Commons ChamberThank you, Mr Speaker, and I thank the Prime Minister for giving way. On extremism, Government efforts to tackle hate preachers who poison individual minds and destroy our communities have to be welcomed, and I applaud what the Prime Minister is doing in tackling non-violent extremism. Will he clarify how the Bill will define when an individual has crossed the threshold of what is and what is not acceptable, so that our enforcement agencies and communities know when to take action?
My hon. Friend raises the absolutely crucial point that will be at the heart of the debate. I expect it to be a difficult debate, because we are trying to balance two things: our profound belief about free speech in this country and our need to stand up for the liberal democratic values that I have spoken about. It is not good enough to say that this is too difficult and therefore we cannot take any action to try to stop the people who are poisoning minds, particularly those of young children.
Let me make the point about the importance of being able to go into unregulated education settings and to check whether extremism is being taught or promoted. If that is happening, walking by on the other side and saying, “That’s part of someone’s culture and we just have to put up with it,” is not good enough. That is what needs to change.
Above all, in this Queen’s Speech we are using our economic strength to choose to invest in the national security of our United Kingdom—England, Scotland, Wales and Northern Ireland. We are legislating on the police, intelligence powers and human rights, and we are meeting our NATO commitment to spend 2% of our GDP on defence.
This Government will also make a further choice. To disarm unilaterally in the hope that others would follow would be an act of supreme naivety. It would be the ultimate false economy—an act of weakness, not of wisdom—so we will hold a vote in this House to secure the long-term future of Britain’s nuclear deterrent.
Britain has come a long way since the depth of Labour’s recession. We are building homes again, with over 700,000 more since 2010. We are creating jobs again, with over 2 million more people in work. We are investing in our NHS again, with almost 10,000 more doctors and over 10,000 more nurses on our wards than in 2010. We are building a greater Britain again, with a sound economy, strong defences and opportunity for all. These are the actions of a progressive, one nation Conservative Government, and I commend the Queen’s Speech to the House.

Commons ChamberAs someone who has an open mind and can see competing arguments on both sides, may I ask that we ensure that the information used in the campaign is factually correct? A few weeks ago, a letter criticising the Prime Minister appeared in The Daily Telegraph and the Daily Mail, apparently signed by a local Conservative activist from my constituency, linking the association to the letter, yet no one had ever heard of that person. May I ask that information put forward by both sides is fair, accurate and factually correct so that the British public can decide on the basis of fair evidence?

Commons ChamberFirst, I do respect the former First Minister of Scotland, who said that six weeks was what was necessary. I also respect the electorates of England, Scotland, Wales and Northern Ireland on the basis that I think people are perfectly capable of making up their minds in a local election, a Scottish parliamentary election or a Welsh Assembly election and then, a period of some weeks afterwards, making up their minds all over again on the vital question of the European Union. So, no date has been fixed, and there must be a six-week gap. Frankly, I think that the right hon. Gentleman is looking for something to complain about. This House has voted for a referendum, and it would be pretty odd if, having voted for a referendum, we then spent ages debating about not having one.
Thank you, Mr Speaker. The Prime Minister will be alarmed to hear that a shop in Gillingham selling illicit tobacco was making £25,000 a week, destroying the local economy and damaging people’s health. Nationally, this trade is costing the economy £2 billion a year. Will the Government look at increasing the statutory maximum penalty for this offence to bring it in line with that of supplying class C drugs?
I will certainly look at the issue my hon. Friend raises. As far as I can see, Her Majesty’s Revenue and Customs, working very closely with Border Force, has been highly effective at reducing this tax gap of people selling illegal tobacco and has closed off about £1.3 billion of the tax gap since 2000. They do have a wide range of sanctions to deal with illicit sales, including seizure, penalties and criminal prosecutions—they prosecuted almost 800 different people in the past two years. So I think the powers are there, but I will have a check to see whether more is needed.

May I first of all thank the Prime Minister for that change in terminology, and all Members of Parliament across the House for their support? Will the Prime Minister join me in urging the BBC to review its bizarre policy? It wrote to me to say that it cannot use the word “Daesh” because it would breach its impartiality rules. We are at war with terrorists, and we have to defeat their ideology and appeal: we have to be united. Will he join me in urging the BBC to review its bizarre policy?
I agree with my hon. Friend, and I have already corresponded with the BBC about its use of “IS”—Islamic State—which I think is even worse than either saying “so-called IS” or, indeed, “ISIL”. “Daesh” is clearly an improvement, and it is important that we all try and use this language.

Commons ChamberThe hon. Gentleman is right. The situation in Iraq—and its Government—is fragile and needs a lot of extra work, although it is an improvement on what came before. Again, my argument would be that it is by engaging that we are able to bring about change. This debate is revealing that there are answers to all these questions. We raise questions about whether they are comprehensive enough, but there is no perfection when it comes to this issue. In the end, we can ask all the questions and try to answer them, and then we reach a point of decision. In my view, from everything that is emerging from this discussion, there are answers, but in the end we cannot dodge the decision.
In relation to defeating this evil organisation, its ideological appeal and its self-proclaimed legitimacy, our key ally France uses the term Daesh, and the French media now follow. Paragraph 1(3)(5) of UN resolution 2249 mentions Daesh, as do the EU statement, the entire Arab League and 170 Members of Parliament. Doing so would help to address the rise in Islamophobia in this country, which I know the Prime Minister does not want, but which is happening by deliberately linking Islam with this terrorist organisation. It has chosen to call itself an Islamic state and a caliphate for a reason—we should not do that.
My hon. Friend is fighting this strong campaign and convincing increasing numbers of people. My only concern is whether we might lose the public by changing the name. I am listening very carefully to the arguments he is making.

Commons ChamberI hope that I am able to reassure the hon. Gentleman. There is a strategy, which we need to lay out more clearly, of combining the political settlement with the military action that I think is important and the involvement of neighbouring countries. In the end, we have to decide whether to take such action as part of a strategy. That is my aim in the document that I will produce.
I fully welcome the Prime Minister’s statement. President Hollande has used the exact words that France is “at war” with Daesh. In Vienna, John Kerry said that we have to “defeat Daesh”. This evil organisation wants us to call it Islamic State or ISIL to give it the legitimacy and appeal that it wants. Can we join our counterparts and use the word “Daesh” to ensure that we use the right terminology?
My hon. Friend is slowly winning that battle. The use of the word “Daesh” is increasing with every issue of Hansard that is published. He is right about the evil we face. This group carried out the attack in Paris and they would be equally content to carry out an attack in Belgium, Sweden, Denmark or here in Britain. They do not not do it because they feel that we are somehow different; they just have not managed it yet and we have to stop it.

Commons ChamberOh, borders. Well, I think that is unknowable. There is a very good agreement between Britain and France that is in the interests of both our countries. We know that it can be maintained with the current arrangements, but it will be for those who are arguing to leave the European Union to discuss and explain those points.
The Prime Minister said that the conclusions set out what is necessary. Let me, if I may, take him to paragraph 4, line 4 of the conclusions, which says:
“The European Council agreed on the need to focus on the fight against DAESH”.
The document makes no reference at all to “ISIL”. Given that the United Kingdom has agreed to this document, will we now officially use the word “Daesh”, which will help us to defeat this evil organisation’s propaganda campaign?
My hon. Friend is very persistent and quite convincing. I have just written him a letter to say that, in all our communications with Arab states and partners that use the terminology “Daesh”, we also now use the terminology “Daesh”. Clearly, that now involves the European Union as well. I am comfortable that we should never say “Islamic State” or “IS”, because I think that confers some legitimacy on them, but I think that if we use “so-called” or, indeed, the term “ISIL”, it is clear what we are referring to.

Commons ChamberAs I said, I think taking 20,000 people is the right response for the United Kingdom, and I think we should come together and work out how best our local councils and local voluntary groups can give those people a warm welcome.
The Prime Minister said that the thinking on safe havens was the “right sort of thinking”. On 28 November 2011, I asked the then Secretary of State for Foreign and Commonwealth Affairs whether we could have safe havens in Syria for the protection of civilians. He replied that there was no “imminent plan” for such safe havens. Why did we not push harder for safe havens at that time? Which countries objected to them? And what is the timeline for the present plan for safe havens that would allow people to be protected on their doorstep from Assad and from Daesh?
Let me be clear about what I was saying; I do not want to mislead anybody. I said that the thinking about safe havens was the “right sort of thinking”, because it is addressed at trying to help people in the region, rather than encouraging them to travel. The problem with safe havens up to now—it is still a problem—is that if we are going to declare somewhere a safe haven, it must be safe. Our experience in Bosnia and elsewhere is very relevant here. To make the haven safe, we would have to commit a lot of troops and, potentially, air support to take out Syrian air defences. A whole series of steps would have to be taken, and we are a long way away from that. The only point I was trying to make was to show some sympathy with those people who are pursuing the idea of safe havens, because they are at least trying to help people in the region, rather than encouraging this trade in people.

Commons ChamberWhen we talk about cross-border working families, it is still the case that welfare arrangements in the United Kingdom are far more generous than what is available in the Republic of Ireland. Our view is clear: the right answer is to create jobs, cut taxes, raise living standards and reduce welfare. I want an economy that has high pay, low taxes and low welfare, instead of low pay, high taxes and high welfare.
Let me share with the House one important statistic. Under the last Labour Government—[Interruption.] I know that Labour Members do not want to talk about the last Labour Government. [Interruption.] Well, under the last Government, inequality and child poverty fell. Now for the history lesson: let us go back to the last Labour Government. Under Labour, the number of working-age people in in-work poverty rose by about 20%. That was at the same time as welfare spending on people in work went up from £6 billion to £28 billion. What that shows is that the Labour model of taking money off people in tax and recycling it back to them in tax credits has not worked. It is time for a new approach of creating jobs, cutting taxes and having businesses that are creating the livelihoods we need.
Q3. Having led a campaign and authored a letter signed by over 120 Members of Parliament from across the House to the Prime Minister and to the BBC against calling the so-called Islamic State “ISIL” or “ISIS”, I thank the Prime Minister for not calling it “Islamic State”, but an issue remains with calling it “ISIL”. Will the Prime Minister lead the way by officially calling it “Daesh”, as do France, Turkey and other countries in the middle east, which is acceptable to Muslims in this country and around the world?
My hon. Friend, who has spoken about this a lot, makes a very strong point. The argument I would make is that “Islamic State” is inappropriate, because it is neither Islamic in the true meaning of the word nor, indeed, is it a state; it is a bunch of terrorist thugs. I am happy for people to use “Daesh”. I think ISIL is an alternative because it does not confer such authority. I am pleased that the BBC seems to have moved its position, because until yesterday it was calling it “Islamic State”. It looks like it is going to change its approach, and I really welcome that.

Commons ChamberMy hon. Friend makes an important point. The media have to exercise their own view about social responsibility and what they should and should not publish. I really hope that the BBC can look again at calling the organisation “Islamic State”. It is not Islamic and it is not a state. It is a terrorist organisation. Call it ISIL, call it Daesh, but do not give it the dignity that it is asking for.
As somebody from the Muslim faith, whose father and grandfather were imams and whose uncle is an imam, I see British and Islamic values going hand in hand. Does the Prime Minister agree that each and every one of us has a duty to challenge non-violent extremism wherever it occurs in our society and community?
My hon. Friend speaks with great knowledge on this issue. The short answer is yes— Members of Parliament can all play a role in shifting the debate on this vital issue.

Commons ChamberThe timeline that I have mentioned is the fact that 90 countries have promised automatic tax exchange by the end of 2018. That is not as fast as I would like, or probably as the hon. Gentleman would like, but it is something that has not happened before and will now happen.
On Yemen, the communiqué says that the G7 supports the UN process, but what actual steps is the international community taking to implement UN resolution 2216, which is underpinned by chapter VII of the UN charter, and to ensure that those from outside who back the Houthi rebels stop doing so?
The answer to my hon. Friend is that every effort is being made and every encouragement given to all sides that they need to get around a table and start talking. Specifically, those who have been backing the Houthi rebels should pay attention to the resolution that he mentions.

Commons ChamberMy hon. Friend is right. Voting for another party is really opening the back door to a Labour Government, who would not renegotiate or have a referendum. It would just lead to a sigh of relief in the corridors of Brussels that none of those changes was necessary. If people are serious about wanting reform and a referendum, there is only one box they can put their cross in.
On foreign policy, did the European Council look at the coup in Yemen against the legitimate Government of President Hadi? Taking into account the words of the Yemeni Foreign Minister in today asking for Gulf Co-operation Council countries to send in their forces to avoid civil war, the Saudis have asked their ambassador to operate from Aden to show support for the legitimate Government. Will we be doing the same?
We did not discuss Yemen specifically at the Council because we were very focused on Tunisia, Libya, Ukraine, energy union and the eurozone crisis, but my hon. Friend is absolutely right that what is happening in Yemen is deeply worrying. It is extremely unstable. We still, obviously, support and believe that President Hadi is the legitimate power. Frankly, what is needed in that country is what is needed in so many other troubled countries in the middle east, which is inclusive government that includes representatives of all the people of that country, so there can be some sort of progress.

Commons ChamberI will be very frank about the discussions I have been having. I thought it was important to chair some discussions here in the UK about what the consequences of Greek exit from the eurozone would be, because there is a chance that it could happen. If it does happen, we would need to make sure that our banks were secure—which they are—that our businesses understood what the consequences of Greek exit would be and that we could support tourists, dual nationals and British people who live in Greece. Those are all important questions that we should consider. Some criticised me for holding those meetings, but, to be frank, I would argue that any responsible Prime Minister in any responsible European country should do exactly that.
There are mixed opinions about the question whether a Greek exit from the eurozone would be followed by other countries exiting, because the spread of bond yields between Spanish, Portuguese and other bonds and Greek bonds has been very different in recent months compared with 2011. I am clear about what my responsibility is: to encourage the eurozone countries to come to agreements that can get their economies to grow and the continent to stabilise, and, back at home, to be very clear that we are ready for any eventuality, including a Greek exit from the eurozone.
On tackling international terrorism, calling this evil organisation ISIL or Islamic State—no such state exists— only gives it legitimacy by linking it to Islam. Why not call it what Prince Turki al-Faisal of Saudi Arabia calls it, namely Faesh, meaning an obscene organisation committing obscenities?
I think there is a case for that, but there has not been a tradition of calling it Daesh in Britain and I think people would find it difficult to know exactly what we were referring to. Some media organisations refer to it as either “ISIL” or “so-called Islamic State” and I think that is better than “Islamic State”, because, frankly, it is not a picture of what millions of people who follow the religion of Islam see as Islam. It is also very arguable whether it is a functioning state, so I think that “so-called” or “self-styled Islamic State” is better. I do not think that “Daesh” would be widely understood, although people in the middle east, France and elsewhere use it as a term.

Commons ChamberI have been very clear: we are not paying this on 1 December; nor are we paying an amount of this nature. We are very clear about that. If, through these processes, we have to pay a little bit more or a little bit less, as we do every year, that is a different matter. I could not have been clearer about this.
Touching on economic issues, in paragraph 7 of the conclusions, the Prime Minister will be aware that the EU recently granted Pakistan favourable trading status, linked to its basic human rights. In the light of the recent decision by the high court in Pakistan to sentence under its completely unacceptable blasphemy laws Asia Bibi, a Christian mother of five children, to death by hanging, 45 Members of Parliament from across the House have written to the Government of Pakistan urging them to review this miscarriage of justice. Will the Prime Minister ensure that our Government push Pakistan to review this miscarriage of justice?
My hon. Friend makes a very important point. As he knows, we have been pushing the Pakistan Government to amend the blasphemy laws, and I will be speaking to the Prime Minister tomorrow.

Commons ChamberI will look very carefully at the suggestion that the hon. Lady makes, because she is absolutely right that Alan Henning was a hero. He went to serve others. He went with no thought of his own safety: it was about helping other people in their time of need. He was an entirely innocent man, and the fact that he was murdered in such a brutal fashion demonstrates the dreadfulness of the people who we are dealing with in ISIL. I know that people in Eccles and in Salford miss him greatly. I spoke to his wife; the family have been incredibly brave. The hon. Lady makes a very good suggestion which I will take away and look at.
Q12. Will the Prime Minister join me in congratulating the excellent Conservative-run Medway council on securing nearly £30 million from the Government’s national growth fund, which will further help to improve economic regeneration in the local area? The fact that youth unemployment in the local area is down, unemployment overall is down, apprenticeships are up, business creation is up and jobs are up clearly shows that our long-term economic plan is working both locally in Medway and nationally across the country.
My hon. Friend is absolutely right. The claimant count in his constituency is down by 36%, which is a huge advance over recent years. He is right about the importance of the local growth deal. This is going to mean more transport links in and around Medway and investment in the growth hub. A total of £442 million of growth funding has gone into this deal. Like him, I have got a feeling I will be spending some time in the Medway towns in the months and years—in the weeks—to come.

Commons ChamberMy hon. Friend is absolutely right. There are a variety of legal arguments that can be deployed. In this case it could not be clearer that we are acting at the request of a sovereign state, and if we were to act in Syria, I believe that would be the legal basis too: collective self-defence against ISIL which threatens Iraq. But my hon. Friend is absolutely right to say, and I have said this in the House before, that if one is averting a humanitarian catastrophe, that is a legal basis on which to act. Let me be clear again that although it is right that we are having this debate and this vote, if there was a moment when it looked as though there could be an urgent humanitarian need for intervention, I would be prepared to order that intervention and then come to the House and explain why.
We have a comprehensive strategy for action. As I have said, we have a clear request from the Iraqi Government. We have a clear basis in international law. We have a substantial international coalition, including many Arab partners, and we need to act in our own national interest. So I believe that it is morally right that we now move to a new phase of action by asking our armed forces to take part in international air strikes against ISIL in Iraq, and I believe we should do so now.
Muslims around the world have made it clear that ISIL has nothing to do with Islam; it is an evil organisation. Linked to that very point, have there been discussions with the 57 members of the Organisation of the Islamic Conference, which represents Muslim states, to see whether many more of those Islamic countries will be joining this international coalition, along with the five Arab states, to ensure that it is a wider, broader coalition and has the most effective outcome?
All these conversations were taking place this week at the UN General Assembly, and one of the most important things that can happen is Muslim Governments, Islamic countries across the world, coming out and condemning ISIL, and explaining that this is not a bunch of people acting on behalf of a religion, but a bunch of psychopaths who have perverted a religion, and that it is not being done in their name.
Let me address briefly what I believe a successful outcome would look like, and then I will take some more interventions. We would want to see a stable Iraq and over time a stable Syria too. We want to see ISIL degraded and then destroyed as a serious terrorist force. But let me be frank: we should not expect this to happen quickly. The hallmarks of this campaign will be patience and persistence, not shock and awe. We are not deploying British combat troops, but we are providing air power in support of local forces on the ground. No British or western troops will occupy Iraq. Many other elements will be needed for a long-term success, many of which I have set out clearly at the Dispatch Box today.

Commons ChamberI entirely agree with my hon. Friend. He mentioned cyber-defence and cyber-attack. If we believe in deterrence in the field of, say, nuclear power or conventional forces, we should apply the same logic to cyber-warfare.
In the context of achieving a secure, stable, democratic Afghanistan, does the Prime Minister agree that it would be helpful to have a secure, democratic, successful Pakistan? That being the case, and in view of recent events, does he also agree that the United Kingdom will always support a democratically elected Government in Pakistan rather than those who are trying to derail that Government?
I agree with my hon. Friend: we should be friends of a democratic Pakistan. I think it is good that, in spite of that country’s difficulties, there has been a transition from one democratically elected Government to another democratically elected Government, and we should be encouraging that process.

Commons ChamberI will check the context of those comments, as I expect the candidate went on to say how wrong that is, which I know is his view. It is unreasonable to cite what I suspect is a partial quote rather than the whole thing.
On tackling extremism and radicalisation, I welcome the fact that more than 1,000 individuals have been diverted from entering extremism and jihadism through the Government Channel programme. As someone from the Muslim community whose father was an imam, I would like to ask what further steps the Government are taking to engage with the Muslim community to tackle the evil of radicalisation and extremism affecting some young Muslim men in our society. Linked to that, I note that the extremism taskforce has made its recommendations. Will the Government be appointing a specific individual to monitor the implementation of those recommendations across Government Departments and to recommend further specific action?
On my hon. Friend’s latter point, the extremism taskforce came up with a number of recommendations, most of which have been put in place or are being put in place. They concern banning hate preachers and ensuring that we confront extremism and root it out at places such as universities and, I am ashamed to say, our prisons, where there have been problems. On his questions about what more we can do, the Channel programme is successful. There is a programme of engagement to divert young people from this cancerous organisation. As I said earlier, one element of that is to demonstrate some of the things that the British Government do throughout the world to support minorities, stand up for human rights and help Muslims in a variety of ways in a variety of countries.

Commons ChamberI will certainly look at the point the hon. Gentleman makes with regard to Ukrainian banks and the money that has been taken out, and I will mention it to my colleague the Foreign Secretary who will be attending that meeting.
The Prime Minister will know that Russia repeatedly vetoed any early intervention in Syria, which has led to a complete mess in Syria. Will he now review our policy on Syria despite Russian objections, taking into account the words of Robert Ford, the former US envoy to Syria, who says that current international policy does not relate to the position on the ground? Finally, there are reports that Hamas is prepared to accept a ceasefire if it is guaranteed by Qatar and Turkey. Is there any progress on that?
I have not seen that latest report, but anything that brings about a ceasefire would of course be welcome. On Syria, our policy remains the same.

Commons ChamberI agree with the hon. Lady that everyone should co-operate with the police ombudsman. The police ombudsman system in Northern Ireland is now a model that other countries are looking to follow. This is something I discussed recently with the Taoiseach in relation to what happens in the Republic of Ireland. We have a system that works. We have the Historical Enquiries Team, which is also working. I very much hope that the work can continue between the parties in Northern Ireland to discuss the Haass principles and ideas for flags, parades and the past, and that everyone can come together to sort these issues out.
Q8. In Gillingham and Rainham, youth unemployment is down, overall unemployment is down and business creation is up. Does the Prime Minister agree that this clearly shows that our long-term economic plan is working? Linked to that, will he join me in welcoming the creation of a new university technical college in Medway, which will ensure that our future generations have the right skills to succeed in life?
I am delighted to tell my hon. Friend that it is welcome that youth unemployment, which has been too high for too long in our country, is down by 25% this year in his constituency, and that long-term youth unemployment is down 41%. He made the point about university technical colleges. I want to see one of those in every major town in our country, so that we can really give our young people the opportunity of a good technical education if that is what they choose, and I want those schools to be well funded, well resourced and partnered—as is the case in his constituency—with good organisations that can bring their expertise to bear.

Commons ChamberWe address energy security all the time through the national security strategy and the National Security Council. It is one of our considerations. Perhaps I could let the hon. Lady know about the specific issue that she raised.
On Iraq, does the Prime Minister agree that the near breakdown of governance is down to Prime Minister Maliki’s failure to form an inclusive Government rather than a sectarian Government, which is now leading to weapons that have been given to the Iraqi army ending up in sectarian and extremist hands in Syria?
My hon. Friend makes a good point. Iraq has always faced the challenge of having Sunni, Shi’a and Kurdish populations. It requires politics and a political leader who can bring them together and make sure that everyone feels part of the whole. That has not always been the case with Maliki’s Government. It needs to be; otherwise, we will see more breakdowns such as the one that has happened in the last 24 hours.

Commons ChamberI am happy to look into that case. As the hon. Gentleman will know, the legal regulators and the legal ombudsman, which were improved over previous years, are independent of the Government. It is therefore not possible to intervene directly, but I can arrange for a meeting between the hon. Gentleman and the Minister with responsibility for legal services to discuss what remedies are open to the hon. Gentleman’s constituent. If that meeting will be helpful, I will certainly put it in place.
Prime Minister Nawaz Sharif of Pakistan is due to visit the United Kingdom later this month. Will the Prime Minister discuss with him specifically the reform of the blasphemy laws in Pakistan, which are often used to persecute and prosecute minority communities, including the Christian community? Will he urge Prime Minister Sharif to ensure that all those who are prosecuted under those laws get justice, including a British national?
I reassure my hon. Friend that I will raise that issue with Prime Minister Sharif when he comes to the UK. In the run-up to Easter, it is important to remember how many Christians are still persecuted around the world, including Christians persecuted under things such as the blasphemy laws. I will raise that important issue and look forward to meeting the Pakistan leadership.

Commons ChamberIt is easier and better to do that through the European Union, with all 28 countries deciding who to designate, whose assets to freeze and whose travel to ban. I have tried to explain that the process for doing that focuses on the people who played a part in the illegitimate decision. That includes members of the Duma, some of whom have been sanctioned. I agree with the hon. Gentleman that we should take other measures in respect of what happened in Crimea. That is why the measures on goods and services that come from occupied Crimea, which America has not taken but Europe has, are significant. Finally, it is important to be clear about the next steps that we would take if Russia went into eastern Ukraine. Those steps should be reserved for if Russia goes into eastern Ukraine and should not be brought in before that happens.
I very much welcome the statement by the Prime Minister. Paragraph 23 of the conclusions of the European Council, which relates to Cyprus, states:
“The European Council supports a comprehensive and viable settlement of the Cyprus problem within the UN framework”.
What steps are we taking to resolve that problem?
We continue to talk with the Cypriot Government. I had meetings with the President of Cyprus in the UK this year and I continue to speak to him at European Council meetings. There is a talks process that has made some progress. As one of the guarantor powers, we should continue to support that process.

Commons ChamberI think I have given a fairly clear answer, which is that we are reviewing all the military relations and contacts between Britain and Russia. I have said that export licences for anything that could be used in Ukraine would obviously be very difficult to justify and that we should continue with the military co-operation where it is about, for instance, inspections mandated under international treaties. I have also said that we should take this area of military co-operation and, with our European Union partners, try to agree on a set of principles that would follow as part of either phase 2 or phase 3, as I set out.
I very much welcome the statement by the Prime Minister. Russia is a member of the United Nations Security Council and it is violating the UN charter by violating another country’s sovereignty. Russia has also in the past vetoed United Nations humanitarian action around the world. Is it the right time to look at reforming the UN Security Council and its vetoing system?
My hon. Friend raises a subject that can get diplomats talking for ever and ever, possibly without a conclusion. I think that what this demonstrates is the need to consider at the UN Security Council resolutions that may require Russia to show her colours in this regard. I remember a number of occasions when Russia, and indeed China, have talked about the importance of non-interference in the affairs of another nation state, yet what we see here is interference in the affairs of another sovereign nation state, Ukraine.

Commons ChamberThe first thing we must do is to continue the Foreign Secretary’s excellent work to drive the issue to the top of the international agenda. Some really important steps in relation to commitments from other countries and through the UN have now been made. The specific allegations are one reason why the independent inquiry that we have talked about this afternoon is so important.
With personal experience of being affected by a natural disaster—I lost 30 relatives, as well as my grandfather, in the Kashmir earthquake in 2005—may I thank the then Secretary of State for International Development and the current Secretary of State for the work done by the UK and the public then and now to help rescue people and save lives? I urge the Government to provide long-term support and assistance to hard-to-reach rural areas whose whole livelihoods have been thrown away. Such people need our help, as I know from experience. Will the Prime Minister make them a top priority?
I am grateful to my hon. Friend for what he has said. He speaks movingly about how his family were affected by the situation in Kashmir. The key thing is to consider what long-term help and development assistance we can provide for rebuilding and to look at resilience against future natural disasters. That is something for which the international climate fund can be used.

Commons ChamberI only recently heard that announcement. If that were to be the case, it would be hugely welcome. If Syria were to put its chemical weapons beyond use under international supervision, that would clearly be a big step forward and should be encouraged. We must be careful to ensure that this is not a distraction tactic to discuss something other than the problem on the table, but if it is a genuine offer, it should be genuinely looked at.
I welcome the excellent work that the Prime Minister is doing on Syria. Every single hon. Member has welcomed the work of the UN inspectors, but will he remind the House how they got into Syria? The G8 summit, which he chaired, made Russia agree to UN inspectors going into Syria for the first time. The Russians would not agree to that previously, so that was an acutely significant moment.
I am grateful to my hon. Friend for reminding the House of that. It was a breakthrough at Lough Erne to get that unfettered access for inspectors. However, we must remember that they are not able to point the finger of blame. All they can do is build additional evidence. I hope they are successful and that they make their report, and that the report adds to the already bleak picture we can see.

Commons ChamberOn the hon. Gentleman’s first point, I do not believe that the ending of combat operations in Afghanistan will in any way loosen the bonds between Britain and America. I think the Americans are deeply appreciative of the fact that we have been the second largest troop-contributing nation, understand the very high casualties that we have taken and also welcome the role that we play at the heart of the command structure. The commander of ISAF is an American general and the deputy commander is a British general, Nick Carter, with whom I spent some of the weekend. On the second issue, I have said all that I want to say. I do not comment on intelligence and security matters, but in this country we operate very clearly under a legal process.
I congratulate the Prime Minister on being the first international world leader to visit Pakistan and meet Prime Minister Sharif, which clearly shows our two countries’ close collaboration and links. Will the Prime Minister clarify one point? Were discussions had with Prime Minister Sharif about reforming the madrassahs, the religious schools, in Pakistan, which have often been seeing as a recruiting ground for extremist and radicalised organisations? Does the Prime Minister agree that we need to ensure there is a wide spectrum of education in Pakistan, so that students can move away from ethnic and radicalised violence in the country?
In my discussions with Prime Minister Sharif, he made it very clear that his three priorities were the economy, energy and extremism. On combating extremism, I think that we agree not only that there is a need for a tough security response, but that we need to drain the swamp of extremism, including by reforming education. He particularly praised the work that British aid has delivered in the Punjab, where his brother is the Chief Minister. Sir Michael Barber—a well-known British civil servant—has worked his socks off making more than 30 visits to the Punjab and delivering a programme that has meant that millions of Pakistani children have had schooling that they otherwise would not have had. That is all down to his hard work and to British aid.

My hon. Friend makes a very good point. On Saturday, the leader of the Labour party told us there would be iron discipline on spending, but on Sunday, the shadow Chancellor, on the television, having been asked five times, admitted that yes, borrowing would go up. So there we have it: they want to borrow less by borrowing more; they want to spend less by spending more; they want to cap welfare by spending more on welfare. No wonder it is not just people at Wimbledon saying, “New balls, please.” [Interruption.]

Commons ChamberThis issue—on which I applaud Kofi Annan’s work—is covered in the declaration: that companies should report what they pay and that Governments should report what they receive, because often there has been a discrepancy between the two. Obviously the more countries that join the extractive industries transparency initiative—several promised during the course of the G8 and the Italians, the French, and ourselves before the G8—the higher the international standards will be.
On Syria, may I refer the Prime Minister to paragraph 87 of the communiqué, which deals with chemical weapons and a United Nations mission going to Syria to inspect whether there are any chemical weapons there? For clarification, will Russia, having been a party to this, accept the findings of that mission and, following on from that, will Russia accept any action that the United Nations proposes should be taken if there are any specific findings on those matters?
Obviously my hon. Friend’s second two questions are matters for the Russians, which they will have to answer for. I am clear about the information I have been given about the use of chemical weapons. Clearly there is a disagreement between what I believe and what President Putin believes, but what matters about paragraph 87 is that it says that the UN should be allowed in unhindered and that the regime must allow that to happen, and I think it is significant that the Russians agreed that.

Commons ChamberLet me be clear in case I have misled anyone. It is a Government taskforce, but it should listen to the expertise of people who have ideas and policies to help us tackle radicalisation. There are individuals in our country who have been radicalised, but who have seen the light and now realise how their minds were poisoned and have written persuasively about the issue. There are also Members of the House—I singled out the right hon. Member for Salford and Eccles (Hazel Blears) because she did such good work in government on this issue, and it would be worth while listening to her as well. That is how it will work. It is a Government taskforce but it will, of course, listen to the best ideas, wherever they come from.
As someone from a Muslim background whose father was an imam, I very much welcome the statement from the Prime Minister. Will he reiterate that the actions of those two criminal thugs has nothing whatsoever to do with Islam and the Muslim community?
On Syria, will my right hon. Friend clarify what role he sees President Assad playing in any transitional Government, as that was not dealt with at the Geneva conference?
I thank my hon. Friend for what he says and confirm that, in my view, the acts that took place on the streets of Woolwich had nothing to do with Islam, nothing to do with Muslim Britain, and nothing to do with this religion of peace. My hon. Friend knows that as well as anyone.
I do not believe that President Assad can play a part in a transitional Government. We need a process so that people can see that elements of the Alawite community and the Syrian national opposition are properly represented, and so that people in Syria are able to unite behind a transitional Government. In my view, someone who has seen the murder of up to 80,000 people, the destruction of so many communities and the use of chemical weapons has no part to play in the Government of a civilised country.

Commons ChamberI hope that Labour will turn to its friends in the European Parliament and say to the socialist MEPs, “This is a good deal for Europe and you should vote for it.” Let me give the leader of the Labour party another chance, because this is important. [Interruption.] Oh, he cannot intervene on his own MEPs. What is the point of a Leader of the Opposition, if they cannot lead on occasion?
First, I congratulate the Prime Minister. Despite the success of the wave of change in north Africa and the middle east, some of those countries, such as Egypt, Libya and Tunisia, are more susceptible to extremism and radicalisation. Were these countries discussed and was any action proposed?
I thank my hon. Friend for his support. As I said earlier, there was a discussion specifically about Mali, but there is more to be done to support democracy and the building blocks of democracy in countries such as Egypt and Libya. The EU, with its partnership and neighbourhood funds, has a role to play there.

Friend is absolutely right: the Government should do that—but of course it is the primary responsibility of companies such as BP, which have huge resources and, indeed, almost their own diplomatic networks, to make sure that their people are safe, to work with the Governments of the countries in which they operate and to look at their security based on the present level of threat. I commend BP for the work that it does on that, but it needs to redouble all its efforts.
I welcome the Prime Minister’s statement. He will know that Saudi Arabia has set up a world-renowned deradicalisation centre, which was visited by the previous Prime Minister and is recognised by the United Nations. What steps are being taken to get countries such as Saudi Arabia to share their good practice with other countries on how they can tackle radicalisation and extremism?
My hon. Friend makes an important point. I think that Saudi Arabia realised what a problem it had with Islamic extremism. It is now a leader in deradicalisation programmes, and I strongly encourage it to share its thinking and approach with other countries. We need to build an alliance of Islamic countries to make sure that we all back deradicalisation and condemn utterly the perverse interpretation of Islam that says that somehow it is right to carry out terrorist attacks and murder innocent people.

Commons ChamberThe hon. Gentleman makes an important point. Half our trade is with the European Union, but the other half is with countries outside the European Union. In recent years we have obviously seen very fast growth in that trade with some of the fast-growing BRIC countries—the Brazils, the Russias, the Indias and the Chinas—but we also have very strong relations with our Commonwealth partners. We should be encouraging our trade relations with all those countries. There is also the EU-Canada free trade agreement, which is under negotiation and could bring real benefits to both sides.
Will the Prime Minister comment on reports that Turkey has made a new proposal to Russia for a transition in Syria?
Discussions are always under way between the leading powers who are concerned about the future of Syria. Obviously both Turkey and Russia play quite influential roles in terms of this issue, and everything we can do to encourage contact, particularly with the Russians, to encourage them to think about how we can achieve a transition in Syria is worth while.

Commons ChamberI have not got that information to hand, but the advice to Ministers is covered in the report. I think one of the report’s key findings on ministerial action is to do with whether Nelson should have been prosecuted. It is argued that the advice to Ministers was misleading, and as a result a decision was made to hold a Shawcross process, which is when the Attorney-General asks Ministers for advice on whether a prosecution should go ahead. The key point is that, as de Silva says, Paddy Mayhew as Attorney-General demonstrated his independence—and, indeed, good judgment—and said a prosecution should go ahead.
Can the Prime Minister confirm that this report has provided us with the fullest possible account of what happened in this tragic case?
I am grateful to my hon. Friend for his question. I think the report has done that. As Desmond de Silva makes clear in the introduction to the report, he was given access to all the papers he wanted to see in every part of Government, including Cabinet papers and intelligence papers. I must not put words in his mouth, but he was not left saying that a further inquiry was necessary. He was left saying, “I got all the information I needed to set out the fullest possible picture I could.”

Commons ChamberI certainly join the hon. Gentleman in paying tribute to the families. When someone loses a loved one in the way the 96 families did, it must be tempting for them to try to put it behind them and move on—to find closure in some other way—so the fact that they have bravely campaigned for justice, knowing that they have not had the truth, is huge testament to them. I am grateful for his comments about what the Leader of the Opposition and I said. I feel strongly about this, like lots of people in the country, because until this matter was looked at carefully and really understood, too many people were willing to go along with the line, “Well, it’s all a grey area, it’s all terribly difficult. There’s been an inquiry and a coroner’s report. We’ve had a judicial review.” This shows that they were not good enough. This is not just for the people of Liverpool; it is for the rest of the country to understand what the people of Merseyside have been through.
The issue of the media has been touched on already. Given their despicable behaviour, what specific action would the Prime Minister like to see taken against the media?
I am grateful for my hon. Friend’s question. Everybody has to study the report and think about the consequences of what they did. What is new in the report is that it is not just about what the newspapers, particularly The Sun, did, but about where the information came from, how it was gleaned and the rest of it. People will want to consider that carefully before working out what to do next.

Commons ChamberI think that there is evidence that both China and Russia feel the pressure that their previous veto has brought about. The Arab League is absolutely unified in the view that what is happening in Syria is completely unacceptable, and I think that Arab League countries saying that to China and Russia will have an influence, as well as our saying it. I think that there is a lot of diplomatic pressure to be brought to bear, and I hope that in the coming days we can really make that happen.
Did the European Council discuss the points made by the Saudi Foreign Minister, who said that Saudi Arabia would not take part in any action unless it led to
“the quick protection of… Syrians”,
and that focusing on humanitarian aid was “not enough” while the killings were going on?
Clearly humanitarian aid on its own is not enough: it is not good enough if all we do is feed and clothe people while the slaughter continues. That is why, as I have said, we must also focus on the other bits of pressure that we can bring to bear, such as the sanctions—that is the diplomatic pressure—and also gathering the evidence of what is happening. We should not underestimate that. Britain has, I think, sent some people to the Turkish border, and we are co-ordinating with others so that we can take the testimony and receive the evidence of the terrible things that have happened. It is all those things combined.
Of course it would be good if there were more that we could do. We have to recognise the difficulties of the situation, and some of the ways in which it differs from the Libyan situation. However, there is more that we can do than just provide humanitarian aid.

Commons ChamberIt is important to try to look at some of the existing stock of regulations, but I think that one of the things that badly needs to be done in Europe is making sure that it is not just when Economic Affairs Ministers get together that we think about growth, but that when Social Affairs Ministers and Environment Ministers get together we think about the potential costs of what they are signing up to. That does not happen at the moment and badly needs to.
I very much welcome the Prime Minister’s statement. My question relates to the discussions held on Syria. What action will EU member states take to protect civilians if Russia vetoes any UN Security Council resolution on the matter?
My hon. Friend is right to raise this matter. Clearly the Russians have taken a different view up to now and have not supported robust action at the Security Council. My right hon. Friend the Foreign Secretary is trying to build the strongest possible resolution with colleagues at the Security Council and to say to the Russians, “If you go on vetoing or preventing these motions, you will be completely outside not just world public opinion, but the very clearly expressed opinion of the Arab League itself.”

Commons ChamberOf course that information is valuable and, as I have said, we should not be naive and think we are dealing with just one type of people; we are dealing with all sorts of different people. Encouraging people who have a strong belief in the Muslim faith into a democratic role, rather than a violent role, is the right approach. Obviously, there are concerns about where that can lead, but when we look at a country such as Turkey, whose Government have some pedigree out of Muslim politics, we see that that can be compatible with a very successful democracy.
The international community has come to the conclusion that the Assad regime in Syria has become an illegitimate regime, and Arab countries such as Saudi Arabia, Kuwait and Jordan have withdrawn their ambassadors from Syria. How far away are we from reaching that conclusion?
I think we should act with others, and in a way that maximises our influence. What has happened among Arab countries, including their progressive recognition that Assad is illegitimate and cannot now take his country forward, is very important, but we still have not got to a position where there is unanimity about that across the Arab world, or indeed in the United Nations itself.

Commons ChamberYes, I can. We are making changes to the youth justice system, but that is really to incorporate it within the Ministry of Justice, where I think we will be able to make it more efficient and work better.
The Prime Minister attracted enormous criticism years ago when, as Leader of the Opposition, he made a speech tackling the consequences of family and societal breakdown. I urge him to return to these themes; he was right then and he is right now. I also ask him to congratulate Kent police on their excellent work in making our streets safe. On Monday night, youths from London came to Gillingham to try to set businesses alight, but they were detected, prevented from doing so and put before the courts within 24 hours.
I certainly pay tribute to the Kent police force, which does such a good job. My hon. Friend referred to a speech I made about the importance of addressing the problems of family breakdown and irresponsibility. These are not easy things for politicians to talk about, because our families can also break down and we fail on many occasions, but it is too important a subject to ignore.

My hon. Friend makes a very important point, when a lot of the sound and fury comes from the Labour party. There was a progressive liberalisation of media ownership delivered under the previous Government, and they would do well to remember that.

Commons ChamberI welcome the Prime Minister’s statement and the leadership he has shown on this matter. Will he clarify a point about the inquiry, given that in recent months and years certain inquiries have held evidence sessions behind closed doors? What will be done to ensure that all the evidence is taken in public so that the public can see what has been done and what is being done to correct it?
This is an independent public inquiry led by a judge, with evidence being taken under oath and being held in public. That is the whole point. Obviously, if it suddenly decided it was inquiring into deep national security issues it might have to have a different session, but it is a public inquiry.

Commons ChamberLet me turn the hon. Lady’s question the other way round. If we are still in Afghanistan in 2014 in our current numbers and still in a combat role, clearly there would be something fundamentally wrong with the strategy that we would be pursuing. The point is that we have a programme and a plan. It involves the build-up of the Afghan national security forces, which is going well, it involves working with our allies, which is going well, and it involves close co-operation between us and the Afghans, all of which can be done. That is what we should focus on, and that is the programme that we will deliver.
I welcome the Prime Minister’s statement. Does he agree that a key element in achieving long-term stability in Afghanistan and Pakistan will be providing good quality basic education, which will give people hope and opportunities, and lead them away from entering into sectarian and ethnic violence?
My hon. Friend is entirely right. If we look at the huge population growth in Pakistan in particular, and the fact that more than 10 million children are now out of school, we have to ask what sort of future will they grow up into and what sort of extremism will they be prey to. That is why, in spite of the frustration sometimes felt at Afghanistan being unable to do more on education itself, we are right to have the targeted programme that we do, in order to put more Pakistani children through school.

Commons ChamberThe point I made is that Britain’s share of the IMF is a little over 4%. It is a broad requirement of the IMF to consider whether the money can be paid back before it makes the loan. That is not something that it has decided to do on this occasion; it is something that it has to do.
I welcome the Prime Minister’s statement. On Libya, did the European Council discuss the position of Qatar and the United Arab Emirates in continuing to support the mission the longer it continues? As the Prime Minister will know, those two countries provide the largest Arab support to the mission at the moment.
We did not discuss that specific issue at the European Council, but I speak regularly to the leaders of both those countries. I praise them for the huge commitment they have made—not just in men and matériel, as it were, but in the political commitment to garnering support in the Arab world for keeping up pressure on Gaddafi. I think that what the Qataris and Emiratis have done has been absolutely superb.

Commons ChamberOn a recent visit to India, my constituent Baljinder Singh’s mother, Surjit Kaur, a British national, was kidnapped and then beheaded in a horrendous murder. May I ask the British Government to urge the Indian authorities to carry out a full, transparent and thorough investigation and bring to account those responsible for that horrendous murder so that my constituent and his family can get some justice for their mother?
I understand why my hon. Friend wants to raise this case, and on behalf of the whole House let me send our condolences to Mrs Kaur’s family. I fully understand and support their wish for justice to be brought to bear on the perpetrators. The Foreign Office has been providing the family with consular support, as my hon. Friend knows, and they will arrange to meet him and the family to see what further assistance we can give. However, responsibility for investigating crime committed overseas must rest with the police and judicial authorities in that country. We cannot interfere in the processes, but I take his point to heart.

Commons ChamberIt is not necessary, to carry out the operations that we are considering, to have an aircraft carrier. Indeed, other counties have not moved aircraft carriers to the area and the reason is in an answer I gave earlier. In that part of the world in particular, several bases are available to provide the basing to carry out the required operations. It is extremely important to bear that in mind.
I congratulate the Prime Minister on obtaining the international, legal humanitarian intervention in Libya. May I ask him to clarify the position? Will we join France in recognising the rebels as the alternative Government?
My hon. Friend asks a good question. As he knows, in this country, we recognise countries rather than Governments. What matters is making contact and having communications with the transitional authorities, and speaking to and building a relationship with them. That is the right way to proceed.

Commons ChamberThis has been a perennial debate about whether the UN should have more specific capacity to act. We can certainly have that debate. I would make the argument, which I also make about the European Union, that, in the end, all the institutions in the world depend on the political will of their members. What was required on Friday in Europe—and we got some of it—was the political will for Europe to respond to what is happening in its neighbourhood. The same applies to the UN, and I think that there is political will there. It is incredible that a Security Council resolution was passed so quickly, and we need to continue to show that political will so that we can ensure that Gaddafi fails.
In the light of the recent demands by the protesters in Bahrain for the monarchy to step down and for the setting up of an Islamic republic similar to that of Iran, has the Prime Minister made any assessment of Iran’s involvement in the events in Bahrain?
A number of people have speculated about that. From the information that I have, I would say that the Bahrainis have made efforts, not just recently but over the years, to make a stronger civil society and to put in place some of the building blocks of democracy. Of course there is an argument about whether they should go further and faster, and I would urge that they respond to what is happening now with further reform rather than with repression.

In the case of Israel and Palestine, we should make it very clear that the settlements are wrong—the vote we cast in the UN Security Council was absolutely clear about that. We should also be clear that we want to see the advance of civil society, open societies, pluralism, democracy and freedom in countries across north Africa and the middle east. What I have found from talking to leaders in Kuwait, Qatar, Oman and elsewhere is that that is not a message that friends in the Gulf reject; it is one that they accept and see the sense of. As an old friend, this country should be pushing to explain how important this is. That should be done with respect, and we should recognise that different countries have different rates of development and different traditions, but our belief in democracy and open societies should not be negotiable.
In light of Colonel Gaddafi’s 40 years of violence abroad and tyranny at home, does the Prime Minister agree that it was morally and ethically wrong for the previous Government to sign those defence contracts? Will he ensure that those contracts are now fully put into the public domain, so that they can be fully scrutinised?
My hon. Friend makes a good point. When you look at the so-called deal in the desert, you find a degree of credulity on the part of the previous Government, who signed it. I am very happy to look at whether the actual documents that were signed can be put into the public domain, so that people can see the mistakes that were made.

My hon. Friend is right to raise that issue, which is a difficult one. Not only has there been an insufficiency of Pashtuns in the security forces, but there has been an insufficiency of Pashtuns from Helmand and elsewhere in that part of the country. That means that we must make a greater effort to recruit and retain them, but I think that as they see progress on the ground they will be more likely to want to serve.
Let me make clear that we are on track to achieve the 2011 goal of 171,600 in the Afghan national army—the current force is 138,000—and to reach the October 2011 target of 134,000 in the Afghan national police, who currently number 120,000. Plainly, those are not unrealistic objectives, but the point about the ethnic make-up is important.

I cannot think of a single thing. We have to take difficult decisions, and I am afraid that that tax relief, which was not particularly successful or well targeted, must go. Those are the difficult decisions that we have to take.
Q9. Can the Prime Minister confirm that the Government have no plans at all to build an airport in the Thames estuary, or in Medway or Kent?
The Department for Transport has no plans for a new airport in the Thames estuary or in any other part of Medway or Kent and, as my hon. Friend knows, we have scrapped the plan to build a third runway at Heathrow.

Commons ChamberOne can find any number of economists taking any number of different views. I say that as someone who studied under them. In the end, if we look at what the IMF says, at what the OECD says, at what, as I quoted, the Americans and the European Union say and at all the advice we have had from the Bank of England and the Treasury, we see that it is important to deal with our deficit. Unless we do that, we will not get confidence, and unless we have confidence, we will not get growth.
Apart from the military operation in Afghanistan, what steps are being taken to win over the hearts and minds of the people of Afghanistan? Linked to that, what steps are the Government of Afghanistan taking to reform the madrassahs, the religious schools, which are often seen as a breeding ground for radicalism?
My hon. Friend makes a very good point about religious education. It has been more of a problem in Pakistan than in Afghanistan. In terms of improving the quality of life for Afghans, it is worth remembering why the Taliban succeeded in the first place. They succeeded because there was no law and order, and no system of justice. Effective district governance and security, being able to go about one’s daily life, are key. Of course we want to see things such as girls going to school and better observance of human rights, but we should prioritise those things that I think the Afghans themselves would prioritise, which is safety and security.
