The hon. Member touched on a number of points, including workforce and talent within the UK in our universities. Through the introduction of the new skilled worker and global talent route, the UK is actually giving top priority to those with the highest skills and the greatest talents, including researchers, scientists and academics to join our world-leading higher education sector. The global talent route ensures that highly skilled individuals, including scientists and researchers, can come to the UK and make an important contribution.

The Government are investing £14.9 billion on research and development in 2021-22, the highest level for four decades. The Department for Business, Energy and Industrial Strategy provides funding for academic researchers through UK Research and Innovation and the national academies, and published detailed allocations in May. I will continue to work closely with the Minister with responsibility for science, research and innovation, the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Derby North (Amanda Solloway).

The UKRI’s global challenges research fund was set up to promote international collaboration on global issues, including climate change and health. However, due to the reduction in overseas aid, the funding promised in 2019 has now been cut in half, causing projects to be cancelled and researchers in low-income countries to be made redundant. In many cases, the last two years of research will be wasted. How will the Minister get academics to commit time and energy in the future, when they cannot trust this Government to honour their commitments?

The changes to the level of official development assistance quality-related funding made available to universities has been applied equally across the four nations of the Union, as the hon. Member will know. The Government’s research ODA spend includes the global challenges research fund, which has been allocated in line with the thematic, rather than geographic, priorities of the strategic framework for UK ODA, as outlined by my right hon. Friend the Foreign Secretary, while prioritising high-value-for-money projects and existing legal commitments. I will be delighted to meet the hon. Member along with my hon. Friend the Under-Secretary responsibility for science, innovation and research to discuss this matter further.

I stress that the UK remains open to participation in elements of Erasmus+ on a time-limited basis, provided that the terms are in the UK’s interests. The UK will consider a relationship in line with non-EU member state participation in certain EU programmes, including Horizon Europe.

As the Minister says herself, the proposal for the future EU relationship suggests that the Government will take part in only certain elements of Erasmus+ and only for a time-limited period. Will she explain what it is about the Erasmus+ scheme that the Secretary of State thinks is not beneficial? Why on earth would participation be on just a temporary basis?

As we have heard, 2.5 million children in the UK are living in food insecurity. I was honoured, along with the hon. Member for Washington and Sunderland West (Mrs Hodgson), to co-chair this inquiry. I am also vice-chair of the all-party parliamentary group on hunger and food poverty.

The inquiry heard from 400 young people across the UK. We met 15 young ambassadors, who were absolutely amazing and so articulate in explaining their experiences. Listing to them was harrowing. In the session that I chaired I kept having to put my glasses on to hide the fact that I was crying. They talked in an unemotional and down-to-earth way, because sadly this is their daily experience.

It is clear that the allowance for school meals is far too small, ranging from just over £2 to £3. Just some toast for breakfast can cost from 40p to over £1. Many young people mentioned that a bottle of water can cost 90p. In a country that has clean water, that is ridiculous. No water should be sold. Water coolers should simply be provided, as already ordained in law, and children should be given something to drink from, whether clean cups or water bottles. That is absolutely critical. It is important to hear those young people describe the headaches they were getting from dehydration. We also heard about many catering services being outsourced. It was all about having a canteen that made a profit and not about one that was providing nutrition.

There is a cliff edge that means that even a tiny change in income can suddenly mean that children do not qualify for free school meals. Dev talked about coming to school feeling embarrassed because his packed lunch box had hardly anything in it. Working out who is eligible for free schools meals has become a lot harder since the introduction of universal credit. My local authority used to have an automatic system based on the benefits people received, but there are no ways of triggering that any more. We also heard about not having enough time to eat and food therefore being thrown away, while other children who were feeling hungry watched.

There is stigma. I lost my father a week before my third birthday, so I grew up on free school meals when there were different coloured tickets and those eligible stood in a different queue. People have mentioned that there are ways of avoiding that stigma, but, as the young people mentioned, everyone knows very quickly who is on free school meals; there is no hiding it. The simple approach is to make free school meals universal. England and Scotland have that system up to the age of 7, but Wales and Northern Ireland do not. In fact, investing in universal free school meals would be the most effective way of contributing to closing the attainment gap. Children who are mentally stressed or malnourished cannot learn. As I said at the launch of the report, I defy anyone to solve algebra when their stomach is hurting them because of hunger.

Governments have direct control over what our young people eat in school and that is where they could make changes. Outside school, Government do not have direct control, although they do have a lot of powers and levers. They could fund local authorities to tackle holiday hunger. In my constituency, North Ayrshire Council provides 23 centres that are open throughout the summer, providing activities and warm meals; that is an important provision in tackling holiday hunger. The APPG undertook a report two years ago, which has stimulated discussion at least. As was said earlier, when those children come back to school they have lost out educationally over the holidays. They are not being stimulated either, as there is no access to activities, and they are filling themselves up with carbohydrates, which are cheap. They may actually have gained weight over the summer.

The hon. Member for South West Bedfordshire (Andrew Selous) mentioned breastfeeding, which is the start of a young person in life, but the mother’s nutrition is also important, as that life actually starts at conception. People forget that if a pregnant woman is carrying a female child, that child will have all her eggs from the start; a woman is carrying two generations at one time. Therefore, if that child is malnourished during pregnancy, that is hitting two generations. Then comes breastfeeding, which requires promotion and support, as well as a health visitor or someone to check that the mother is not having problems. In England, half of infant feeding lead jobs have been cut and there is no breastfeeding strategy. In Scotland, we started at a worse level—as is often the case—but in the last 17 years breastfeeding has risen by 20%. In England the figure is drifting down, and we need to turn that around.

We heard that healthy food is three times more expensive than unhealthy food. Some 46% of advertising is about rubbish food and only 2.5% about fruit and vegetables. It is critical that we have a 9pm watershed. We have debated that for the four years that I have been in Parliament, yet there has still been no action. We need to tackle that or we will face an epidemic of type 2 diabetes, which results in people losing feet or legs. Having worked in a vascular unit, I spent two years of my life being part of those awful operations. People get stuck in hospital or stuck in care, and the quality of their lives is awful. The management of diabetes already costs NHS services £10 billion. Why do we not invest more of that money in our children, by making them healthy early in life?

It is critical that we have an independent children’s food watchdog. It must involve young people, be allowed to explore different innovative approaches across the four UK nations and produce reports that the Government must promise to listen to. If that does not happen, we will pay the price in trying to support those children when they are struggling when they are older. We need to invest in our children now, and we need to start by listening to their words in this report.

It is a pleasure to serve under your chairmanship, Mr Rosindell.

I begin by congratulating the hon. Member for Bristol East (Kerry McCarthy) on securing this important debate. I know it is an issue close to her heart, as a member of the committee for this important inquiry. I also take this opportunity to thank the young people and everyone else who contributed to the report.

I thank two people who are not in the room, Lindsay Graham and, of course, the right hon. Member for Birkenhead (Frank Field), for their work in this area. The right hon. Gentleman certainly left an impression on me from the moment I got this job as the Children and Families Minister, and much of the work on the holiday activities and food programme is testament to his passion and commitment to this area.

I attended the launch of the inquiry’s report the other week—it has been mentioned by a number of hon. Members—and I was especially lucky to meet some of the young food ambassadors in person. They have been mentioned several times today, and I want to echo what has been said, extend to them my congratulations and state my commitment to continue to listen to them as they continue their work. I was struck by the bravery of those young people, how articulate they were and their commitment to work with one another to improve the lives of other children in their communities. I know that many of them, including Dev, whom the hon. Member for Central Ayrshire (Dr Whitford) mentioned, are interested in pursuing a career in politics. All I can say is that if that is the calibre of politicians in the future, we are in safe hands.

The Government are committed to delivering a country that works for everyone, and all children should be able to access healthy and nutritious food at home and at school. I am determined to ensure that we target our support as effectively as possible towards the children who are most in need.

I have very little time and I want to address a number of the issues that were raised and, obviously, give the hon. Member for Bristol East a couple of minutes to respond, so I apologise, but I will not give way now. If I can at the end of my speech, I will certainly take interventions.

Clearly, there is much more to do. That was highlighted in the report, which raised some serious and important issues that we need to address. At the launch event, I promised to take the report away to consider it in detail and to formulate an official response. Although this speech does not constitute our formal response to the report, what I can say is that I have asked my team to work with the Food Foundation to look into setting up a working group to explore how we might provide greater oversight of children’s food, involving the young food ambassadors and other relevant Departments. I am happy to meet representatives of the Food Foundation to discuss that in more detail before the end of this month—diaries permitting, of course. I will also write to schools to remind them of their responsibilities on school food, including the need to provide access at all times to free, fresh drinking water. That issue has been mentioned several times today. I will respond formally to the report by the start of the new school year. That will give us a chance to test the response with the young food ambassadors when they meet in the school holidays. My Department is committed to ensuring that all children can access healthy food, both at school and beyond, and has put in place significant resources to ensure that that happens.

The holiday activities and food programme is exploring how we can better support children and young people during school holidays. The hon. Member for Weaver Vale (Mike Amesbury) mentioned expanding it. This is the second year of our research, and we will continue to try to understand what works. Last year, we awarded £2 million, as he mentioned, to holiday club providers to deliver free healthy food and enriching activities to about 18,000 children across the country. We have more than quadrupled the funding for the summer of 2019, when, as people may have heard earlier today, we will work with 11 organisations in all the regions of England. I am pleased to be able to tell the House, if hon. Members have not already heard, that the organisations and areas that we will be working with this summer are StreetGames in Newcastle—that organisation was mentioned by the hon. Member for Washington and Sunderland West (Mrs Hodgson)—Gateshead Council; the Leeds Community Foundation; Transforming Lives for Good, in Bradford; Edsential in the Cheshire West and Chester area; the Happy Healthy Holidays consortium in Birmingham; Barnardo’s in Leicestershire; Suffolk County Council; Family Action in Croydon; the Romsey School in Hampshire; and Plymouth City Council. Those organisations will co-ordinate and fund—

I am always happy to meet the hon. Gentleman. I am sure he remembers that when I was a Cabinet Office I happily worked with him on an amendment he tabled to the Higher Education and Research Act 2017 regarding student registration. However, since 2017, the figures show a rise in EU and non-EU students. He mentions market share. He is absolutely right that we want to do more and that we need to do more. That is why we published our international education strategy, which has the ambition not just of raising the complete value of international education from £30 billion to £35 billion by 2030, but of putting in the figure of 600,000 students. It is not just about having a system that works around visas, but the whole student experience and ensuring the UK is the best place to study globally.

The Government remain focused on securing a deal that will ensure an orderly exit from the EU. We are considering all aspects of how exiting the EU might affect education, including the delivery of the Government guarantee, attracting international students and staff, and access to student finance.

In contrast to Scotland, the Secretary of State proposes to remove home fee status from EU students after Brexit. This has created such concern that the Norwegian higher education Minister is advising students to avoid the UK. Is the Secretary of State proud that his plans are causing European students to avoid our universities?

I recently met the Norwegian Minister the hon. Lady mentions, Iselin Nybø, to reassure her of the UK Government’s commitment to student programmes such as Erasmus and scientific programmes such as Horizon 2020. What I am not happy with is Members talking down our higher education system when the Government want to ensure that we bring more students here. We are looking at how to do that as part of our education strategy.

I should also like to congratulate the hon. Gentleman on his birthday. I was there not too long ago. Life comes at us fast, but we have to start somewhere. I would be happy to meet him to discuss the problem he has raised. The Government are committed to supporting STEM teaching in schools, and we have seen £7.2 million-worth of funding annually going into our network of 35 maths hubs. We are also determined to improve science teaching with a national network of 46 science learning partnerships, but let us sit down, perhaps with a celebratory cup of tea, and discuss the issue that he has raised.

Having started surgery when there were hardly any women surgeons and having been told that it was not possible for me to be a surgeon, I have been delighted to speak at Ayrshire College at the #ThisAyrshireGirlCan and Girls with Grit events. Has the Minister read the report by the Royal Society of Edinburgh, “Tapping all our Talents”, which is about getting more women into STEM, and if so, has he considered any of its recommendations?

The hon. Lady is absolutely right to raise the importance of increasing female participation in STEM. Since 2010, we have seen about 26% more women entering STEM A-levels in England, and our efforts to increase skills participation include the Stimulating Physics Network, which delivers on a series of innovative gender-balanced interventions. I would be happy to read the report that she mentions and to discuss it with her. We are determined to ensure that we work together with the science community to raise participation in these crucial subjects.

Obviously, everyone in this room welcomes the expansion of childcare to 30 hours, but we are hearing that entitlement to that is only if someone is already working. As the hon. Member for Ipswich (Sandy Martin) said, if someone is trying to get work they get caught in this trap where they cannot accept a job because they do not know whether they will be able to organise childcare.

That is one of the differences with the Scottish scheme, which also aims to provide 30 hours; but that is 30 hours across the board, whether someone is working or not. Our approach is partly to help more people into work, but is particularly about looking at it as early learning rather than just childcare. We all face the attainment gap, particularly in the most deprived areas, and lots of research shows that it is already embedded when a child enters primary school. We blame primary and secondary schools for trying to swim against the tide. The aim is that all three and four-year-olds will have 30 hours of accredited nursery places. That is also for vulnerable two-year olds, because the earlier we can interact with those children, the more we can try to make up for the situation that they find themselves in.

I welcome what the hon. Lady says about the need for early learning as opposed to babysitting. She will recognise that the Sure Start system that we developed in England was a tremendous success. We are now seeing the data, with headteachers saying that the children arriving in school are more equipped and school-ready than ever before—all the more reason why we must get this policy right as well.

There is no question about that. My son was in the first year of a four-year entry. The teacher noticed a difference in not having children crying and wetting themselves, totally shocked at being at school, because they had already had a gentle year in nursery. Therefore, when they started school, they went straight into learning. That is available earlier: we have it for three and four-year-olds. However, at the moment, 16 hours is not enough for people and it is not flexible enough. Increasing that to 30 hours and putting it across the board means that more women in particular can use it to get into work, by having it in place already, and we can invest in the early years development of our children.

Any of us with children know that raising them is expensive, and unfortunately families have taken quite a big hit. With the reduction in things such as tax credits—the limitation to the first two children, for example—it has never been harder for families. It is often forgotten that tax credits are for people who work, not for people who are unemployed. We often seem to forget that in these debates. There are many hard-working families who are struggling. As mentioned by the hon. Member for Colne Valley (Thelma Walker), this could save up to £5,000 a year. That is a significant difference; but it is only a difference if someone can find a place. Therefore, if half the nurseries shut, it will be an almighty crisis. If parents have to pay for meals and other trimmings around the edges of the nursery, it is not free at all. In fact people will be hit by that who would not previously have been hit, so some people will be worse off.

We are doubling the funding. The minimum in Scotland will be £4.30 an hour, and the average will be £4.94 an hour, because ours is predicated on the real living wage, not the national living wage. That is the other thing when we talk about entitlement and the quality of nursery education. If there is just a revolving door of people who put up with it and put up with the low wages until they can get something better, we will never grow a profession that is aimed at developing the early years of our children.

We need to get ready for this. Obviously, we are having to expand this out—we need far more places than we have at the moment—so this will be workforce skills development funding. We need more diversity. Some 96% of those who work in early years are women. There are many children who have no good male role models in their lives, and we need to get more men into nursery and primary school to help to provide that. We should have a diverse workforce. There is funding to bring in over 400 more graduates to our nursery provision, because we want this to be about early learning, not just racking and stacking children so that their parents can be at work; that will not achieve what we are setting out. It is important that there is that investment in the workforce.

The most important thing is the empowerment of women to get back to work. That can get women out of the poverty trap. We already save them money. We in Scotland have the highest employment and lowest unemployment rate among women, but there are still women trapped. I remember offering a job to a woman recently. When she looked at all the sums, it was not doable, and the big piece that held her back was her childcare. That will be happening all over the place. This has to be dealt with. In Scotland we have 14 pilots on flexibility going ahead. Many Members have mentioned how inflexible the system is.

I worked as a senior registrar, as a surgeon. I was the first flexible surgical trainee in Scotland. I was paid 21 hours; I worked 50. That is fairly standard in the NHS. By the time I paid a nanny, because I needed to be on the ward shortly after seven, I took home less than unemployment benefit, because I needed to pay her a decent rate. We had to accept that for my career to go forward—we had to ride through that and accept the debt—but many of these families cannot afford to work for nothing or less than nothing. If they have a job that has antisocial hours, long hours or is all spread at one end of the week, we need to have that flexibility. We have 14 pilots looking at a whole lot of versions, but the principle is the money follows the child, so that if a family need mix and match, they can have mix and match. That will also allow a quicker expansion. Empowering women and bringing them in will also support the economy.

We have all these brains across the country: people with talent, who have been highly educated. We spend maybe a decade bringing up our children and then do not get back into the workplace. We do not have wraparound childcare for school. We need to invest in women because they are also part of the country’s future economy.

There are things that we are trying to do in Scotland. Things are being discussed here. But if we are going to do this, we have to do it properly.

The Government are committed to giving every child the best start in life, whether their parents work or not. The 30 hours of free childcare are helping the lowest-paid working parents to manage their finances and have more money left over for their children’s needs. A lone parent needs to earn only around £6,500 a year to access the 30 hours of free childcare. Parents can apply for the 30 hours if they have a job offer; in answer to the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) and the SNP Front-Bench spokesperson, the hon. Member for Central Ayrshire (Dr Whitford), I can confirm that we can issue a code on the basis of a job offer even when Her Majesty’s Revenue and Customs has no track record of a person’s income.

The problem is that a job may start quite quickly. Having a ticket does not mean that someone has found a place. That is the advantage of already being in a place.

As the hon. Lady points out, we have tranches of entry, so anyone who has an offer in August for a job that will start in September could get a code. The situation is similar for people who want more hours. We have been as flexible as possible in ensuring that those codes can be given. We take people’s word for it that their job offer is real, but when they confirm the code it becomes apparent.

This provision builds on the existing 15 hours a week of high-quality early learning that workless households of two, three and four-year-olds are entitled to. We know that starting education early makes a difference to long-term attainment and earnings, and that work is the best route out of poverty to transform children’s life chances. I heard this week from a school principal who had supported parents of two-year-olds getting the free hours to retrain and take up employment when their child became eligible for 30 hours. That is a fantastic outcome from a programme in its infancy. The 30 hours is making a real difference.

It is good news that those schools have recognised the potential of forming a multi-academy trust to drive school improvement. Schools are really seeing the power of collaboration in driving up standards. The regional schools commissioner is now supporting the Pennine Trust to harness the potential of those schools. I wish the project well.

T5. The EU is the largest research network in the world, facilitating big science, such as the work between Glasgow University and the Max Planck Institute in Germany on gravitational waves. How will the Secretary of State maintain freedom of movement, so crucial to academic collaboration, after Brexit?

The Prime Minister was clear in her Lancaster House speech that European research collaboration remains an extremely important objective for our Brexit negotiations. We have said on a number of occasions that we value the contribution that EU nationals make to our scientific and research endeavour.

The Department has moved rapidly to provide significant reassurances to the sector in a number of respects, particularly on the continuity of the funding arrangements for Horizon 2020 resources. The Treasury will make up the continuing obligations on payments that fall due after we have left the EU. We have made it clear that EU students will be able to access our loan book and home fee status for the duration of their course of study if they start in the 2016-17 or 2017-18 academic year.

Some 15% of Scottish academics in higher education institutions are EU nationals. That rises to 25% in institutions such as Edinburgh University. Some universities already report having lost advance staff who were due to come from Europe. Will the Minister speak to the Home Secretary and try to get a guarantee of rights for EU staff before we lose any more talent?

We fully value the contribution that EU staff make to the success of UK institutions. The higher education sector has a long-established tradition of attracting brilliant academics and students at all stages of their careers, and we are working hard to ensure that that continues. The Prime Minister has given assurances that she has every expectation of being able to guarantee the status of such academics, provided that other countries reciprocate for British nationals in their countries.
