On the right hon. Lady’s first point, she will know that I take the performance of Departments and the quality of the services they provide to all Members of this House very seriously. Lord True, the Leader of the House of Lords, and I have been to visit every permanent secretary to discuss where we think improvements can be made, and I have to say that the Home Office writes to me frequently about progress that it is making against concerns. I would be happy to meet the right hon. Lady if she has any outstanding concerns that have not been raised with me to see what further I can do to improve that performance.

The right hon. Lady will know how to apply for a debate on the issue she raises. My constituency is demographically similar to hers and our life expectancy has been improving and great progress has been made in healthcare. However, there is a mixed picture around the country, which is why we want more transparency on healthcare performance in various parts of the country.

Last week, the Prime Minister agreed the deepening of the Australia, UK and US partnership on defence. That is fantastic news for my constituents, as Rolls-Royce’s nuclear section will provide the reactors for Australia’s very first nuclear-powered submarines and that supports jobs, not just in Rolls-Royce, but throughout the supply chain. Will the Leader of the House arrange for a statement by the Business Secretary on how the Government’s international agreements, including AUKUS, are leading to huge investments and supporting local jobs up and down the country?

I thank my hon. Friend for raising that important point. AUKUS is an incredibly important partnership. It is much more than a submarine deal, but the interoperability for that particular service will be hugely beneficial to all Five Eyes partners. I am delighted that Rolls-Royce, which is such a fantastic company, one that showcases British innovation and skills, will be building the reactors for all of Australia’s submarines.

I personally like the hon. Lady very much, so I have decided to go easy on her this week, because she and her party have had a rough old time. [Interruption.] They have: they have had a rough old time. They have been attacked from all sides—of their own party. However, the hon. Lady’s colleagues have risen in my estimation. They have admitted that, in their judgment, their record in government has been poor as we all think it has been. Who would have thought that the path taken by the SNP leadership contest would be the road to Damascus? Of course, given that it is a road managed by the SNP, it is a poorly surfaced single track waiting for a dual carriageway which will never be delivered; but it is welcome nevertheless.

Yes, this week I am going to lavish praise on the SNP. While we, here in Westminster, grapple with complex issues to stop the boats, the SNP’s “stop the boats” policy is highly effective—specifically, stopping boats that would otherwise be servicing the good people of the Clyde and the Hebrides.

The hon. Lady raised important points about building trust and the importance of free speech and moderate language, so let me draw her attention to a speech that I made the other week, entitled “Trust in Britain”. It dealt with these themes, and as Leader of the House of Commons, I think they are very important. Let me draw the hon. Lady’s attention particularly to this section of my speech:

“The value of free speech is not just in your freedom to say something, but also in your ability to listen and learn something. It is also the freedom to change your mind and the freedom to be uncertain.”

I take these matters very seriously, and I hope that the hon. Lady and her party do as well.

On 1 December, when I raised the issue of recognition of the Ukrainian holodomor as a genocide, the Leader of the House advised me to apply for a debate in the usual way, which I did. This Tuesday I led a Westminster Hall debate on the issue during which I and others called for the Government to recognise this awful genocide, and asked whether, if they could not recognise it, Parliament could be given the opportunity to do so. The Under-Secretary of State for Foreign, Commonwealth and Development Affairs, the hon. Member for Aldershot (Leo Docherty, informed me that whether Parliament could vote on the issue was

“a matter for the Leader of the House.” —[Official Report, 7 March 2023; Vol. 729, c. 89WH.]

Will the Leader of the House therefore arrange a debate and a meaningful vote in Government time, so that the House can recognise the holodomor as a genocide and show its strong support for Ukraine?

I thank my hon. Friend for the attention she has given to this issue. It is not just a matter of history, but clearly resonates with what is going in the world today. I also congratulate her on securing that debate in Westminster Hall. We understandably reserve as much Government time as possible to get legislation through, but, as my hon. Friend will know, the route of an early-day motion is available if Members wish to express support for a particular matter. The definition of genocide is a legal one and not something that a Government would determine, but I remind her that the Backbench Business Committee can also grant debates on substantive motions.

Portsmouth is one of them, so I have a particular interest in this. As with all the issues that Members have raised, I will make sure that I speak to the Department this afternoon and ensure that it is aware of the House’s concerns and comes forward to update it.

Happy new year, Madam Deputy Speaker. Ecclesbourne School in my constituency is threatened with being forced by a Government Minister to join a multi-academy trust following a disappointing Ofsted report. My concern is that while MATs have been successful for some schools, there is no process for leaving a MAT if it does not work out and no democracy involved. Could we have a debate in Government time on the democratisation of the MAT system?

I thank my hon. Friend for raising that. She will know that we have Education questions on Monday, and I urge her to raise it with the Secretary of State then. It is important that there are routes to leave a situation that is not working and, perhaps more importantly, that there is the right level of consultation before such agreements are entered into, to cause the least possible disruption to communities and, particularly, the education of children. I encourage her to raise it then, but I shall also raise it on her behalf with the Secretary of State.

I am extremely sorry to hear of the disruption that was caused in the hon. Lady’s constituency and also of that tragic death. I am sure the whole House would want to share those sentiments. She is right. I understand why, around bonfire night, Members will raise the issue, but clearly more work needs to be done. I hear this from many Members across the House, so I will raise the matter with the Home Office in particular to ensure that people are thinking about what further things could be put in place, especially in constituencies that are facing a disproportionate amount of difficulty around that time of year.

Last Saturday, Ukrainians in Mid Derbyshire, and those in Ukraine and around the world marked the 90th anniversary of the Ukrainian Holodomor—a manmade famine in Ukraine caused by Joseph Stalin, in which millions of Ukrainians died. The Holodomor has been recognised as a genocide against Ukrainian people by 16 countries, including Ireland, Australia and Canada. Please can we have a debate in Government time on official recognition by the United Kingdom of the Holodomor and its parallels with what is happening now in Ukraine and Russia?

I thank my hon. Friend for raising that. She may also wish to raise it at Foreign, Commonwealth and Development Office questions on 13 December. It was a horrific man-made disaster of unimaginable scale. We see parallels with what is happening today. I think my hon. Friend knows how to apply for a debate in the usual way. I am sure that, because of its relevance to what is happening in Ukraine at the moment, it would be a very well-attended debate.

I have made a schoolgirl error, I am afraid, because in my diligent preparation for these questions, I expected some questions relating to things that matter to the people of Scotland. Never mind—I hope for some in the coming weeks.

I am sorry that the hon. Lady did not feel able to celebrate the diversity of the new Cabinet. Despite her criticism of certain Members, the one thing that all members of the Cabinet believe in is holding to the results of referendums, which is an encouraging thing and something that I would recommend to her. We remain committed to our manifesto, and future business will be announced in the usual way.

I, too, welcome my right hon. Friend to her position, which I am sure she will enjoy, and I am sure she will serve with great distinction.

Global awareness day of aortic dissection is on 19 September this year. Aortic dissection is a terrible and all too often preventable condition if it is diagnosed, and it has affected my family. It affects more than 2,000 families whose loved ones die every year in this country. Please will the Leader of the House arrange for a debate in Government time to mark this date and also ask my right hon. Friend the Health Secretary what her Department will do to educate health professionals so that aortic dissections are not misdiagnosed, including working closely with the Aortic Dissection Charitable Trust?

I thank my hon. Friend for her question and commend the work that she has done in the wake of a terrible tragedy to spare other families what she has had to suffer. I will bring this matter to the attention of the new Secretary of State and Deputy Prime Minister. Some encouraging work has been done by the Royal Colleges of Radiologists and Emergency Medicine to help spot and diagnose this condition in emergency departments and I thank her again for her work.

The hon. Gentleman is very kind. I am a former winner of road safety parliamentarian of the year and, if my diary allows, I would be delighted to come along. I pay tribute to all the work of successive Governments to improve road safety, although we can always do more. The wearing of seatbelts was a huge step forward and, as new technology develops, we should also pay tribute to the car manufacturers for improving the safety of vehicles, too.

I know the Leader of the House will be delighted that Derby County football club have been saved from administration by a local long-term fan, David Clowes. However, serious questions remain to be answered. It was reported this week that legal action has commenced after Chris Kirchner, the former preferred bidder, was not able to pay the staff wage bill, which he guaranteed. I am very concerned that Quantuma, the administrator, could appoint Kirchner—apparently a man of straw—as the preferred bidder and allow him to get close to a deal that all Rams fans can now see would have been disastrous for the club. Can we have a debate in this House about the responsibilities and accountability of administrators, particularly in relation to community assets such as football clubs?

I am delighted that Derby County have been saved from administration. I am only sorry that they are now two leagues apart from Nottingham Forest, who are now a premiership club. Maybe we will get lucky in a cup draw and be able to knock them out of a cup in the near future. To be serious, we do know that there is a widespread culture of clubs operating unsustainably. That is not acceptable and we must ensure that clubs such as Derby are sustainable for the long term. I will pass on my hon. Friend’s comments to the relevant Department; she raises a very important point.

I pay tribute to the hon. Gentleman and to his Committee for the work that they do, and I thank him for announcing the debate that he mentioned. From the Dispatch Box, I offer my full support for his recommendation to call the debate the Sir David Amess debate. I hope I have the opportunity to respond to the hon. Gentleman and to other Members in that debate, and I think it is a very fitting tribute that he has introduced.

This may seem mundane given the drama that is happening around us, but it is important to my constituents because we have several fantastic sustainable businesses. I recently met Kit Change, which makes leggings and sporting tops out of recycled plastic bottles, and 3rd Rock, which makes sustainable climbing activewear out of old carpets and discarded fishing nets. Such businesses are really important and I have discussed with them the challenges and opportunities they face, particularly in relation to financing. Please could we have a debate in this House about financing for small businesses that focus on sustainability and ethical sourcing of products?

This is not a trivial matter: such businesses up and down this country are the backbone of our economy. The Government provide extensive business support for small and medium-sized enterprises, including sustainable businesses. The British Business Bank programmes support more than 1.77 million smaller businesses with £89 billion-worth of finance. My hon. Friend will have the opportunity at Business, Enterprise and Industrial Strategy questions next week if she wants to highlight the fantastic recyclables businesses in her constituency.

Of course, I will pass the hon. Gentleman’s comments directly to the Secretary of State. Royal Mail is an organisation that delivers, literally, for our constituents up and down the country, and people deserve to have their mail arrive on time. Lots of businesses and individuals rely on that service, and I will make sure the Secretary of State is aware of his comments directly.

I have raised the issue of Belper mill with my right hon. Friend on previous occasions, as well as directly with the heritage Minister. The Derwent Valley mills world heritage site brings huge benefits to Derbyshire, both economically and culturally. Unfortunately, Belper mill, in the middle of the world heritage site, is in terrible disrepair, under the management of an absent, dreadful owner. Please may we have a debate in this House about the importance of cultural heritage assets to local communities, particularly the country’s globally renowned UNESCO world heritage sites, so that this does not continue to happen in other places, as well as in Belper?

I thank my hon. Friend for her question, and I pay tribute to her and the work she has done on this matter. It is important that we protect our nation’s cultural heritage for everyone to enjoy for many years to come. Our 38 designated world heritage sites across the UK are some of the finest examples that are recognised at a global level by UNESCO, and I will ensure that the heritage Minister is made aware of her concerns and will write directly.

I will pass on the hon. Gentleman’s comments to the Chancellor of the Exchequer and the Treasury. Huge commitments have been made to rebuild a number of hospitals across the country and to get those projects running as quickly as possible. We stand by those strong commitments, and the rebuilding and investment in our NHS over the past five years is unprecedented. We will continue with that investment.

I assume the Leader of the House will be very busy conveying requests from hon. and right hon. Members in relation to the forthcoming Queen’s Speech. May I please add two items to that list, and perhaps we can have a debate before the Queen’s Speech? First, I have previously raised with him the long-promised Bill to ban the import of hunting trophies. Secondly, will he add the recommendations of the fan-led review of football governance, which I understand require primary legislation, so that a situation such as happened at Derby County will never happen again?

As my hon. Friend says, the Queen’s Speech is not far away. We have committed to banning the import of hunting trophies from nearly 7,000 species, and we will shortly publish further information on the response to the fan-led review. I recognise that it is hard for hon. Members to contain their excitement, but I urge her to wait a little longer. All will be revealed.

The hon. Lady will be aware that there is a system of Barnett consequentials, which will be delivered upon, but I also encourage her to speak to her colleagues in the SNP Government to make sure that they use taxpayers’ money efficiently. There are a number of areas that they need to get right. The challenge of CalMac ferries is a very good example of where the SNP Government have wasted taxpayers’ money and not delivered for their constituents. I think she needs to look closer to home. Of course, the Scottish Government also have tax responsibilities. They could raise taxes if they wanted to, but they choose not to use those powers that are available to them.

My right hon. Friend the Leader of the House will be aware that my Marriage and Civil Partnership (Minimum Age) Bill will have its Second Reading in the other place next Friday, 1 April. As I said on Third Reading in this House last month, one of the crucial times for children at risk of child marriage is the summer holidays, when they are taken abroad and married. Please may we have a debate about informing children of their rights before the summer holidays and raising awareness of the dangers of child marriage?

I congratulate my hon. Friend on her tireless campaigning. It is vital that the Bill becomes law very soon. As so often with hidden crimes, raising awareness will be a key part of the implementation activities for her Bill. I encourage her to apply for a Westminster Hall or Backbench Business debate to highlight that.
