Diolch, Madam Deputy Speaker. The sanctions strategy against Russia is being undermined by so-called leakage to other countries. For instance, Russian oil exports to India have reportedly increased substantially, a point that I suspect President Zelensky will have made to Prime Minister Modi during their discussions at the summit. Did the Prime Minister make similar points during his bilateral talks with Prime Minister Modi?

HS2 is turning into the predictable generational financial black hole of which many warned at the outset. Scotland and Northern Ireland are protected because they receive full Barnett consequentials, but, as we heard earlier, Wales is given a 0% rating. As a result, our Department for Transport comparability factor currently starts at only 36.6%, which means considerably less money for the Welsh Government to spend on transport. Is not the reality that unless this issue is addressed in one way or another—by devolving the responsibility for funding Network Rail to Wales, if that is what it takes—Welsh transport infrastructure faces decades of further under-investment, and Welsh taxpayers are being thoroughly swindled?

I am deeply aware of this. The all-party group took evidence from a family whose father had committed suicide. If the House will indulge me, I received this email from a constituent:

“I find all this massively worrying and stressful and I try not to discuss with my wife otherwise she would feel the same. At times I have considered suicide but realise that that will help no one and impact my family most.”

The loan charge is having a terrible effect on people’s mental health, isn’t it?
