My hon. Friend was an incredibly hard-working health Minister and I pay tribute to her for all she did in this area. She will be aware that our groundbreaking drug and alcohol strategy commits more than half a billion pounds of new funding over the spending review period to rebuild drug and alcohol treatment services, with plans to get an additional 15,000 alcohol-dependent people into substance misuse treatment by 2024-25, which we are currently on track to achieve. I would be delighted to meet her to talk about it further.

At my last surgery, a young woman told me that, thanks to the delay in her GP diagnosing her ovarian cancer, she is now infertile and receiving aggressive treatment. She had made four GP appointments over several months for her unexplained stomach cramps. Only in an emergency admission in another country was the ovarian cancer diagnosed and the tumour removed. How long will it be before the symptoms of female-specific conditions are taken seriously by our medical establishment, from initial training onwards?

The hon. Gentleman raises a really important point and he is absolutely right to do that. The Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Norwich North (Chloe Smith), is in the Chamber and will have heard his comments, but we also have Electoral Commission questions next Thursday week—28 March—and I encourage him to raise his question there.

The retrospective loan charge deadline is causing unbelievable stress to tens of thousands of people who thought that they were doing the right thing in respect of their tax affairs, some for up to 20 years. The all-party loan charge group has evidence that Her Majesty’s Revenue and Customs knows of up to six related suicides, yet yesterday, the chief executive of HMRC denied that. May we have an investigation into this and an urgent debate?

The hon. Lady is right to raise this issue. I also have constituents who have come to me with concerns about the loan charge and I am seeing the Minister responsible shortly to discuss it further with him. She will appreciate that the issue here is one of tax avoidance which HMRC has concluded was not legitimate tax avoidance. It is absolutely vital that we do everything we can to ensure that people are paying the right taxes in this country.

The hon. Lady raises an issue that sounds very concerning; if there is a two-tier system, she is right to raise that in this place. She will be aware that it was this Government who introduced the national living wage and we will be increasing it again in April. That will mean a significant real-terms increase for people on some of the lowest incomes in our country. There is more to do and I encourage her to raise her particular concerns directly with Department for Business, Energy and Industrial Strategy Ministers.

Will we be able to have a debate on the cycle to work scheme, to respond to calls to raise the threshold of the scheme in order to benefit more people, particularly those with disabilities and those on low incomes?

The hon. Lady will be aware that we are always keen to do more for young people from disadvantaged backgrounds and young people with disabilities. It is important that we always seek to do everything we can, and if she has some good ideas I encourage her to seek an Adjournment debate so she can share them with Ministers.

I can confirm that we are technology-neutral, and as part of our industrial strategy we are consulting on how to become a world leader in ultra-low emission vehicles of all types. There is a very good story to tell there; there is more to be done, but we are making good progress.

Air quality standards are breached regularly in my constituency from Chiswick, to Brentford, Isleworth and through to Hounslow. Do my constituents not deserve better on this issue, especially as the Government want to push ahead with runway 3 at Heathrow, which will only make the problem significantly worse?

I met the Mayor of London in my first week in office to discuss clean air, because the hon. Lady is right that it is a huge priority in all of our cities but particularly London, where there is rightly a huge focus on it. The Mayor is implementing the excellent work of my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) when he was the Mayor of London, and that continuity should continue to be a cross-party co-operation to solve what is a very serious issue for all of us.

19. What assessment she has made of the effect of proposed changes to feed-in tariffs on solar power companies in the UK.

During consultation on the proposed changes to the feed-in tariffs, we strongly encouraged all parts of the small-scale renewables sector to provide evidence on the likely impact. The actual impact on solar companies will, of course, depend on the options taken forward when the responses to the consultation have been considered.

I am grateful to my hon. Friend for raising this very important matter for her constituency. I can absolutely assure her that we are looking at it carefully. I had a round table meeting with a number of solar firms and heard their views at first hand before the consultation closed. We are looking carefully at the more than 55,000 responses and will come forward with our policy response as soon as we can.

Virginia Fassnidge is one of my constituents who installed solar panels to cut her family’s household bills and save carbon. Will the Minister explain to those who want to follow her example why they should, when the 98% cut to the feed-in tariff subsidy scheme no longer makes it attractive to consumers, risks the very viability of the domestic solar industry when it is about to become viable without subsidy and completely undermines the Secretary of State’s solar revolution?

I am grateful to the hon. Lady for her question. Obviously her constituent will be pleased to know that the subsidy from the bill payer that she has received will continue to be available to her—I think there has been some confusion about that point. For those who come later, the proposal in our consultation is for the return to investors to be in the region of about 4%, as opposed to the current level, which is significantly higher. We were required by the EU to look at the tariffs on a three-year basis and that is what we have done. We have put forward a proposal and we are looking carefully at the responses.
