My hon. Friend is exactly right: levelling up is all about pockets of need, wherever they occur in this country. I know that there are many pockets in the south of England that are deprived, and it is vital to get the message out across the House that levelling up is a Union-wide concept with benefits for every corner of the country from London to Leeds right up to the north of Scotland and to the west of Wales. It is a concept with applicability wherever there is need.

Dover District Council has developed the exciting Dover Beacon bid project, which would deliver £90 million-worth of economic benefit to the town and up to 60 skilled jobs, transforming a derelict site into a new creative and digital campus and a Dover school of art and design. Does my right hon. Friend agree that this is an excellent proposal from Dover District Council, and can he confirm when a decision will be made?

It is a pleasure to serve under your chairmanship, Dr Huq, and I congratulate my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) on securing this important debate. I draw attention to my entry in the Register of Members’ Financial Interests as an unremunerated director of the not-for-profit Housing and Finance Institute, which has put forward a strong case for coastal renaissance in its “Turning the Tide” research paper.

We are an island nation, so it is somewhat surprising that so many policies, and the funding that goes with them, appear better designed to support our big cities than to support our coastal towns and villages. Coastal communities have a different design and construct from other areas. They are sometimes described as the end of the line, but in Dover and Deal we like to say, “Welcome to the beginning of Britain”. However, that end-of-the-line thinking dominates Whitehall. It is extremely damaging to the allocation of much-needed infrastructure investment, and to business, as whole swathes of business opportunities are moved to the so-called central belt in the midlands or even further north.

My constituency is the gateway to and from the European continent, and it is vital that investment in it is supported through its continued and future growth, which will benefit the country as a whole. For Dover and Deal, that means investment in the A2 upgrade, which is part of the roads investment programme, in port health and in port border infrastructure, which is the subject of a levelling-up bid from Kent County Council, and in our people through the education and skills necessary to make the most of the opportunities that have arisen since we left the European Union, and to reflect a modern, digital and creative economy. That is the subject of a second levelling-up bid, led by Dover District Council, and I commend both bids to the Minister.

In the time I have remaining, I will focus on coastal community deprivation. In the 2015 deprivation indices, more than two thirds of the 30 most deprived small areas were in coastal communities, and nine of the 10 most deprived small areas were in seaside places. Rolling forward to the snapshot of the latest available figures, which are from 2019, 25 of the 30 most deprived small areas are in coastal communities, and all of the top 10 are in our small coastal areas.

A notable feature of coastal communities is a high incidence of the private rented sector, as well as a lack of new or affordable housing. The proportion of private rented sector housing increases in a gradient across all the quartiles as the average multiple deprivation score increases. Additionally, there is a significant incidence of poor-quality housing, which has a causative effect on other indices of deprivation. Prioritising our coastal communities and their housing is essential. Policymaking needs to move on from the Victorian industrial focus and focus on our modern age.

I congratulate the hon. Member for Cities of London and Westminster (Nickie Aiken) on securing the debate and on her opening speech, which set out the issues really well. We have also had excellent speeches from my hon. Friends the Members for York Central (Rachael Maskell) and for Westminster North (Ms Buck). What has been noticeable, as we have just heard, is the consensus here. We may be small in number, but we all recognise the issue and we all recognise that it needs to be tackled. The fact that there are not many people in the Chamber may be because it is not a controversial proposal.

Britain is a fantastic country, with a wealth of exciting places to visit: our remarkable cultural heritage; our world-class attractions and events; our incredible scenery; our coastal towns and vibrant cities, and our amazing capital city. But the tourism sector has really suffered as a result of the pandemic, and its recovery has been much slower than other sectors. VisitBritain found that the UK’s tourism sector lost a total of £146 billion over 2020 and 2021—around £200 million per day.

The tourism sector in the UK is recovering at a slower rate than that in Europe and the USA. We have tourism recovery plan targets and a review of destination management organisations gathering dust on the shelf. Despite that, we know that we will recover. People are already returning to big events. In Manchester, last week, we had one of our biggest weekends ever, with lots of huge events around the city, with hotel rooms packed, bars packed, and Airbnbs packed. The inbound tourist trade is picking up as well. Domestic or tourist visitors want somewhere affordable and convenient to stay. Short-term lets have helped many people to do this, encouraging people to holiday domestically in the UK and housing people from abroad. That is generally good, notwithstanding the difficulties for some hotel operators that were identified by the hon. Member for Edinburgh East (Tommy Sheppard). We want those holidays, those visits and those day trips to continue and to grow.

However, short-term letting is only a good thing if it is sustainable and strengthens, rather than weakens, communities. As we have heard today, in many places, housing supply, local services, safety and wellbeing are affected by the trend towards short-term lets. Properly managed, short-term lets can have real benefits: they can increase housing options, especially at peak times —I have used Airbnb for Labour party conference accommodation, so I know how it can add capacity when all the hotels are packed out for conferences—they can ensure that empty rooms can be used efficiently and they give people an opportunity to make a little extra money.

A residential property that is being used for Airbnb, however—I use Airbnb as a kind of shorthand, but it is the clearly the market leader in this area—can cause the kinds of issues for residents that we have heard articulated so well today, and can take that property out of the residential housing market.

The hon. Gentleman mentions Airbnb. In the town of Deal, which I represent, there is a particular problem of Airbnbs that are not registered. Does he agree that having a registration system for Airbnbs would be a sensible move to protect coastal communities and tourism in areas such as mine?

It is a pleasure to serve under your chairmanship, Mr Betts, and to speak on this important topic, which is very close to my heart. I draw attention to my entry in the Register of Members’ Financial Interests. In Dover and Deal, as in so many other constituencies, there have been good developments and downright awful developments. That needs to change. There needs to be an end to shoddy homes and poor customer service when buying a new home.

Before I became an MP, I was asked, as an independent expert in this area, to lead the practical work of designing, developing and then implementing major new reforms to provide those better standards and improved consumer redress for new homes. Those reforms consist of a new quasi-regulator, the New Homes Quality Board, which I chair, as set out in my entry in the register. It is a wholly independent, not-for-profit body. Under its constitution, builders and warrantee providers taken together can never form a majority on it. Consumer representation on the board is provided by Citizens Advice, and by an active consumer engagement panel, which is structured into its core design.

The New Homes Quality Board holds a register of developers. There is a new homes ombudsman to provide consumer redress, free to consumers, and a new code to set out much-needed standards and principles for developers, as we have heard today. Indeed, the new code, which it took nearly five years to develop, is so extensive and far-reaching that one major developer has said that its change management programme involves in excess of 40,000 changes to its business.

A full public consultation was carried out on the code, which I hope will go some way to meeting the concerns expressed by right hon. and hon. Members, but there are appalling situations. It may not surprise my hon. Friend the Member for Wantage (David Johnston), given his experience, to hear that in the consultation, only 4% of new home buyers said that they thought that developers met all the fundamental principles set out in the new code, so 96% of industry clearly has more to do.

This is such important work that I am determined to see it through to its final operational launch in the coming weeks before I step back and hand over to my successor. It is, and has always been, cross-party work—indeed, cross-governmental work by the Administrations in England, Scotland, Wales and Northern Ireland. It started with the vital leadership of the all-party parliamentary group for excellence in the built environment. I am delighted that the Minister is present, and is shepherding in these far-reaching reforms through the Building Safety Bill and other measures, as he was the chair of the APPG, which set out the problems and solutions for new homes, including the need for a new homes ombudsman. That was in addition to your vital work, Mr Betts, in leading the Levelling Up, Housing and Communities Committee for many years.

On ensuring that a house is right the first time, the code specifies that a home must be complete. It prevents customers from being paid to move into an incomplete and shoddy home. It may sound absurd, but that was what was happening. People were paid to move into a house of two bathrooms and four bedrooms, say, where only one bathroom was working. Perhaps even the plumbing was not finished. The homeowner would have the job of their life trying to get things fixed after they had moved in and the builder had moved out.

It is also a requirement of the new code that the home meets all building safety, environmental and similar regulations. My hon. Friend the Member for Wantage and my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) are quite right that building green homes and warm homes is central to building good homes. I am sure that the Minister has heard about environmental standards in the context of the upcoming planning reform. I hope that he will also consider the importance of water sustainability to the wider community architecture of cities, towns and villages in reducing and preventing flooding, and promoting better, sustainable water usage.

The establishment of the new building safety regulator is essential, because some of the safety situations for new homes have been shocking—none more so than that faced by my constituents in Sholden, where fire breaks were supposed to be in place but were not. Some of my constituents are still waiting to receive safety certificates, which they need in order to sell their homes, as well as for peace of mind in their home every day.

Finally, the new code requires builders to have an effective and standardised aftercare service. There will be fixed timeframes, as my hon. Friend the Member for Wantage recommended. The backstop to all of that is an independent new homes ombudsman service. Following a competitive, open procurement process over many months, the Dispute Service was chosen as a preferred new homes ombudsman partner. It has an impressive record across the four nations of the UK. All the arrangements will be paid for by the house building industry and access to the new homes ombudsman will be free to consumers. I hope that will begin to make a significant difference as we move forward.

I hope that, in the time available, I have given a flavour of the significant and necessary changes under way. If those changes do not go far enough, the Minister will find himself on a continuing journey with me to press for further change. Change is urgently needed, for home is where the heart is, and a person’s home is their castle.

Council Tax: Government’s Proposed Increase

In my constituency, I have two local authorities—Dover District Council and Kent County Council. I have been working closely on the ground with both councils during the pandemic. The response by the council officers has been absolutely outstanding, particularly the senior team in Dover, led by Nadeem Aziz, Roger Walton, Tim Ingleton and Brinley Hill, together with our dedicated Conservative leaders, Councillor Trevor Bartlett of Dover and Councillor Roger Gough of Kent.

Reliance on local government has never been stronger. That is why it has been so right to ensure that it has the financial and resource support to deliver on the ground. Undoubtedly, there are financial challenges at this time both nationally and locally, but there is no doubt whatsoever that the scale of funding and support to the councils in my area makes a real difference. For Dover and for Kent, the scale of financial support from Government has been immense—getting on for £100 million in covid additional funding alone. The Conservatives’ support and funding will keep down council tax bills. My area has a strong tourism and hospitality sector. We have received £48 million in business grants and business rates relief. We are set better for the future, with a £3.2 million award for future high streets funding.

In addition to managing the pandemic, the councils in my area have two big expenditure items to fund and deliver, which cost more for every council tax payer because of the Opposition’s failure to support sensible, Conservative policies. These items are social care and illegal migration. Kent County Council has calculated that it has a funding hole in its reserves of over £24 million directly related to the cumulative costs of illegal entry into our country, whether through the small boats route or lorries coming into Dover. This is in addition to local policing and other costs.

If the Opposition want to reduce the tax impact for people in my constituency from illegal migration, I expect them to fully support the Conservative Government’s changes to bring in fair migration, tackle illegal migration and enable returns. If they do not, then they simply show that not only do Labour councils cost you more, but the Labour Opposition want to cost you more, too. Only a Conservative Government are committed to both doing the right thing and costing you less.

It is a shame that the hon. Gentleman makes party political points without understanding the facts, because no Minister in my Department has ignored the advice of their officials. The Department produced a robust process, which was followed by myself and any other Minister in the Department, so he should be careful before making wild and false accusations.

For years, some water companies and Ofwat have failed to get a grip on repeated sewage and water flooding, including in the historic town of Deal. As a result, planning objections are mounting against the delivery of much-needed and wanted local homes. Will my right hon. Friend consider what more can be done to ensure that additional planned housing delivery can be matched by additional planned capacity in water, electricity and broadband utilities?

I am obliged to my hon. Friend. She is a doughty campaigner for her constituents in Dover, and particularly, in this case, in Deal. She will know that the national planning policy framework makes it clear that local authorities should make provision for infrastructure, including water supply and energy, through their strategic planning authorities. As to what further we can do, our White Paper on planning reform proposes an infrastructure levy that will get that sort of infrastructure that she refers to in place at the get-go so that communities get not just the housing they need but the infrastructure to go with it.

I draw the House’s attention to my entry in the Register of Members’ Financial Interests. I welcome the steps outlined to progress the building safety regulator and the progress that has been made to remediate the majority of the social housing properties. With continuing progress in the private sector, I share the desire expressed that all such properties are made safe and secure as quickly as possible. Will my right hon. Friend confirm that all those involved in building and maintenance of housing will be required to meet the important reforms of new building safety systems that he has outlined today?

Yes, I certainly can. I also draw attention to the fact that my hon. Friend has taken forward our new homes ombudsman. I will bring forward legislation in due course to put that on a statutory footing, so that developers are held to account and there is a proper redress system for those purchasing properties.
