To ask the Secretary of State for Education, how many and what proportion of pupils in (a) secondary and (b) primary education were in (i) independent and (ii) state schools per local authority in England in each year since 2010.

As education is a devolved matter, the department only holds this information for schools in England. The department publishes annual figures on the number of pupils in different types of schools in England, which is accessible at: https://explore-education-statistics.service.gov.uk/find-statistics/school-pupils-and-their-characteristics/2022-23.

Additionally, the department publishes data which shows the number of pupils in state-funded primary and secondary schools in each local authority from January 2016 to January 2023, which is accessible here: https://explore-education-statistics.service.gov.uk/data-tables/permalink/b8a00d3a-301f-4997-e472-08dc32b112d8.

The publication does not distinguish between primary and secondary independent schools. However, a broad definition based on the age range of the pupils catered for can be applied.

Under the Public Sector Equality Duty, all public authorities, including government departments, are required by law to ensure that they have due regard to certain equality considerations when carrying out their functions. While equality impact assessments may be produced, there is no legal requirement for duty assessments to be recorded in a specific format.

The department promotes awareness of the requirements of the Duty and how to comply with them. The department does not collect statistics on the number of assessments made. Therefore, the information requested is not available.

The department does not hold information about pupils’ height. The Office for Health Improvement and Monitoring within the Department of Health and Social Care are responsible for carrying out the school height and weight checks. The attached spreadsheet contains information from the January school census on the number of pupils in England in reception and year six by ethnic group from the 2006/07 to 2022/23 academic years. The department does not hold data for 2005/06.

Tables containing the data requested has been emailed to my hon. Friend, the Member for Harborough, via his parliamentary office. This is due to the file size of the attachments.

The tables contain numbers and percentages indicating the ethnicity of pupils at primary and secondary state-funded mainstream schools in England from 2006/07 to 2022/23. The data is based on the January school census in each academic year.

Note that school unique reference numbers (URNs) may change over time; for example, where a school becomes an academy. Information on links between schools’ current and prior legal identities is available via the Get Information About Schools (GIAS) website at: https://www.get-information-schools.service.gov.uk/.

Until January 2018 the department only collected data on ethnicity for pupils of compulsory school age and above. Figures from January 2018 include pupils of all ages.

Notes on the tables:

  • Ethnicity of pupils at state-funded primary and secondary schools in England 2006/07 to 2022/23.
  • Source: linked January school census data from the pupil data repository.
  • Figures may not match published figures exactly. A small number of pupil records are removed for reasons of strict confidentiality. School phase type may differ in the published data for a very small number of schools.

To ask the Secretary of State for Education, how many and what proportion of pupils are in independent special schools; and of that total how many pupils are in independent schools whose fees are not paid by a local authority.

A total of 23,570 pupils attended independent special schools in England in 2022/23. This is 0.26% of the 9,073,832 pupils in England that year. There are a high proportion of pupils with Education, Health and Care (EHC) plans attending independent schools. There were 21,943 pupils at independent special schools in England in 2022/23 who had a EHC plan. The Department does not hold data on how many of the pupils attending independent schools have fees that are not paid by a local authority.

To ask the Secretary of State for Education, how much the Department spent on unconscious bias training in each of the last five years.

The Department pays an annual subscription cost to Civil Service Learning, which includes access to a large number of e-learning packages at no charge. This includes Unconscious Bias e-learning.

In 2018/19, the Department’s HR records show a spend of £92,500 on face to face Unconscious Bias training.

The figure provided does not include spending on Unconscious Bias training which may have been arranged by Department local business areas via the Civil Service wide offer or via local procurement routes.
