I rise to support the broad thrust of the Bill. It is unlikely to be remembered as one of the great education reform Bills—such as, arguably, the Bills of 1988 and 1944—but the sum of this Bill is probably much greater than its parts; and, if we add the changes that have already been pushed through in the Academies Act 2010, it is likely that this Government will have a claim to be remembered as a really radical reformer of education. For all the arguments that we have heard—and will hear again—against this Bill, few would disagree with the broad principles that lie behind it. Those principles are about devolving power down to schools; ensuring that exams reach the highest possible standards internationally; improving social mobility; and reducing the bureaucratic burden on schools, allowing the quality of teaching and leadership to flower, which, as Baroness Morgan, the new chair of Ofsted, has said, is the bedrock of any successful school.

Crucially for me, what this Bill has at its core is support for teachers. I particularly welcome the measures aimed at strengthening the power of teachers to maintain school discipline. We all know how one badly behaved child can threaten the prospects of all the pupils in a class if they are not dealt with firmly and quickly. The national statistics are quite shocking. Every day, nearly 1,000 children are excluded from school for abuse or assault against staff or fellow pupils. Major assaults on staff have reached a five-year high. Good teachers are leaving the profession because of bad behaviour, while talented graduates are discouraged from coming into teaching owing to fears for their safety. Across Reading in 2008-09, we had 390 suspensions for assaults and abuse, which is equivalent to two exclusions for every school day in the last recorded year. Why should we expect teachers to put up with that? We would not expect any other profession to put up with such violence.

Put simply, the substantial improvement in pupil attainment that all Members across this House wish to see will not be possible unless we give schools all the help that we can to set and maintain school discipline. Rules imposed by the previous, Labour Government deliberately made it more difficult for schools to expel pupils, undermining the authority of head teachers. By contrast, the measures in this Bill will ensure that we get adult authority back into schools. The fact that exclusion review panels will no longer be able to enforce the reinstatement of disruptive pupils will help to set boundaries for acceptable behaviour and ensure that teachers are not second-guessed all the time. The new powers on detentions and searching for items banned under school rules will help to give the necessary legal backing to enforce school rules whenever that is needed.

Pupils go to school to learn. That must be our message to parents, pupils and teachers. I am confident that the long-overdue measures in the Bill will considerably reinforce teachers’ authority in schools. But action on discipline on its own will not be enough to drive the vast improvement that we need to see in England’s schools. The latest OECD report, the “Programme for International Student Assessment”, made it clear that, under Labour, schools in England plummeted down the international league tables. As we have heard from the Secretary of State, we went from seventh to 25th in reading, from eighth to 28th in maths and from fourth to 16th in science.

This trend is deeply worrying for our economic future. Reading was recently named in Centre for Cities’ “Cities Outlook 2011” as one of the five cities best placed for a private sector-led recovery. Among the major local employers are international companies that require a highly skilled work force. In information technology, for example, Microsoft, Oracle, Cisco and Symantec all have important headquarters in Reading. To ensure that those employers continue to feel that Britain is the best place in which to run major parts of their operations and to enable them to draw on the skilled work force that they need, we must take every possible step to ensure that we reverse the decline, relative to other countries, and strive to get to the top once again. To do anything else would be to sell future generations short.

I welcome the provisions in the Bill that will require Ofqual to compare standards in England with others internationally. I also welcome the proposals to give the Government the power to require schools to make themselves accountable to international surveys.

I thank the Select Committee Chairman for his question. Of course technical skills will be important, and I hope that university technical colleges will play an important role in that regard. I shall return to that point in a minute.

Rigour is absolutely essential, but we must not lose sight of the fact that not every pupil is right for university and the academic route. There has been a danger in recent weeks that all the emphasis might be placed on academic subjects and academic achievement. I have no doubt that that emphasis might be necessary temporarily while we are changing the prevailing philosophy that has surrounded education over the past decade, and, yes, we need academic rigour, but we also need alternative, equally valid and equally celebrated pathways in education. However, this should not come down to pushing some young people towards easier subjects, which is what the previous Government did. We have to find different ways of teaching and learning. I am looking forward to the findings of the review on vocational qualifications that is being led by the excellent Professor Alison Wolf. Unfortunately, they were not available in time for this debate, which was disappointing.

I welcome the Government’s support for initiatives such as university technical colleges under the academies and free schools programme. UTCs, as championed by the endlessly energetic Lord Baker and the Baker Dearing Educational Trust, offer 14 to 19-year-olds the opportunity to take a highly regarded, technically oriented course of study at a specialist college that is equipped to the highest standards. Those colleges specialise in subjects that require particular, modern equipment, and local employers, large and small, are asked to help to shape the specialist curriculum. The colleges offer a promising way of engaging young people through a different type of teaching, which is, as the name suggests, more technical in its orientation. They do not neglect the academic subjects, however, and they also help to ensure that local employers continue to have the skilled work force they need.

I welcome the priority given to academies in the establishment of new schools. This builds on the previous Government’s most successful reform programme, which in turn built on the success of city technology colleges. Academies are a proven success story, with their academic performance improving at almost twice the rate of other state schools. In 2009-10, the proportion of pupils in academies achieving the expected level at GCSE of five A* to C grades, including in English and maths, increased by 7.4 points on the previous year, compared with an increase of 4.1 points across all maintained schools. The OECD has concluded that

“in countries where schools have greater autonomy over what is taught and how students are assessed, students tend to perform better”.

Labour Members might not like the reforms, but teachers and parents in my constituency do. Three schools in Reading have already become academies, and all the secondary schools there will probably have converted by the end of next year. The number of proposals for new free schools is rising at what the Secretary of State might regard as an alarming rate. There is clearly an appetite among parents and professionals for our policies. With the extra priority being given to academies in the Bill, Reading might finally be relieved of the absurd situation in which Reading children cross into neighbouring local authority areas in search of good schools while pupils from other local authorities cross into Reading to attend what are successful but almost regional grammar schools. The quality of schools should not depend on the local authority in which they are situated. The measures in the Bill will give head teachers more freedom to determine what goes on in their schools and greater powers to drive improvement, wherever they might be. As such, I welcome these measures as a step in the right direction.

We are waiting for universities to approach OFFA; they will have to submit a request to OFFA if they wish to go above £6,000. In our financial modelling, which we shared with the House, we made it clear that on average, replicating the income that universities are getting at the moment would involve fees of around £7,000. Of course, we are expecting universities, just like every other organisation in Britain, to make significant efficiency savings and hold down their costs.

My right hon. Friend will remember that under the previous Government a number of higher education institutions were categorised as being at risk of financial failure. In the light of the funding changes taking place, has he updated his risk assessment of the HE institutions at risk?

The Higher Education Funding Council for England has always kept an eye on the financial position of universities. As a result of the new revenues that universities will get from graduate contributions, we estimate that it is very possible that at the end of this Parliament universities could well have a higher combined cash income in total from the Exchequer than they do at the moment; that is a sign of our commitment to the strength of British universities.

First, I thank the hon. Gentleman for his point about bureaucracy. Whenever I see that word, a red mist descends over my eyes, so occasionally the finger slips on the keyboard. I also thank him for his points about GCSEs and A-levels. We are stripping away modules from GCSEs. With A-levels, although I favour in many cases a linear approach that encourages synoptic understanding of the subject, it remains for universities, learned bodies and schools to decide the best way forward. For some subjects, it is appropriate to have a modular approach at A-level.

May I welcome the White Paper, particularly the drive towards making schools independent entities? There has been a stampede towards academy status in my constituency, but will my right hon. Friend ensure a smooth transition to academy status in all areas of the country? I know that the shadow Secretary of State will be anxious to see his old school, St Aelred’s, become an academy. [Interruption.]

I thank my hon. Friend for that intervention. Yes, absolutely. I will talk more later about some of the studies that have shown that. If we destroy the infrastructure, it will take a long time and a lot of money to rebuild, as happened in Wigan in the 1990s when all the youth centres were closed. Wigan has not been able to regain the ground lost during that time.

I congratulate the hon. Lady on securing this important debate, but I remind her that the Labour Government planned to make 20% cuts. Does she feel that no cuts should have taken place in the youth service? Can she inform all those present where she would make the cuts?

I am not in the Government or even in the shadow Government, so I am not in a position to say where cuts should be made. However, making substantial cuts to a small pot of money—some £300 million is spent on the whole youth service throughout England and Wales, which is a very small pot of money nationally—does huge damage to the services provided.

It is with sadness that I report that Warwickshire county council is proposing to abandon its youth service all together, and it appears that Norfolk, Suffolk and Southampton city councils are planning to do the same. According to a recent survey of proposed cuts that was conducted prior to the comprehensive spending review by the National Youth Agency and the Confederation of Heads of Young People’s Services, 95% of services were predicting cuts during the current year, the majority of which would be in the region of more than 30%.

Bolton council has already had to cut £200,000 this year and is predicting a cut of £415,000 next year. Am I right to assume that the Minister is concerned about a cut of £2 million to West Sussex county council youth service, which covers his constituency? Does he support the thousands of young people across West Sussex who have been petitioning and campaigning against the cuts? The portfolio holder for the area, Councillor Peter Bradbury, admitted that young people had not been properly consulted. Again, is the Minister aware that consultation with young people on service provision is fundamental to the Education and Inspections Act 2006?

There is an illusion that mutuals, social enterprises or even the private sector will take up youth work provision. Although there are some excellent voluntary sector projects, there is little evidence that many providers are ready to take on the role of providing youth services. In any case, they are dependent on adequate public funding for the work. The staffing and resources of some services are already so depleted that even a small cut of 10% will effectively end their ability to function meaningfully.

I am listening carefully to what the hon. Lady says, much of which seems to focus on the negative side of what is going on. Has she paid any attention to, for example, the plans for the national citizen service and the positive things that that can do for society cohesion?

I thank the hon. Gentleman for his contribution. If he will bear with me, I will talk about the national citizen service in just a few moments.

In reply to a parliamentary question that I asked the Minister on 15 November, he did not respond to me about the rapidly declining fabric of the maintained youth service, but instead seemed to state that the national citizen service would compensate for the decline in other provision. I hope that I misunderstood him. However, if I did not, perhaps he can explain how allocating £370 million to the national citizen service for, in effect, short-term summer scheme opportunities for 16-year-olds will possibly compensate for the loss of the current youth service budget of less than £300 million per annum that runs for 365 days a year?

Does the Minister share my concern that many child protection and health and safety issues are raised by the fact that inspecting organisations with no track record in residential work and professional youth work delivery will be running the short-term national citizen service? I am deeply concerned that they do not have the capacity or the experience to operate outdoor activities and residential work according to the Department’s health and safety guidelines. Can he give me any assurances in that regard? Also, who will inspect the quality of the service? The youth service was previously inspected by Ofsted, which has commented on its rising standards over the past four years, when other services were often declining.

I welcome the fact that the Select Committee on Education is conducting an inquiry into youth services and that it will be examining the introduction of the national citizen service. Youth service professionals and many of us in this place are beginning to wonder whether the Minister actually understands what the youth service is. The youth service has been recognised in the different jurisdictions of the United Kingdom as an integral part of the education system. Does he agree with the Welsh Assembly Government, the Department of Education in Northern Ireland, the Education and Inspections Act 2006 and the Scottish Government that the youth service is an integral part of the education system?

Youth work is based on a voluntary professional relationship between skilled youth workers and young people, so it has a broad spectrum of influence and success. The various youth councils across the country and the UK Youth Parliament, which so successfully engages people in political education and civic involvement, simply would not exist without the support of local authority professional youth workers. At the other end of the spectrum, as the work of Professor John Pitts has clearly shown, the youth work method is the most effective means of reducing young people’s involvement in gang crime.

Despite the need to address the deficit, we have enabled universities to recruit an additional 10,000 students in 2010-11. Had we not done so, the number of university places in England would have fallen this year. Our proposals for a fairer and more progressive system of university funding mean that we can maintain student numbers in the future.

Lord Browne’s review made it clear that the artificial cap on the number of students attending individual universities should be removed to improve market efficiency. Will my right hon. Friend confirm that he will implement that important recommendation in full?

The Opposition’s motion today accuses the Government of

“pursuing a reform agenda in education that represents an ideological gamble with successful services”,

but Labour needs to acknowledge all its past, if it is to be taken seriously on education in future.

In my constituency, after 13 years of a Labour Government and a Labour council, and with two Labour MPs between 1997 and 2005, the latest local figures available show that nearly 40% of pupils fail to achieve the basic standard of five good GCSEs, including maths and English. The national figures show that nearly half of all pupils failed to meet that basic standard last year. I am therefore not sure how those on the Labour Front Bench can claim any success, especially when so many thousands of young people are leaving compulsory education without achieving even the most basic of standards. Nor can they claim that the issue is expenditure. In real terms, public expenditure on education increased by £35 billion over Labour’s 13-year period in office, which is an increase of some 72%, although the increase in my constituency was only 50%. Essentially, 50% of children are failing to reach the basic standard, and that is as good as it got in 13 years of a Labour Government. The minor improvements that took place in later years—the introduction of academies, and things like that—were unfortunately far too little and far too late, leaving many children failing in our schools.

Although there are still too many bad teachers in our schools, a large majority are committed and doing a wonderful job in very difficult circumstances. As with so many other parts of the public sector, teachers have been tied up with bureaucracy, and constrained by an over-supply of rules and an under-supply of common sense. I see that week in, week out in schools in my constituency, and I therefore welcome the fact that my Government are introducing truly radical reforms to increase innovation and diversity of approach in our schools. After years of failure by a Labour-run council, I welcome the fact that the Government’s academy policy is handing powers to the people who are best placed to understand the needs of education in their local areas: teachers, head teachers and governors.

In my constituency, there has been a stampede to academy status. Highdown school has already announced its intention to gain such status, and Reading boys school and Kendrick girls school, both grammar schools, will follow shortly. I am sure that others, such as Reading girls school, will take advantage of today’s announcement by my right hon. Friend that any school may now apply for academy status if it teams up with a stronger school that will help to drive improvement.

In addition to welcoming the success of the academies in my hon. Friend’s constituency, does he also welcome, as I do, the Secretary of State’s recent decision to allow the National Education Trust, the Centre for British Teachers and the Friends of All Saints school to move forward to the next stage of setting up a free school in my constituency with the aim of opening a 120-pupil school in September next year? That local school is backed by local people and the whole of the local community.

Of course I welcome that. My hon. Friend has done a great deal to help that process.

I want to make one further remark about my two excellent grammar schools, and I say this gently. I have had conversations with head teachers to the same end. Their catchment areas need to be looked at carefully. Kendrick school in particular is recruiting pupils from far and wide, and is becoming too remote from the local community that it serves. I would like my local grammar schools to re-engage with the task of aiding social mobility for clever, poorer local Reading children rather than being regional schools. I hope that my right hon. Friend will ensure that those schools can expand their numbers to recruit more local Reading children as that may help the situation.

My right hon. Friend will be aware that under the last Government, grammar schools were, unfairly, not allowed to expand their numbers. It is clear that people in my constituency are voting with their feet, and schools are taking advantage of academy status and all the freedom that that brings, instead of staying with the failed system of central planning of the shadow Secretary of State’s Government.

I hope that very soon there will be another massive step forward for education in my constituency with the announcement of a brand new school. I have been particularly taken with the success of city technology colleges and university technical colleges to support education for 14 to 19-year-olds. They would add real diversity and choice for parents in my constituency.

Before it was popular and before it was Conservative party policy, I often wrote about and campaigned for a pupil premium. It is gratifying that the Government are implementing such an important and radical policy, which could see some schools with a particularly high concentration of poor pupils receive as much as £1 million in additional funding to deal with the particular disadvantages associated with poorer pupils. That could make an enormous difference, and help to close the attainment gap between rich and poor pupils, although I accept that on its own it will not be enough.

The Opposition should recognise that the coalition Government are taking on the most successful policies of the last Government, such as the Teach First scheme to bring outstanding graduates into teaching. But they must also face up to the reality that 13 years of a Labour Government and local authority-run education services have left a legacy where, despite massive investment, almost half of pupils fail to make the best or even the most basic grade at school. We owe it to our children to try radical new approaches that have had great success both here and in other countries. It is time to break the cycle of under-achievement.

Yes. Spelling is key to writing, as is grammar and punctuation. Indeed, we have already asked Ofqual to investigate how spelling, punctuation and grammar can be used in mark schemes for GCSEs other than simply English language.

We have made no assessment of the effect of the pupil premium in specific constituencies. We are considering the responses to the consultation on school funding, which ended on 18 October, including the question of which deprivation indicator to use. We expect the effect of introducing the pupil premium across England to be one of raising the attainment of those children who are eligible for it.

As somebody who wrote about and championed the pupil premium back in 2005, may I welcome the Minister’s answer? The pupil premium will not be enough in itself to break open social mobility, as only 45 pupils on free school meals went to Oxbridge in the last year for which figures are available. What further measures can the Minister promise, and how do the Government undertake to make things better for poorer pupils?

I recognise the hon. Gentleman’s long-standing interest in this issue. He is right that the pupil premium alone is not enough to break open social mobility, but that is exactly why we extended the free entitlement for early-years education for three and four-year-olds to 15 hours, and why—crucially—we have extended such education to all disadvantaged two-year-olds. By ensuring that we narrow the gap before children get to school, we ensure that they are in a much better position to make the best of the offer that we provide for them when they start primary school.

I am grateful for this opportunity to continue a hugely important debate. The decision taken by the Government today is of historic importance to this country, for two reasons. First, the decision to treble fees for this country’s young people could have a huge impact on participation in higher education. Secondly—this has been covered less, but is as important—the decision to withdraw state funding from a large part of the curriculum, namely arts and humanities subjects such as geography, history and politics, has huge implications for our democracy. We are a liberal democracy committed to the liberal arts, and today’s decision is to abandon that solely to private income. This is an important day, and I will be talking specifically about participation.

I am pleased to see the Minister in his seat. We have had many years of debates on education matters in this House. I know that he is committed, from his perspective, to participation. We understand the subject, but we do not always agree on the means, and I suspect that we will disagree today. However, I remind him that in 2004, he described tuition fees as

“flagrant, appalling and an abuse”. [Official Report, 26 February 2004; Vol. 418, c.503.]

That was his position as he voted against them. Can he really defend tripling fees to £9,000? I am pleased that so many colleagues from across the House have joined me today.

I congratulate the right hon. Gentleman on securing this debate on an important subject. I know that he was in the Chamber this afternoon; does he agree that there is a third historic element to the settlement? Does he recognise the positive impact that proper funding for part-time students will have on the participation of disadvantaged groups in universities?

I am grateful to the hon. Gentleman for putting that decision on record. The last Government, of course, made progress on funding part-time students, but when we set up the Browne review, it was essential that part-time students were given the same arrangements as full-time students, and that has been achieved. That is the silver lining in the Government’s response today. However, it cannot be right that one group of students, of the sort that come from my constituency, should be encouraged to attend part-time courses at newer universities while another group of students, who can afford fees and are not put off by higher education, attend our more elite, select universities. I will go into the detail over the months.

I hope that we can all agree that it is morally right that university education be made available to all those who wish to take advantage of it. I know that that is true. University brought me, a young black man, from the shadows of Broadwater Farm estate in my constituency to the House of Commons. I want the same opportunities for all young people, regardless of their background.

The Labour Government inherited a higher education system that was the preserve of the rich and privileged. It was not a system in which university education was made available to all those who wished to take advantage of it, which is why we created the Office for Fair Access to monitor and analyse admission and participation and ensure that we increased the opportunities available to all students. It is also why, in 2004, we set up the Aimhigher programme, a national comprehensive programme working across constituencies as different as Cumbria, Liverpool and mine to encourage partnerships and access to higher education.

My hon. Friend makes a profound point, which I hope to come on to. Such schemes worked, but they required money. Many of us who initiated such schemes hoped that they would make further progress than was achieved. We saw progress, but it was not at the speed and depth we would have liked. My hon. Friend is exactly right: it cannot be considered significant progress. One London university— I am thinking of London Metropolitan—has more students of black descent than the entirety of the Russell group. There was progress, but there is much more to do. We are concerned that today’s announcement will mean things go backwards—in the wrong direction.

I do not doubt the previous Government’s intentions, and I hope that the right hon. Gentleman would not doubt the good intentions of the current Government. Does he accept that the current system is unable to meet the challenge of the rising demand for higher education? In particular, does he accept Sir Martin Harris’s report, which mentions the participation rate among the least advantaged 40% of young people and the fact they are not getting into the top Russell group universities? That figure remained flat throughout the period of the Labour Government.

As I said, we were all concerned about the progress in relation to our most selective universities. That is why allowing our most selective universities to raise their fees to £9,000 a year must be counter to the progress that I would hope the hon. Gentleman desires. The Sutton Trust estimates that there are 3,000 missing state school students from Britain’s 12 most selective universities. A further statistic that comes to mind is that only one black Caribbean student was admitted to Oxford university in 2009—one student.

The Government’s claims are hugely important. They claim to be committed to higher education’s role in social mobility. Indeed, we are told that access is hard-wired into the coalition agreement. However, despite that hard-wiring, the Secretary of State has apparently long questioned whether the 50% participation rate is sensible or affordable. It is important that the Minister says something about what he considers will happen to the participation rate. Does he believe that the Government can widen access with an increased tuition fee of £9,000 a year? How will trebling fees encourage the sons and daughters of nurses and dinner ladies to achieve what their parents never had the prospect of doing? If we add to that figure the £8,000 a year maintenance that a student needs to live on, the Government’s plans mean that it will cost £17,000 a year to study for a degree. Will that encourage a nurse on an average of £23,000 a year to send her young son or daughter to university? With costs that are three quarters of their salary, will they not decide that university is what they always believed it to be: not for them?

Does the Minister honestly believe that students from the poorest backgrounds will not be put off by these staggering sums of money? A Sutton Trust opinion poll shows that only 45% of 11 to 16-year-olds who are currently interested in progressing to higher education at current fee levels would be interested if the fees were increased to £7,000. What does that then say about the current figure of £9,000? With institutions now capable of charging variable fees of between £6,000 and £9,000, it is inevitable that some of the most capable students from the poorest families will make choices based on cost or on the perception of cost, rather than because of academic talent.

Right; I just thought that I would embarrass myself, rather than have everyone else embarrassing themselves by not knowing what to say.

It is a great pleasure to be going through the various provisions of the Bill. Let me also take this opportunity to welcome the Government Front-Bench team to their roles. This is their first opportunity to take a Bill through the Commons. Normally today’s proceedings would have happened upstairs but, without making a point, I can say that theirs is still a demanding role, but one that I know they will enjoy. It is also quite nice to be on this side of the Committee, from where I can ask the questions and not have to think what the answers are. Having said that, I would much rather be in power and have that responsibility.

With that welcome, let me say that the Bill and our discussions on it are extremely important, and while it is—

I will in a moment. The hon. Gentleman should let me get started. If he gives me just two minutes, I will say something and then he might want to intervene—unless, of course, he wants to intervene to welcome my welcome.

It is good to be here to debate the issues, but let me say one thing. I know that there will be serious differences of opinion in this discussion, but I also know that we are all motivated by a desire to improve educational standards. There are real differences between us on how we achieve that and what the best way forward for our state school system is. However, I accept that we are all motivated by a desire to try to do the best for the young people of this country, and I know that that is true among all Members, right across the House.

No, I am not embarrassed at all; I am afraid that the hon. Gentleman will have to put up with me for the time being.

This is an important debate, but it is also the quality of debate that is important. Over the next few days—today, tomorrow and Monday—the quality of the debate from across the Committee will lead to a Bill that we will oppose, but which, being a good Opposition, we will try to improve, notwithstanding the fact that we do not agree with it.

It is important to say at the beginning that, whether we are talking about the current amendment—amendment 28, which concerns special schools—or any other amendment, at the heart of this debate is the fact that we have a different view of academies and academy education from that which is presented in the Bill. This Bill inverts the way in which the previous Government pursued the academy programme. We established academies in areas of poor educational performance and areas of social disadvantage. The Bill turns that on its head, allowing outstanding schools to fast-track to academy status and allowing primary schools for the first time to become academies, a provision that is the subject of a subsequent amendment, and also allowing special schools to become academies—the subject of amendment 28. Those are all things that we think could damage the provision of education, particularly with respect to special education needs in an area.

I have, and the subsection goes on,

“must consult such persons as they think appropriate.”

Why does not it specify parents? It simply says, consult “as they think appropriate.” I have read the Bill and I can read the words “as they think appropriate.” Subsection (3) states:

“The consultation may take place before”—

which is fine—

“or after an Academy order”.

The hon. Member for Folkestone and Hythe (Damian Collins) made a good point. If a school, particularly a special school, wants to follow the route that he proposed, one should not have a broad “consult people where appropriate” provision, but a list of people, including parents, who are exceptionally important, to consult. Why does subsection (3) say “before or after”? I am not a cynic, but the vast majority of our constituents will think that, if we provide for a school to consult after an academy order is made, such consultation is just a way of smoothing the process, rather than proper, legitimate consultation about whether it is the right thing to do. The constituents of the hon. Member for North Cornwall may be different from mine, but that is what my constituents would think.

The hon. Gentleman has been generous in giving way. The Avenue school in Reading is an outstanding special school, led by a brilliant head teacher, Sue Bourne. Why do the Opposition want to take away the right to become an academy from her and her school, when that is clearly what they want to do?

If it is an outstanding school, it has become one under the existing arrangements. We are worried that one school’s freedom could be detrimental to the wider school system. That goes to the heart of the matter. The hon. Gentleman disagrees, and it is a point of debate and discussion. He will have to argue with other special schools and other head teachers, whom I, and no doubt others, could cite, who greatly fear that fragmenting the system, with some schools following the academy route while others do not, means that the overall collective provision in an area for particularly vulnerable children is put at risk. That is even before we have reached the question, which the Minister of State, Department for Education, the hon. Member for Bognor Regis and Littlehampton (Mr Gibb) will have to answer, about funding, admissions, the area that a school serves and its relationship with other schools. We are obliged to take all those matters on trust.

The hon. Gentleman is making a strong case, but I would like him to clarify something. In the debate on the previous amendment, he said he did not want special educational needs schools included, and now he is saying he does not want primary schools included. In government, he wanted to limit the number of secondary schools that could become academies. It seems that he actually wants an old-style command-and-control system in schooling, rather than to allow local communities and parents to decide what they want. Can he clarify that for me?

We need to get to the nub of the problem. We can go back and look at who was responsible for the economic crisis, the world crisis and so forth. The Conservative party keeps trying to suggest that somehow this problem is down to the way that the previous Government managed the economy.

I have not yet answered the last question. The permanent secretary in the Department for Education wrote to my right hon. Friend the Member for Morley and Outwood (Ed Balls) and clearly said that the money was there. He would have asked for a letter of direction if there had been any impropriety or problems with that, but he did not do so. That is the key point, and something that the Conservative party keeps trying to push, although it is plain wrong.

I would like to make some progress. It is self-evident that the quality of the built teaching and learning environment, which embraces school buildings and the state-of-the-art facilities that they should house, will have a bearing on pupil attainment and the quality of teaching.

The focus should be that our children have been robbed of state-of-the-art school buildings. The fact remains that the money was there to carry out the programme, but the coalition Government chose, for ideological reasons, to put it towards free schools. It was their choice.

I return to the importance of the changes in my constituency. In Halton and across the piece, I suspect, the reduction in the number of school sites would have led to reduced operational staffing and running costs, allowing more money to be spent on improving pupil attainment and ensuring the high-quality teaching that the Secretary of State purports to prioritise. Indeed, Halton council was commended by the previous Government for the manner in which it approached the proposed reorganisation of secondary school provision throughout the borough, not least for achieving value for money. In Halton, significant costs savings have been achieved since the inception of the programme through the establishment of a joint delivery team with Warrington borough council. That enabled both authorities to share procurement costs, staff, expertise and best practice. At each stage of the BSF programme, the authority met the key milestones and used the lessons learned to reduce the time scale and milestones for the Warrington wave 7 programme.

Another key point is that, whereas the Secretary of State says that the money is not there and that BSF was badly bureaucratic, Halton borough council has shown that it can be done and that there are benefits.

The hon. Gentleman seems to be living in a parallel universe in which no cuts would have been made under Labour. However, the former Education Secretary said in The Sunday Times that he would like to cut the number of heads and deputy heads by 3,000.

The hon. Gentleman is now quite an experienced Member and I respect him, but we have never said that there would have been no cuts. There would have been cuts. I put it to him that his Government said that they would not cut front-line education services, but what is more front-line than school buildings and the importance of improving them?

Going back to what was done by Halton borough council, the timeline for the programme has been reduced by 50% compared with the PFS standard. Efficiencies were also planned through the integration of multi-agency services within school facilities such as health, leisure and outreach services. A strategic approach to ensure that we moved away from a “patch and mend” model—the hallmark of the Conservative years—to an overarching model that considers condition, suitability and sufficiency is now in jeopardy.

The Secretary of State says that the Government remain committed to supporting capital spending in schools and has instituted a review aimed at ensuring that value for money is guaranteed through the process. However, he could not answer my written question of 12 July about when he expects the review to be completed. That is more evidence of a rushed decision. Investing in capital spending and culling BSF would appear to be an oxymoron of the highest order. I fear that, like their vague aspiration to replace the future jobs fund, the nation will be lumbered with another watered-down and ineffective alternative, published at a yet unspecified time.

Another feature of the ill thought out and rushed nature of the policy is the prospect hanging over local authorities of legal action by contractors following the termination of school building projects. Last week, I asked whether the Education Department intends to issue advice to councils that may face litigation. The Minister said that he would reply as soon as possible, so I ask him again whether he can provide me with an answer to that question. Again, it shows that this was a rushed, botched job.

As in the wider economy, the Government seem intent on choking growth and development, and the BSF cull will play its part. Although it is easy to recognise the physical benefits that will be lost due to the end of the building programme, added value benefits will also be lost that would have been a major boost for the local economy and would have addressed many of the social, economic and educational challenges faced by Halton and Warrington. Halton borough council has told me that a number of social, economic and regeneration initiatives had been developed within its BSF submissions. The management and ongoing development of those initiatives were fully costed and allocated within the local education partnership, and the generation of social and economic benefits would have given truly additional value. Some 500 jobs would have been created, whether directly or through the supply chain and so on. that would have been a most important factor in the process.

It is important to recognise how schools in my borough, such as Heath and St Chad schools, will be hit. They are expanding schools and would have had extra capacity, but that is now in jeopardy. Those schools will not be able to expand, despite their popularity, even though it is an important part of the Government’s policy to recognise and expand such schools. That is also the case with Bankfield school, my old school, which will now have difficulty in expanding. As a result, yet more children will have to be educated in mobile classrooms, which takes us back to the conditions of the 1980s and 1990s.

Wade Deacon high school, which had a 100% pass mark for grades A to C last year, serves both disadvantaged and more prosperous areas. When it amalgamates with Fairfield school, which has been closed, it will face a difficult job managing the two sites. The situation is far from ideal; there are busy roads to cross and it will be hard to manage teachers’ timetables. Under the BSF programme, the two schools would have been on one site. In another example, the Grange would have been an all-through school, catering for children between the ages of three and 16, with a number of schools coming together on one site. There will be major consequences if that school does not go ahead. There are significant public health and safety concerns—I mentioned Bankfield and the problems of moving between different school buildings—as well as a problem of insufficient capacity at other schools. Visiting schools in my constituency last week, I saw that profound impact of the decision on them.

Community access to schools has many advantages, not least in raising educational interest and encouraging adult involvement, which leads to the development of a better learning culture. In areas such as mine, where that culture has not always prevailed in many homes, community access provides a massive opportunity for improvement.
