8. What steps he is taking to support businesses and entrepreneurs.

This Government are determined to make the UK a great place to do business, so we are keeping taxes low and helping businesses and entrepreneurs to access the support they need. We have cut corporation tax to the lowest rate in the G20, we have made changes to business rates worth over £13 billion by 2023, we have introduced a £1 million annual investment allowance, and we are helping exporters by increasing UK Export Finance’s direct lending capacity by up to £2 billion.

Will my right hon. Friend join me in congratulating the BEST enterprise growth centre at Hythe in Southend, which provides free advice for businesses to grow and prosper, and has so far helped over 3,000 businesses in Essex, through start-up centres, to increase their profitability?

[Mr Hammond]

I am pleased to join my hon. Friend in congratulating the BEST growth hub on its support for Essex businesses. That is a clear example of how England’s 38 growth hubs are helping businesses to start up and grow. Businesses in Essex, like those across England, will benefit from the further measures that I have announced on management training, mentoring and local peer networks, which will help businesses to grow by learning from our leading business schools and companies, as well as from one another.

One year on from the appalling Manchester Arena attack, I am sure that I speak for everyone in the House in saying that on this day our thoughts are with those who lost their lives and their families, and those who suffered life-changing injuries. We will remember them with a minute’s silence later today.

The UK’s 5.7 million small businesses make a vital contribution to our economy, employing 60% of the private sector workforce, and the Government are determined to facilitate their success. We are keeping taxes low and ensuring that firms can access the support that they need to thrive. Following the patient capital review, we are expanding the tax reliefs available to entrepreneurs that will support them in growing their businesses, and we have launched a patient capital action plan to unlock £20 billion of funding to help high-growth firms to reach their potential.

Will my right hon. Friend confirm that he will not raise taxes on small businesses, and will he share with the House what help the Government will give to entrepreneurs who are setting up for the first time, with particular regard to the business rate?

[Mr Hammond]

We have already introduced business rate concessions to reduce the burden of rates on small businesses, including by bringing forward by two years the switch in indexation from the retail prices index to the consumer prices index. We are ensuring that Britain is the world’s leading place to start and grow a business, including through reducing corporation tax rates. There are almost 7,000 small businesses in Southend-on-Sea alone, and this Government back them every step of the way. I can tell my hon. Friend who will raise taxes on small businesses, and has said so publicly: he is sitting opposite me.

I commend my hon. Friend for the way he has campaigned on this issue. We recognise the importance of this crossing to supporting the economy on both sides of the Thames, particularly given the constrained capacity at Dartford. It will produce significant benefits locally, regionally and nationally. The Government will be making a decision on the location and route in due course.

Conservative-controlled Southend-on-Sea Borough Council was very disappointed that it was unsuccessful in its bid to the coastal communities fund. Will my right hon. Friend agree to meet me, the leader of the council John Lamb and others, so we may share with him why we need investment in infrastructure, particularly as Southend is the alternative city of culture next year?

My hon. Friend makes a good point. The Government recognise the ongoing growth potential of Southend. The Government’s substantial investment to date in Southend includes over £40 million through the South East local enterprise partnership growth deal and the 2014 city deal. The Government announced last year that the coastal communities fund would be extended over this Parliament. At least another £90 million of further funding is available to promote sustainable economic growth and jobs in the UK’s coastal communities. I strongly encourage Southend-on-Sea Borough Council to apply to this fund.

If the hon. Lady is asking why we are holding a referendum, it is because the British people are entitled to have their say on this important issue. For 40 years, their voice has been ignored, and because we have a Conservative Government, they will now have their say on 23 June. I hope that we politicians will listen to what they say and will accept their verdict.

Our view is that both the Tobruk regime and the Misratans, and indeed the regime in Tripoli, must attend the talks with the UN Secretary-General’s special representative on a no-preconditions basis and on the terms he proposes in order to discuss how they can form a Government of national unity of some kind so that we can begin to rebuild Libya, which could be a prosperous and successful country, and one whose stability is vital to our own interests.

3. What recent assessment he has made of progress with the middle east peace process.

[Mr Hammond]

I have to be candid with my hon. Friend: progress has stalled pending the Israeli general election on 17 March. The British Government strongly supported US Secretary of State John Kerry’s efforts to reach a final status agreement and were disappointed that the parties did not make more progress in 2014. I have discussed many times with Secretary Kerry, most recently when we met in London on 21 February, what the next steps will be. We will press the US to revive the initiative and all the parties to resume serious negotiations as soon as possible after the Israeli elections, and I urge them to be ready then to step up and show the bold political leadership that will be necessary to achieve peace.

I am glad to hear that my right hon. Friend will join me in asking for renewed international pressure on Hamas to disarm and renounce violence. Does he agree that unless that happens it is difficult to envisage a unified and prosperous Palestinian state existing alongside Israel?

[Mr Hammond]

My hon. Friend is right that for an enduring solution Hamas must disarm and be prepared to accept Israel’s right to live in peace, but Israel must also stop making illegal settlements in the Occupied Palestinian Territories. We need to keep up the pressure on both sides if we are to get a sustainable solution.
