I can only admire the hon. Lady’s ingenuity in crowbarring a point about Virgin rail into a question about road transport emissions. Obviously the rail Minister, my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), is better placed to answer that, but let me draw her attention to the work that we are doing through the cycling and walking investment strategy on improving the links between rail and cycling.9

An important element of the Bill is the availability of journey planning information about bus services. The clause will facilitate the provision to passengers of information about timetables, fares, routes and tickets, and live information about bus arrival times. This is one of the most exciting parts of the Bill.

Amendment 12 will allow the Secretary of State to make regulations requiring all local transport authorities, rather than just those that are franchising authorities, to provide prescribed information about local bus services. Our overall policy intention is still for operators to be responsible for providing route, timetable, fares, tickets and real-time information. However, during the development and drafting of the Bill, our discussions with operators and local authority representatives highlighted that current practices in the industry mean that local authorities rather than operators often hold the relevant information. That is particularly the case in respect of real-time information.

Historically, local authorities invested in real-time information systems, including the equipment fitted to the vehicles. In those cases, it will be important to require local authorities rather than operators to provide the relevant information. Without the amendment, there is a risk that the amount of real-time information available to passengers reduces in future because operators cannot provide the information held by the authority. To ensure that there is no degradation in the level of service available to passengers, we will amend the clause so that real-time information may be required from the local authority if it owns the real-time system. The intention is for that to be a short-term measure while appropriate processes and procedures are put in place to enable the obligation to be passed to operators.

Stakeholders have stressed the importance of two existing datasets currently maintained by local authorities, which accurately and uniquely describe and locate all bus stops in a common format. Those datasets are fundamental to the production of meaningful journey planning information for passengers. However, they are currently maintained by local authorities on a voluntary basis. Should it become necessary to put the ongoing maintenance of the datasets on to a statutory footing, amendments 13 and 14, in conjunction with amendment 12, will ensure that regulations could be made requiring information about stopping places to be provided and maintained by local transport authorities or operators.

The Secretary of State must consult with local authority operators and passenger representatives before making such regulations, and any impacts of new requirements will be assessed before implementation. The regulations are also subject to the affirmative procedure, so Parliament will be able to debate the detail of the final regulations.

The amendments are necessary to ensure that the level of information currently available to passengers is not reduced in the transition to the new open data arrangements, and to secure the maintenance of the datasets that are fundamental to all open data requirements. We are seeking to make information available from which app developers can produce products that offer a service outside London that will be comparable to that which is available inside London. We are not thinking of developing such a measure within the Department, but thinking of making it available so that entrepreneurs can pick it up, run with it and create exciting products.

I do not know who said it, the context or to whom they said it. As a general principle, I suggest that constructive engagement and partnership is part of the way forward. People need to find their appropriate personal language that will help that to be achieved.

The Minister has been most generous in taking interventions. It is great to serve under your chairmanship, Mr Owen. Before he took the intervention from my hon. Friend, the Minister said that there is protection for small and medium-sized companies in the Bill. Will that cover companies such as Hornsby Travel, which has celebrated 100 years as a small family business doing excellent work in my constituency and the north Lincolnshire area, and is concerned about the impact of franchising on its capital, stock and drivers?

That protection would certainly encompass companies such as the hon. Gentleman describes. In many parts of the country there are excellent family-owned businesses that have been serving their communities for a long time with high-quality product and are much liked by their customers. I see them as having a significant role in the bus industry, whichever regulatory model is chosen by local authorities on a local basis. I most certainly do see that as part of the picture. That concludes everything I have to say on Government amendment 5.

I imagine that there is a strong case for that. We are waiting to see what Transport for the North has to say about northern powerhouse rail, but I will be surprised if Bradford does not feature in those plans.

I support the hon. Member for Cleethorpes (Martin Vickers) in raising the issue of Vivergo Fuels and the danger that the 2% crop cap may pose to an important local business. Will the Minister meet MPs of all parties from the region to consider the matter before determining what to do?

I have had meetings about that. I know how closely the hon. Gentleman has worked with colleagues from across the House to promote the interests of his constituents and others. I will happily have more meetings. It is a challenging matter, but we must get it right. The hon. Ninety-five per cent. of the steel used on our railways already comes from Scunthorpe, and that is a key part of all of our procurement. We want to see British steel used in our transport infrastructure, and Scunthorpe will of course play a key part in that.

I do indeed know how beautiful rural Wales is, and my hon. Friend is right to stress the importance of good connections to the tourism industry. I, too, wonder what I could do to press the Welsh Government. Perhaps we could simply highlight to the people of Wales the greater priority placed on investment in infrastructure by Conservative Governments.

T3. I welcome the Minister’s positive comments about the quality of British steel, and the fact that 95% of steel in rail is UK steel. Does he believe that that record will be matched by the steel used for HS2?

Absolutely, but that does not apply only to the steel industry. I believe that HS2 is a great engineering project for the United Kingdom, and I was pleased to note a substantial British presence in the first set of contracts that we announced this week. I have made it very clear that the firms that hope to participate in this project should expect to leave a skills and expertise footprint behind in the United Kingdom, and that those that fail to do so should not expect to find themselves at the front of the queue when it comes to contracting.

I absolutely understand how strongly people in Thanet feel about the future of Manston. I know how controversial it is, and has been. I can simply say to my hon. Friend that this Government would be perfectly supportive of proposals to develop a freight hub at Manston, but I am afraid that that has to be a matter for the local community, the owners and the local authority, and I hope that they reach the right decision in the interest of the nation.

The expansion will use 370,000 tonnes of steel and Heathrow has committed to using UK steel. Whatever the decision on airport infrastructure, what will the Secretary of State do to ensure that UK steel is used in any expansion?

I am an unashamed champion of this country’s businesses and of what we do as a nation to give them the best possible opportunities. While we are an outward-facing nation and will always do business with companies from around the world, it is right and proper that we champion organisations that deliver in this country, such as our steelmakers. I am proud that our railways use almost entirely British steel and want British steel to be used in all our major infrastructure projects.

We are seeing unprecedented growth in rail traffic and transport. Importantly, the Government have matched that by increasing the investment for Network Rail over the next control period. Some of the improvement that my hon. Friend talks about needs to take place. I say to my hon. Friends, however, that there will be disruption while some of this improvement is taking place. Sometimes that will be because of the train operating companies, but sometimes it will be because of the failure of previous Governments to invest properly in the railways and upgrade them.

There is unlikely to be much UK steel used in the train contract that has just been awarded to the Spanish. What can the Government do to use franchising and other measures to ensure that their new procurement guidelines, which are a big step in the right direction, begin to have some purchase to ensure that steel content is included in such contracts?

First and foremost, I would point out to the hon. Gentleman the amount of money that is spent by Network Rail in purchasing steel from his constituency or thereabouts. That is an important movement in the right place. It would have been a bigger betrayal to the people of the north had we not said that we need new rolling stock to replace the Pacers. I am pleased that the Government will replace the Pacers. The very fact that our train builders in this country—Bombardier and Hitachi—are busy is because of the record investment the Government are putting into the railways.

I do not want to see any downgrading of our electrification programme. In the last five years we electrified some 50 miles, which compares favourably with the 10 miles managed in the 13 years of the last Labour Government. The electrification programme is a very big and ambitious programme and I want to see it delivered.

Any delays to the Network Rail infrastructure programme are a concern to those in the rail supply chain, including Tata Steel in Scunthorpe. Does the Secretary of State agree that essential track maintenance and renewal must go ahead in a way that does not affect the supply chain and threaten jobs?

The enhancement of the railways is important for the supply sector, but it is also important that that sector is competitive and provides Network Rail with competitive rates. We are all keen to see that. I point out to the hon. Gentleman that there will be a £39 billion programme of rail investment over the next five years. We are also looking at investment in High Speed 2 and, so far as railway track is concerned, we are looking at investment in Crossrail, too.

It’s the way the hon. Lady tells them. It is not 850 miles of electrification, but 889 miles—as opposed to the 10 miles delivered in the previous 13 years of supposedly record economic growth. I know that the hon. Lady is a frequent traveller from Nottingham station, which has benefited, of course, from £100 million-worth of investment under this Government. We will take no lessons from her.

It says here that strategic roads play a key part in driving economic growth in my Lincolnshire constituency and elsewhere. Most of the north-south roads in Lincolnshire are the responsibility of the local highways authorities. Nevertheless, equipped with our new statutory authority to ensure that route strategies are consistent and coherent with our national road strategy, I will make certain that my Department works with them and the local enterprise partnership to deliver optimal improvements. By the way, I think a meeting between the hon. Gentleman and me might serve that purpose.

I thank the Minister for his reply. I welcome his offer to meet me and other hon. Members from northern Lincolnshire to discuss the nature of the A15, which is a significant link from the developments on the Humber port down to Lincoln. It is a neglected road. The road system south of Lincoln is good; it is this bit of road that really needs looking at. I welcome the Minister’s offer and look forward to taking him up on it.

I know the road well and I think there is a case for further improvements on the A15, A16 and A17 in Lincolnshire. Of course, the A15 is Ermine street, a Roman road. It seems to me we should be no less ambitious for our world than the Romans were for theirs.

One of the things I am not responsible for—I do not think any member of the Government is—is the fixture list of football clubs. Perhaps they need to answer the question why some of the fixtures are so far apart in the country at a time when, as has been the case for many a year, there is no rail operation because of engineering work on the lines. My hon. Friend makes an interesting point about what should change in the considerations. I do not think football fixtures will be at the top of the priorities, but obviously we should take an interest.

My constituents have been contacting me, concerned about the squeeze on their living standards from a 20% increase in rail fares since 2010. How can the Secretary of State make sure that there is no repeat of the chaos and that rail passengers get the service that they are more than paying for?

I do not know if that is a spending commitment that will be matched by those on the Opposition Front Bench. It is no good complaining about the level of investment taking place and then saying that somehow there is a bigger pot of money available to subsidise or support the rail industry. That is just not practicable.
