As I have mentioned a couple of times at the Dispatch Box, the hon. Gentleman will need to explain his position to his friends and colleagues in countries as radical as France and Spain, where they have these rules in place and act already. On the impact assessment, which is a point that has been made several times, including from the Opposition Front Bench, the final impact assessment—which will come through primary legislation, with secondary legislation in the form of statutory instruments to bring it into place—is yet to be published, so he is wrong about that as well. How can anyone seriously argue that guaranteed rescue by ambulances of somebody who is seriously ill could have a harmful impact? It is simply beyond belief.

Coming back through Heathrow recently, I spoke to someone who works there who praised the armed forces for the incredible job they did covering Border Force, and told me how the process worked without any problems at all, and what a sad reflection it was on the public service that they could not do the same thing. Does my right hon. Friend agree that Opposition Members, the unions and many who work in the public service seem to have forgotten that we spent £400 billion safeguarding their jobs, their futures and their careers?

I pay tribute to the Army, who did fantastic work. The Army has a no-strike clause already, along with the police. Once this primary power has been taken, it will be for Secretaries of State, including the Home Secretary, to determine and consult in other areas for secondary powers to bring in minimum service levels. Most people working in the public service are doing a hugely valuable job. They are trying to do their best, and many are frustrated by their radical union leaders who often lead them up the garden path.

I refer hon. Members to my entry in the Register of Members’ Financial Interests. I welcome the Queen’s Speech, which is a timely intervention if ever there was one. On apathy, last Thursday is a warning that many of our voters see us as rudderless and lacking ambition and vision. That is a shame after we led the world in fighting the pandemic and given we are leading the support for a battered Ukraine—I commend the Prime Minister for both. It was an extraordinary coincidence that, on 24 February, when all restrictions were lifted, Russia invaded Ukraine. Since then, the world has faced soaring costs, shrinking revenues and shaky alliances, with fuel and food shortages threatening global stability. What concerns me is that, while we defend freedom and aim for recovery, our nation struggles with ever-weakening institutions and toxic culture wars, and citizens are struggling with the consequences of a cost of living crisis.

The future seems less certain now. Our economy, blighted by covid and lockdowns, is not reigniting as fast as we would like. Unbelievably, we, the Conservative party, are presiding over the steepest taxes since the 1940s and the highest sustained spending levels since the 1970s. That is not the Conservative way, nor is it the way to cope with a stumbling economy. High taxes stifle enterprise, aspiration and, as we heard from my hon. Friend the Member for Christchurch (Sir Christopher Chope), productivity. They also risk low growth, stagnation and unemployment. This week, the Bank of England warned of impending recession and 10% interest rates driven by higher energy prices.

These are difficult times, but every cloud has a silver lining and, as Conservatives, this is the time to be radical and to return to our vote-winning philosophy of less state, low taxes and sound public finances. If ever there was a time to loosen the screws, this is it, and the Prime Minister knows it. He said that

“this moment makes clear our best remedy lies in urgently delivering on our mission to turbo-charge the economy, create jobs and spread opportunity across the country.”

Hear, hear. So let us get on with it, Prime Minister.

The Chancellor, of course, must fulfil his role. The promised tax cuts in two years will be too little, too late. We will have lost the electorate, who, burdened by high taxes and debt, will turn to a ruinous socialist Government, possibly in coalition with the SNP: the ultimate nightmare scenario. I accept that legislation on its own cannot solve the cost of living crisis, which has been caused to a large extent by events outside the Government’s control, but we do have the power to cancel the increase in national insurance, remove VAT from domestic fuel and reduce fuel duty even further.

The power to control our own economy is one of the major reasons I backed Brexit, and I am generally delighted by measures in the Queen’s Speech to, at last, fully exploit our new-found freedom. About time, too, as hardcore remainers are still out there and only too eager to highlight any difficulty that we face. While I am on the EU, despite the lack of a specific Bill, I am glad to hear that the Government will prioritise support for the Good Friday agreement and its institutions. Unless the EU compromises further, we must rewrite the Northern Irish protocol to ensure that Northern Ireland is genuinely and unquestionably back in the United Kingdom. The current system is not working and endangers all that so many have worked hard to achieve, namely, peace and prosperity.

I am also relieved—I think that is the right word—to see at last a Bill that aims to conclude the appalling witch hunt of our Northern Ireland veterans. I do not want to commit myself any further at this stage as the devil will be in the detail. While I am on our armed forces, I would be failing in my duty not to warn the Government once again against impending cuts to the Army. Regrettably, Ministers appear persuaded that Ukraine’s success against overwhelming odds proves what a small, flexible and manoeuvrable army can achieve on the battlefield, but the Russians have shown, fortunately, how inept they are at combined operations, so that is a false comparison. I am told that mass is no longer necessary, but an Army of 82,000 is not massive and, for sustained operations against a peer adversary—God forbid what we may face in future—numbers will count in any future conflict.

I return to the Government’s direction of travel. Their adviser has said that it is time to

“scrape the barnacles off the boat.”

I have some sympathy with the Opposition about the lack of an employment Bill, but, as an employer myself, I would say that we are already riven with legislation from top to bottom. The danger of imposing more is to disincentivise employment rather than encourage it, while quite accepting that employees should have rights—of course they should. On flexible working, yes, if it works for the employer, the employee should be allowed to work flexibly, but it should not be a right. That is all we hear so often from the Opposition Benches—right, right, right, right. What about responsibility? It is the employer who takes the risk to employ someone and give them a life chance, a career and a salary, not the employee. A balance should be adopted, with not necessarily so much weight on one side

If the hon. Lady will forgive me, I will not. I am going to plough on. There are a lot of people who want to speak and I do not have much longer left.

On housing, my right hon. Friend the Member for North Somerset (Dr Fox) spoke such sense. The Bill to ensure that locals have more of a say is to be welcomed and I really am backing that. Far more imagination, less density, more green space and supporting infrastructure is needed in the planning system. It is failing every single time. Affordable homes must be affordable. I have seen examples where developers have really taken the care to build affordable, friendly, safe and warm homes that look nice. All too often, sadly, I see larger developers building homes that seem to fall apart within a year. That has to be changed.

There was no mention of the NHS, but as I have said repeatedly, I believe that although it serves us well and I wish it to continue, it needs to be overhauled. As Allister Heath pointed out in a recent article in The Daily Telegraph, which I thought was very good, all reform is stymied by the lie that any improvement is privatisation by stealth. It simply is not.

I am delighted, too, that protestors will finally be challenged when gluing themselves to each other, roads or anything else they can find and stopping people going about their daily lives, jobs, medical appointments or whatever they want to do. I am delighted that, at last, that Bill has come forward.

In conclusion, there is much to welcome. I do not believe that a huge number of Bills—this point has been picked up—is always necessarily the right thing. My father was a great believer in less is more. What matters is the significance of a Bill and what it delivers, rather than the number of them. Having said that, I support many of the Bills in the Queen’s Speech.

However, I must end by warning the Government that we must return to our traditional Conservative philosophy if we are to turn the country around, regenerate the economy and, importantly, win the next election. That means giving people more of their own money, especially during hard times. What happened to the Singapore-style low-tax economy we boasted about, hoped for, fought for and were looking to deliver, which will create the wealth, prosperity and jobs we all need? It is there for the taking now and I urge the Government to grab it.

The hon. Gentleman did not wish to give way to the hon. Member for East Renfrewshire (Kirsten Oswald), so I am afraid he will not get the opportunity to intervene now.

Everyone should have a fair day’s pay for a fair day’s work, but that is simply not happening in Britain today. Far too many people who are working hard, often taking on more than one job, still cannot make ends meet. They are constantly worrying about how they will provide for their family and pay the next bill, and they often have to go short on heating or eating. Furthermore, low wages are clearly linked to the scourge of insecurity at work. There is insecurity because of zero-hours contracts, with no guarantee of work each week and therefore no guarantee of income, and because of the growth of the fire and rehire culture, in which it seems that even long-standing contracts with loyal workers can be ripped up at a moment’s notice, as we saw in the appalling P&O scandal.

Fairness at work is important not only for workers, but for responsible business owners and companies. No one benefits from a race to the bottom. Good firms and employers who are trying to do the right thing should not have to worry about being undercut by rogue companies that cut corners, depress wages and ride roughshod over health and safety. Good companies recognise that they benefit from fairness at work. A workforce that is treated properly and remunerated fairly and feels secure at work is more productive and loyal, which is good for recruitment and retention. As other hon. Members have highlighted, fairness at work also saves the public purse on healthcare bills and social security bills.

I am absolutely appalled that the Government have not included any form of employment Bill in the Queen’s Speech. We have had promises of an employment Bill time and again. The Prime Minister himself purports to condemn fire and rehire culture, yet even after the P&O fire and rehire scandal, which should have been a wake-up call, there is nothing in the Queen’s Speech that addresses the many issues with employment law.

Not only are the Government showing utter contempt for workers in this country, but they are out of step with employers who want to do the right thing. Businesses have come to Parliament to celebrate paying the real living wage: only a couple of weeks ago, Mary Portas was here with businesses that are part of the better business Act campaign, which were keen to say how implementing fairness at work means having a happy, loyal workforce. When the Welsh Labour Government give support to a business, they require it to demonstrate not only its prospects for growth, but its commitment to net zero, to workers’ rights and to workers’ mental health and wellbeing.

In opposition, it is sometimes difficult to visualise the things we propose, but the Welsh Labour Government are actually implementing our better deal for carers. It was a Welsh Labour party manifesto commitment in last year’s election to make sure that by the end of this Senedd term, all care workers would receive the real living wage, which from April this year is £9.90. It is absolutely right that carers be properly paid and that we value the people they look after, including people who are elderly, people who have particular difficulties, children and young people. What we pay care workers is a measure of how our society regards and treats the people they care for.

Such a policy cannot be implemented overnight. It has to be properly planned so that it can be budgeted for, which is not easy when the Welsh Labour Government have been hit year after year by cumulative real-terms budget cuts from this Tory Government. Nevertheless, the Welsh Labour Government set to work straightaway with stakeholders to work out how the policy could be brought about, and they have made the money available from last month. Some care workers are employed directly by the public sector, but where services are provided by private or third sector providers, the Welsh Government have flagged up the fact that those who commission them, namely local authorities and health boards, will need to build in an uplift accordingly.

I mention that policy to show what can be done when there is real will to do it. It is just one example of putting into practice something that makes people’s lives better and is the right thing to do. When it is carefully planned with the providers, when the additional costs to the public purse are recognised and when it is properly implemented, it can be done, and done well. There is a real contrast between the Welsh Labour Government, who are improving the wages of carers, and this Tory Government, who are not addressing fairness at work at all, and have made no mention of a Bill about it in the Queen’s Speech.

There has also been an appalling failure to do anything to help people with the cost of living crisis. As hon. Friends have pointed out, the Opposition have made many suggestions, including a windfall tax on the gas and oil companies to give immediate relief to our constituents with fuel bills. The Union of Shop, Distributive and Allied Workers has shown that there can be workable solutions that give employers some flexibility without using zero-hours contracts; they have negotiated guaranteed minimum hours per week or per month with some employers so that at least workers know that they will get regular pay. These are all practical actions that we are taking even though we are not in government.

What we would like from the Government, of course, is improved workers’ rights, an end to fire and rehire, proper rights from day one at work so that everybody is treated properly and cannot just be thrown on the rubbish heap, family-friendly working hours, an improvement to the reforms made to date, stronger union rights and proper ways of negotiating pay and conditions with the workforce—and not only all that, but a complete change in attitudes to procurement. The Government have been failing miserably, with appalling losses to the public purse. Their dreadful audit report contrasts with the clean audit report on the Welsh Labour Government’s purchasing during the covid crisis.

We want to ensure not only that purchasing is done fairly and that we have an anti-corruption commissioner to oversee it, but that the procurement process looks at the value of our businesses and companies in this country and does more to make, buy and sell British. When we were in the European Union, it was absolutely possible—even if there had been restrictions under EU law, which there were not—for the social benefit clause to be invoked when giving out contracts to companies, so how much truer that is now! It is perfectly possible to take social value into account, which is exactly what we should be doing.

The Government also need an industrial strategy that ensures a supply chain working towards our strategic objectives. We need an energy policy that means building our own wind turbines, rather than having to rely on imports. We need to think ahead and have a strategy that works, that builds in the supply chains, and that buys British, so that we can provide more high-quality jobs. The combination of high-quality jobs in a secure economy with secure rights for workers in work, wherever they are in the private or public sector, is the way forward.

My hon. Friend is quite right. We are expected to encourage our localities and our regional governments to take part in the climate emergency and to do their best to deliver plans on a local scale, but they are not being given sufficient resources to be able to do so. That is not acceptable, because this is a national crisis and a local crisis. That goes right to the heart of the point about public transport. We need to make sure that all the workers involved in transport are given the opportunity to deliver transport that is eco-friendly, but they are not, particularly taxi drivers. Taxi drivers, in many cases, cannot afford to transition to electric vehicles as rapidly as we need them to, and we must provide the support that is necessary for them to be able to achieve that.

A little earlier, the shadow Minister implied that climate change was causing the raging fires in the Amazon and Australia. The fires in the Amazon are caused by mankind trying to create agricultural land, not climate change, as I would expect it is very wet out there. In Australia—this goes back to a question I asked earlier—75% of fires are caused by arson.

I welcome the hon. Gentleman’s points, but we need to move beyond discussions regarding climate change denial and recognise the scale of the task ahead of ahead of us, because the science is clear. We are facing a climate emergency, and if we do not take robust action and lead the world, we will not have a world left—it is as simple as that.

I congratulate the hon. Member for East Lothian (Kenny MacAskill) on an excellent, lucid speech. I thoroughly enjoy history—I think we all do—and we heard a lot of history in his speech, as well as a lot of passion. I think he mentioned that he had a journey from Labour to the SNP; may I suggest a further journey to the Conservatives? Perhaps he could think about that later. I congratulate the other Members who have made maiden speeches. It has been a pleasure to listen to them all. I remember giving my own nine years ago—how time flies!

I want to talk briefly about nine different subjects in the Queen’s Speech that affect my constituency. On the subject of today’s debate, I congratulate the Government on the ambitious and aspirational path they are taking. I urge a level of common sense in the direction of travel. We do not want to end up with thousands of people in our country unemployed because of ambitious and aspirational targets that are simply not achievable, but that does not mean we should not try.

The first subject is the national health service. The recent decision to move A&E and maternity services from Poole Hospital to Royal Bournemouth Hospital has understandably caused a lot of anger and disappointment among my constituents, not least those in Swanage. I urge the Government to look at that again.

The second is social care. Dorset Council is one of two new unitary councils formed recently at the behest of the Government and, of course, the people of Dorset. Huge cuts and sacrifices have been made, and savings too. One of our major problems is paying for social care. The Prime Minister has said that that is high on his agenda. I urge the Government to sort this out as soon as possible, because I do not want our new unitary authority left high and dry, unable to afford social care at this crucial time.

The third is education. I have fought with the f40 campaign group of lower-funded councils for a levelling up of our schools’ funding. That has been achieved. They have a conference in March near here, which I shall be attending. I spoke to them yesterday, and their view—and mine—is that more fairness is needed in the funding formula, particularly when it comes to special educational needs and disability, which are underfunded in Dorset. We need Government help and for this to be made a priority. Weymouth College in my constituency is the only place where young people have a hope of getting into further education and on to better careers. That, too, needs more funding. Sitting on the Education Secretary’s desk is the tick-box exercise for a new special school on Portland. I urge the Secretary of State to sign it off, so that we can open this much needed facility on Portland as fast as we can.

The fourth is home ownership. More affordable homes to buy and let are desperately needed—and when I say affordable, I mean truly affordable, not 80% of market rent. We need more one, two and three-bedroom social homes to buy and let. In Dorset we rely on housing providers, as many do now, because council homes have been sold off. The Government have put £2 billion aside for more affordable homes. Perhaps the Minister who sums up the debate will tell us how that money can be reached and how much money is available for Dorset for these desperately needed homes.

The fifth is the justice system and the police. Sir James Spicer, the renowned former MP for West Dorset who sadly has now passed away, started a thing called the airborne initiative at Portland young offenders institution, which gets young men out on to the moors with trained instructors from the Army and the Prison Service. It has now gone to Feltham and Brinsford young offenders institutions, and it is hugely successful. I urge the Government to roll that out right across the justice system, because it is working, and reoffending is being cut.

On the police under the current funding formula, Dorset will have 120 more officers, and I urge the Government to stick to that. Dorset needs more police officers.

The sixth is infrastructure. The dualling of the Salisbury line will help not only me but all passengers on it down to north Devon. If we can put track back on the former bed at Yeovil Junction, it would hugely help access to Weymouth and the island of Portland.

The seventh is business rates, which have been mentioned. The Government have this on their radar. Business rates need to be looked at, because they are highly punitive, particularly to small businesses.

Eighth is the transport network—specifically, buses. I cannot understand why the routes given to commercial companies cannot be made compulsory. Yes, perhaps the profit margin will not be excellently wide, but they will still make a profit. Leave it to the entrepreneurs to make money out of these least affordable routes. I am not saying that there should be a regular service to these remote villages, but perhaps, in co-ordination with those who live there, there could be a bus service in the morning and another at lunchtime, so that the elderly can get to the shops and be back in time for lunch. I cannot believe that it is beyond the wit of a good entrepreneur and a good company to sort that out.

My final point concerns the armed services. In my day, spending on the armed forces was 5% of GDP; today it is just 2%. It simply is not enough. We have two aircraft carriers—the most expensive form of defence that we could possibly have. They need planes above, submarines beneath and ships beside, and of course men and women on board. We have to be able to afford them. If we are to play our role outside the EU and stand up for freedom, truth and democracy, as this country has a proud record of doing, we need strong armed forces and they need more money.

On the subject of historical legacies, I was glad to hear the Prime Minister reaffirm at Prime Minister’s questions today that people who served 30 or 40 years ago in Northern Ireland—and of course in past wars, and those who will serve in future—will not be followed to the grave or persecuted when there is no new evidence to prosecute them. With that final point, I conclude my speech.

The hon. Gentleman ought to come to talk to me about the automotive sector deal, which has brought investment into research and development from across the industry. He talks about aerospace; there is a sector deal with the aerospace sector that, again, is about positioning Britain at the leading edge of new aerospace technology. These commitments are being made by industry as well as by Government, and I would be very happy to see him to talk him through what we are doing with the industry.

My sympathy extends to all those who are going to lose their jobs. I remind the Secretary of State that we are leaving the EU and that we must be able to strike our own trade deals around the world if we are to flourish as a country, as I believe we would, so any deal that we sign with the EU that prevents us from doing that is not acceptable.

My hon. Friend makes an important point. It has been a clear part of our mandate to negotiate in a way that allows us to strike free trade agreements. That is provided for in the agreement that is on the table, but I think the wrong thing to do in furtherance of that would be to lose our ability to trade without tariffs and frictions with, as we might say, our existing customers.

As I have said, there is not yet something to issue guidance on, because a decision has not yet been taken. With regard to the matter of time zones and Northern Ireland, the hon. Lady is quite right that there is no functioning Executive in Northern Ireland, but the time zone is actually a function for Great Britain; it is something that we have here in Westminster. I have written to the other devolved Administrations to ask their opinion; of course, any particular time difference between Ireland and Northern Ireland going forward would be something that we would be addressing as these talks progress. As I have told the hon. Lady categorically, I have issued no guidance to Northern Ireland.

I remind the hon. Gentleman that if Scotland does join the EU, it will not be an independent state—far from it. It will be enslaved once more, and far worse than it is now.

That remains to be seen. We will take an independent, sovereign decision to become a member of the European Union. That is one of the definitions of an independent country these days; we can tell that a country is independent if it can choose whether to take part in an international body such as the European Union, the United Nations or Her Majesty’s Commonwealth.

This debate is not really about the merits of British summertime; it is about where the decision should lie. In general, our position is that daylight saving time is very important to the Scottish economy, particularly the rural economy. If it was to be abandoned, there would be an impact on crop yields, farmers’ working hours and children travelling to school. The hosts of radio talk shows would be most affected, as they get two bites at this cherry every year by getting people to phone in with their powerful and strongly held opinions on the matter—perhaps some of the hon. Members who have contributed today phone in as well. Everyone has an opinion, so nothing really changes, because no two will ever agree.

I support the points that have been made. Once we leave the European Union—if the United Kingdom finally leaves—there will be nothing to stop there being different time zones across the island of Ireland, because the United Kingdom will no longer be in a position to have the kind of influence that the Minister has been speaking about, to work with other member states to come to an agreement that this is not necessary. Once we are out, we will have no say in those discussions whatsoever. In between times, as the Labour spokesperson mentioned, we may or may not be going through some sort of transition period, and this may or may not impact on the whole of the United Kingdom or Northern Ireland—who absolutely knows? In many ways this demonstrates the utter mess that the Government have left us in. I therefore echo the calls made for clarity and consultation.

I note that the hon. Member for Mid Dorset and North Poole said that this would be the last of these European Committees and submissions of reasoned opinions. I think that remains to be seen.

It is a pleasure to be called in the Budget debate and to follow the hon. Member for St Helens North (Conor McGinn).

This was a good Budget for my constituents in North Cornwall. It brings investment and empowerment to our local communities and businesses, while maintaining the financial discipline that we on the Conservative Benches pride ourselves in. I welcome the big announcements on defence, broadband, the NHS and mental health, but in the time that I have I would like to focus on some of the micro-elements in the Budget that will really help some of my constituents.

First, I would like to mention the mandatory rate relief on public loos. My hon. Friend the Member for St Austell and Newquay (Steve Double) and I have been campaigning on this issue for quite some time. It seemed quite ridiculous that local authorities had to charge themselves for public toilets. We are delighted that the Treasury has now excluded them and provided mandatory rate relief. What does this mean for some of my communities? Many public loos have been closed under Cornwall Council. This morning, the mayor of Bude wrote to me to say that he is absolutely delighted with this new policy and that it will assist him in being able to reopen some of the closed sites in Poughill and Stratton. I have also had representations from Wadebridge Town Council and Bodmin Town Council showing their support for this policy. This issue might be a bit of a joke to some people, but being on a beach with a two or three-year-old child is no joke if the public toilet is three or four miles away. I can assure the House that in terms of tourism for North Cornwall, this is a really big deal.

Charities tell me that 2 million people cannot be more than 10 minutes from a loo. If we do not have public loos, they are in effect stuck in their houses.

My hon. Friend makes a very good point. Bladders are not seasonal, Madam Deputy Speaker. You cannot tell a two or three year old to hold their bladder while they are on the beach—that is impossible. We pride ourselves on our blue flag beaches. It is important to us that we recognise how good they are. We do not want people discharging themselves in the sea; we would much rather they discharged themselves in public loos. So we are delighted about this measure, Madam Deputy Speaker.

I look around my high street and I see that the majority of businesses are small businesses. They are the lifeblood of the North Cornwall economy. Some 90% of those businesses will benefit from the reductions in small business taxation. One business wrote to me today: Lindsay from Linterior Design in Wadebridge told me that she has just expanded her business. The extra money from the rates cut will enable her to refurbish her business, putting some of her hard-earned money back into it. Real people with real businesses on the high street are saying that these are the real issues that affect them. The reform of the business rate shows how the Government have found a way to support enterprise and individuals in a fair way. Coupled with the tax on internet giants who gross £500 billion a year globally, this shows that the Chancellor has the best interests of small and independent stores at the heart of government. I am very pleased about that.

It was not mentioned at the Dispatch Box, but my colleagues and I in Cornwall care passionately about fairness on the second homes issue. We have been campaigning on this issue with Ministry of Housing, Communities and Local Government Ministers. It appears that some people soft let their second homes, paying neither council tax nor business rates. I was pleased to see in the Red Book that this is being reviewed. I represent an area with a number of second homes and I receive a lot of correspondence about it. It is important that everybody pays their fair share, so I am pleased that the Government are reviewing that particular policy. We have been lobbying on it for quite some time.

I was delighted by the announcement on single-use plastics. I represent a coastal constituency. Several groups, including the Polzeath Marine Conservation Society, Surfers against Sewage and the Bude Cleaner Seas project, have written to me about single-use plastics. The announcement was good, but I think we can go further on some environmental measures. I will mention my Bathing Waters Bill here, because the Government should consider the issue of sewage going into the sea. I understand that this is a matter not for the Treasury, but the Department for Environment, Food and Rural Affairs. We find ourselves in a position where water companies are polluting the sea and that is just not right. I hope we can give further consideration to this issue at a later date.

On fisheries, I am delighted that £12 million will be dedicated to the fisheries industry. My hon. Friend the Member for South East Cornwall (Mrs Murray) has campaigned tirelessly to get transponders on smaller vessels, so I am delighted that £2 million of the fund will go to that. There will be £10 million for tech and innovation in the fisheries industry. We have not seen tech innovation in the industry for quite some time. It will enable us to fish in a more environmentally sustainable way.

On manifesto commitments, I am delighted that we are bringing forward big, macro policies on lifting thresholds. I represent an area where many people have modest incomes. They will see that money reinvested back into society. I am delighted with the Budget and will be supporting it in the coming days.

There is much to welcome in the Budget for my constituents, not least the raising of tax thresholds, the freezing of fuel duty, the business rates announcement, the freezing of beer duty, and other announcements, all of which are to be welcomed and will help my constituents.

I wish to sound a note of caution to Ministers—that we should use the words “the end of austerity” with care. I am afraid I do not agree that austerity has ended in the technical sense, because we have a debt of £1.8 trillion, and we have debt interest to pay of nearly £50 billion per year—and all that before the country takes one pace forward. To say that austerity is ending could be slightly misleading, suggesting that we can turn on the taps and spray money around to all the many good causes when, in effect, we cannot. I think we must accept, in all parts of the House, that the United Kingdom has spent more money than she can afford for many years, under all Governments, and it is time now to live within our means. That is the way any household proceeds—it lives within its means.

To do that, and to raise the money that we need, there is only one source of income that we can generate. Here in the House, we cannot generate income. As MPs, we only create the infrastructure for the income to be generated. Who generates income? It is business: men and women, the entrepreneurs in all our constituencies. It is they who risk their home, their future, their livelihood, their children’s future, all to generate wealth and prosperity for this country, the taxes from which pay for all the public services into which everyone in this House, on whichever side we sit, wants to put more money. So to tax those business people heavily—to punish them—in an attempt to raise the money that we all need, will not succeed, and in the worst case we will end up in the position that the Leader of the Opposition exemplifies as his ideal—that of Venezuela. [Hon. Members: “Oh.”] It is a fact! The Opposition groan, but that is what happens if you follow Marxism and punish the wealth creators—people leave the country. [Interruption.] It is a fact.

We need to prioritise what money we have, and then decide how we spend it. Let us take overseas aid, for example—0.7% of GDP. Yes, we should help those who are not well-off around the world, but to have a target and to keep to it I think is wrong. We should give the developing world and those who need our help what we can afford to give them—just like any household budget. Then we would have more money for all the causes that we want to support. Charity starts at home.

In the short time that I have left, I shall touch on one or two items. I again advise Ministers that it is reform, reform, reform, not necessarily cash, that the NHS desperately needs. On the police, as I have said many times, there is no doubt that we want more officers on the beat. On welfare—[Interruption.] I entirely back my right hon. Friend the Member for Haltemprice and Howden (Mr Davis) in his view on welfare. We need tax to be radically simplified; we need lower taxation. The corporation tax take has increased because the level has been lowered. That is a statistical fact.

On education, we do a lot of work with the f40 campaign group—all credit to them—and at a recent meeting we heard that there is a gap between education funding, which has risen in real terms, and what schools have to pay to teachers and pensions. That is where the gap is. I say to the Front Bench that more money is definitely needed for education, particularly in places such as South Dorset which have been at the bottom of the scale for far too long.

As a former soldier, I entirely concur with what an Opposition Member said about defence: £1 billion is welcome, but it is not enough. I accept that we spend the second largest amount on defence, but defence is an insurance policy we cannot afford to short-change.

The defence money is not new money; it comes from the money held at the Treasury for the Dreadnought programme. This fantasy new £1.8 billion is not new at all.

I will leave the politics to the Scottish National party, but what I will say is that I agree that more money is needed for the defence of our country; there is no doubt about that. We need more sailors. We have two aircraft carriers, but can probably only afford to man one. Aircraft carriers need submarines underneath, aircraft on top, and ships beside; they are the biggest expense budget item we could possibly have. I ask the Treasury please not to forget our brave men and women of the armed services.

I have another minute—thanks very much to the SNP, and I am sorry that those on the Opposition Benches will regret it—so let me end on the topic of home affordability, as it is a key issue. We all talk about affordable homes, but they are not; 80% of market value is not affordable. I say to the Government that we must think about how we can provide homes that are truly affordable to those, particularly in my constituency, who simply cannot afford to buy them at current prices. Radical review of that is necessary, please.

It is a pleasure to take part in this debate and to listen to the hon. Member for Birmingham, Erdington (Jack Dromey). I do not agree with 99.9% of what he said but there was an element there with which I may have agreed. Steady as she goes is what the Government and the Budget have portrayed to the country, and in the circumstances that is eminently sensible. Sadly, we simply do not have the money, for the reasons many Conservative Members have explained, to splash out, as the Leader of the Opposition claims that he does.

Nobody has said that leaving the EU is going to be easy, but the people of this country voted to do so and that is what we must do. I have been longing to hear some cohesion in the House, with the majority of MPs, who voted to initiate article 50, getting behind the Prime Minister and our country to do all we can to get the best deal we can. Divided, we are not going to get the best deal because they see a divided country. The future for us when we leave the EU, particularly in business and other opportunities, is enormous.

I shall tell the House a little story. Lord Digby Jones came down to my constituency to attend the apprenticeship fair, which is now in its fifth year. I set it up with the help of the local college, for which I give many thanks. He gave a speech. For those who do not know, let me say that he was a trade ambassador—I think he still is, actually—and he had been to India to meet up-and- coming businesses over there, as that country is going to be a huge powerhouse in the years ahead. He sat in the back of a taxi and he noticed the taxi driver’s eyes staring at him in the mirror. The taxi driver asked who he was and he said, “I’m Lord Jones. I’m a trade ambassador. Who are you?” The taxi driver gave his name and said that he had two sons, and Lord Jones said, “And what are your two sons doing?” He said, “They are at university. And I’m spending every waking minute in my car earning every penny I can to support them in their futures.” Lord Jones, with the eyes still fixed on him—of course, the car was still going straight down the road, we hope—said, “Where do you see your children in the years to come?” Without pausing, the taxi driver said, “Where you’re sitting.” The point of my story is that there are tens of thousands of young people in the rising Asian economies who are so hungry, lean and mean—in the business sense—and they want a share of what we have had and of what we need to engender in this country. We have to get hungry, mean and lean again. Government Ministers can help enormously with that by following Conservative philosophy.
