I am clear that the Government’s position is that we will leave the single market and customs union, but I did receive a delightful bound copy of said report at the ministerial forum and will of course take it away and give it due consideration.

Yesterday, the Russian Federation formally objected to the post-Brexit schedule proposed by the UK at the World Trade Organisation. Unless the Russian veto is removed, if there is no deal, Welsh companies will not be able to trade on WTO terms. What discussions has the Minister had with the Welsh Government about this catastrophic likely outcome for the Welsh economy?

The hon. Gentleman refers to something that happened yesterday. I understand that the Department for International Trade has already responded and said that such objections at the WTO are not unusual and that it is already taking steps to address them.

My hon. Friend makes an excellent point, one that has been made by people on all sides of the referendum debate. We respect the decision made by the British people, including his constituents, and we want to make the greatest success of it. A smooth and orderly exit is the best way to achieve that.

Earlier this month, the National Assembly for Wales unanimously—this included Tory and UK Independence party Assembly Members—supported a motion from my colleague, Steffan Lewis, calling for a continuity Bill to protect the Welsh constitution from the power grab inherent in the British Government’s legislative proposals for implementing the European Union (Withdrawal) Bill. Now that Wales has spoken, will the British Government listen, or are they intent on forcing a constitutional crisis?

To continue informing our approach, we are conducting a comprehensive programme of engagement with businesses and third-party organisations. We are working proactively with industry and other Departments to have the best information available to negotiate from the best possible position.

We held events at Chevening House in July and September. A cross-Government business advisory group consisting of the five main business representative organisations has been established to ensure business is not only heard, but is influential throughout the process. I was with the group earlier this week. The Prime Minister chairs a quarterly business advisory council to hear directly from senior business leaders on key issues across EU exit and the wider economy. Department for Exiting the European Union Ministers alone have undertaken a wide-ranging programme of stakeholder engagement.

I will give way to the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards), who I promised to give way to, and then to the hon. Member for Newcastle upon Tyne North (Catherine McKinnell). I am afraid that that will then be it.

The Minister has confirmed in the debate that a report has been prepared on the impact on the Scottish economy. Has a similar report been prepared on the impact on the Welsh economy? If so, has it been shared with Welsh Ministers? If a report has not been prepared, why is there not such a Welsh report?

[Mr Walker]

I refer the hon. Gentleman to the comments I made earlier about the nature of those reports. I did not say that there were reports on the Scottish or Welsh economies; I said that there were cross-cutting reports, based on sectors across the whole of the UK. But, of course, there is, within the Joint Ministerial Committee process, the opportunity to discuss with the Government the analysis we are conducting, and we want to make sure that that can move forward.
