Thank you, Madam Deputy Speaker, for calling me to speak in this momentous debate for the young people of Scotland. I am often referred to as a young person in debates such as this because I am the youngest MP in Parliament. I feel increasingly fraudulent about that claim, however, as I must be—now in my 30s—the oldest youngest MP for quite some time! I continue to appreciate being referred to as a young person. [Interruption.] I thank hon. Members for saying that I do not look my age—and I am glad that that will now be on the record for eternity.

Today’s order will devolve the control of the franchise of the Scottish Parliament to its rightful place—the Scottish Parliament. It seems ludicrous now that that was not done at its establishment. There appears to be a consensus among the parties represented in the Scottish Parliament that the voting age should be lowered to 16. Even the Tory leader Ruth Davidson, who had previously said that she was opposed to this move has reportedly, like many others, changed her view. She said that her referendum experience of young voters had changed her mind. I look forward to her Westminster colleagues following suit. Many others previously unsure about the move to lower the voting age now concede that there is no going back after the referendum in Scotland, where we saw our young people thoughtfully and passionately engage in the debate on the future of their country.

As I say, there has been consensus, but I was disappointed by the tone adopted by the hon. Members for Moray (Angus Robertson) and, in an intervention, for Perth and North Perthshire (Pete Wishart). They seemed to be trying to seek divisions in the debate when there is cross-party support for the devolution of the power and for votes at 16 in elections for the Scottish Parliament. At the time, some did not agree that young people of 16 or 17 in Scotland should have the vote in the referendum. There will be some examples of that, of course, but my overwhelming recollections of the debate and the conversations people were having at the time was that there was support for votes at 16. There was, however, strong scepticism—even from myself, a long-term supporter of votes at 16—about the SNP’s view that the power should be devolved for the purpose of the referendum when they had not called for the franchise to be devolved previously.

The hon. Lady is, of course, right about the consensus: we all agree on all this. Surely, however, she could bring herself to acknowledge the fact that it was the Scottish Government who introduced this measure. No Labour Members have mentioned the role of the Scottish Government, and they seem reluctant to say that it was the SNP Scottish Government who introduced votes for 16 and 17-year-olds first.

I welcomed it at the time, and I congratulated the Scottish Government on it. I am happy to do so again tonight, but it was not done on their own—there was cross-party support for it at the time. I welcome the fact that they did it, but there is this overwhelming scepticism about why it had not happened in the past and that over the years of the SNP Government they had not once asked for the devolution of the franchise and the ability to lower the vote to 16. I was disappointed that it took them so long. However, I am happy that the franchise is to be devolved, and that it is the policy of my party to allow votes for 16-year-olds throughout the United Kingdom and not just in Scotland.

Let me say a little about my career before I entered the House. As some may know, I was a Member of the Scottish Youth Parliament. At that time, “Votes at 16” was a big campaign. I was very much a part of that campaign, along with the rest of the Youth Parliament, and I am still a keen campaigner today. I remember visiting for the first time, as a Member of the Youth Parliament, a class of 16 and 17-year-olds—who were not much younger than I was—at Calderhead school in Shotts, which is still my constituency. I clearly recall that, when I asked those young people whether they wanted the vote, most of them said that they did not. I have had the same experience several times since, as a Member of the Scottish Youth Parliament and also as a Member of this Parliament.

Those young people told me that they did not think they knew enough about politics and current affairs to make the decision, and also felt that many of their peers would not take it seriously. I pointed out to them that I knew people of every age who that might apply to, and that no one was suggesting that 40 and 50-year-olds should not be able to vote on political issues, or should be subjected to a competence test before being able to do so—and neither should we suggest that. People of all ages should be able to use their knowledge and experience of life to choose who they want to represent them, and in my view 16 and 17-year-olds are no less capable of doing that than those aged 18 and over.

Some people—and I have heard it in this place—use such anecdotes and polls that show that young people do not want the vote at 16 and 17 to say that they should not be given the vote. I would argue that the level of self-awareness among these young people, and their readiness to research, learn and take their votes seriously, suggests that they are more than ready to take on the responsibility of choosing their representatives—and it is a responsibility. We must remember that, and highlight it. We often discuss the right to vote, but it is not just a right; it is a responsibility as well. It is a shame that a third of people of all ages did not vote in the last general election, and I hope that that will change in the next election.

My main reason for campaigning for votes at 16 has already been mentioned by other Members in this debate. Lowering the voting age will ensure that many more young people will still be in full-time education as they prepare to cast their first votes. I hope that young people who are still at school or college will learn about the responsibility that they must take, and about the importance and impact of their votes. I hope that they will be more likely to vote because members of their peer groups will initiate conversations about the upcoming election and encourage them to participate. I agree with others that, in casting the first vote for which they are eligible, they will establish a habit for life.

We often hear about voter apathy, although the Scottish referendum was a recent exception to the rule. In fact, the turnout for the 2010 general election, especially among young people, was higher than the 2005 turnout: it rose from 38.2% to 51.8%. That represents a change in a trend that had lasted for decades. We must nurture the momentum, and encourage young people to participate fully in our electoral system.

I am delighted that we are taking this important step towards giving a vote in next year’s Scottish parliamentary elections to 16 and 17-year-olds in my constituency and throughout Scotland, and I look forward to the day when that is replicated throughout the United Kingdom.

That is the hon. Gentleman’s almost inevitable interpretation. The position on consultation and working together is that the Department for Work and Pensions will continue to administer benefits and therefore clearly needs to work with the Scottish Government on that. The Scottish Government will have the capacity to take forward arrangements as they choose. [Interruption.] Perhaps we are already getting a flavour of what we will see continuing in Scottish politics—when the SNP does not deliver the promises on welfare that it makes to the people of Scotland, it will be somebody else’s fault.

I remain concerned about some of the responses that the Minister has given to my hon. Friends, regarding MPs who represent Scottish constituencies voting with their colleagues across the UK on the Budget, including income tax. He said that there was a commitment to honour the wording and spirit of the Smith commission. The Smith agreement is explicit that that power will be retained, and many believe that that is necessary in order for Scottish people to be represented equally in this place with people across the UK. Will the Minister confirm whether the Conservative party will stick to the commitment in the Smith agreement and support Scottish MPs voting on the Budget, including income tax?

The hon. Lady obviously did not hear my response to the former Chancellor, the right hon. Member for Edinburgh South West (Mr Darling). As my right hon. Friend the Chancellor indicated earlier this week, the Budget will be framed in a different way after powers have been transferred to Scotland. It is wholly appropriate to hold a discussion and debate on matters that apply solely to England, or to England and Wales, about who makes decisions in that regard.

It was deeply regrettable that City Link went into administration over the festive period, particularly for its employees and contractors. My right hon. Friend the Business Secretary spoke regularly with the unions to discuss the situation, and our focus now is on supporting those made redundant. The Department for Work and Pensions has been liaising with its counterparts in the Partnership Action for Continuing Employment service to ensure that support is available to those made redundant in Scotland.

Many people lost their jobs at City Link’s Eurocentral depot in my constituency. I have been struck by the fact that not only direct employees but many so-called self-employed subcontractors lost their jobs. In reality, the latter were solely employed by City Link and had worked there for decades. They have been left not just without redundancy payments but with tens of thousands of pounds of debt. What are the Government doing to ensure that bogus self-employment is tackled and that this never happens again?

As the hon. Lady will be aware, the administrators will provide a report to the Insolvency Service on what happened at City Link during the period immediately before the redundancies and administration were announced, and we will obviously reflect on that. I take on board her point about self-employed contractors, and I will raise that directly with DWP colleagues.

The hon. Gentleman, of course, has a distinguished service history, which doubtless informs his views. Obviously, the purpose of having an air accidents investigation branch is to have people who can carry out these investigations. It would probably be ill advised of me at this juncture to speculate about the actual circumstances, which will doubtless become clear in the fullness of time.

I associate myself with the comments made across the House; my thoughts have clearly been with the emergency services, the victims and their families. Understandably, it is taking a lot of time safely and thoroughly to search the remains of the Clutha. Sadly, that leaves many families in limbo. Has the Secretary of State had assurances that the emergency services had all the equipment and expertise they required to ensure that no one was left alive in the Clutha in the immediate aftermath of the crash?

As I indicated in my statement, I understand that the search of the bar continues. The helicopter was removed from the roof while the hon. Member for Glasgow East (Margaret Curran) and I were at the command centre this morning—we were able to watch it happening. The ongoing investigation will, of course, require a very delicate and detailed search. I completely understand the difficulties and frustration that that will cause for many people who remain anxiously waiting for news of their loved ones. In the long term, however, what we all want is to get to the truth of the matter. I know from my former professional experience, having worked at the Crown Office and Procurator Fiscal Service early in my career, that the early stages of evidence gathering are the most important and can have a significant bearing on the ability to establish the cause of these incidents. I have no reason to believe—and nobody has suggested—that there was any under-resourcing of the emergency services operation. In fact, I would be astonished if that turned out to be the case.

My hon. Friend has made two important and linked points. On the first issue, nobody is suggesting for a minute that people in this House cannot offer an opinion about whether it is right or wrong for 16 and 17-year-olds to vote. She is right that this afternoon is a good opportunity for people to make the case one way or the other. On the second point, she is also right that what happens in Scotland affects the whole United Kingdom. A huge amount is at stake in this big debate. Although people south of the border will not vote in the referendum, it is important that their views are included in the public debate. I am sure that they will be.

Before I took the interventions, I made the point that when 16 and 17-year-olds have been allowed to vote in admittedly smaller elections in Scotland, it has had no ramifications for the decisions that are made in this place, and neither will this decision. However, the debate on the rights and wrongs of 16 and 17-year-olds voting will remain live in politics and I see no worry about that.

I thank the Secretary of State for giving way yet again. Before we move on from the franchise, will he advise the House whether there has been any progress in the talks on allowing members of the Scottish armed forces who are, through no fault of their own, serving elsewhere in the UK or around the world to vote in the referendum?

I pay tribute to the hon. Lady, who has made that point strongly not only on the Scottish Affairs Committee, but in other debates. I recognise that it is a sensitive issue. We must ensure that, as would be the case in any other referendum or election, those in the armed forces who have a connection to Scotland are aware of what it will take for them to vote in the referendum. There is a range of complexities in that, but the Scottish Government are aware of the issue and understand it. When they publish the legislation, there will be plenty of time for people in the Scottish Parliament, and those of us here who take an interest in the matter, to offer their views on the details.

I certainly agree with my hon. Friend that that is extraordinary, and it is also simply unfair. If the Scottish Parliament wants this referendum to command respect in the United Kingdom and indeed across the world, the franchise on which it is based must be fair and must be seen to be fair. What is being said this afternoon must be taken into account in the Scottish Parliament when it comes to debate how the legislation for the referendum should be framed. It is also unfair that those who are not in the armed forces but who are temporarily out of Scotland, serving their country in some other respect, should not be allowed to vote. It is wrong that they and whoever is with them on their mission, whatever it might be, should not be allowed to vote. Those temporarily out of Scotland who would in other circumstances still be in Scotland will not be allowed to vote.

Does the hon. Lady agree that many people in Scotland will find it crazy that Scots in the armed forces posted abroad may well get a vote as their home address in Scotland is on the electoral register, yet Scots in the armed forces who are posted in the rest of the United Kingdom will not be able to vote in the referendum?

Yes, that is the worst anomaly of all. People who are out of the United Kingdom are treated differently from people who are in the United Kingdom. I was just coming on to that point, and I am glad that the hon. Lady will agree with what I am about to say. The question is this: why is the franchise for this referendum being based on the franchise for local government elections? This is not a question of local government; it is completely different. Local government elections are about electing people, for four years or so, who look after truly local matters such as roads, pavements, lighting and village halls. I accept that people who are not living in the area and paying council tax should not take part in a local government election, because it concerns local matters. I also accept that people from EU countries, Commonwealth countries, Ireland and so on, who are living in a particular area and paying local taxes, should have a vote in a local government election at that time. Their vote will last for four years—I have no problem with that. But why has the franchise for this historic referendum been based on the franchise for local government elections? [Interruption.] I was hoping that the hon. Member for Perth and North Perthshire might answer the question. He indicates that he will come to it in due course. That is excellent. We really need an answer to the question. This is not about local government, or local matters, but a huge, historic referendum that affects all Scots and the whole United Kingdom.

No, I am sorry; I want to make progress.

Like most in this Chamber, I am ambitious for Scotland and for the United Kingdom. I agree that, with a strong Scottish Parliament within the UK, we have the best of both worlds. I have always believed that there is a better choice for the future than divorce, secession and separation. I want to illustrate that through an aspect of Scottish life that is dear to our hearts—namely, sporting activity.

As an avid football fan, I have supported the Scottish team for many years, although I do not go back 140 years to the 0-0 draw. I would like to remind the House, however, of the 3-2 victory at Wembley in 1967. Just after England’s famous victory in the World cup, we beat them and, as a result, claimed our share of the Jules Rimet trophy. I have also suffered the trials and tribulations of a 5-1 defeat at Wembley, and vividly remember on the way back home the sign on the back of the bus on the M6 saying, “You couldnae make it 6”!

In football and rugby, we have a strong tradition of Scottish teams representing us on the world stage. Times are tough, and I dearly wish that our football and rugby performances were better at the present time, but we support our teams passionately through thick and thin. However, is it not ironic that many of the players exhibiting such passion for their national team, who live outwith Scotland but give their all for their chosen country, will not be able to vote in the forthcoming referendum. They are good enough to play for their chosen country, but are not allowed to vote on Scotland’s future. That applies to many people who support Scotland vigorously, too.

While in some sports we have full decision-making powers to select our own national teams on the world scene in football and rugby, in others we have Scottish representatives who make selections for UK teams. Nowhere was that more visible than the recent UK-held Olympics, and indeed the Paralympics, where we pooled our human resources and facilities to produce the best UK performance ever, with 55 out of 542 participants from Scotland taking part in 21 out of the 26 Olympic sports.

Did we not do well together and did not the Scots make an outstanding contribution to that success? There were individual golds for Sir Chris Hoy and Andy Murray, and an individual silver to Michael Jamieson— three individual highlights in a glittering array of success stories. Overall, team UK collectively won 65 individual awards at gold, silver and bronze. The sum total of medals for Scotland, however, was not three, but 14, as Scots teamed up with colleagues across the UK to achieve outstanding results, taking on the best that the world could offer—and winning!

What more apposite illustration could we have to sum up Better Together? Without the combined resources across the UK, 11 Scots would not have won these coveted Olympic medals. Scots were integral parts of team UK, and there was a collective passion and team spirit to work together, sharing training and coaching as well as facilities to produce the best Olympic results ever.

Some of our SNP colleagues have jumped on the bandwagon of UK success. The hon. Member for Perth and North Perthshire (Pete Wishart), where I was brought up, proudly stated:

“Britishness is one of our many identities and one that will be forever cherished in an independent Scotland.”

Yet the same hon. Gentleman has been recorded as saying:

“I do not even know what Britishness is”.—[Official Report, 12 November 2008; Vol. 482, c. 307WH.]

Well, we do, and the Scots know of the many benefits that accrue from being British. This has been well illustrated so far in this debate across all aspects of British life. I am confident that on referendum day, the Scots will continue to see that things are best when we pull together and work with our neighbours, so we can spread the risks and share the rewards. I believe that Scots will see, as in our sports development, that we can still have the best of both worlds—teams representing Scotland, but participation in UK teams, too.

Does my hon. Friend agree that it is not acceptable that our heroes from Scotland and Team GB, who had to train throughout the UK because we did not have the facilities and support ready in Scotland, not only cannot live in Scotland, but will not have a vote in this important referendum in 2014?

I agree wholeheartedly, as that was exactly the point I made earlier.

To conclude, we remain stronger and better together, sometimes as rivals but always, I trust, in the spirit of partnership and fair play.

The Minister has made it clear today that it would be unacceptable for the Scottish Government to ignore the advice of the Electoral Commission on the wording of the question. Why then are there no clear consequences for this eventuality in the agreement?

We are following exactly the same process and procedures that were followed in relation to the alternative vote referendum that took place across the United Kingdom, in which the Electoral Commission reported to this Parliament, which then decided whether it would follow that advice.

My hon. Friend makes an extremely good point, and I hope the trade unions who are meeting and discussing this appalling idea of a general strike do think again, and think of the good of our economy rather than their own selfish interests.

My hon. Friend makes an important point about our armed services, and it is right to put on record again what a fantastic job they did in the Olympics and Paralympics, stepping up to the plate and putting such a friendly and smiling face on our games. From everything I saw at the Olympic games, our armed services were pleased to play that role, and I know that there are times when we can call upon them and they will be pleased to serve.

Q8. Many of us are shocked and saddened that child poverty in the UK has become so severe and widespread that Save the Children has found it necessary to launch its first ever appeal for British children. Unfortunately, Members on the Government Benches saw fit to attack Save the Children and even accused it of publicity-seeking. Will the Prime Minister take this opportunity to distance himself from those comments, and support the report that led to this appeal?

I am a strong supporter of Save the Children; I think it does an excellent job. As long as we recognise that the sort of poverty we tragically still have in Britain is very different from the poverty of people surviving on $1 a day in sub-Saharan Africa—as long as we respect the differences between those sorts of poverty—I think it is absolutely right that non-governmental organisations, charities and voluntary groups campaign on poverty issues here in the UK as well as overseas.

Some 70% of respondents to the UK consultation felt that 2014 was too long to wait to decide Scotland’s constitutional future. Businesses and financial institutions in my constituency have made it clear that this state of limbo is damaging the economy in Scotland. Has the Secretary of State received similar representations from businesses elsewhere in Scotland?

The hon. Lady is entirely right to draw this issue to the attention of the House and to highlight that across Scotland and the UK, businesses, like individuals, want answers. We need to resolve this hugely important issue sooner rather than later, so we do not lose out on investment in jobs and we understand our future within the UK.

7. How many disabled children receive the severe disability premium in Scotland.

As at 3 April 2011 in Scotland, there were 4,800 in-work families benefiting from the severely disabled child element and with child tax credit above the family limit. There are 5,000 severely disabled children in these families.

I thank the Minister for that answer. The Prime Minister told this House on 14 December and again on 23 January that his Government will not be cutting benefits for disabled children. Given that almost 8,000 children in Scotland will lose £1,400 a year through the child tax credit changes, does the Minister agree that the Prime Minister was plain wrong and clearly does not understand his own policy?

What I agree with is the fact that the Government are not making any savings at all from these changes. Savings from abolishing the adult disability premiums and changes to the child rate will not return to the Exchequer; those savings will be recycled into higher payments for more severely disabled people.
