Public Bill CommitteesClause 9 supports the reforms to the charging for air services contained in clause 10. Clause 10 allows air service charges to be imposed on a broader range of persons than under the current framework. Clause 9 therefore makes corresponding changes to the licence modifications process to ensure that existing safeguards remain effective and apply equally to all relevant parties. The clause requires the Secretary of State or the CAA to identify and consult anyone who would be materially affected by a proposed licence modification. It also introduces schedule 2, which makes additional corresponding changes to the air services licencing regime and the appeal process.
I support updating the framework for funding air navigation services. Will the Minister explain how the changes will ensure that costs are shared fairly among those who benefit, with proper scrutiny on charges and a clear expectation that the money supports a reliable service?
