13. What estimate his Department has made of the cost to the public purse up to 2050 of limiting the use of biomass in the decarbonisation of the UK’s energy system.

That is a very important question. We are one of the world leaders in promoting international climate finance, and we very much support this fund. It has taken a while to get together to finalise the arrangements. Some real progress has been made in recent weeks, at long last. We hope that countries will start pledging to the fund at United Nations Secretary-General Ban Ki-moon’s summit in November or at the UN framework convention on climate change talks in Lima in December. It is also important that we have private climate finance. Only last week, the Minister of State, my right hon. Friend the Member for Bexhill and Battle (Gregory Barker), brought together many people to ensure that there is private money to help to get to the $100 billion target.

With one of the potential investors unfortunately walking away from negotiations over our last remaining deep mines, will the Minister update the House on what he is doing to assist in finding replacement investment for UK Coal that will give workers at Kellingley colliery in my constituency the chance of a more secure future?

I say to the hon. Gentleman what I said to the previous questioner who raised this. We are looking at all these matters and we are working across Government—with the Department for Work and Pensions, the Department for Communities and Local Government, the Treasury and the Department of Health—on our fuel strategy, because it touches on all areas of government: benefits, health services, flu jabs and a whole range of issues that need to be looked at. I am not going to prejudge the publication of that strategy.

T3. The Secretary of State stated in the Yorkshire Post on 14 February that he expects Eggborough power station to remain open, even if it does not obtain his support for converting from coal to biomass. Will he explain his Department’s detailed analysis, specific to Eggborough, that leads to that conclusion? I appreciate he might not be able to do that in the time allowed here, so will he—not just his officials—meet me and representatives from Eggborough to discuss that detailed analysis as a matter of urgency?

I will make some progress and then I will give way.
On energy efficiency, the energy company obligation—which the hon. Member for Brighton, Pavilion said is not working—has already helped 216,000 households this year alone, and we expect many more people to benefit from that by the end of the year. I have explained how well the green deal is going with 85,000 assessments already made.
When the Government talk about switching, the Labour party pooh-pooh it, saying, “That’s not the way to do it. Switching isn’t so important.” However, let us look at the facts on switching. uSwitch shows that, between 1 November 2012 and 31 April 2013, people who switched any supplier for both gas and electricity saved an average of £294, which is far more than they would save from the energy freeze offered by Labour.

Does the Secretary of State agree with my constituent, Nick Jones, who wrote to me on Friday—I have never met or spoken to him—about the Prime Minister’s advice on switching? He saved £611 a year on his gas and electricity costs. He was prompted to look at his phone costs and saved a further £230. He said:
“I can only say a big thank you to the Prime Minister for his advice and giving me the confidence to take this step and make a saving of £841 per year to my family’s budget.”
Is not switching a better approach than trying to fix the market, which is the mad-cap scheme proposed by the Opposition?

My hon. Friend is absolutely spot on. As the uSwitch figures show, there are big savings to be made. Interestingly, the right hon. Member for Don Valley says that switching is not enough and talks down switching and the opportunity of millions of people in our country to make big savings. She should be ashamed.
We are pushing switching very, very hard. The evidence is that switching is growing fast, as described by my hon. Friend the Member for Selby and Ainsty (Nigel Adams). Let me give the House one further piece of evidence. First Utility has increased its customer numbers by 57% from the beginning of October. People are switching in larger numbers. They are moving away from Labour’s big six to the coalition’s competition.

We are doing things about it. Not only are we promoting competition and urging people who are unhappy with suppliers such as British Gas to change and choose others—there are plenty out there, thanks to this and not the hon. Gentleman’s Government—but we are also making sure that the energy companies are more transparent. I urge British Gas to publish and be more transparent about the increased policy costs that it is blaming for these bill rises. We have looked at its initial figures and question whether the policy costs, which it claims are putting up the bill, are the root cause.

Given the importance that the Minister has placed on converting coal-fired power stations to biomass, including the plans for those in Drax and Eggborough in my constituency, and also in the light of National Grid’s winter outlook report, which states that capacity reserves could be as low as 5%, will he update the House on the progress of those two strategically important projects?

I am interested in the hon. Gentleman’s question. As I understand it, Siemens tends to be a manufacturer of turbines as opposed to a developer or a generator. It is the generators that will receive contracts for difference. If Siemens is involved in a consortium and is generating, it will receive the CFDs that will have their prices set administratively following the current consultation by National Grid—a point that will also be relevant if it is involved in and wins an auction post 2017.

Earlier this month Selby district council’s planning committee voted unanimously to reject a seven-turbine wind farm at Bishopwood near Selby. In his response to the Department’s call for evidence on wind energy, will the Secretary of State be backing localism or will he impose these unwanted schemes on local communities even when they have rejected them?

The hon. Gentleman should realise that the call for evidence is focused on how local communities benefit. It is not about reforming the planning system, which is obviously the responsibility of my right hon. Friend the Secretary of State for Communities and Local Government, although the overall thrust of our policies in this coalition Government is to empower local communities, because we have a strong localist agenda.
