Social prosperity for the future: A proposal for Universal Basic Services”. Although we are not proposing this—perhaps to the disappointment of my hon. Friend the Member for Cambridge—the research by University College London estimates the possible cost of free bus travel for every person in the UK to be £5 billion per year. That suggests that the Minister’s estimate of £13 billion is somewhat excessive. Our estimate of £1.3 billion has been costed carefully.
The hon. Gentleman started at £1.3 billion and then moved on to £5 billion, which possibly could reach £13 billion—I am a little nervous about the true figure. We already have a concessionary programme that costs £1 billion. To announce something as available without it having been costed would do the bus industry no service.
The hon. Member for Kilmarnock and Loudoun (Alan Brown) mentioned apprentices; the Department is considering concession options for apprentices and is completing research on a feasibility study. We will report on that later this year and it will inform the development of the policy. There are no plans to fund such a scheme but we will see what the feasibility study concludes.
Reimbursement by local authorities to bus operators is made on a “no better off, no worse off” basis. The hon. Member for Cambridge noted that reimbursement appeals have been in decline and have reached a new low. In 2006-07, there were 69 appeals, but in 2017-18 there were just 21. That means that operators are fairly recompensed for the cost of providing concessionary travel in both urban and rural areas. The reimbursement mechanism is now fit for purpose, as shown by the large fall in reimbursement appeals in recent years. EU state aid rules do not allow the Government to provide the concessionary scheme on any other basis—it cannot be used to provide hidden subsidy to operators.
Much has been said about the increase in pension age; the state pension age of men and women is being equalised. The pensionable age for women has risen gradually to reach 65 this year, and the state pension age for both men and women will rise to 66 by 2020. Equalising the age at which free bus travel applies makes the national travel concession scheme more sustainable. Finding efficiencies in this way rather than cutting back on the entitlement offer to older and disabled people is the best way to focus support on those who need it most.
It is right that Government support focuses on the most vulnerable members of society. The Government believe that local authorities are often in the best position to offer concessions that work for the people who live there. All local authorities have powers to introduce concessions in addition to their statutory obligations, including the extension of concessionary travel to those who are yet to reach the qualifying age. For example, in Cambridgeshire, the largest operator offers half-price travel to jobseekers.
I return to the point raised by the hon. Member for Cambridge about securing funding for concessionary travel schemes, which sit across many Departments. He was right to note that the Ministry of Housing, Communities and Local Government is responsible for the concessionary travel budget. The Treasury is jointly responsible for local authority ring-fencing. I work with all those Departments to ensure that we get the best that we can for bus services. We have just agreed a further two-year ring-fence for the local authority element of the bus service operators grant for the next two years.
The hon. Member for Cambridge also mentioned franchising; he will be aware that any local authority can request franchising, but will need to demonstrate delivery capability and a track record of doing so. We will see how that pans out.
I want to quickly talk about air quality and congestion, which was raised by the Chair of the Transport Committee, the hon. Member for Nottingham South (Lilian Greenwood). We have recently made some good announcements on that. The Government are committed to buses being greener, which is why we announced an extra £48 million for ultra low emission buses. That follows £30 million in funding for 300 new buses through a low emission bus scheme and £40 million for retrofitting 2,700 older buses to reduce tail-pipe emissions of nitrogen dioxide through the clean bus technology fund. We are trying to make journeys easier and more accessible, and to ensure that the concessionary bus pass remains in place.
I hope that I have demonstrated that the Government are committed to protecting the national concessionary travel scheme for buses. We are keen to do what we can to improve bus service patronage. Of course, I will meet with the hon. Member for Cambridge if he has good evidence of best practice, especially of initiatives that have taken place in other countries that we can use here, and especially if they involve new, innovative technology, to learn as much as we can to ensure that the Department is doing what it can to increase bus patronage.
We are determined to ensure that bus patronage increases as much as it can, and we are focused on delivering concessions to those who need it most, while allowing local authorities and operators the flexibility they need to support their local populations. It was interesting to hear that, as we get older, we migrate from the front of the bus to the back of the bus, and then to the front of the bus again. Hopefully, we can all wait our turn until we get hold of our concessionary bus pass. Some will have to wait a little longer than others, but it will definitely be there, once we reach our old age.

General CommitteesIt is a pleasure to see you in the Chair, Mr Robertson. I am pleased to inform the Committee that Labour supports this technical instrument that will implement the work in fishing convention adopted by the International Labour Organisation, also known as ILO 188. With the number of states ratifying this convention meeting the threshold required for it to come into force internationally late last year, the Opposition welcome this order finally to ratify this into UK law, 11 years after it was originally agreed.
Admittedly, the UK played a leading role in the development of this convention and Governments of all colours have continued to support this policy. I am aware that the UK fishing industry and other stakeholders also support the ratification of this convention. The convention entitles all fishermen and women to minimum international employment and welfare standards on fishing vessels, which will be enforced through inspections of ports, working with several agencies such as the National Crime Agency, UK Border Force and Her Majesty’s Revenue and Customs’ national minimum wage enforcement team, as well as the Maritime and Coastguard Agency.
Labour supports secure, decent working and living conditions for everyone working on UK-registered fishing vessels, and this convention will improve those conditions. We also support any steps to better employment conditions in UK law. After all, our movement was founded to strengthen workers’ rights. I am sure all hon. Members here will agree that it is not right that in the UK serious concerns remain about the poor working conditions that people in our fishing industry have to put up with.
According to the UK charity Fishermen’s Mission, men and women working in our fishing industry are 115 times more likely to suffer a fatal accident than the rest of our workforce. Every year an average of 15 fishermen are killed or seriously injured. Traumatic amputation and bone fractures are the most common injuries sustained by workers. In recent years, there have also been many cases of modern slavery and trafficking in both the UK and international fishing industries. Some fishing vessels have been found to be harbouring trafficked and enslaved workers who are suffering terrible conditions at work. This is not right and the Government have to deal with it. Improving working conditions for all UK seafarers could also encourage more people to be interested in this important sector and we would urge the Minister to look seriously at this recruitment issue.
We would also like the Government to answer some brief questions and make some clarifications, which I would like to place on record. First, the Minister must now focus on enforcement. How confident are the Government that employment standards in the UK fishing industry are above the minimum standards set out in the convention? Secondly, the explanatory memorandum states that no impact assessment has been prepared. Will the Government carry out economic and regulatory impact assessments of this convention when it comes into effect? Finally, I would also like some clarity from the Minister on whether this convention will continue to apply, and be enforced in UK ports and territorial waters, during the transition period and after the UK leaves the European Union.
To conclude, we have a duty to improve living and working standards for all the men and women who play a crucial role in our maritime sector. I would like to reiterate that Labour supports this statutory instrument on that basis. I look forward to hearing the Minister’s comments.

General CommitteesIt is a pleasure to see you in the Chair, Mr Rosindell. Labour is broadly supportive and welcomes these new regulations. Statutory instruments are an important part of our legislative process. It is also important that we review and discuss these concessions. As such, I will raise a few points of contention.
I would like to start by pointing out that Labour’s 2017 manifesto stated a commitment to
“introduce regulations to designate and protect routes of critical community value, including those that serve local schools, hospitals and isolated settlements in rural areas.”
We believe that the regulations meet that standard and the standard set by the Government in their own explanatory memorandum, which also states a commitment
“to ensure that the arrangements are mutually acceptable to the parties to a scheme and to balance the right of local transport authorities to bring forward proposals for enhanced partnership plans and schemes against the right for operators to object to what is being proposed.”
With over 80% of respondents to the Government’s consultation on the draft regulations welcoming the proposals, including those on tours and excursions, and because no threshold was agreed upon, we have decided to go ahead with the Government’s proposals as drafted. However, I would like to know what methodology was used for asking respondents about an alternative. Were they given a set of alternatives or just asked to post a number? If it was the latter, it is hardly surprising that they were unable to come to a consensus. Indeed, I worry that the threshold might have been set at the wrong level.
Is any information available on what proportion of those who disagreed thought the thresholds were too high, versus those who thought they were too low? If that ratio is not roughly equal, there might be a case for saying that the thresholds are not optimal or equitable. However, given that the regulations might be subject to post-legislative scrutiny of the 2017 Act, I am happy to concur with their introduction.

Thank you for the opportunity to speak this afternoon, Mr Stringer. I declare an interest as a former civil servant and a member of the Association of First Division Civil Servants, GMB and Unite, and I thank Unite for their generous support to my election campaign.
I start by paying tribute to my hon. Friend the Member for Warrington North (Helen Jones), who spoke very well about the issues, for her important and comprehensive speech, which clearly set out the need for a new approach to public sector pay. I was particularly struck by one of her points, which I believe sums up the issue: the Government must stop treating public sector workers as the enemy. Our public servants deserve our support, our appreciation and, most of all, a decent standard of living. That really is not too much to ask in the 21st century.
The pressure on incomes is clear. On average, public sector workers have seen the real value of their wages drop by nearly £5,000 since 2010 and, if the current policy of austerity continues, they face the loss of a further £1,400 by the end of this Parliament. Indeed, some workers have seen a pay cut of around 15%, a significant sum for those who are mainly on modest incomes.
I am aware of time, so I will move swiftly to the impact of public sector pay on my constituency of Reading East. As my hon. Friend the Member for Warrington North said, there have been many harmful effects across the public sector; in Reading, that has been made worse by the high cost of living in the south-east of England.
Furthermore, because of high housing costs and other costs, which are similar to outer London, and the lack of any London weighting in towns like Reading or many other places in south-east England, public sector workers in my constituency have been hit particularly hard by this failed policy. Our schools, NHS, police, local government and many other services are being hit particularly hard by the pay cap. We have seen the loss of teachers and midwives, and shortages in many other key services.
One of the harshest and most damaging impacts of the policy is its effect on younger professionals. I should point out that, with starter homes local to Reading costing up to around £300,000 for a two-bedroom house, home ownership is quite simply slipping out of reach for many younger people in their mid-20s and early 30s. That is a travesty, and it will do untold damage to our services in the longer term. It is driving people out of towns such as Reading, and other nearby cities such as Oxford, and into much lower-cost areas, and it is fuelling deep problems in our services. It has not always been like this. Just 10 years ago, there were no such problems—or not to this extent—and a supply of key worker housing in the Thames valley area existed under previous Governments of both political colours.
Given the context of the housing problems in the south-east and similar regions, I believe that the pay cap is quite simply deeply unfair, and also unworkable, for both public servants and our country as a whole. The situation is getting worse, and I urge the Government to review the mistaken policy. The pay cap has lasted too long, gone too far and should not be allowed to continue. However, it continues at a time when the Government have money for certain things. They have £1 billion to pay off the Democratic Unionist party, £3 billion to prepare for a failed Brexit and huge sums to bail out the very wealthy, through failing to continue with the 50p tax rate and many other policies.
I urge the Government to rethink this policy. As someone once said, when the facts change, we should change our minds.

Commons ChamberIt is pleasure to follow the hon. Member for Taunton Deane (Rebecca Pow). I would like to take this opportunity to address the need for affordable housing, which is a key issue in my constituency and many others across the country. Although I welcome the intention to build more homes, I am afraid the Budget falls well short of the major new programme of house building that is needed in my constituency and many other parts of the country. In Reading and the suburb of Woodley, many young people wonder whether they will ever be able to afford a home of their own, and significant investment is urgently needed, and not only in council house building—Reading Borough Council’s plan to build 1,000 council houses was stopped by the current Government. We also need affordable homes to buy and a fair deal for renters, as 28% of the properties in Reading are privately rented—the same is true in many other English towns. The cost of housing continues to rise, not least in my constituency, where prices have at times risen faster even than those in London. For many people, this is mixed with wage stagnation. It is clear that this Government should be prioritising the construction of affordable housing as a result, yet last year they built the fewest affordable homes for 24 years.
Having dealt with the issue of housing, given the time available, I come on to discuss infrastructure. Investing in infrastructure should have been the main plank of the Budget, but the Chancellor missed a real opportunity to turn the economy round through investment. Residents in Reading and Woodley have seen the benefits of infrastructure investment, with the new Reading station and the coming of Crossrail having led to a booming of business and business investment in Reading town centre and other sites nearby.
However, the Chancellor should have announced a much bigger programme of investment in infrastructure, as the Confederation of British Industry and many unions called for. Missed opportunities to share growth through infrastructure spending include: the failure to support the full electrification of the railways; the lack of a vision for investing in the infrastructure of the north of England, which I know many colleagues are eager to mention; and the lack of investment in large energy schemes that would protect our environment for the future. As an MP from the Thames valley, I should also point out the need for medium-sized schemes such as a new bridge over the Thames at Reading, which would ease local transport congestion.
As well as failing to deal with housing and infrastructure, the Budget failed to address the crisis in our public services and the need to lift the pay cap for our many hard-working public servants. Many people in my constituency work in the public sector, for example in the health service—we have an outstanding local hospital—and teaching, including at the University of Reading. Many branches of the civil service are based locally, and we of course have the police and many other public servants. It is deeply disappointing that so many of our colleagues who work hard in the public sector will fail to get the help they need after seven years of falling incomes and deep cuts to vital and much-loved services. To make matters worse, the modest pay rises that some will be lucky enough to get may come at the expense of other workers’ jobs. That is a serious mistake that will have a terrible cost for many services.
For many families, real wages are lower than they were in 2010, and disposable incomes are falling. In that context, and bearing in mind the fact that economic growth is at its lowest since the Conservative party came to power, I wish to address the issue of universal credit. There is significant and deeply felt concern about it in my constituency, as it is due to roll out from 6 December, and delays in payment will affect residents in the run-up to Christmas in a truly Dickensian and awful way. Taking out a loan to be repaid to the Government might push residents into debt. These are deep problems for local people. Local food banks have also expressed concerns, as they have to many other MPs. The costs continue to rise, so I again urge the Government to reconsider and to pause and fix universal credit.
The failures on housing and infrastructure and to continue to support our public services, along with the continued misery of universal credit, should all have been addressed in the Budget, but sadly they were missed. The Budget has been a significant wasted opportunity. It is yet another failure from a Government who are clinging on by their fingertips.
