I beg to move,

That this House has considered differential rates of beer duty.

It is an honour to serve under your chairmanship, Mr Hollobone. I am extremely grateful for the opportunity to raise, again, the importance of beer duty, and pleased to represent all the constituents who have contacted me to ask that we cut beer duty. It is a campaign I am delighted to support. Although I am certainly a keen supporter, I do not believe that an across-the-board cut in beer duty is the best option, as I shall argue in this speech. That is where a differential rate of beer duty is to be much desired. Simply put, it would differentiate between the duty rates for on-trade sales of beer in pubs and the rates for off-trade sales. I am keen for that proposal to be implemented, so I have written to the Chancellor to seek his support—as the Minister will know, having responded to my letter of 23 April. That was my second letter to the Treasury on the intriguing proposal, in which I carefully responded to the points that the Minister had raised in his reply to my first letter in November 2018.

The £675 million fund that I mentioned is specifically intended to allow local authorities to develop plans for responding to the transformation of the high street that is coming. Retailing is changing, and high streets have to change to reflect that. We cannot hold that tide back, but we can help to support the transition.

Boots the Chemist, one of the most popular high street stores, says that just 22 of its 2,400 stores qualify for the Chancellor’s excellent business rates reduction scheme—not because of anything the Chancellor has done, but because of EU state aid rules. What can the Chancellor do to assist and to get around those rules?

I am a little mystified by this story about Boots, which I too read in the newspapers. When I announced the policy, I said that it was designed to help small independent retailers, and Boots, with 22,000 providers, does not fall within my definition of a small independent retailer. We always understood that this policy initiative was designed to support small independent retailers as they transition to the high street of the future.

I beg to move,

That this House has considered the effect of High Speed Two on the villages of Hollins Green, Culcheth and Croft.

It is a great pleasure to be here under your chairmanship, Mr Hollobone. I am grateful to have been granted this debate on the impact of the proposed High Speed 2 line on villages in my constituency. For the record, although I live in the village of Culcheth, our home is not one of those affected by the line. Nevertheless, many of us have believed for some time that what we call “the spur”—the Hoo Green to Bamfurlong section of the line—simply does not stack up economically, or in any other terms, and that the decision to join the main line north of Warrington, rather than north of Crewe, is flawed.

I have previously questioned the costings for that part of the line. I do not propose to go through all that again, but suffice it to say that if HS2 is seriously arguing that this part of the line will cost only 28.6% of the costs elsewhere, when a viaduct has to be built over the Manchester ship canal and the M62 and the East Lancashire Road have to be crossed, it is highly unlikely to be correct. In fact, many of us have believed for some time that the real justification for the spur was to avoid the constituency of a certain former Chancellor of the Exchequer, of this parish. Now, with the decision to make Crewe a main transport hub and to abandon plans for any depot at Golborne, it makes even less sense than it did.

Even so, neither HS2 nor the Government have taken full account of the concerns of people who live in the villages. One bit of the line was tweaked following representations from the owner of the Taylor business park just outside Culcheth. That mitigated some of the impact on some houses in Culcheth but increased the problems in Croft. However, the decision allowed the business park to be sold for an undisclosed sum, reported by local newspapers to be more than £19 million—without any gain, I suspect, to the British taxpayer, since the last time I looked most of the shares in the business park were held by a company registered in Belize. We often ponder why notice was taken of one person, and not of the representations of the rest of the community.

That part of the line, however, has serious implications for all three villages. That is what I will concentrate on today. For example, Wigshaw Lane is proposed for permanent closure. It is the route that leads from Culcheth to Croft, going on towards the centre of Warrington. Traffic will therefore be forced on to the other route towards town, which is the A574, despite the fact that that road is already at a standstill at peak times. An accident on the motorway or the East Lancashire Road can gridlock traffic all around the village. It is simply not sustainable to force more traffic on to an already congested road which is used as a cut-through by HGVs.

Importantly, Wigshaw Lane is also the direct link between Culcheth and Croft, and closing it will have a serious impact on people’s ability to access services in Culcheth village. For example, many people in Croft come into Culcheth to shop and to use the doctors’ surgeries there. Culcheth High School is the nearest high school to Croft and is attended by many of the young people from that village. They will be forced on to a much more unsafe route to school, and the road closure will have a particularly adverse impact on elderly and disabled people who come to shop in Culcheth.

There will of course also be problems for people who want to move the other way, from Culcheth to Croft and towards town. For example, the hospital is in the centre of town, and young people who want to access post-16 educational provision, whether at Warrington and Vale Royal College or Priestley College, need to go into the town centre. How people will get to early appointments in Warrington, or young people to classes, when the road is congested and often at a standstill is something that no one appears to have considered properly.

In fact, young people will be disproportionately affected by the closure because they move between the villages of Croft and Culcheth for sport and recreation, as well as education. Local air cadets, for example, are based in Croft. People go there from Culcheth and all around the town. The cadets are well respected—one member of my staff learned to fly with them—but the direct route there will be closed. Similarly, for young people who want to come from Croft to Culcheth to access after-school activities and sports facilities, there will be no direct route.

If that were not enough, another proposal is that the area known as the Oaks—which is on the alternative route, the A574—will lose more than 20% of its area. Culcheth Athletic junior football club has 23 teams that play there. The idea put forward by HS2, that they can all move to Shaw Street recreation ground in Culcheth, or the Culcheth sports and social club, which we call the Daten, is nonsense: four out of six pitches and the parking facilities are to be lost. It is interesting that the Government want people to be more active and for young people to take part in more sport and in the cadet forces, yet they are set on making it more difficult for them to do so in the area.

Another part of the community that will suffer a serious impact is the Catholic population. St Lewis Primary School is in Croft, as is St Lewis parish church. When the direct route is closed, young children will no longer have an even moderately safe route to school; they will be forced on to the congested A574. Older people and others who want to go to mass will be seriously inconvenienced. That is direct discrimination against the Catholic community, which goes against HS2’s declared policies.

If that were not enough, there is a proposal to put a construction depot on the A574, close to Newchurch Primary School and the residential houses that abut that road. That will increase not only traffic—yet again on a road that is already congested—but air and noise pollution for the primary school and the people who live in that area. Anyone who knows the villages would say that the proposal simply is not feasible.

As far as Hollins Green is concerned, there is a proposal to build a viaduct over the Manchester ship canal, despite the fact that on the nearby M6 the Thelwall viaduct often has speed restrictions because of high winds. It would be interesting to know how HS2 thinks that is feasible. Previous plans for a motorway in the area were rejected by the then Secretary of State on grounds that remain relevant to HS2: namely, that it would have an unacceptable environmental impact, and would cause a loss of green belt and a harmful effect on village life. That viaduct and its associated embankment will tower over the area. It will cut through a historic parish and it will destroy a network of footpaths between Hollins Green and Glazebrook.

As well as the environmental impact, there will be an economic impact on the villages. It might help the Minister if I explain that Culcheth is the centre village for Croft and Glazebury and, in some sense, for Glazebrook too. Lots of people from outside those areas come to the village because they are attracted by its mix of local shops and nice restaurants and pubs. When Wigshaw Lane had to be closed a few years ago for bridge repairs, there was a serious impact on local businesses, which lost a lot of trade. Culcheth also has a thriving night-time economy—because of the restaurants and so on. People come to the village from quite far away. That trade will be reduced if one of the main routes out is closed.

The new route will go straight through the Partridge Lakes fishery—a thriving family business built up over many years, which has also planted thousands of trees. Other businesses are situated there, too. For instance, there is a store that sells prom dresses—I think that is a thing now, although when I was growing up we just went to the pub when we left school. People come from all around to get their dresses there. There is a yoga studio and there is the Black Sheep Wools craft centre. The key thing to remember if those businesses go to the wall is that they encourage people to go to Culcheth village and spend money in the shops and restaurants. It would be a double whammy.

In Hollins Green, the Black Sheep pub will have the route going straight through its car park. People go to that pub from outside the village, and it holds a thriving farmer’s market that brings people into the village. We are constantly told that HS2 is beneficial to the economy. I do not think it is beneficial to the economy of these villages. Although I keep asking questions about the economic impact and the assessment that has been made of it, I do not get very satisfactory answers. The cost-benefit ratio of the line is estimated at between 0.5 and 0.8, but with the effect on those businesses, many of which will experience a serious loss of trade and some of which may go to the wall, that analysis changes. I hope the Minister will look at that very seriously.

There will be an impact on people’s health. The loss of the footpaths in Hollins Green, the loss of access to the linear park, which is used by walkers and horse riders, and the loss of the fishery where people are welcome to walk around, look at the wildlife and have a coffee, will have a serious impact on people’s access to green space. HS2 accepts that most anglers tend to be older men and a high proportion are disabled, although the fishery has done sterling work with young offenders to try to get them interested in the sport. We know that being out in the open air is beneficial not only to our physical health but to our mental health. Many of those benefits will be lost in those villages. We will pay the price in worse health, but in the end the country will pay the price in increased costs to the NHS.

It cannot be right that HS2 can come up with plans that anyone who knows anything about these villages thinks are unworkable. They take no account of the traffic situation, the economy of the villages and people’s health. They are just not feasible. In addition, many of them ignore HS2’s own stated equalities policies, because they have a disproportionate impact on young people, older and disabled people, and the Catholic community.

There is a way out of this situation. As the costs escalate, Ministers need to look at the cost of this part of the line. In fact, in previous debates I have undertaken, Ministers did agree that the costs needed to be looked at. The original cost of the spur was estimated at £800 million, whereas joining the main line north of Crewe was estimated at £750 million. The cost of the spur has risen to £1 billion. The original justification for not joining the main line north of Crewe was that a lot of work would need to be done to make Crewe station viable. Since the Higgins report, it has been decided that Crewe will be a main transport hub, so that work will have to be done anyway.

The other justification for the route was having a depot at Golborne, so that trains could turn around and come out of that depot. There is no longer going to be a depot there. I urge the Minister to look seriously at that. It has been said often that HS2 is of great benefit to big cities but not much benefit to towns. There is something in that. By looking again at the possibility of running trains out of Crewe to Chester, north Wales, Liverpool and up through Warrington, many towns could benefit much more, and the impact on villages could be avoided. If the Minister cannot do that, I strongly urge her to look at HS2’s plans for building the line and the impact on those villages. I sincerely believe that they will be disastrous for village life and the whole thing needs to be considered again.

Forty or 50? If so, the issue is longstanding and needs to be resolved before the weather plays an increasing role and the problem becomes uncontainable. I saw in my research ahead of the debate that if the problem remains unresolved, it will limit how people live their lives, down to not being able to open their windows, have visitors or rent out properties. If residents cannot sell their homes because the area becomes undesirable, that presumably leaves them in a position to seek some form of legal action or compensatory claim. That would be the worst of all worlds: I do not think that anybody wants that outcome.

I ask the Minister to point me in the right direction and suggest some pointers ahead of my meeting with Anglian Water and the local authority, for the sake of the West Marsh residents on whose lives the issue has a significant impact and to solve the problem once and for all.

If the right hon. Gentleman wants to support this country’s manufacturing sector, he and his colleagues should support a deal so we can leave the European Union in an orderly fashion. We are taking a number of important steps to support manufacturing, including increasing the annual investment allowance from £200,000 a year to £1 million, making research and development tax credits more generous, and backing schemes such as “Make Smarter”, which help the manufacturing sector to embrace automation and digital technology and move forward with confidence.

Can the Minister confirm that, despite the Brexit uncertainty, Britain remains the second best country in the whole world for foreign direct investment?

I can confirm that. The UK remains the European leader for foreign direct investment, venture capital investment and tech investment. Even in manufacturing, which is under a certain degree of strain, the UK remains the ninth largest manufacturing nation in the world.

Rolling out full fibre is essential to Britain’s digital future. That will be done largely by the private sector. The public sector’s role will be to provide the appropriate support in areas where full fibre roll-out is not commercially viable, but supporting the urban centres in all our conurbations, including in Yorkshire, will be an early priority for the broadband roll-out programme. I should say to the hon. Gentleman—I hope this will cheer him up—that I recently met an Italian digital entrepreneur who has relocated his business from silicon valley to Sheffield and he said it was the best decision that he ever made.

That this House has considered the matter of puppy smuggling.

Thank you, Mr Hollobone, and it is a pleasure to serve under your chairmanship. Once again, I am grateful for the opportunity to introduce this debate today. I also extend my thanks to the many organisations and bodies that have campaigned on this issue for many years, in particular the Dogs Trust, which has one of the country’s largest rehoming centres in my constituency. It is a pleasure to work with it.

This is the second time that I have secured a debate on this topic, and I am pleased to be joined again by so many colleagues of different parties from across the House. That is not surprising, as there are 9 million dogs in the UK and many more dog lovers.

I also have with me today a book containing the pledges of more than 137 MPs, and I think more MPs will be signing today, showing that they are committed to stopping puppy smuggling. I hope that that conveys to the Minister, just how deeply concerned we are about puppy smuggling, and I know that I am not the only Member of Parliament who will say that this issue is also of great concern to my constituents.

In the previous debate that I secured on this subject, I told the House how puppy smuggling was a multi-million pound industry—an illegal trade. Hundreds of puppies are intercepted at our ports and borders each and every year. I will come on to some of the issues surrounding security at our borders a little later, but it is likely that thousands more puppies slip through the net and remain unidentified.

I thank my hon. Friend for her intervention; indeed, one of the recommendations that I will come to in a moment is to introduce a test for rabies. We cannot do so at the moment, because we are in the EU, but that is an opportunity that we could take once we have left the EU. I also thank her for raising the “B word”.

Puppies should be at least seven months old before travelling to an EU member state from a third country, but the Dogs Trust found that in Serbia puppies as young as 10 weeks were given fake documentation, so that they could gain entry to the UK.

It is worth reflecting on the truly awful conditions that some of these poor animals have to endure. To evade detection, puppies are sometimes squashed into the hollow of backseats or covered in blankets and bundled under a front seat. They are often sedated to prevent them from making any noise or moving around. The Dogs Trust has told me that it has intercepted at the border puppies that have been given such heavy doses of sedative that it has taken them several days to come to. Travelling to the UK by car from countries such as Lithuania, Latvia and Serbia can take up to 30 hours, during which time puppies are given no toilet breaks, no time to exercise and very little, if any, food and water.

One case that exemplifies just how awful the trade is, is that of Lola, a French bulldog who was transported hundreds of miles from Lithuania, with temperatures in the van she was smuggled in reaching more than 40° C. She was heavily pregnant and it is illegal for a travelling pet to be pregnant. Shortly after being taken in by the Dogs Trust, she gave birth to four puppies, but it was such a difficult birth and she had been through such a traumatic experience that two of them were stillborn.

Lola has since had a number of health issues, ranging from infections to respiratory diseases, with some requiring surgery, but the Dogs Trust has managed to arrange treatment and she has been successfully rehomed. However, had Lola not been detected at the border, she and her puppies would have been advertised online and sold to an unsuspecting family who had no knowledge of the state of their health. Imagine someone bringing a new puppy home to their family, to very excited children, only to discover that it was unwell, possibly diseased and requiring treatment that could cost thousands of pounds.

The trauma of the journeys these puppies are forced to endure often leads them to develop behavioural issues and some, unfortunately, do not recover from their health issues and end up being put down. After rescuing 39 puppies from one commercial dealer, the Royal Society for the Prevention of Cruelty to Animals found that six needed to be put down immediately and two thirds had congenital defects. The RSPCA has also cited an investigation that found that about 20% of puppies bought on the internet died within six months.

What can be done to put an end to this trade? There have been many suggestions and, as has been mentioned, some of the changes can be made once we have left the EU. I wish to acknowledge and show my appreciation for the fact that the Government take animal safety and welfare seriously—for example, all the work that they have done on the banning of ivory sales and third-party sales of puppies. But they could, and should, go further. For instance, I urge them to bring before Parliament as soon as possible the already promised increase to five years of the maximum sentence for animal cruelty. That would apply to puppy smuggling.

I also ask the Government to consider introducing on-the-spot fines for those caught illegally importing dogs, and I encourage them to improve the presence of border officials at our ports, to carry out more visual checks at all hours of the day, every day of the week. The current disparity in the border presence between office hours and weekend and evening slots can all too easily be exploited by smugglers.

Post-Brexit, the Government could reintroduce a requirement for dogs to have a rabies blood test and set a restriction on how soon after the test they could travel. That could increase the age at which dogs could legally enter the country to six months, say. The benefits of that in tackling puppy smuggling are twofold: it is much easier for officials to assess accurately the age of puppies once they have reached six months, and the incentive to smuggle puppies in the first place would be reduced because they are less desirable to the public once they are that bit older.

I know that the Minister is familiar with the issues we have raised; he and I have had many conversations in the past. Colleagues wish to bring up many other points, so I will finish my speech. I know that the Minister will listen carefully, and I look forward to his response.

I congratulate my hon. Friend the Member for Mid Worcestershire (Nigel Huddleston) on introducing this debate, but we have discussed this issue so many times and now we need action. I rather agree with the hon. Member for Penistone and Stocksbridge (Angela Smith), in that I look to my hon. Friend the Minister to do something about this issue.

I have had two rescued pugs—a difficult breed. At the moment, we have a French bulldog; my daughter has it at the weekends, and my wife and I have it during the week, so we have the best of both worlds. Of course, puppies are very cute, but looking after them is a huge responsibility.

As we have heard from my hon. Friend the Member for Mid Worcestershire, an unintended consequence of the pet travel scheme and the relaxation of EU legislation has been an increase of smuggled puppies into the UK. It appears that those smugglers have easily been able to falsify pet passports and vaccine documentation, because enforcement at the borders is simply not good enough. It would be wonderful if my hon. Friend the Minister could explain how he and the Department intend to deal with the issues we face at those borders.

In 2012, when the rules were relaxed, the number of dogs entering the UK under PETS increased by 61%, and the age at which they could be imported was reduced from about 10 months to just 15 weeks. That has made it easier for smugglers to flout the rules and bring in unvaccinated puppies who are too young to travel.

As we have already heard, we are a nation of animal lovers; let us prove it. Through a simple Bill, we could change the way in which puppies are treated, and dealing with the wicked online behaviour of these crooks and criminals is key to that. We need to hear a strong message from the Minister.

I thank the hon. Lady for her kind remarks about my constituency. I am familiar with the reports that appeared in The Guardian yesterday evening about the case to which she has referred. Following the response by the Financial Action Task Force to a two-year review of our standards in the United Kingdom, the Government recognise that we are world leaders in this regard, but there are some outstanding concerns about reports of suspicious activity in the banking sector. Work is ongoing, and I will take a close interest in it.

Can the Minister quantify the amount of extra tax that the Government have collected since 2010 that would otherwise have been unpaid, as a result of the measures they have taken to tackle money laundering?

I cannot give my hon. Friend the exact figure, but we are anxious to crack down on suspicious activity when reports give us reason to believe that further measures are necessary. We have taken action in improving cross-governmental co-ordination, and we are working closely with the Home Office on the suspicious activity reports.

On the first part of the hon. Lady’s question, I think I have already answered why we decided not to go ahead with the legislation today. On clamping down on national insurance issues, I am not entirely sure to what she is specifically referring. If she would like to have a word with me after this statement, I would be happy to have a look at it.

May I accuse the Minister directly of encouraging a very large number of people to avoid tax? Is it not the case that, in 2010, when the Conservatives came into government, low-paid people had to earn only £6,500 a year before they paid income tax, but from next month the income tax threshold will be £12,500? May I accuse him of taking millions of people out of income tax altogether? Is not the fundamental truth that, if tax rates are lowered, tax take is increased by encouraging economic growth, giving us all more money to spend on public services?

I thank my hon. Friend, and I take it on the chin. I am bang to rights. I and this Government are guilty of lowering taxes, particularly for the lowest paid in our country. He refers to the increase in the personal allowance, and he is absolutely right that, since 2010, some 4 million people have been taken out of tax altogether—I am extremely proud of that fact.

It is often suggested by the Opposition that the wealthiest get away with it. Well, they certainly do not. Under this Government, the top 1% pay 28% of all income tax; under Labour, it was about 24.5%.

My hon. Friend makes a valuable point. People who are nervous about uncertainty need to vote for certainty, which would be the Prime Minister’s deal. We should not undermine the UK aviation sector. It is incredibly healthy, even though there are a number of challenges, especially in respect of how passenger numbers are going up. Interestingly, there is far more capacity than there are passengers, so shopping around for a good deal is important. What has come out of Flybmi going into administration over the weekend is that we should remember to make sure we are securing our tickets in a way that means they are insured, so that we can get compensation or refunds.

Flybmi’s 50-seater planes carried, on average, only 18 passengers per flight. No airline could carry on on that basis. Although Flybmi’s demise is regrettable and very sad, does the Minister agree that it is important to get it into context? East Midlands airport is a huge success story. It has an expansion programme, and passenger and cargo growth is 8% a year. The airport is located in north-west Leicestershire, which has the fastest economic growth of anywhere outside London and the south-east.

My hon. Friend makes a powerful point about his part of the world. He is absolutely right; East Midlands airport is thriving, competitive and nimble when it comes to the changes that passengers require and the kinds of services that they want. Even though it is regrettable that Flybmi went into administration over the weekend, it is important to note that the UK has a very healthy aviation sector.

What we will continue is our extensive planning for the possibility of a no-deal, day-one exit to make sure that our ports are indeed flowing and goods are moving, including food. But the best way to ensure that we have the right conditions for UK consumers is to back the deal that has been negotiated with the European Union.

Will the Minister confirm that, in the event of a no-deal Brexit, we would immediately be able to eliminate VAT on domestic fuel and reduce tariffs on foods imported from outside the European Union to zero?

This country will achieve a range of additional flexibilities when we are outside the European Union. We will, of course, assess them all in due course, taking into account the fiscal costs of some of the measures that my hon. Friend has raised.
