Commons ChamberIf someone comes here to work from the European Union, and if they are in a relatively low-paid job and receive tax credits as a form of benefit, they might effectively be paying no tax at all. Will the Government tell the European Commission that we should have a new system by which people have to pay tax for at least three years before drawing any tax credits or benefits?

Commons Chamber4. What recent discussions he has had with the Crown Prosecution Service on the use of diminished responsibility defences in domestic homicide cases.

Commons ChamberT6. Last year, Conservatives on Essex county council passed a motion calling for the EU budget to be cut, a reduction in our contributions to the EU and for EU red tape to be slashed. Does my right hon. Friend agree that the good people of Essex should back Essex Conservatives on 2 May—the only party to stand up to Europe?
With reference to the responsibilities of the Foreign and Commonwealth Secretary.

Commons ChamberOrder. I am grateful to the Minister, but we have many questions to get through and the answers are sometimes just too long.
12. What steps his Department is taking to increase the availability to patients of GPs and specialist health services.

Commons ChamberI remind the House that topical questions and answers are supposed, by convention, to be briefer.

Commons ChamberWe are immensely grateful to the Secretary of State. I call Priti Patel.

Commons ChamberOf course, it is not my obligation to stick by any of these matters.
The Prime Minister will be aware of the brutal murder last year in Germany of my constituent, Lee Heath. The murder trial is set to start in March and will last for a good couple of months. Will the Prime Minister ensure that the Government do everything possible to support Lee’s mother, Marie Heath, in dealing with the ever increasing financial costs that she faces in seeking justice for her son?

Commons ChamberThe Secretary of State will be aware of the extensive process that parents and schools go through when undertaking testing for special educational needs for children. What advice does he have for parents in my constituency when schools refuse to test their children for special educational needs?

Commons ChamberThere is no uncertainty in my mind. [Interruption.] Order. I am genuinely sorry for the hon. Gentleman if he is suffering from uncertainty. I am not suffering from any uncertainty on this matter, although I pay tribute to him for his efforts.
On a point of order, Mr Speaker. You will know that I have raised with the House authorities the delays there have been as I have tried to secure certain school tours. This week, I had a group cancellation—
Order. The hon. Lady was actively discouraged from pursuing that matter as a point of order. I fully understand her sense of grievance about it, but it is not, I am afraid, a matter of order. For her, it is a matter of real and understandable frustration, which is not quite the same thing.

Commons ChamberOrder. A very large number of right hon. and hon. Members are seeking to catch my eye and there is some pressure on time, so I appeal, as always, for single, short supplementary questions and, of course, to the Leader of the House to exercise his characteristic pithiness in reply.
On the eve of European health and safety week, is the Leader of the House aware of the excessive bureaucracy that Essex county council highways department has imposed upon the village of Coggeshall in my constituency just to put up its village Christmas tree and lights? Can he please reassure my constituents that he will work across Government to ensure that the over-zealous bureaucrats at the highways department do not kill Christmas in Coggeshall?
