I want to make some progress; I will give way in a moment.

The proscription order before the House today is the 23rd under the Terrorism Act 2000. If agreed by the House and the other place, it will ban three groups that I deem a threat to this country. First, there is Hezbollah, also known as “the party of God”. The order extends the proscription of Hezbollah’s military wing to cover the group in its entirety. There have long been calls to ban the whole group, with the distinction between the two factions derided as smoke and mirrors. Hezbollah itself has laughed off the suggestion that there is a difference. I have carefully considered the evidence and I am satisfied that they are one and the same, with the entire organisation being linked to terrorism.

As I am sure hon. Members are aware, Hezbollah is committed to armed resistance to the state of Israel. It has the largest non-state military force in Lebanon. As the House will appreciate, I cannot go into the details of current intelligence, but I can say that Hezbollah has been reported in many open sources as being linked to or claiming responsibility for many atrocities. These include a suicide bomb attack on a Buenos Aires Jewish community centre in 1994 that left 85 people dead and hundreds injured. The bloodshed came just two years after an attack on the Israeli embassy in that same city, which killed 29 people. Hezbollah’s involvement in the Syrian war since 2012 continues to prolong the conflict and the brutal repression of the Syrian people. In 2016, it helped besiege Aleppo, stopping humanitarian aid reaching parts of the city for six months, putting thousands at risk of mass starvation. Its actions continue to destabilise the fragile middle east.

I thank my hon. Friend for his words. What I can confirm is that if this order is passed by Parliament tonight, it will be a criminal offence for anyone, in public, to wear any clothing or carry any articles, including flags, which will arouse reasonable suspicion that an individual is a member or a supporter of a proscribed organisation.

I am going to complete this. Throughout my time in this role, I have worked with the Government. I worked with them on the Counter-Terrorism and Border Security Act 2019, and I think that our working together has enhanced the security of our citizens. What I am doing here at the Dispatch Box today is to scrutinise this decision carefully and hold the Home Secretary to account, which I believe is the role of a responsible Opposition. The decision to proscribe Hezbollah in its entirety is long overdue, and I congratulate the Home Secretary on taking this action. I first called for its proscription after I attended a demonstration outside No. 10, when the Prime Minister of Israel was visiting, and I not only heard antisemitic abuse but saw the flying of the Hezbollah flag. I pointed that out to the gold commander and demonstrated to him that it was a criminal offence under the Terrorism Act 2000. He assured me that he had not only recorded the individuals but that action would be taken later, as his immediate priority was to keep the two factions apart. However, I later found out that the Metropolitan police would not be taking any action because of a Queen’s counsel opinion that there are two wings of the party and therefore no offence had been committed.

I have continued to attend the annual alternative al-Quds rally each year, where I have witnessed further acts of intimidation and inflammatory actions by people waving the flag. In addition, I was proud to present to Parliament a petition of 1,000 constituents, and I helped to deliver to No. 10 a petition from the Israel-Britain Alliance, which is run by Michael McCann, calling for the proscription of Hezbollah.

It was a great disappointment back on 25 January last year when Labour Front Benchers and the Government said that they did not wish to go down this route. I am sure that Members will remember that debate and the defence given on both sides, but it is worth mentioning the different positions that the Government and the Labour Opposition took. Any Member here who voted against the Terrorism Act 2000, or indeed the Terrorism Act 2000 (Proscribed Organisations) (Amendment) Order 2001, is really stretching the bounds of credibility if they come along tonight and say that they actually support this change, when they clearly voted against the legislation.

More importantly, as I am sure many Members will remember—the Home Secretary will not, because he was not Home Secretary at the time—there was the infamous briefing note that Labour Front Benchers gave their Members instructing them not to vote for proscription. The rationale for this was clear: it was, they claimed, a threat to the middle east peace process. The note said:

“Full proscription could be a move against dialogue and meaningful peace negotiations in the Middle East.”

It is worth asking Labour Front Benchers why that position has changed.

I am also concerned with my own Front Benchers, but on this occasion their decision is welcome, and I am not going to question their reasons for doing it. The Government have taken a decision to proscribe Hezbollah in its entirety on the basis that it is no longer tenable to distinguish between the military and the political wings of the organisation, and I welcome that decision. What it actually does is to send out a strong message. By proscribing Hezbollah, the Conservative Government are demonstrating their commitment to anti-extremism and their fight against antisemitism, and it constrains the ability of Hezbollah to operate in the UK. Most of all, it protects community cohesion, and for that, Home Secretary, I salute you.

The hon. Lady raises a really important point. We have been talking about cases that hon. Members have raised in the House involving people who sadly went on to join terrorist organisations, but how we prevent that from happening in the first place is just as important.

The hon. Lady will know that intensive work is being done across Departments, including through programmes led by the Home Office. We are doing our best. There are many people, especially young people, who seem vulnerable and are preyed upon by extremists. The first thing is to find out who they are—that is what we try to do with the Prevent programme, particularly through the Prevent duty—and then to develop bespoke programmes working around those individuals. Each case will be different. In the most intense cases, people move into the Channel programme. Last year, 7,000 people were referred to Prevent and of them about 400 went into the Channel programme. Many of those referrals were to do with Islamist terrorism, but almost half of the Channel referrals last year were to do with right-wing terrorism and extremism. We want to fight all types of extremism, and we work throughout the country, including in Greater Manchester, to do so. Just a few months ago, I went to Bethnal Green and looked carefully at the programme there, and I am very happy with what I have seen so far.

This country is admired around the world for its sense of decency, fair play and the rule of law, which is why I am concerned about this case. I realise the Home Secretary cannot talk about this specific case, but can he tell us how many other people have had their nationality withdrawn, be it British or dual?

It is worth pointing out again—it cannot be said often enough—that nationality will be withdrawn only where the Home Secretary is satisfied that it is conducive to the public good and that such action will not leave the individual stateless. As I said at the start of the urgent question, this power has been used more than 150 times since 2010. I do not have the number for before 2010, but it was used by successive Home Secretaries under successive Governments prior to 2010.

May I start by paying my respects to the hon. Member for Newport West? Our sympathies are with his loved ones and all those in this House who were close to him.

I welcome the urgent question from my hon. Friend the Member for Hendon (Dr Offord). My priority as Home Secretary is to ensure the safety and security of this country. We cannot ignore the threat posed by those who chose to leave Britain to engage with the conflict in Syria or Iraq—more than 900 people took this path. Without the deradicalisation work of our Prevent programme, there could have been many more. Whatever role they took in the so-called caliphate, they all supported a terrorist organisation and, in doing so, have shown that they hate our country and the values we stand for. This is a death cult that enslaved and raped thousands of Yazidi girls and that celebrated attacks on our shores, including the tragic Manchester bombing, which targeted young girls. Now that the so-called caliphate is crumbling, some of them want to return. I have been very clear: where I can, and where any threat remains, I will not hesitate to prevent that. The powers available to me include banning non-British people from this country and stripping dangerous dual nationals of their British citizenship. More than 100 people have already been deprived in this way. We must, of course, observe international law, and we cannot strip someone of their British citizenship if doing so would leave them stateless. Individuals who manage to return will be questioned, investigated and, potentially, prosecuted.

Our Counter-Terrorism and Border Security Act 2019, which received Royal Assent just last week, provides more powers to prosecute returnees. It extends the list of offences committed overseas that we can act on, and it creates new laws to ban British citizens from entering designated terrorist hotspots without good reason.

Our world-class police and security services closely monitor all who return if they pose any risk. We do not hesitate to use the range of tools at our disposal. That includes using temporary exclusion orders to put in-country restrictions in place, and managing risks through terrorism prevention and investigation measures—so-called TPIMs. Members will have seen the comments that Shamima Begum has made in the media, and they will have to draw their own conclusions. Quite simply, if someone backs terror, there must be consequences.

There is huge concern in this country about the return of Shamima Begum. This is an individual who willingly travelled to Syria to become a supporter of a terrorist organisation. She has shown no remorse about her decision, and it appears that she wishes to return to the United Kingdom only because of the benefits that this country can offer her. Many people are very angry about that. Her case highlights the problem facing this country and the Home Secretary: as a British national without any form of dual nationality, Begum cannot be refused entry. Does the Home Secretary accept that the removal of citizenship from Britons who travelled abroad to join Daesh is prohibited under international law?

Figures from the Home Office show that 900 British nationals travelled to Syria, and up to 400 have returned. On 11 June last year, the Minister for Security and Economic Crime told the House that of those who had returned from Syria:

“Approximately 40 have been prosecuted so far”.—[Official Report, 11 June 2018; Vol. 642, c. 666.]

That is a reduction on the 54 that, in May 2016, Lord Keen advised had been prosecuted, and it is still only 10% of those who went to Syria and returned.

How many British nationals have returned from Syria? How many have been prosecuted for offences? What offences were they charged with? How many have been convicted? If we do not address this issue, not only do we risk the security of the United Kingdom but we put into doubt the safety of thousands of our Muslim constituents and we put them at risk of discrimination, abuse and violence. I make a great distinction between my hard-working, law-abiding Muslim constituents and the actions of a reckless child from east London. I ask the Home Secretary to take action on this vital matter.

I thank my hon. Friend for raising the important questions that he has just put to me. He asked me about the case of Shamima Begum, and I hope he will understand that I am not at liberty to discuss the case of any particular individual. As I have just said, however, we have all seen and heard the remarks that she made in the media, and we can all draw our own conclusions.

My hon. Friend went on to ask me a number of related and important questions. He said that in some cases we can remove British citizenship. That is what I have referred to as deprivation. As I have said, the Government have done so on more than 100 occasions. If someone who has more than one nationality—British nationality plus another, or perhaps more than one other—is deemed a threat, and I consider this to be conducive to the public good, we can deprive that individual of their British nationality, and thereby prevent their return to the United Kingdom.

My hon. Friend mentioned some numbers. From the best numbers we have available, we estimate that, in recent years, 900 people who have been deemed of national security concern in some way or another went to Syria or Iraq to join terrorist organisations. Of those, we estimate that 20% have been killed in the battlefield, and around 40% have returned, leaving about 40% still somewhere in the region.

My hon. Friend asked about those who have returned in recent years. In all those cases, we would seek to make sure, first, that that individual is questioned, investigated and, where there is enough evidence, prosecuted. We would seek to manage that return, so even if they are a British citizen, we can issue temporary exclusion orders. That will remove their passport and require them to travel on a specifically issued designated travel document into a specific port of entry. At that point of entry, they are monitored by police and face a number of other restrictions. If appropriate, we can also use TPIMs to place further restrictions on them while we may or may not be waiting for prosecution. Of course, we will also work with authorities, particularly if young children are involved, to make sure they get the mental health, psychiatric and other types of help that may be necessary.

Finally, my hon. Friend rightly mentioned communities and making sure that, whatever we do, we work towards building more cohesive communities and winning the understanding of all communities, and that is something we always try to do.

I am sure the hon. Lady knows that I was not in this place in 2010, when those very difficult decisions had to be made in the light of Labour’s leaving us with “no money”—I think that was what it said on the note. I remind the hon. Lady that I am sure that families watching this do not understand this back and forth across the Dispatch Box; they want to see measures that help to protect their children and deal with the causes of serious violence. That is why these knife crime prevention orders are just one tool to help the police to intervene on children whom we think are at risk of carrying knives.

If the hon. Lady is so concerned about funding, I am sure she will support the police funding settlement tomorrow. It will see up to £970 million more fed into policing this year, on top of the nearly £500 million last year and on top of the protected spending since 2015.

A significant number of weapons seized in London are supplied by a wholesale manufacturer named Anglo Arms. It supplies blades described as “First Blood”, “Fantasy Hunting Knife” and “Predator”. I recently purchased a maritime instrument that contained a blade. When it came to me, the person who delivered it did not ask for my identification or how old I was. The Minister says that she wants the responsibility to be put on the suppliers, but once someone ticks a box to say that they, as the purchaser, are 18, the responsibility leaves the supplier and the onus falls on the deliverer. I am sure she would not expect anyone who delivers these goods to take responsibility for enforcing the law.

My hon. Friend makes the point that it is the responsibility of retailers to check the age of the people to whom they sell these knives. That is precisely why we structured the Offensive Weapons Bill as we did, making it absolutely clear to retailers that the onus is on them to conduct these checks—it cannot just be a tick-box exercise—so that they are sure that the person to whom they deliver the item is over 18. That is also why we are requiring people to go to the local post office or to the delivery depot and show ID before they can pick up the item. Again, that means there is an extra check in the system. My hon. Friend is absolutely right that ticking a box simply is not good enough.

The hon. and learned Lady is right to send her condolences and thoughts to the family of Dawn Sturgess, and to send her best wishes to Charlie Rowley. As she said, the situation is concerning to people in this House and across the country, but especially to local people. However, she has rightly identified that, as the investigation is ongoing, there are a number of things that probably cannot be shared at this point.

The hon. and learned Lady asked two specific questions, the first of which was about decontamination. I assume that she was referring to the original incident. A number of sites relating to the original incident were cordoned off. Once the police had finished their investigation of those sites, they were made available to the scientists and experts for decontamination. Not all the sites from the original incident have been fully decontaminated. Those that have been decontaminated have of course been opened up and are safe, but some sites are still going through the decontamination process.

As for the new incident, a number of sites have been cordoned off and are being used for live police investigation. The decontamination will not begin until the police investigations are complete. Once the police are ready they will of course hand the sites over for decontamination, but the police work will take priority and the sites will be cordoned off. It is worth mentioning that all the sites will be protected. We would not want someone to enter them even accidentally—not just from a policing perspective, but of course because they have not been decontaminated, or the decision has not been made—so they are guarded at all times.

The hon. and learned Lady also asked about the batch. She is right to remind the House that the nerve agent used in the latest incident is the same as that used in the incident on 4 March, but the scientists have not been able to identify or determine whether it is from the same batch. It may well be, but that is not known at this point. That is partly due to the sample that the scientists at Porton Down have at this point. From this incident, they have blood samples from the two individuals who were contaminated, and these samples are not strong enough to match to a batch. That might well be possible if further evidence is available later in the investigation.

May I provide some reassurance to the Home Secretary and the shadow Home Secretary? I have known Assistant Commissioner Basu since his time as borough commander in Barnet, and he is an excellent police officer. No doubt he will be thorough in his investigation and certainly very professional. Will the Home Secretary provide me with some reassurance that Assistant Commissioner Basu has the necessary resources, because he really is looking for a needle in a haystack? The second contamination occurred some distance from the first, so he has a very large area to cover.

I do. Of course we want shooting to be used by every group in society; no group should in any way be excluded. I was not intending to talk about bump stocks and the VZ58 MARS—manually actuated release system—proposals in the Bill. I know that representations have been made that those semi-automatic additions to rifles help disabled groups, but I take the view, having received representations from the groups I represent, that such adaptations of otherwise bolt-action single-shot rifles, converting them into, in effect, semi-automatic rifles should be banned. After the horrific shootings in the United States, even President Trump was minded to say that they should be banned. On that basis, I think Ministers are doing the right thing, although I accept that it might well disadvantage some disabled people. We have to find other ways of helping those groups, perhaps by adapting rifles or the places where these people shoot.

I am chairman of the all-party group on shooting and conservation, and I work closely with all the professional shooting bodies, including the British Association for Shooting and Conservation, the Countryside Alliance and the British Shooting Sports Council. They have made lots of very professional representations to the Minister on this subject. I have also been working closely with my hon. Friend the Member for Huntingdon (Mr Djanogly), who represents the BSSC but could not be here for our debate because, unfortunately, he has had to attend a family funeral today. We are seeking to persuade the Minister to consider modifying the proposals.

In clause 28(2), the Government propose to ban all weapons that have a muzzle energy greater than 13,600 joules. The Bill would put them into section 5 of the Firearms Act 1968—in other words, it would make them a prohibited weapon. There are about 200 of those weapons—a small number—and just over 200 people, probably, have a licence to use them. I will discuss where the weapons should be stored, but I want to give the House a sense of the sort of people who are disadvantaged by the Bill by quoting paragraph 7 of the British Shooting Sports Council brief:

“In fact, the Fifty Calibre Shooters Association…which is dedicated to target shooting with this calibre has its origins in the early 1980s in the USA and has over 2,500 members internationally. It is affiliated with .50 calibre target rifle shooting groups in Australia, Switzerland and the United Kingdom and, in addition to regular competitions, hosts the annual World Championship in which UK FCSA target shooters compete. The UK FCSA is a Home Office Approved Club, has existed as a well-respected target shooting club since 1991 and has grown to a membership of over 400.”

These are the sorts of people whom we are disadvantaging. As I have already said, and as I stress again to the Minister, these are some of the most law-abiding people in the country.

Is my hon. Friend aware that the Government’s latest impact assessment for the Bill suggests that the measure could cost them up to £6 million—not only in compensation for loss of weapons, but through the loss of revenue at Government Ministry of Defence rifle ranges?

I am grateful to my hon. Friend for pointing out that this is going to be expensive. Nobody would mind the expense if it was rooted in public safety—that is beyond question—but, as I will seek to explain in a minute, I do not think that it is.

In case anybody gets the impression that I am a mad rifle-wielding individual, I should say that, as chair of the all-party parliamentary group on shooting and conservation, I have been working closely on making the licensing of firearms and shotguns more effective. There is a serious health and safety issue at the moment because some doctors are refusing to co-operate with the police in the granting of certificates. That is completely unacceptable: the Firearms Act 1968 is predicated on the basis that somebody can be licensed to have a shotgun or firearm only if they are a fit and proper person. If they have certain medical conditions, they should not hold a shotgun or firearms certificate. I believe, at this moment, that people out there have firearms certificates who should not have.

I broadly welcome this legislation to crack down on crimes involving knives, firearms and corrosives. Valid concerns have been raised in this debate, and I urge Ministers to think carefully about whether changes can be made to the Bill to reflect some of them.

Although overall levels of crime have fallen using the established measurements, the recent uplift in serious violent crime is hugely worrying to me and everyone else in the House, particularly in our capital city, where my constituency is located. Even my constituency of Chipping Barnet has not been immune from this problem, with a fatal shooting in Cockfosters in February. The Bill will assist the fight against this type of brutal crime.

At the summit held in April, which was attended by the Home Secretary, the Mayor of London and a broad range of elected representatives across London from different parties, there was widespread agreement on the need for a robust policing and criminal justice response, and this legislation will assist on that score, because it will help to keep dangerous weapons off our streets. I attended the summit, where we also agreed that we needed to go beyond a policing and justice response to tackle this problem. We agreed that a renewed focus was needed on early intervention to try to prevent young people from becoming involved in gangs. I welcome the fact that many Members have made similar points this afternoon, and that this point is a key part of the Government’s serious violence strategy. I very much hope that the early intervention youth fund, which is part of the Government’s strategy, can play a valuable role in bringing to an end this totally unacceptable spike upwards in the murder rate—including, sadly, crimes involving the sorts of offensive weapons targeted in the Bill.

It is important to deliver on the commitments in the Government’s strategy on county lines, which, as others have said, are bringing the blight of drug-related serious violence to many towns, cities and, indeed, rural areas across the country. In London we need the Government, the Mayor, the police, and local groups and communities to work together to combat this new menace to children and young people. I therefore welcome the commitment in the Government’s strategy to support local groups and partnerships, which need to be at the heart of an effective response to these problems.

We should be in no doubt that it is possible to bring down levels of this type of serious violent crime because that has been done before in this city. In the closing years of Ken Livingstone’s mayoralty, there was a similar jump in the murder rate, but this was brought down by determined action by his successor, my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), and his deputy Mayor for policing, Stephen Greenhalgh. I appeal to the Government and the current Mayor to learn from what the former Mayor was able to achieve. In particular, the current Mayor needs to hold the police to account regarding their delivery of the objectives that he sets them in this important area.

The role of the Mayor in holding the police to account is an important part of an effective criminal justice response to serious crime. I also believe that the Mayor should reconsider his decision to close Barnet police station. The station came under threat in 2012, but I was one of a number of people who helped to persuade the previous Mayor to keep it open, so it was saved then, but its closure by the current Mayor has caused considerable anxiety.

I accept that front-desk services in police stations are not as heavily used as they once were, and that there are now many different ways in which to report crimes to the police. This issue is not just about front desk closures. Once the Mayor’s closure plans go ahead in full, the police in Barnet will be left with no base at all in my constituency of Chipping Barnet. I am concerned that a visible police presence in my constituency will inevitably be greatly reduced when all officers are based several miles away in Colindale.

Is my constituency neighbour aware that the London Borough of Barnet is one of the largest London boroughs and one of the largest net contributors to the Metropolitan police budget? This means that we do not get the police officers that we pay for. There are 736 people in Barnet per officer, whereas the rest of London—excluding the City of Westminster—has just 529 residents per police officer. Does my right hon. Friend think that that is fair?

I do not. I very much welcome my hon. Friend’s highlighting of that problem. I am going to come on to it, because we need a fairer system for the allocation of resources in our capital city—a point made by my hon. Friend the Member for Romford (Andrew Rosindell).

I am concerned about the impact of the police station closure on visible police presence. Only today, I received a report of retailers being robbed in High Barnet, with a recent incident of men in balaclavas who were wielding weapons robbing a shop in broad daylight in front of frightened children. Over recent months, during the regular doorstep calls that I undertake in my constituency, many people have highlighted their anxiety about burglary. I appreciate that budgets are constrained, but I have appealed to the Mayor to give Barnet a fairer allocation of police resources to help provide concerted action on burglary and other crimes, including those involving the offensive weapons targeted in this Bill. As we heard from my hon. Friend the Member for Hendon (Dr Offord), Barnet has fewer police per head than many other boroughs, although, sadly, we face a number of problems very similar to those of inner-London boroughs.

It is a pleasure to follow my hon. Friend the Member for Walsall North (Eddie Hughes). He is part of a small coterie of us who have sat through the whole of this afternoon’s debate, so I feel some sense of camaraderie with him.

There is a lot in the Bill to be welcomed. I think I speak for many in the House when I say that any legislation that improves our constituents’ safety is to be applauded. However, I wish gently to advise the Minister that legislation alone is not a panacea for reducing crime in the United Kingdom. Indeed, as my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) and my hon. Friends the Members for Solihull (Julian Knight), for Gloucester (Richard Graham) and for Hornchurch and Upminster (Julia Lopez) have all said, the PCC determines priorities, and that affects the level of crime.

As a London MP, I can speak only about London. It is a fact that crime is on the rise in our capital and has been since the incumbent Mayor was elected. I say with no particular pleasure that it is rather disappointing that his standard excuse is that he could tackle the problem of violent crime if he had more resources. I certainly do not agree with that point of view. It is completely disingenuous of the London Mayor to demand more funding. The Government have continually provided financial support to him, including through a scheme for him to receive a cut from business rates, which has provided an additional £60 million. The Government have also allowed the Mayor to raise council tax to bring in an additional £49 million to support the police service in London. Therefore, overall, the Government have supported the Mayor by giving him access to more than £110 million, as my right hon. Friend the Member for Chipping Barnet and my hon. Friends the Members for Solihull and for South Thanet (Craig Mackinlay) have mentioned. Then of course there are the millions of pounds that the Mayor of London holds in reserves.

All police services need legislation to address changing criminal behaviour. The vile issue of acid attacks is just one of those where the law needs to catch up. Indeed, under Ken Livingstone crime started to go up, but his replacement—my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson)—Stephen Greenhalgh, who has already been mentioned, and my hon. Friend the Member for North West Hampshire (Kit Malthouse) made it a political priority to address violent crime, particularly crime affecting young people. History proves to us that policing is not just about money and legislation, but about political will.

I am very pleased to see that my hon. Friend the Member for North West Hampshire has entered the Chamber and is in his place because I wish to mention the article he wrote in January for the Evening Standard. He said that when he was appointed deputy mayor for policing in London, the number of teenage murders in his first year was 29. He made it a political priority to address that rise and ensured that, when he left office, the number had been reduced to eight. The trajectory that he was previously on would have put the number of deaths at more than 50. The number of deaths in London now is about 80, so we are at a higher level.

My hon. Friend said that there was a culture in the Metropolitan police whereby teen murders were not considered statistically high in comparison with other world cities. That is appalling. He also said that the view of the Met police was that deaths of black youths were considered a fact of city life. That is abhorrent. He also outlined in his piece that many of the initiatives were controversial because they disproportionately affected black communities. That required him and the Mayor continuously to reassure communities that their actions were keeping their children safe. That is a commitment that the current Mayor should accept.

The hon. Member for Sheffield, Heeley (Louise Haigh), who has returned to her place but who is perhaps not entirely listening to me, made a claim that crime in London was not actually increasing—or that it was doing so proportionally slower than in the rest of the country. There are reasons for that. The significant population of London shows that any percentage increase has a disproportionate effect on crime. Under the leadership of the current Mayor, London is undergoing a surge in violent crime. Since the beginning of his mayoralty, acid attacks are up 65%, knife crime is up 44%, homicide is up 16%, GBH is up 8% and rape is up 36%. Indeed, the chairman of the London Police and Crime Committee has launched an inquiry into why policing in London is failing. He says that the rise is not only unacceptable but deeply troubling.

Back in April, seven people were murdered in the capital, and when asked repeatedly whether he had met the bereaved families, the Mayor told LBC Radio:

“No, I haven’t spoken to the bereaved families. I’ve got a deputy mayor and a police commissioner...the point is that we are a team.’’

Well, I can say that, no, they are not. We introduced police and crime commissioners so that someone was accountable—so that an individual could be held responsible. That job is held by one person, and in London it is the Mayor. He may have a team supporting him, but he must take the lead, show leadership and stop hiding behind his employees. His standard response to any criticism is to release a press release, but given the fact that he has increased the budget of his press and public relations team to £2.5 million, he has time to do that. Recently, he put out a press release asking schools to take up his knife wand policy, which is laudable in its aspiration, but he had a take-up rate of just 2.4% of London schools. That has to be wrong, and it is not keeping our children safe.

In addition to the legislation that we are discussing today, there are lots of other things that the Mayor of London can do to tackle knife crime.

Whether it is the Mayor of London or any police and crime commissioner, I feel that they could all do certain things to tackle knife crime, including better community engagement, better use of stop and search, and the provision of preventive initiatives.

There are several parts of the Bill which I have some concerns about. I am never convinced that attaining the age of 18 should allow an individual to engage in any particular kind of behaviour or activity, whether that is drinking, voting, fighting in the armed forces or buying bleach. I therefore have some concerns about the age of 18 with regard to the provisions in the Bill. It is my understanding that the Home Office does not regularly collect data on the age of those engaging in acid attacks, but information collected from 39 forces showed that only one in five acid attacks was committed by a person under the age of 18. This leads to questions about whether the person who has purchased the substances is over or under the age of 18. I hope the Minister will take up this issue and legislate on it.

While preparing for this debate, I had a look on the internet to see how easy it is to purchase a knife online—for example, on eBay. I was pleasantly surprised to find that flick knives, gravity knives and zombie knives are not readily available. However, kitchen knives are, so the provision in the Bill that seeks to ban knives being sent through the post does not seem to be a very effective use of the legislation, given that most knives used in crime usually come from kitchen drawers.

I would also like some detail on the proposal to make the possession of a knife on a further education premises an offence. As has been mentioned, there are some scenarios where this is permissible. In the case of training, gamekeepers, chefs, cooks, hairdressers, electricians, builders and carpenters all require a bladed instrument, so in many respects these people will have to be excluded from the provisions.

The Bill seeks to ban the .5 calibre rifles that many Members have spoken about today, but these are legally held weapons. The owners have been vetted. They have been through a process where they have been judged to be not only competent but safe to own a gun. Many of them also regularly attend a club. I therefore have to ask, what does this have to do with violent crime? The owners have exemplary records and are among the most law-abiding people in this country, so why are they being victimised when they have nothing to do with violence, particularly in cities such as London?

The reason I am very interested in knife crime is that I witnessed someone being stabbed in 1990. It was, as my hon. Friend the Member for Colchester (Will Quince) said, quite an experience. It certainly had an impact on me. I was actually photographing at the time, and was pleased that I managed to take a picture of the perpetrator. He was subsequently convicted, but would not have been if not for my picture. My recollection of the person who fell into my arms with a big hole in his back will certainly never leave me.

We are approaching 80 murders within the capital this year. I conclude by mentioning two people, who were both my constituents. Back in the winter in Mill Hill, Vijay Patel was punched, hit his head and died; and Raul Nicolaie was stabbed to death in his house. I believe that this legislation will ensure that such tragedies do not occur in the future. I appeal to the Minister: if there is to be any legacy from this legislation, let this be her legacy, because the legacy of the Mayor of London currently is one of a lost generation.

I thank the hon. and learned Lady for her question and, indeed, for her contribution in relation to what is happening in Scotland. We very much look at how we tackle hate crime, particularly through our hate crime action plan, which was published in 2016 and will be refreshed this year. Its range of actions include: funding for security for places of worship; the disaggregation of religion-based hate crime data; taking further action in relation to education so that teachers can have sometimes difficult conversations with their students about beliefs and words; and funding programmes through the Anne Frank Trust and Streetwise. We are determined to ensure that our action in relation to hate crime is up to date and current.

As someone who visited a Syrian refugee camp in Malatya in Turkey over the weekend, I find it a little offensive that a Labour Member has said that no Conservative Minister had ever actually condemned any kind of anti-Muslim extremism. Is the Minister aware that her equivalent at the Department for Education, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), publicly rebuked the President of the United States for retweeting certain comments and invited him to visit Muslim communities in the United Kingdom?

I am extremely grateful to my hon. Friend. I must say that I was not sure whether I had heard the hon. Member for Bolton South East (Yasmin Qureshi) correctly. As I have said, the record of both the Prime Minister and Cabinet Ministers on the issue of tackling anti-Muslim sentiments is pretty clear. It may be that the hon. Lady can clarify her remarks at a later stage.

Obviously—unless the Labour Front-Bench team is agreeing with my position—we have a difference of opinion, but I am calling on the Government to change their position. I agree with the hon. Gentleman, but his point would have far more weight and power if he addressed it to his own Front-Bench team, as they are in a position to lead on this but are not doing so.

The hon. Gentleman makes a very important point. I will refer to the Grenfell Tower disaster in a moment.

All this is inciting violence, hatred and division on the streets of the UK. This is happening as anti-Semitic offences in this country reach record levels, as shown in the recent Community Security Trust report. There are many other disturbing recent examples of incitement to hatred, and I will now mention the important point raised by the hon. Gentleman. Tahra Ahmed, a volunteer running a network helping the survivors of the Grenfell fire tragedy has claimed that the 71 people who perished were

“burnt…in a Jewish sacrifice”.

That is horrendous—horrendous incitement to hatred.

On the march at that al-Quds event, some marchers held flags with small stickers attached to them stating:

“I support the political wing of Hezbollah”.

This was designed to give the marchers protection against any legal challenge—pretending that the political wing of Hezbollah is somehow a separate entity. This is a farce. The flags indicate military might, and their display incites hatred on our streets and division in our communities.

I recently went to see the Metropolitan police to express my great concern about expressions of hatred on our streets, specifically in relation to the al-Quds march, but also in relation to other recent events. I asked the police why they were not taking any action against this incitement to hatred. It was clear from the discussions that ensued that a key factor in the police’s failure to act was that Hezbollah’s political wing is not illegal, and neither is displaying the flag.

I, too, have met the Metropolitan police, including Pat Gallan, who informed me that the Met had a Queen’s counsel opinion stating that they are not able to take any action, for the reason the hon. Lady outlined. Pat Gallan did not feel that it was appropriate for me to read the opinion, but a legal opinion is simply that—just an opinion.

The hon. Gentleman makes a good point that should be pursued. My discussions with the Metropolitan police made it clear that its decisions on how to deal with individual incidents are to do with the legal situation at the time, the need for freedom of expression and the police’s interpretation of how those two aspects interact. Opinions are important, but so is incitement on our streets.

It is time for change. The fallacy that Hezbollah has two separate sections should be exposed. Under UK law, only the so-called military wing of Hezbollah is listed as a proscribed terrorist organisation. Evidence from abroad and on our streets in the UK is clear that Hezbollah is a single, terrorist, anti-Semitic entity. It is guilty of mass murder abroad, it promotes terrorism and discord across the middle east, and now it is importing anti-Semitism and anti-western hatred on to the streets of London, sowing discord and division in our communities.

I call for Hezbollah to be banned in its entirety. I hope that those on the Opposition Front Bench are listening hard to the contributions from Labour Members, but the Government are responsible for what happens and I ask the Minister to take action.

I apologise for ducking out of the debate earlier. I wanted to sign the book commemorating Holocaust Memorial Day, and I recommend that other Members take the opportunity to do so before it closes in about half an hour.

I congratulate the right hon. Member for Enfield North (Joan Ryan) on securing this debate. Hezbollah claims to be the party of God, but it is simply a genocidal, anti-Semitic terror group based in Lebanon that seeks the destruction of Israel and the extermination of all Jews worldwide. The organisation is well known, and my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) reminded us of the terror attack that took place in 1994, with the bombing of a Jewish community centre in Buenos Aires that killed 85 people. The hon. Member for Dudley North (Ian Austin) reminded us of the comment by the leader of the Labour party who infamously described Hezbollah as his “friends”. Well, they are no friends of mine.

Hezbollah is a creation of Iran. It is one of Iran’s most important and powerful international terrorist proxies, and it gives it extensive access to the Arab world. Iran has provided hundreds of millions of pounds for Hezbollah’s weapons and technology, and salaries for tens of thousands of fighters. In June 2006, Hezbollah secretary general, Hassan Nasrallah, confirmed that he was

“open about the fact that Hezbollah’s budget, its income, its expenses, everything it eats and drinks, its weapons and rockets, are from the Islamic Republic of Iran”.

Before leaving office in December 2016, former UN Secretary General, Ban Ki-moon, reportedly had concerns about Nasrallah’s remarks and stated that Iran’s supply of weapons to Hezbollah violates a long-standing arms embargo against the country.

With Iran’s support, Hezbollah fighters have been deeply engaged in supporting the regime of Iranian ally, President Bashar al-Assad in Syria, and gaining battle experience, probably in preparation for their next attempt at conflict with Israel. Hassan Nasrallah has repeatedly threatened Israel with war, warning that Hezbollah is ready to strike anywhere in Israel with “no limits”. Iran has established rocket factories in Lebanon under Hezbollah’s full control, which together with military provisions and other weaponry are located throughout civilian villages in southern Lebanon. As the hon. Member for Dudley North reminded us, the terror group now has up to 150,000 rockets capable of striking the whole of Israel.

Last week, I presented a petition to the House on behalf of 896 people in my constituency who are calling on the Government to proscribe the political, as well as the military, arm of the Hezbollah organisation under the Terrorism Act 2000. The Government currently distinguish between Hezbollah’s so-called political wing, and its military wing, even though the group itself does not.

I have attended the al-Quds march on many occasions, and most recently I went last year with former MP Michael McCann, who spoke at the event. We witnessed the yellow flags of Hezbollah, which feature a large green assault rifle, being waved with impunity on our streets. Despite the countless representations made by the hon. Member for Liverpool, Riverside (Mrs Ellman), the Metropolitan police and Ministers have failed to take any action.

The Islamic Human Rights Commission, which organises the march, has provided guidance on its website for participants, advising that although flags of illegal organisations could not be waved at the event, demonstrators could bring a Hezbollah flag to show support for its political wing. I take some credit for that being on the website because two years ago I called on the Met to ban the march. I received abuse, but also correspondence from the so-called Islamic Human Rights Commission, which told me that it had never had any illegal flags—it was, of course, referring to those of Daesh, not Hezbollah. Subsequently, it has advised people that they should put a post-it note on their flags to say that they are supporting Hezbollah’s political wing, not its military wing.

The Home Secretary has recently explained the position on offences in respect of displaying flags:

“For an offence to be committed, the context and manner in which the flag is displayed must demonstrate that it is specifically in support of the proscribed military wing of the group.”

Taking that into account, flags flown at the march featured the disclaimers that I have mentioned, even though we have been reminded that the organisation itself does not recognise any difference between the two wings.

Hezbollah is appalling and I would very much like to see it banned. Only one argument might say that it should not be: the security services might be—we will never know this—advising the Minister that it is better to keep it where we can see it rather than send it underground. That might be the only argument against a ban.

I am not in favour of banning things, I have to say. But the hurt, resentment, agitation and general disruption that this annual march causes—not only to the Metropolitan police, but to the people of London—should in itself lead to its being banned. This year, I called again on the Metropolitan police not to allow the march to go ahead. Infuriatingly, days after the Grenfell Tower fire, with the police massively stretched by the tragedy, the organisers insisted on going ahead with the march even though the Met did not have the resources to police it. That was reprehensible on the part of the IHRC.

This year, the march was led by a director of the IHRC, Nazim Ali, who in a speech, as my hon. Friend the Member for Richmond Park (Zac Goldsmith) mentioned, blamed the Grenfell fire tragedy on

“the Zionist supporters of the Tory Party”.

He also accused the Israel Defence Forces of being a

“terrorist organisation that murdered Palestinians, Jews and British soldiers.”

Participants in the rally called for the destruction of Israel and waved slogans, including one stating “We are all Hezbollah”. Shockingly, but perhaps unsurprisingly, the Leader of the Opposition has spoken at the annual event in the past. I take this opportunity to call on him not to do so again in future.

As we have heard, senior Hezbollah officials have repeatedly said that Hezbollah is a single entity, proudly stating that “resistance” is their “priority”, and even publicly mocking the UK and other European countries for distinguishing between the two wings.

The hon. Gentleman is making a powerful speech, which I agree with. I should just say that in response to the al-Quds march and the resulting complaints and offence, the Mayor of London, Sadiq Khan, has asked for Hezbollah to be proscribed.

The right hon. Lady has made a really good point, and I want to respond; I am grateful that she took my intervention earlier. She is absolutely right—there is an issue with not only Labour Front Benchers but Government Front Benchers. I certainly hope that they hear what I am saying today. This is not about one party or another. I do not seek to make this a party political issue, but when I see the shadow Home Secretary rolling her eyes at some of the comments made by Labour Back Benchers, that makes me think that her heart is not really in this issue and that she is not as concerned as many Government Members—or, indeed, many Opposition Members.

According to Home Office guidance,

“Under the Terrorism Act 2000, the Home Secretary may proscribe an organisation if she believes it is concerned in terrorism, and it is proportionate to do. For the purposes of the Act, this means that the organisation: commits or participates in acts of terrorism; prepares for terrorism; promotes or encourages terrorism (including the unlawful glorification of terrorism); or is otherwise concerned in terrorism”.

It is worth reiterating that senior Hezbollah officials have openly and repeatedly stated that no substantive separation exists between so-called “political” and “military” wings. Given that fact, I believe that Hezbollah meets the criteria for full proscription under the Terrorism Act.

It is not just the Jewish community in this country who are distressed by Hezbollah’s overt presence in the UK; it also distresses those of us who deplore terrorism and hate all kinds of bigotry and those of us who want this country to be a welcoming and safe place for our many diverse communities.

A number of Members are unable to be here today because they have returned to their constituencies. No doubt they will be attending this weekend’s Holocaust Memorial Day commemorations. However, we must not underestimate the strength of feeling among the British public in favour of rooting out anti-Semitism and hatred wherever it occurs. Anti-Semitism is rising throughout Europe, and as we commemorate Holocaust Memorial Day on Saturday, we must be the ones to say, “Enough is enough.” It is in the best interests of us all to proscribe Hezbollah in full.

Let us demonstrate our commitment to tackling extremism by finally putting aside the mistaken belief that Hezbollah has a political wing. It quite simply does not exist. My constituents think we should not wait any longer before admitting that, and so do I.

I thank the hon. Gentleman for that intervention and for putting on record that extra evidential basis. The Foreign Office position appears to be creating two delusions: first, that Hezbollah is not a single organisation and, secondly, that it will do its killing elsewhere. Colonel Richard Kemp’s column in The Times devastates another Foreign Office fable, namely, that we are not in danger. He says:

“During the campaigns in Iraq and Afghanistan, Hezbollah was involved in Iranian-directed bombings that killed well over 1,000 British and US servicemen. Despite this, in Britain and elsewhere in Europe Hezbollah can freely raise funds for terrorism. Its supporters flaunt their assault rifle-emblazoned flags on our streets. They maintain sleeper cells in this country: planning, preparing and lying in wait for orders to attack.”

I commend our security forces for their good work, which everyone in this House endorses and supports. Our intelligence services are the best in the world and we are very happy to have them.

When we hear such things, we say to ourselves, “What damning testimony there is.” I see you looking at me, Madam Deputy Speaker, and I am coming to the end of my speech. Those in the Foreign Office who seek to appease, and who are fearful of offending the ayatollahs, are allowing people on our streets to celebrate an organisation that has been complicit in the killing of British soldiers. We have a responsibility to look after, nurture and care for our soldiers and their families, and the situation cannot be allowed to continue. It is past time that the Government did the right thing and banned Hezbollah. Members may ask what that will achieve. Let me quote Hezbollah’s Secretary General, Hassan Nasrallah, on that question:

“The sources of our funding would dry up, and the sources of moral, political, and material support would be destroyed.”

If we are looking for a good reason to proscribe Hezbollah, that has to be one.

Does the hon. Gentleman agree that a consequence of the Iranian nuclear deal is that money is going from Iran directly to Hezbollah and other terrorist proxies in the middle east?

I agree absolutely with the hon. Gentleman. I commend him for his contributions in this House, and he has been a stalwart supporter on this matter. During debates on the Iran nuclear deal, he and I said the same thing on opposite sides of the House, and it was good to have that consensus. Many others joined us.

We need to proscribe Hezbollah for the very reason that I have outlined: its sources of funding will dry up, and its moral, political and material support will be destroyed.

No. I should press on before giving way.

The Government do not condone any terrorist activity and we continue to press Hezbollah to end its status as an armed group and to participate in the Lebanese democratic process on the same terms as other political parties. As hon. Members will be aware, groups that are not included on lists of proscribed organisations are not free to spread hate, fund terrorist activity or incite violence as they please. Not being proscribed does not mean that groups can do lots of things that we would view as illegal.

Let me cut through the rhetoric and ask a simple question: what does the Minister think is the motivation of British nationals flying the flag of a foreign political organisation whose stated aims are to kill every Jew and to annihilate the state of Israel?

I am not going to speak on behalf of protestors walking down Oxford Street whom I have never met. I listened to the points my hon. Friend made earlier about frustrations with the police taking action, and what I will say is that the police already have comprehensive powers to take action against individuals under criminal law, regardless of whether an organisation is proscribed. The hon. Member for Torfaen (Nick Thomas-Symonds) also made that point from the Opposition Front Bench.

Whether it is part 3A of the Public Order Act 1986, or part 3 itself, which is about racial hatred, that Act gives police the powers to prosecute people. It is perfectly possible for someone to stand up with a national flag and incite hatred or religious hatred, and to then find themselves prosecuted for and convicted of a criminal offence. Not proscribing Hezbollah in no way prevents the police or the Crown Prosecution Service from taking action against that type of incitement. I certainly hope that the CPS and the police listen to the concerns expressed by Members today—I shall certainly raise those concerns when I next see them.

I heard the point made by my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) that not proscribing Hezbollah somehow hinders our police; it absolutely does not. Those people might be involved in drug dealing or money laundering. I was previously Minister for Security; I am now Minister for Security and Economic Crime. There is a plethora of offences on the statute book and powers that we can use to weaken Hezbollah and prevent it from doing things that are illegal either in the criminal space or in ways that go against our national security. This does not hinder the police in the way being alluded to, which is that without the proscription of the other half, this country will somehow be unable to protect its citizens and its interests from Hezbollah’s actions.

I hear what my hon. Friend is saying. There are lots of reasons, but perhaps I can offer the House one reason. Members may not agree with it, but it is one that I felt at first hand when I was in Lebanon on behalf of the Government. We believe that the best way to weaken Hezbollah in the region and further afield is to have a strong state of Lebanon. The stronger the state of Lebanon, which represents multi-faith groups, has a democracy and Speakers of Parliament and recognises the individual religious minorities in the country, the weaker Hezbollah will be. It is not in our interests to have a weak, fractured Lebanon.

We should not forget that Hezbollah’s birth and strengths started in the civil war of Lebanon, when Lebanese were killing Lebanese, Druze were killing Muslims, and Muslims were killing Christians. We think that the way to ensure that Hezbollah is contained and persuaded to follow the course of peace—I listened to the hon. Member for Dudley North (Ian Austin) who may or may not believe this and many of us may agree with him—is to have a strong state of Lebanon. That is in our interests.

The British Government assist with aid, help to train the Lebanese army, so that it can defend the state, and encourage Ministers of all faiths in that Government who believe in Lebanon, rather than in a non-military actor or an overburdened group of one minority or another. That is one logical reason why I believe we have to take some of these difficult decisions and find a balance.

When one visits Lebanon and meets the Ministers struggling to survive in a rough neighbourhood, trying to build a nation state and living with a shadow over their shoulder, as we have discussed, one realises that their best defence is a strong and capable state of Lebanon, with all its safeguards and its constitution. They would be worse off, the region would be worse off and we would be worse off if that state was weakened by a fractious civil war.

That is all very well about Lebanon, but my concern is the constituents of Hendon, when they cannot go into central London and the police are overstretched, when they are spat at and called Nazis and when people are vile and anti-Semitic towards them. My concern is the people of Hendon—the people of this country.

I have listened to my hon. Friend. First, the people of this country will not be better off with an even more fractious, divided and murderous middle east. Secondly, he will know that many of the things he has just mentioned are already criminal offences and can be prosecuted.

Well, as I said earlier, that is a matter for the police, if people are spitting and inciting hatred. In this country, we have operational independence between Ministers and the police. We can talk about whether we are giving them the right resources—we regularly do across the Dispatch Boxes—but fundamentally what will protect my hon. Friend’s constituents, whether they are Christian, Jewish or Muslim, is for Parliament to give our law enforcement and security organisations powers and to fund them, so that they can use those powers to keep us safe by dealing with the threat based on intelligence, as we receive it, and ensuring that we deradicalise people who might be attracted to hate.

If my hon. Friend’s constituents are being abused, that is not a failure of the Government; it is a question to ask the police. We will help him ensure that the police deal with that, but I have to say that it is not because of the partial proscription or de-proscription of Hezbollah. He must understand—I am sure that he does—that a stable middle east is the best way to provide long-term peace for Europe and the United Kingdom. We do not want an unstable middle east at all.

I have listened to the debate and heed the very valid points that have been made by Members on both sides of the House. My commitment as Security Minister is to continue to keep groups such as Hezbollah under review. We will continue to talk to our friends and allies in the region and around the world, but we will fundamentally focus on what we need to do to keep the United Kingdom safe, for the short and long term. I will certainly do my best to encourage the police, other political parties and all our supporters and friends to ensure that hate is not tolerated, no matter who it is aimed at.

Let us go over this again. The Government have not reduced the number of police officers on the frontline. Actually, the percentage on the frontline has gone up. The one party that wanted to cut the police budget at the last election was the Labour party—a group of people we did not listen to.

We are taking a number of steps. A piece of work is being undertaken to look at where capabilities would best lie in terms of police reform. I addressed a conference of chief constables and police and crime commissioners earlier this year about this matter. I am happy to say that I have had discussions on precisely this matter with my hon. Friend the Member for Richmond Park (Zac Goldsmith). If he becomes Mayor of London, I am assured that he will continue the reforms in the Metropolitan police.

In respect of anyone who is a matter of interest to the police, law enforcement or security agencies, a number of powers and measures are available. For those planning or seeking to undertake terrorist attacks, of course, we have strong counter-terrorism legislation here in the United Kingdom, and I think everyone would agree that the best place for a terrorist is, after prosecution, behind bars.
