T5. Can the Minister confirm that the last Government looked at all the alternatives to our continuous at-sea nuclear deterrent, and that none offered the protection that we need? Does he agree with the two former Labour Defence Secretaries who have said that it is “self-evident that a British nuclear deterrent will be essential to our security for decades to come”?

I can confirm to my hon. Friend that in 2013 the Trident alternatives review concluded that no alternative system was as stable, capable or cost-effective as the current Trident-based deterrent. There is no alternative. The part-time deterrents and half-baked measures currently being suggested by some Labour Members could be ruthlessly exploited by our adversaries and would present a real danger to the safety and security of the United Kingdom.

Only the Scottish National party could regard £859 million as somehow half-hearted. We will finalise the design of the ships shortly, but we have to make sure that we get good value for taxpayer pounds.

The Government are honouring their pledges under the covenant and encouraging wider society to think about its contribution. The Secretary of State has written to the chief executive of every company in the FTSE 350 asking them to consider what they might do better to support our armed forces community, including by signing a corporate covenant.

The demands of service life can impose obstacles for personnel, for example in credit ratings, mortgages and even mobile phone contracts. We are taking forward work to combat commercial disadvantage as a priority.

I am keen for companies in my part of north Yorkshire to sign up to the corporate covenant. Can the Minister update the House on what plans he has to extend the scheme across the country?

As I mentioned, the Secretary of State has already written to the chief executives of the 350 largest companies, but the House could do worse than follow the example set by my hon. Friend who is, I know, a champion of the armed forces in his constituency. In light of that, I intend to write to all hon. Members to offer them an information pack and to encourage them to engage with companies in their constituencies, so that we can extend the corporate covenant across the UK.

I wish I could guarantee that it will not plummet any further, but I strongly suspect that this has been a long-standing problem. I am pleased to say that the Government take it seriously, which is why we are doing the many things that we are doing precisely to address those issues.

If the hon. Gentleman was in the Chamber and listening to my earlier response to the Member for Ogmore (Huw Irranca-Davies), he will have heard that there was a single example of a penalty for late payment out of 4 million transactions last year. Where is the evidence to substantiate the allegation made by the hon. Member for Sefton Central (Bill Esterson)?

Discussions have been extensive, as my hon. Friend would expect. The December Council summit is very important and I am pleased to say that we have been leading like-minded partner nations in the debate to set the agenda, which will be very much about capability and complementarity with NATO. It will most certainly not be about laying down more concrete, which is a prerogative of sovereign states, or, indeed, instituting more command wiring diagrams, which has absolutely nothing to do with our collective security and defence, and everything to do with the misguided political nostrum of ever-closer union.

My hon. Friend and I met and discussed that last month. As he knows, I am keen to see the site for myself. We have a use for a training camp in that area, and wish to retain the training area adjacent to both barracks. From what I understand, the Claro site is a better, more modern site, and the Deverell site might be more suitable for redevelopment. However, we will work through that with my hon. Friend and the local authority.

As a fellow north Yorkshire MP, I share the concern of my hon. Friend the Member for Skipton and Ripon (Julian Smith) with regard to Ripon, but will the Minister shed light on the future of the RAF Church Fenton site, which is to close by the end of this year? Are there plans to sell the site off or to use it for other military purposes? If so, what is the likely time scale?

I am slightly uncertain of the exact details on Church Fenton. If I may, I will write to my hon. Friend with the detail, but I understand that we intend to dispose of the site when it is entirely vacated.
