This Bill is clearly important and timely, given that it aims to ensure that people feel safe in their homes, at a time when the vast majority of UK citizens are locked down because of covid-19. Of course, the Bill was drafted well before the pandemic hit, but it is poignant and appropriate that, as we are being encouraged to stay home and work from home, a Bill is being debated that protects those in homes of multiple occupancy and high-rise blocks.

However, let us not forget that the principal aim of the Bill is to ensure that a tragedy such as the Grenfell Tower fire never happens again and that the lives of the 72 people who sadly died there were not lost in vain. It also means that the brave efforts of the London Fire Brigade firefighters at Grenfell—lessons needed to be learned from their actions and traumatic experiences—and the subsequent excellent lobbying for improvements to fire safety regulations by the Fire Brigades Union will not be in vain.

In Hartlepool, we are fortunate that we do not have any high-rise accommodation similar to that of Grenfell or the problem of flammable cladding on a scale that we see elsewhere in the Tees Valley, in neighbouring Billingham, Stockton and Middlesbrough. But over recent years, we have seen a proliferation in private rented accommodation, an increase in the number of homes of multiple occupancy and the introduction of student accommodation, thanks to the success and reputation of the Northern School of Art, which is located in the town.

The student accommodation and multi-occupancy dwellings are relatively new phenomena in their numbers and therefore have posed new challenges for council inspectors and the local fire authority. I recently met the chief fire officer for Cleveland Fire Brigade, Ian Hayton, who outlined his frustration at his officers having no powers of inspection of homes of multiple occupancy because they are classed as dwellings, not businesses or places of work. The National Fire Chiefs Council has been calling for additional powers since 2017, as has the FBU. The secondary legislation that the Bill enables will hopefully shift the responsibility for fire safety on to building owners and managers of high-rise and multi-occupied residential properties, with powers of enforcement going to fire and rescue services. I hope the secondary legislation will make that clear and put the power of inspection in the hands of the fire and rescue service.

I welcome the fact that the secondary legislation will require landlords, building owners and managers to undertake regular inspections of lifts and report results to the local fire and rescue service; ensure that evacuation plans are reviewed and regularly updated, with personal evacuation plans in place for residents whose ability to evacuate may be compromised; and ensure that fire safety instructions are provided to residents in a form that they can reasonably understand. However, the right of inspection must be firmly provided to fire and rescue services in order to underpin that.

Eliminating and mitigating fire risk not just in people’s homes but in all buildings must be a priority, and we must learn the lessons from Grenfell. In Hartlepool, I am proud that, post-Grenfell, our council is insisting that sprinkler systems are installed in new-builds—for example, the new English Martyrs and High Tunstall schools—and that our social housing providers are investing in improved fire safety precautions in their homes, but the challenges are out there, particularly in the private rented sector, so I fear that, even with all the positives coming out of this legislation, more will need to be done to truly protect all tenants, not just those living in high-rise flats or multi-occupancy dwellings.

Thank you Mr Gray; it is a pleasure to serve under your chairmanship. I congratulate my hon. Friend the Member for Batley and Spen (Tracy Brabin) on securing this debate.

I confess that Hartlepool is not a small town by any means, but the constituency is made up of small and distinct communities, such as the Headland, and villages, such as Greatham, Newton Bewley, Dalton Piercey, Hart and Elwick. Although we are part of County Durham by nature—Hartlepool is its historic port—we are in reality one of four local authority areas in the Tees valley that are covered by Cleveland police, which is one of the smallest forces in the country.

The Government’s austerity agenda means that Cleveland police force has suffered a 37% reduction in its staffing budget since 2010, which has resulted in the loss of 500 frontline officers and a substantial number of police community support officers since then. The net effect of policing cuts on Hartlepool was made clear to the nation when my constituency became the focus of a BBC film that was broadcast on the national news; it brought home the stark reality that in a town of 92,028 at the last count, only 10 police officers were on duty on a Saturday night.

Understandably, the reaction of my constituents was a feeling that streets and communities had been abandoned, and that the film was an advert to criminals, showing them that Hartlepool lay unprotected. To compound that, local police cells had been mothballed because of budget pressures, meaning a 30-mile round trip to the custody cells in Middlesbrough for officers depositing offenders.

We have just recruited a new chief constable, Richard Lewis. One of his first jobs was to come to Hartlepool to witness for himself the strength of feeling in our communities. Hartlepool and its outlying villages have never been abandoned by the police—far from it. We have one of the best multi-agency crime prevention teams in the area, and a strong neighbourhood policing ethic. Resources are so stretched, however, that there is a distinct lack of bobbies on the beat, and because of increased demands on police officers’ time, some of the basics are beginning to suffer. It is sad to say, but the number of incidents that the police have failed or not had the capacity to deal with is increasing, according to my mailbag. That includes break-ins, burglaries, damage to vehicles and even assaults.

Cleveland police force is doing what it can by trying to refocus on emergency calls and increasing the number of special constables in its ranks. It is clear as day, however, that without proper funding, the force is fighting with one arm tied behind its back. For our rural communities—villages in particular—the thinner the blue line is spread, the more difficult it becomes to maintain proportionate policing cover. Rural crime is as much an aspect of life in my constituency as urban crime is in urban areas. This situation simply cannot continue. It is imperative that the Government act now for the good of my constituents.

I will make two points to end my speech. First, single-crew policing, which correlates with crime, presents a threat to individual officers attending violent crime scenes. Secondly, only this week, a 48-year-old man was held down by two men and robbed in broad daylight, at half-past one in the afternoon, outside our local hospital. That is not Hartlepool.

It is a pleasure to follow the hon. Member for South Dorset (Richard Drax). Like him, I praise the work of my PCC, Barry Coppinger.

In November 2018, I wrote a letter to the Home Secretary highlighting the effects of underfunding in Cleveland police. This followed an alarming report on the national BBC News exposing a lack of police numbers in Hartlepool. My letter was co-signed by every Labour MP in the Cleveland police area, yet to date I have had no response.

Since 2010, this small force has lost 500 serving police officers and 50 PCSOs. That is a 37% reduction in staffing, alongside a budget cut of £39 million. The title of the BBC News documentary was “Hartlepool: The town where ‘police don’t come out’”. It revealed that on an average Saturday night the town, which has a population of some 96,000, had only 10 officers on shift. The film exposed the severity of Government cuts to policing and struck fear into our communities. It was seen as an open advert to criminals and has left citizens feeling under threat. The awareness of a lack of visible policing has led to increased reports from constituents of their concerns, including a noticeable trend in failure to attend reported crimes, despite the fact that Cleveland police records 163 crimes a day on average.

We all know that police forces face increased and complex challenges such as cyber-crimes. Cleveland police are no different and have successfully adapted to meet such demands. Working with partner agencies, they have created a strong focus on crime prevention, tackling drug dealing and human trafficking. But they too recognise the need to invest more in visible policing across the force area. They readily admit that

“things in policing are not ok”

and that the service is

“nowhere near where it needs to be.”

Last month, the custody suite at Hartlepool police station was mothballed, meaning that officers now have to make a 30-mile round trip to Middlesbrough, just to take people into custody—a ludicrous situation given staffing numbers and the already existing fear about safety on our streets. While I do not agree with that decision, the reality is that underfunding to the tune of £39 million, or 26% in real terms, from Government grants over the last seven years is taking its toll. In order to help Cleveland police keep the streets of Hartlepool safe, the Government need to make urgent improvements to the funding formula, and not just allow for increases in police precepts, which both penalise local taxpayers and push the perception of blame on to local forces.

The current situation is simply not good enough and our hardworking officers and PCSOs deserve better.

My hon. Friend makes a very good point about the level of crime and I will come on to that issue.

There is no point in the Home Secretary publicly saying that we need more officers and then loading an increased pension burden on to police forces that could result in precisely the opposite outcome from the one he wants to see. Just last week, the Public Accounts Committee published a report that sets out starkly what has happened to policing in recent years. Total police staffing numbers in England and Wales have dropped from a peak of 244,000 in March 2010 to 200,000 in March this year. Within that overall number, police officer numbers—this is probably the figure our constituents are most concerned by—have dropped from 143,734 in 2010 to 122,404 this year. That is a loss of more than 21,000 officers from our streets and communities. Police community support officers are down by around 40%. Other police staff are down by 21%, from around 80,000 to 68,000. Whether it is in civilian staff, PCSOs or the uniformed officers on our streets, we have seen hugely steep cuts over the past eight years.

Those figures include the 500 police officers lost to the Cleveland police authority since 2010. Despite adaptations, such as the privatisation of back-room services and the sharing of services with Durham constabulary colleagues, the police are still feeling the squeeze. The people of Hartlepool have told me that they prioritise bobbies on the beat. We are not going to get them any time soon if these cuts continue.

My hon. Friend makes a very good point.

The reason for these cuts in numbers, which I have read out to the House, is a steep cut in Government funding to the police. In this financial year, police forces around the country will receive 30% less, in real terms, in Government grant than they received in 2010-11. In total, taking into account the local precept, police forces’ funding has been cut by 19%.

Those cuts do not fall in a uniform manner, because some forces are more reliant than others on Government grant, and some get more help from the precept. For a force such as my own in the west midlands, where Government grant income comprises a very large part of the police budget, the impact of the cuts is even sharper than would otherwise be the case. That has resulted in the West Midlands police force losing more than 2,000 officers since 2010.

I am pleased we are debating Grenfell—though it took 150,000 members of the public to bring us here—and I am also glad that we will debate it again on Wednesday, when it is the Labour party’s Opposition day debate subject. Speaking for myself and my constituents in Hammersmith and Shepherd’s Bush, we could debate it every day until we get justice for the bereaved, the dead and the survivors, and real assurance—not just words—that it will never happen again.

As a neighbouring constituency, we experienced Grenfell in three separate ways. First, we experienced it directly. I will never forget waking up at six o’clock that morning when Grenfell was still burning to hear messages on my phone telling me what had happened and watch it. I went down there later that day and spent most of the rest of the week there, to try—I do not think I was very useful—to give some moral support to my hon. Friend the Member for Kensington (Emma Dent Coad). She has shown today that she does not really need that. At the time, I think she had been an MP for four days, and she dealt with it fantastically, as her speech, which pulled no punches, showed. Many of my constituents were there, including volunteers from the al-Muntada mosque in Parsons Green offering spiritual, moral and practical comfort every day. Many of my constituents watched Grenfell unfold from their own high-rise blocks, a mile or half a mile away. It affects us profoundly.

Secondly, it affects us as neighbours. Let me give an example. Our local authority offered help on the day in the form of accommodation and assistance but received no response. We found out later—we were not told—that 52 households were placed in budget hotels in Hammersmith and, nearly a year later, 17 of them are still there. Only six have been made permanent offers of accommodation. Those are real failings, and I cannot help but agree that even now—this is a party political point in a way—I wish the same faces were not still in charge in Kensington town hall, because I do not think they have learnt their lessons. There is still a role for commissioners if we are actually to take it as seriously as Government Members as well as Opposition Members say they wish to do. There were such singular failures by that authority, and they continue to this day.

Given the limited time, let me talk about two aspects—there are many others, particularly on the physical and mental health of survivors and the wider community—of the wider consequences: social housing and fire safety. Grenfell is the result of a systematic denigration and demoralisation of the social housing sector in this country over 30 years. We experience that in Hammersmith, where insecurity is introduced through short-term tenancies and there no longer being a duty to discharge housing duty in the public sector. Social housing is second or third-class, so the people who lived there were ignored. Their views were not taken into account. What was good enough for them would not have been good enough for other people. That continues to happen.

As my hon. Friend the Member for Westminster North (Ms Buck) said, the sale of social housing properties is deliberately making the housing crisis worse, and none are being built. There has been no money for investment in social housing across London since 2010. Then we are surprised that the housing crisis is as bad as it is.

Let us look at fire safety, which has many aspects. I am still waiting for what I was promised six months ago: information on the cause of the fire. We know it started in a particular type of fridge-freezer in a particular flat. That is a common electrical fault that affects hundreds if not thousands of properties across London and the country, yet we know no more about that.

We know there are substantial problems with cladding and insulation, but the response on that has been entirely inadequate, as it has been on means of escape, and on other fire safety measures and advice such as the “stay put” policy. I do not regard the Royal Institute of British Architects as a radical left-wing organisation, but it is a good organisation and it has asked that we use only non-combustible cladding. Is that unreasonable? Yet I had an instance of a landlord who wanted to replace one type of partially combustible cladding that had failed a test with a type of partially combustible cladding that had passed a test. I am pleased to say that, in response to me and residents protesting, they backed down.

We need buildings with more than one means of escape, but in my constituency buildings on the Grenfell model of design have been proposed and approved since the fire happened. We need sprinkler systems in blocks, and not on the random basis of whether an authority can afford it.

If my hon. Friend does not mind, I will not, because there is very limited time.

We also need to stop this farce of desktop studies and all of that. It is insulting, as my hon. Friend the Member for Croydon North (Mr Reed) said, that the Hackitt inquiry may propose business as usual, and the police inquiry, leaked to the Standard, may say, “It’s all the fault of the workmen who put the stuff up in the wrong way.” I am sorry; the fault will go far, far beyond that. And we are here today because even now the public inquiry has not got the full confidence of the residents. I support a public inquiry, doing a thorough investigation, but there are more urgent matters that need to be dealt with before that, in relation to social housing and fire safety. We need to get on with them. I have heard warm words today, and have been hearing them for the past year. Frankly they do not get us anywhere. What gets us somewhere is action, which is lacking at the moment. I hope we continue to debate the matter every day.

I apologise for the fact that I shall not be here for the winding-up speeches, Mr Wilson. I wanted to speak because of the close relationship I mentioned, but also, particularly, because I want to say that the debate must continue until the action we require is taken to ensure justice for Grenfell and the safety of the millions of people living in Grenfell-style conditions across this country.

I beg to move,

That this House asserts that the loss of 21,000 police officers, 18,000 police staff and 6,800 police community support officers since 2010 in addition to the reduction in the number of armed officers has damaged community safety and public security; is concerned that central government funding to local police forces will fall in real terms for the eighth consecutive year in 2018-19 and in addition that there will be a £54m shortfall in funding for counter-terror policing; notes with alarm the assessment of the National Police Chiefs Council that this will mean tough choices for policing in the year ahead; supports the conclusion of the UK Statistics Authority that the Prime Minister could have led the public to conclude incorrectly that the Government were providing an additional £450m for police spending in 2018-19; and calls on the Government to take steps to increase officer numbers by 10,000 and to fulfil the full counter-terrorism policing requirements laid out by police chiefs for the year ahead and to report to the House by Oral Statement and written report before 19 April 2018 on what steps it is taking to comply with this resolution.

I want to start by paying tribute to the men and women who serve in our police service. Last week many of us attended services in Westminster in memory of those who were killed or injured on Westminster bridge, as well as PC Keith Palmer who was murdered defending all of us in this House. The grief for his family, friends and colleagues is unimaginable, but I hope that in time they can draw comfort and strength from the bravery and heroism that he showed on that terrible day. I would also like to praise the bravery of Detective Sergeant Nick Bailey, whose recovery is ongoing after he attended the attempted murder in Salisbury, and the unnamed police officer from Greater Manchester who was injured in Whalley Range on Sunday by a man wielding a sword. The officer and his colleagues continued to contain the incident, despite their lives clearly being at risk. They are reminders, if ever one were needed, of the dangers that our police face every day to keep us safe.

Last time we debated police funding, the Minister repeatedly accused Labour Members of peddling fake news in saying that the Tory Government were cutting the police. It came as something of a surprise, and indeed a relief, to us and every police officer in the country to hear that policing was no longer being cut, yet last week the independent UK Statistics Authority ruled on those funding claims from the Government. It turns out that it was not fake news after all. Sir David Norgrove said that

“the Prime Minister’s statement…could have led the public to conclude incorrectly that central government is providing an additional £450 million for police spending in 2018/19.”

He has taken the unusual step of writing to the Home Office about the misleading tweets that were put out. Given that the Home Secretary confirmed to the Home Affairs Committee this morning that she would be complying with Sir David’s advice from now on, I hope we do not hear those claims repeated in today’s debate.

Also last week, the independent inspectorate of constabulary laid bare the breathtaking pressure that the police are now under, thanks to the financial constraints imposed on them by the Government and by rising demand. It said that it was still very concerned

“that policing is under significant stress. On occasions, that stress stretches some forces to such an extent that they risk being unable to keep people safe in some very important areas of policing.”

The admission that the police service is at times unable to keep us safe should shock the House and spur the Government to action.

My hon. Friend is absolutely right, and the report from Her Majesty’s inspectorate of constabulary makes that clear. Not only have we lost officers, but thousands of emergency calls are waiting in queues, with not enough officers to respond. Some victims facing an emergency get no response at all. Police have yet to assess the risk posed by over 3,300 individuals on the sex offender register. We simply do not know whether those individuals are a threat to the public. There is also a shortage of more than 5,000 investigative officers, as unsolved crimes rose to 2.1 million last year.

What is most striking about that assessment is that the problems facing the police are so clearly a result of having too few officers and staff to meet too high a demand.

It is a pleasure to speak after the hon. Member for Redcar (Anna Turley), who touched on important points. I certainly echo her comment about people seeking comfort in the arms of companies that purport to provide some kind of policing service. That is clearly unacceptable and wrong. If people are feeling the need to do that, that is probably a concern to all of us in the House.

Policing in Cleveland has been a source of lasting controversy throughout my life. That is not a reflection on the rank and file officers; it reflects the corrosive breach of trust between too many senior figures in authority and the public whom they serve. At a time when our force undoubtedly faces real financial pressures—I take on board everything that the hon. Lady said—it sticks in my throat and those of many of my constituents that there have been such enormous pay-offs for officers who have left the force having been grievously wronged.

A short list would include the payment of £457,000 in November 2016 to Nadeem Saddique, a firearms officer subject to racist abuse, and the £185,000 paid in January 2017 to settle cases for four officers, again related to racial discrimination.

Like everyone, I welcome signs of improvement in the force. I pay tribute to the work of outgoing Chief Constable Iain Spittal and I wish our new Chief Constable Mike Veale every success. However, the truth is that the consequences of these historical allegations continue to damage the force’s finances: the most recent pay-out was half a million to Mark Dias, again for bullying and discrimination. More than that, they damage public trust in the force. That ongoing legacy continues to damage the situation in Cleveland today.

In an earlier intervention, I promised that I would come back to the hon. Member for Redcar about the balance of how policing is deployed across Cleveland. There is an issue about how the force allocates resources across our area. The only manned police station in East Cleveland in my constituency is in Guisborough; it is manned by a slender force of a couple of officers and a few police community support officers.

There is real angst in those communities about the fact that the 1,300 officers of Cleveland police are so under-deployed in rural East Cleveland. I am the first to accept that the problems of crime can be less apparent in rural communities, but the truth is that there is a problem of under-reporting of crime in those communities. If there is one message that I want to get out this evening, it is that if my constituents see crime, they should report it to the authorities. I hear from too many people that they simply do not have faith that Cleveland police will follow it up. That is a real concern.

Can we be clear what is being done with this settlement this afternoon? We are seeing a fundamental change in the way our police in this country are funded—moving funding from central Government to local taxpayers. My hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe) quite rightly said that what the Government have announced today is a cut in central Government funding. It is a flat cash settlement, if we look at and take into account inflation and other things.

This is the first time I have ever seen such a parade of Conservative MPs with the duo from Dorset—the hon. Members for South Dorset (Richard Drax) and for North Dorset (Simon Hoare)—saying how they welcomed the settlement, and with the remarkable statement from the hon. Member for Newton Abbot (Anne Marie Morris) that she will say on a leaflet to her constituents that she is voting to put up their taxes. It is the first time I have ever heard a Conservative MP say they were going to put up taxes, but that is what we are actually doing.

My hon. Friend the Member for Birmingham, Erdington (Jack Dromey) is correct that this is not just about what is happening now; it is about what has been happening over the past seven years. The Prime Minister’s crime sheet, when she was Home Secretary, speaks for itself: a 5% reduction in the central Government grant for policing every single year, aided and abetted by the Liberal Democrats. In Durham, that has meant 350 fewer officers and 150 fewer support officers.

Cleveland police, who share many services with the neighbouring Durham constabulary, have also seen such cuts. Does my hon. Friend agree that 500 fewer police officers—the boots on the ground—over the past seven years is intolerable?

Yes, but that is what is happening on the ground. We hear all this guff and rhetoric from the Government about how they are somehow protecting frontline policing, but it is frontline officers who we are losing, and it is frontline officers who my constituents want to see on the streets.

We are told that local people will be quite happy to have their council tax increased. The proposal is for a flat increase in the precept of £12 a year across band D properties. The Government argue that that is fair, but for Durham it is completely unfair. Durham relies on central Government grant for 75% of its funding, so because of the makeup of council tax bands for properties in Durham, a £1 increase would increase expenditure by £46 per head of population. In Thames Valley, the figure would be £60, and in Surrey, it would be nearly £90. If the system is reliant on local council tax bands, the local precept that the police and crime commissioner can raise in some areas is severely limited. The Minister said that police and crime commissioners are welcoming this. Well, they have to be, because it is the only way they will plug the funding gap that is being created by the Government.

The other thing that is unfair is how this actually falls. In Durham, for example, 55% of properties are in band A, so if the police and crime commissioner increases the precept by the maximum, which he will have to do, that will raise £2 million, £800,000 of which will come from band A properties, and just £62,000 of which will come from band H properties. That is fundamentally unfair. The system means that those who are least able to pay will end up paying more. It is no good the Minister saying that he is protecting funding, because he is pushing that on to local taxpayers and in some cases on to the poorest in our society, who cannot afford to pay.

We have been promised a review of police funding, which clearly has been kicked well into the long grass. What we have tonight is a start, because no doubt next year we will have the same: flat cash again and more being pushed on to local taxpayers, and no doubt we will be told that the police budget is increasing.

A lot of nonsense has been talked about reserves. I thought that this crime had been ditched when George Osborne left this place, because he often criticised local councils for having reserves. He made the fundamental mistake—I learnt this many years ago in local government—of mixing capital and revenue, as this lot on the Government Benches seem to do willy-nilly. The hon. Member for Dover (Charlie Elphicke) used a biblical reference, but I did not quite understand what he was talking about. Let me put the record straight on Durham. Durham has £5.7 million in general reserves, which is about 5% of the budget, so exactly what it should have.

We also have to consider earmarked reserves, which are for things that will increase efficiency. For example, Durham has another £5.6 million that it will be investing in modernising the force. In the recent period, the force has spent £10 million of its reserve paying off its pension liability, saving it some £850,000 a year. It has also had to use some reserves for the £4 million cost of the Medomsley inquiry, which is a very serious investigation that the force is undertaking. If reserves are used, they should be used cleverly and to make efficiencies. As hon. Members have said, when they are gone, they are gone. They cannot just be reinvented. What we are seeing today is a fundamental change. No doubt, the same situation will come back next year.

Let me come to counter-terrorism. It is right to put more money into counter-terrorism, but as hon. Members said, if we cut back on neighbourhood policing, that will have a direct effect on the police’s ability to counter the radicalisation that is taking place in some communities. I welcome the £50 million that is being brought forward, but I hasten to add that the request was for double that—£104 million—and I am interested to know why the Government are not meeting that requirement. I would like to know how the money is being used for regional forces. Durham, for example, has had to use some of its budget to fill the gap on the demand for counter-terrorism work. It would be interesting to hear how the £50 million will be spread across forces.

Although this is a terrible settlement, I think that my Front Benchers have given the Conservative party a great weapon to beat us with by deciding to vote against the entire settlement. The only thing that Conservative Members will use is that we voted against the £50 million for counter-terrorism. A lot of things in the settlement are fundamentally wrong for our communities. Forces such as Durham—one of the few forces that is not only outstanding, but outstanding in terms of efficiencies—have made the efficiencies that they can make and cannot cut back any more. If the settlement process continues, as I suspect it will, and each year the central Government grant is cut and more is put on local forces, places such as Durham will be completely disadvantaged. Promises have been made about reviewing the funding formula, but we are yet to see that. Without it, places such as Durham will find it more difficult to put in place not the policing that someone has arbitrarily decided is needed, but the policing that local people demand of their local police.

I pay tribute to the men and women of our police force. They do an extraordinary job and do things that many of us would not even dream of doing. In Durham, I congratulate the police and crime commissioner Ron Hogg on his leadership, as well as the chief constable, the men and women of the force on their work that they do, and the support staff behind them.

Let us be clear about what is being done: local people are being asked to pay for this increase. The Minister says that we have an increase in police funding. Yes, we have, but people will pay more tax locally. The Conservatives will vote later to increase the taxes of many poor people across the country to pay for policing. That is a fundamental change, and it is about time that the Government were honest about what they have been doing with policing and the cuts—[Interruption.] Does the Minister want to intervene?
