My hon. Friend paints a fantastic picture of Bolton North East. He really is a wonderful advocate for his constituency, and he has a keen interest in ARIA, which I am delighted by. No decision has yet been taken on ARIA’s location, and I do not expect one to be reached until the chief executive officer and the chair are in post, but my hon. Friend will be delighted to hear that the open recruitment process for a visionary chair began yesterday, and I would encourage him and other hon. Members to share this exciting opportunity widely to reach as diverse a pool of candidates as we possibly can.

Whether it involves investing £105 million in Bank Top station, investing £23.3 million through the towns fund or establishing a new Department for Business, Energy and Industrial Strategy presence in Darlington, this Conservative Government are delivering on their manifesto commitment to level up. Does my hon. Friend agree that it is therefore short-sighted of LNER to propose to cut services to Darlington?

I thank my hon. Friend, and I wish I’m Lucky all the best for the future. Over the past year, I have met a number of businesses that have opened either at an unfortunate time—just going into a lockdown—or possibly at a fortunate time, as they steal a march and pivot into new business areas. Growing those small and medium-sized enterprises is really important to levelling up. We have already provided over 1,000 start-up loans worth £11.8 million this year. We are reducing employment costs by up to £4,000 through the employment allowance and supporting skills through apprenticeships. The strengthened prompt payment code ensures that those small businesses will get paid within 30 days.

Following the Budget, the Leader of the Opposition said that establishing “Treasury North” in Darlington was “not levelling up” but “giving up”. Does my right hon. Friend agree that the opposite is true, and that by shifting decision making outside London, including in his own Department, we will truly level up our country?

My hon. Friend is absolutely right; it is a huge opportunity. I was delighted to see him in his constituency only a couple of weeks ago. I was very pleased to see the photograph that was taken of us looking like an advert for “Reservoir Dogs”. BEIS is absolutely committed to recruiting excellent staff in Darlington, among other places around the UK.

We are talking about it—we are talking with the company directly to secure vital investment. We want those jobs, and we have said time and again that we are 100% committed to the energy transition and to having world-class automotive manufacturing in the UK.

The Government are committed to exploring opportunities that will support the next generations of clean technologies, and we are looking very much at the field of critical raw materials. My hon. Friend will remember that when I was Minister for Business, Energy, and Clean Growth, I was particularly committed to that form of technology. It is an exciting development, admittedly in its early stages, and I am always looking to drive innovation in that area.
