I am sure that the hon. Lady recognises that many of the subjects that the Wright Committee said the Backbench Business Committee should determine the priority of and allocate time to are the responsibility of Government. Paragraph 139 of the Wright Committee report made it perfectly clear that debates on the spending review are precisely the sort of debates that it should be up to the House to decide whether to schedule. As it happens, in the provisional business that I have announced for the week beginning 1 July, the House will debate the Finance Bill and there will be an estimates day, which will include debates relating to the departmental estimates for Health and Transport.

Estate agents in Portsmouth are required to display energy efficiency information on property advertisements. Not only did the Cabinet Office give them little time to do that, but it does not give those details on advertisements for Government property that is for sale or to let and it seems confused about whether a sales listing is an offer to sell or lease. That chaos and confusion rather undermines the unhelpful answer that I received from the Department for Communities and Local Government, which states that “advertisement” is

“an ordinary English word which does not require further clarification.”—[Official Report, 4 March 2013; Vol. 563, c. 779W.]

Will the Leader of the House find time to consider those matters given that, since December, the performance of neither Department has been energetic or efficient?

I will, of course, take up the points that my hon. Friend raises with the Cabinet Office and the Department for Communities and Local Government. The Government are engaged in an ambitious programme of selling surplus public sector land and assets, not least in order to secure the building of 10,000 homes on that land. When we are selling properties, we must try to set an example by securing energy efficiency in those properties and advertising that fact.

I will, of course, check that that written ministerial statement has been laid, and I have no doubt that it will make clear to the hon. Gentleman and the House the nature of what it is announcing. If outstanding issues arise from its contents, the hon. Gentleman will note that he may have an opportunity to raise them with Justice Ministers, not least at their question session next Tuesday.

A supplier can make an informed judgment as to whether it continues to provide goods to a company in difficulty, but most consumers are not similarly aware. May we have a debate on the merits of changing administration law to make those holding gift vouchers or savings preferred creditors?

My hon. Friend raises an interesting point. If I may, I will ask my colleagues in the Department for Business, Innovation and Skills to respond on that, as they consider issues relating to consumer rights generally.

I am grateful to the hon. Gentleman. Members on both sides will appreciate not only his sentiments, but how he expressed them. I share in that and know that the staff of the House will appreciate it too.

The Leader of the House will be aware of the heroic efforts of Portsmouth supporters trust in its quest to enable its community to own its club. It has often had to do battle with football governance rules that are not fit for purpose—not least the “fit and proper person” test, which is less rigorous than a five-minute session on Google. Given the importance of the national game to our communities, is it not time that we debated the reform of football governance and finance?

I am grateful to my hon. Friend, who makes an important point. I am aware of how she has supported the Portsmouth supporters trust’s trailblazing bid, and I very much appreciate the sentiments that she has expressed. The Government share her view that we need to impress on the football authorities the need for stronger scrutiny of clubs at all levels and transparency about ownership. She will be aware of the Culture, Media and Sport Committee inquiry into football governance. I would be happy to refer the matter to the Sports Minister; she might also talk to him about the issue. There may be an opportunity, not least in light of the Committee’s inquiry, for the matter to be considered by the House.

I refer the hon. Gentleman to the point I made about the mandate. Beyond the mandate, staff across the NHS have been clear for years that they want more clinical leadership and clinically led commissioning; they want local authorities to integrate health and social care services more effectively; and they support the transfer of leadership in health improvement into the hands of local authorities. The Bill achieves those principles. That is why all through last year, the Royal College of Nursing told me that it supported the Bill.

The Secretary of State is not the only one who has noticed a shift in the Opposition’s stance on independent sector provision. I have started to receive letters from constituents who are concerned that Labour will next call for much-loved NHS services that are currently provided by the independent and charitable sectors to be shut down. Will he assure me that if those calls are made, he will fight them?

My hon. Friend makes an important point about what would happen if we followed the apparent views of the Labour party. More than 11% of mental health services in this country are provided by the private and charitable sectors. Recently, I was in Northampton, where St Andrew’s Healthcare provides important services. I opened its new building, which will provide first-rate, state-of-the-art care for mental health patients. The attitude of the Labour party is that all that should be shut down.

The hon. Lady should know that we intend to enhance the powers of foundation trust governors, but I am simply taking what was her Government’s policy before the election—that all NHS trusts should become foundation trusts, with the freedoms that go with that, and the responsibilities and accountability. We are putting that into place where her Government failed.

I welcome the statement. What has the Secretary of State learned from this episode about the quality and take-up of routine insurance products offered by private companies to protect both patients and providers when cosmetic surgery goes wrong?

I am grateful to my hon. Friend for her welcome for the statement. Those seeking cosmetic interventions must ask serious questions about not only the nature of the procedure but the quality and reputation of the provider organisation, and ask it how it would protect their interests if things went wrong.

We can do a number of things. For example, the Department has funded TB Alert, which is the UK’s national TB charity, to raise awareness of TB among public and primary health care professionals, which will help. In London, we have supported a find-and-treat outreach service. In a similar vein, that could happen in cities where there is a rising prevalence of TB. TB is not general across the country, but likely to occur in particular areas. Those kind of initiatives enable us to identify TB outbreaks, and we can then structure services around that.

The right hon. Gentleman has it completely wrong. We are not neutralising NICE. On the contrary, we will focus NICE on what its real job always was and should be, which is to provide independent advice to the NHS about the relative clinical and cost-effectiveness of treatments so as to achieve the best outcomes. The point that he may be misunderstanding is that by 2014 we intend to ensure that we are no longer denying access to the new medicines that patients need, because we will have a new and more effective value-based pricing system of reimbursement to pharmaceutical companies.
