I join the hon. Gentleman in paying tribute to Lord Frank Field’s campaigning. It is the case that over the past couple of years, we have provided more than £108 billion-worth of support with the cost of living, including extra cost of living payments of £900 last year. The effect of all that is that 1.1 million fewer people are living in absolute poverty than when the Conservatives came to office.

Last week we had the Finance Bill, and in it I noticed a reduction in capital gains tax from 28% to 24% on residential properties to try to turbo-boost the residential market. Will that apply retrospectively, so that hypothetically, if a Labour Front Bencher owed capital gains tax, they would benefit from this Conservative tax cut?

T2.   Last year, the Government trialled their emergency alerts system. This summer, I had the joy of going to South Korea. Unfortunately, I was caught up in the typhoon, but there were many such alerts telling people where roads were closed or flooded. Recently in Leicestershire, the likes of Shenton and Witherley came under the cosh of flooding, and my constituents are wondering whether the alert system could be used for something like this, as the Government website states that it can.

6. What assessment he has made of the effectiveness of the national emergency test on 23 April 2023.

Last month’s UK-wide emergency alert was the largest simultaneous public message in British history. We reached 93% of eligible phones in the country within three minutes of the test alert being sent from Cobra. The system is now fully operable in the event of a real emergency and is a vital tool in our toolkit to keep people safe.

I congratulate the Department on conducting a test. What will happen with the 7% who were not reached? Will there be a follow-up test? My right hon. Friend says that the system is fully functional. What kind of things will these tests be used for in the future? Will it be regional, national or local emergencies?

I am happy to look into the points that the hon. Gentleman raises. The standards of transparency in this country—and indeed, that have been introduced under this Government—are some of the highest in the world, but I will look into that.

I welcome the Government’s commitment to having move civil servants outside London. Leicestershire is a perfect place for the Department for Environment, Food and Rural Affairs; we have a rural community, with big farming and concern for the environment. I would be surprised—amazed, actually—if Ministers had not heard about the campaign by my hon. Friend the Member for Rutland and Melton (Alicia Kearns) to bring DEFRA right to the heart of England. Is that something the Cabinet Office would support?

I will make some progress. I may come back to the right hon. Gentleman later, but I have already given way to him twice.

I know that some Members are concerned that we have not named Huawei on the face of the Bill and that our approach could be reversed in years to come. I want to reassure those Members on a number of fronts. We have not chosen to name Huawei for two compelling practical reasons. First, as we discussed, this Bill is designed to tackle not only the Huaweis of today but the Huaweis of tomorrow, wherever they come from. It needs to be flexible enough to cover future threats and not tie our hands by limiting our response to one company and one company alone. Secondly—this is the most crucial point—making reference to any one company would create a hybrid Bill, dramatically slowing the passage of the Bill and therefore our ability to combat all high-risk vendors, including Huawei.

However, as a concrete sign of our commitment to tackling the national security risks posed by Huawei, I can confirm today that we are going further in two significant ways. First—I hope Members will have had a chance to see this—we have published an illustrative designation notice and an illustrative designated vendor direction to demonstrate how the Bill’s powers in relation to a high-risk vendor could be exercised. Given the level of concern in this House and in the other place about Huawei’s role in 5G infrastructure, these illustrative drafts name Huawei explicitly, clarifying our position beyond doubt, and set out a clear pathway to the reduction and removal of its equipment.

Does the Secretary of State believe that taking out companies such as Huawei may damage the economic impact, and what assessment has he made about making sure that we are at the forefront of growing 5G network in the UK?
