I understand that the report from that Committee, which I think was done in 2018, was not a unanimous one and the Committee divided on it, which illustrates the fact that there is not the unanimity of view on the proposals to which the hon. Gentleman refers. As I say, we keep an open mind on this as regards fresh evidence that shows that policies work. My colleagues in the Home Office have discussed this with their counterparts in the Scottish Government and those discussions will continue.

My hon. Friend may be aware of the sterling work done by my friend—albeit not an hon. Friend—the Mayor of the West Midlands, Andy Street, on the misuse of drugs and controlling it. To what degree does the Scottish Office liaise with the regions of England to communicate with Scotland about best practice?

I am happy to say to my hon. Friend that I discuss matters throughout the United Kingdom, and if there are good, innovative practices in a particular area it is of course wise to share that and encourage other parts of the United Kingdom to follow suit.

My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) and the hon. Member for Ealing Central and Acton (Dr Huq) are absolutely right to condemn this dreadful practice. The problem with it is that not only is it cruel, but it does not work—it is absolutely pointless. As well as imposing a ban, what can my right hon. Friend do to educate religions or other groups who think that this abhorrent practice has a purpose?

I completely agree with my hon. Friend that practices that harm or try to convert somebody into being something they are not, are not just wrong but completely inappropriate and unacceptable. That is why we will be bringing forward our plans to ban this practice very shortly. He is right that it should be true in all circumstances, including with religious practices. Of course, we must protect religious free speech, but we cannot condone those harmful practices taking place.

Yes, of course; it is the case that Border Force will be in a stronger position to be able to detect a criminal—[Interruption.] Well, if the hon. Gentleman keeps asking the same question, I will give him the same answer, which is that Border Force will be able, through the deployment of safety and security declarations, to have a more effective means of monitoring organised criminals. The truth is that when we take back control of our borders, we enhance our ability to deal with criminality.

The Department of Health and Social Care is working closely with Government Departments and bodies and the NHS, as well as local leaders, on all aspects of vaccine deployment, including distribution logistics.

In his response to the urgent question on Tuesday, the Minister for Defence Procurement said that it is not for the Ministry of Defence to suggest that it should do the logistics. I think he was being unusually shy. My right hon. Friend the Paymaster General will know how good the armed forces are at logistics, so will she ask the Ministry of Defence to definitely get involved in the deployment of the covid-19 vaccine when it is available?

I thank my hon. Friend for affording me the opportunity to pay tribute to the work that our armed forces have done across many aspects of this, often visibly but also behind the scenes in providing planning expertise. They have provided in an incredible service to every aspect of the response. This is a massive undertaking—the largest vaccination programme, I think, in the NHS’s history—but, as the deputy chief medical officer has said, plans for it have been under way for some time. That includes logistics, transport and personal protective equipment, but also an expanded workforce so that we can deploy it rapidly. Every part of Government is going to be making a contribution to that, and as soon as the vaccine is approved, we want to be in a position to deliver it to as many people as possible.

I can tell the hon. Gentleman that we are supporting local authorities such as Bradford not just with the £3.6 billion we have already given, but as I said earlier this afternoon with another £1 billion to come.

I thank the Prime Minister for his very clear statement, but compliance will be a major issue even if people understand the rules. Part of the problem is that people think the situation will just go on and on for the next decade. Although I understand the Prime Minister’s reluctance to talk too much about a vaccine—he made that clear in an earlier answer—can he help people in Lichfield and the rest of the country by saying that, with new drugs and new vaccines, once we have got over this winter, that will be it?

I have very little doubt that, once we have got through to spring, we will be in a completely different environment. Indeed, I have high hopes that things will change very fast as a result, as my hon. Friend says, of new technologies that are coming on stream. But for the time being we have to concentrate on the tools we have in hand, and those tools are the packages of restrictions that we have set out and the basic guidance about restricting contact person to person and restricting the spread of the virus. That is what we have to do for the time being.

Is not the real problem that Michel Barnier has absolutely no room for manoeuvre because he has to do what has been agreed with the other 27 countries? Is not that lack of agility and flexibility the very reason we have decided to leave the EU and why companies such as Nissan and Unilever, which has announced this today, are centring their operations here in the United Kingdom?

My hon. Friend puts it perfectly, and his question is its own answer. I do not think we have heard any sage of Lichfield since Dr Johnson who has put things quite so well.

My right hon. Friend is absolutely right. I know that people in Chesham and Amersham, and elsewhere in Buckinghamshire, have benefited from her advocacy and from the energetic work of the local authority. She is right that we will, in appropriate time, need to recognise the commitment of those in civil society and elsewhere. I know that her championing of their cause has been heard in other parts of Government, and more will follow later in order to recognise exactly the validity of the argument she makes.

It is lovely to follow my great friend, my right hon. Friend the Member for Chesham and Amersham (Dame Cheryl Gillan).What more can the Government do to encourage people from the private sector to become involved in the management of civil services and agencies such as Public Health England in order to give good management expertise to deliver services to the public?

My hon. Friend is absolutely right. Attracting people from a wide range of backgrounds into Government and into public service is essential for making sure that we have cognitive diversity, as well as entrepreneurial skills. When we look at how the Government use data, it is vital that we get people in from organisations such as Amazon who have experience in this area. When we think about how we communicate our intent to the broader public, it is also vital to have people who have extensive experience in local radio as entrepreneurs. They can often be some of the most effective communicators, managing to combine authoritative communication with a lightness of touch.

Absolutely, and I remind the hon. Lady of what I said to the Leader of the Opposition earlier—do not forget that many businesses have kept going throughout this crisis across many sectors. We are going to insist that businesses across this country look after their workers and are covid-secure and covid-compliant. The Health and Safety Executive will be enforcing that, and we will have spot inspections to make sure that businesses are keeping their employees safe. It will, of course, be open to employees who do not feel safe to raise that with not just their employers but the HSE as well.

We all know that it will take a while yet, but eventually the UK will be free of covid-19. When that happens, what is my right hon. Friend’s vision? Does he want to see a return to the old normal of pollution and crowded commuter trains, or does he see a better, cleaner future?

Out of this tragedy and this disaster, we hope that some changes and some opportunities will come. I certainly see a huge opportunity for cleaner, greener transport. The UK will continue its mission to be a net-zero nation by 2050—we know that we can do it. As the House will know, we have committed £2 billion to investing in cleaner transport, including walking and cycling.

We will certainly get on with building phase 2a immediately, but I can tell the hon. Gentleman that HS2 already does go to Scotland; that is one of the great advantages of the project.

The Prime Minister will understand that Andy Street and I tend to talk about soft furnishings, as the subject tends to avoid argument, because I am less than enthusiastic about the route of HS2, which connects with neither Eurostar, Birmingham New Street nor St Pancras. However, I am delighted to hear the Prime Minister say that the organisation of HS2 Ltd will be revised. As HS2 is now going ahead, does he agree that it is important that we compensate well those people in my constituency—and in his—who will be affected by it?

I thank the right hon. Lady. The north-south link has been talked about for years, and I look forward to seeing some costs on that. East-west links in both north and south Wales have finance available to them, and I very much hope that the Welsh Labour Government will again consider the commitment to the M4 relief road. I congratulate Dafydd Iwan on that fantastic song. As far as the Conservative party and this Conservative Government are concerned, with hundreds of millions of pounds going into growth deals for Wales, his other song, “I’r Gad”, springs to mind.

Has not the whole point about infrastructure and the M4 been missed so far—unless I missed it during the singing—because of the fact that the Severn crossing is now free? Is it not that point that will help Cardiff and Swansea?

My hon. Friend is absolutely right. My predecessor, who managed to get tolls on the Severn bridge scrapped, has done wonders for the south Wales economy. The Welsh Government must now match the commitment shown by the UK Government, by getting the M4 relief road built and continuing to support the south Wales economy through a good transport link.

Thank you, Dame Eleanor. I will just say, in the context of amendments 2 or 3, that any attempt to gerrymander the poll to try to produce a particular result would be wrong and outrageous. Some of the other amendments tabled, which went beyond amendments 2 and 3, were quite blatant attempts to produce a particular result. That is wrong, and I am grateful that they have not been selected.

Is my hon. Friend aware that, if the marvellous Laura Kuenssberg is to be believed—I am sure she is—Britain would have been the only country in the European Union to allow non-nationals to vote in a general election?
