As I said, this matter has been looked at by the Finance Committee. It has gone into a lot of detail on who comes here, the barriers to people visiting, and what other options they have to access education resources that they might want. Clearly, coming to this amazing UNESCO heritage site is important to many people. I will make sure that the Chair of the Finance Committee, the hon. Member for Washington and Sunderland West (Mrs Hodgson), has heard what the hon. Gentleman has said. A number of House of Commons Commissioners are in the Chamber today, and they will have heard what he said. The policy has recently been changed to be more favourable, but all parties concerned keep it under review.

Rugby is providing new housing at scale, yet the number of pharmacies in our town is falling. Following closures in recent months, residents have told me about having to queue for more than an hour to get a prescription. I am aware of offers to set up new pharmacies, but they have been turned down by our health and wellbeing board, which unbelievably says that there is sufficient provision in our area. Can we have a debate about how this process is managed?

I am sorry to hear about the situation in my hon. Friend’s constituency, which does indeed sound serious. Local commissioners have an obligation to ensure that such services are available. Following initiatives of ours, such as Pharmacy First, that obligation is doubly important, because many of these places now have the authority to prescribe. I will make sure that the Secretary of State for Health and Social Care hears his concerns. I will ask the regional managers of NHS England to look at what is going on in his community. That level of service is not acceptable for his constituents.

I thank the right hon. Lady for raising this matter and all the work she is doing on behalf of those infected and affected by this terrible scandal. The Paymaster General has just been at the Dispatch Box. I did not hear all the things he said, but I will certainly ensure he is in touch with the right hon. Lady on these specific points. On other recent personnel concerns, I know he wants to ensure that trust and confidence are retained during this process, while being able to move things swiftly forward. One thing he must balance is precisely that. Everyone in this House wants the matter resolved swiftly. This final piece of work, which is the hardest piece in the whole process, needs to be got on with and done. I know that the Paymaster General does not want that slowed down, but the right hon. Lady is right that we need to ensure that people will have confidence in the outcome.

We all know how important town centres are to our local communities and how they have been faced with the challenges of online retail and out-of-town shopping. Rugby town centre continues to have a strong independent sector with much loved retailers, and now the Conservative-led borough council is taking the initiative with an ambitious plan for regeneration including residential units and a food, drink and leisure economy. However, to achieve that goal, with all the benefits that will provide to my constituents, it will need support from both the public and private sectors. May we have a debate about how, working together, we can unlock regeneration schemes such as that in Rugby?

I thank my hon. Friend for all the progress that he and his council are making on that. Members of Parliament can clearly help with creating the shared focus across sectors to enable regeneration to happen. I know that he is well placed to do that, and he knows that he can also raise this matter with the relevant Secretary of State on Monday 4 March.

Can I thank my hon. Friend for raising this matter, and say that we are all thinking of her today in particular? [Hon. Members: “Hear, hear.”] She will know better than anyone the impact that alcoholism and its health aspects can have on families, and on children in particular. I thank her for sharing her personal story today, which will help raise awareness and shine a spotlight on the importance of these services.

My hon. Friend rightly acknowledges that the Government have made additional investment in this area. I also salute the healthcare professionals around the country who are doing fantastic work, introducing alcohol screening services at accident and emergency and elsewhere in areas where there is high prevalence of these issues. We need to do more on that front: the Government are tackling a number of issues in our legislative programme, including smoking, but alcohol abuse remains a huge concern for many people in this nation, and we must continue to be vigilant and see what more we can do to help families in that situation.

In Rugby, we are doing our part to build the homes that the country needs for the future, and as a consequence, my constituency is the fastest growing in the west midlands. We have seen new schools and roads—all delivered ahead of schedule—but we need our local health provision to expand as well. On recent visits to Rugby, Health Ministers have heard the case for enhanced urgent and emergency care provision at Rugby’s Hospital of St Cross in order to support that growing population. May we have a debate to consider how all aspects of infrastructure may be delivered in a timely fashion?

I congratulate my hon. Friend on all the work he and his constituents have been doing to help the regeneration of his local area. It is vital that local health services and other services can keep pace with such growth. As my hon. Friend knows, his local integrated care board has seen its funding increase substantially—it is over £1.6 billion this year. That ICB is best placed to make decisions about where that money needs to be spent, but I will also make sure that my hon. Friend’s concerns have been heard by the Secretary of State for Health, so that she may be able to help him and ensure that the provision he wishes to see is there, particularly in accident and emergency.

I know every Member of this House will have similar stories to the ones the hon. Gentleman alludes to. We owe a huge amount to our healthcare professionals and all those who supported him. He knows that an inflation-matching pay increase for all public sector workers, which would be around 11%, would cost £28 billion, about £1,000 per household. What we must do to keep our NHS strong and reward those who work in it is to get our economy going and control inflation, and that is what this Government are focused on.

Town centres are at the heart of our communities, and yesterday evening Conservative-controlled Rugby Borough Council adopted an ambitious long-term strategy for the regeneration of Rugby town centre, bringing together private and public sector investment to create a vibrant destination for leisure and retail as well as increasing amounts of residential accommodation. Might we have a debate on the supporting role that Government can play in enabling the regeneration of our town centres up and down the country?

As a former high streets Minister, I was excited to hear what Rugby is doing. My hon. Friend will know we have invested £2.4 billion in town deals and more than £830 million in future high streets funding. Obviously, the nearly £5 billion in levelling-up funding will be invested in town centres and high streets too. It is also critical that we share good practice, so I hope that Rugby council will put what it has done on the high streets website in the Department for Levelling Up, Housing and Communities so that others can learn from its good practice.

At the start of this year, we released some new funding to assist those areas that were not able to provide all of the hon. Lady’s constituents with access to dental care. Since that money was released, there has been some more flexibility in commissioning, which will help local commissioners to commission those services. I know as well that we have a catch-up job from the covid pandemic to get through. I encourage her to raise this matter at Health and Social Care questions, but I shall also raise it on her behalf with the Department.

Rugby’s Hospital of St Cross is highly valued by residents, who are keen to see it provide more services, especially in A&E. We are looking forward to welcoming the Secretary of State soon on a visit that was promised by his predecessor. One of the hospital success stories is the role played by the Friends of St Cross charity. Long-service badges have just been awarded to 90 volunteers for completing 10 years’ service, 35 of whom are still volunteering. With a collective 500 years’ service between them, can we have a debate on the very valuable contribution of volunteers within the NHS?

Global Britain means using our expertise, resources, talents and values as a force for good in the world, and furthering not just our interests, but the interests of the whole of humanity. My hon. Friend’s part of the world is helping us to do that; last year, Yorkshire and the Humber exported more than £240 million-worth of goods to Australia alone. I want those businesses in his constituency to benefit from the removal of tariffs.

I very much welcome the trade deals that the Government have secured, particularly the most recent one with New Zealand, but trade deals are a first step and it is now for British businesses to take advantage of them. Does the Minister agree that the role of skilled, professional salespeople with business-to-business selling skills will be critical to ensuring that we get the projected value from these deals, and that we need to give those people every support?

My hon. Friend is right, and he is doing his damnedest to make sure that Rugby is at the front of the queue in that respect. To support his businesses, we are delivering an export promotion campaign that positions exporting as a route to growth, prosperity and job creation. The campaign will encourage businesses to seize the opportunities from trade deals, while directing them to our new export support services.

The events are tailored in regard to their tone and scale and the number of people attending them, and we might not be able to guarantee that the cost will be split exactly between the two events. That might differ, but the prominence of the events will not differ. That will be the same.

That gives me the opportunity to reiterate what I said earlier. The Home Office has now stepped up its efforts to ensure that people are reassured. It has given further reassurances on precisely the point the hon. Gentleman raises. We all have to ensure, as constituency MPs and as members of the Government, that everyone has the information and support they need at this moment.

DeafKidz International, which is based in my constituency, does great work to protect deaf children around the world. What is DFID doing to redress the imbalance of services available to deaf children?

I praise the work of DeafKidz International, which has also received UK aid funding. We are doing many things. Through the Girls’ Education Challenge, we supported 46,000 girls with disabilities, including deaf girls, to access education.
