We seem to be on a slippery slope towards lockdown based on precisely no real data, which is a worry. It seems to be the precautionary principle gone completely mad. However, I will give my right hon. Friend credit in that I am very pleased that daily testing is going to replace the self-isolation proposed just a week ago. I am sorry to say to my right hon. Friend that he is looking a little silly on these things as we shilly-shally between different rules. Could he answer me this: is he proposing a reformulation of the vaccine and then keeping these or similar restrictions in place for the period until that new vaccine is in arms, then in a year’s time when we get a new variant, we do it all over again ad nauseam—like a stuck record, only more annoying?

First, I hope that my hon. Friend will agree with me that one of the reasons for these measures is precisely to avoid a lockdown. We all want to see a lockdown avoided for all the obvious reasons, and taking the right proportionate measures now will certainly help to do that. On the vaccine, I am not proposing reformulation. I think the most important thing right here and now, and more important than even before, is the booster programme—not a reformulation, but getting a third shot to boost everyone’s immunity. On the future, where I see vaccines going is multi-variant vaccines, a number of which are already being developed. Just as we see that with flu, I am sure we will see that with covid.

Yes. That facility may not be in the app—it may be through a letter or a process—but it will still provide what is needed in terms of travel for that age group. That hopefully will start next week.

I fully understand that my right hon. Friend is treading water until we know more about the omicron variant, its response to the vaccines and its virulence, but can I press him on the nature of any likely Government response if those answers are poor? We know what lockdowns mean: damage to youngsters, damage to businesses, damage to lives and damage to liberties—not least the £400 billion while we waited for the vaccine and got it rolled out over a seven-month cycle. Can he please assure me that under no circumstance will we do the same all over again and hope for a different outcome? He knows as well as I that there will be yet another variant some time down the line.

I do not want to pre-judge the review, but I know that my hon. Friend would agree that our best form of defence is our vaccine programme, and the fact that we are doing better than any other country in Europe in our booster programme gives us a really strong level of defence.

The hon. Lady raises the importance of vaccination, and she is right to do so. As I mentioned earlier, according to the ONS, nine out of 10 adults in this country have antibodies, which are part of the wall of protection.

The hon. Lady is right to mention that cases will rise in this wave. We have been very open about that. I hope that she heard earlier in my statement that there is no perfect time to start opening up. The risk is that, if we do not do it now and wait until after the summer, the schools will be back, and if we wait longer it will be winter—there is a real, serious risk, which we have been advised about, that the wave could be even bigger than what is anticipated at this point. Many more people would then end up getting infected and, by extension, getting long covid.

I hope that the hon. Lady can consider all that together in a balanced way. If she would like to meet any Ministers or officials in my Department to understand the situation better, I will be happy to arrange that.

From previous answers given, I am delighted that my right hon. Friend is now looking at the underlying settings of the Track and Trace app—I ask him to do that as a matter of urgency. Those settings take no account of vaccination status or any other behaviours; it is just a blunt, bluetooth signal. It might have had value when there were few other tools in the box, but it must now be highly questionable to condemn potentially millions of people to unnecessary self-isolation and the economic impact thereof.

My hon. Friend makes an important point. I hope that he noted my comment that, precisely for the reasons he set out, given the high rate of vaccination, we are taking a fresh look at the app. I have asked for advice—and have just started to receive some of it—about how we can take a more proportionate and balanced approach.

I have seen for myself some of the work the hon. Gentleman has done, particularly in the west midlands, to help with deradicalisation, and I commend him for it. It is important that he and others continue such work and continue working with local authorities and other partners in doing so.

The hon. Gentleman asked me about deprivations generally and talked about the rule of law. Of course we operate according to the law, as does any Government, and that law is set by this House. I referred earlier to the British Nationality Act 1981 and the Immigration Act 2014. Both talk about deprivation. The 2014 Act extended the provisions for how deprivations can be done. He was a Member of the House in 2014. I am not suggesting he voted for the Act—I do not know; the point is it was debated and is now the law. This is the rule of law. As well as that, we are signed up, quite rightly, to a number of international conventions that we care deeply about. The right hon. Member for Hackney North and Stoke Newington (Ms Abbott) mentioned the UN universal declaration of human rights. There is also the convention on the rights of the child, which is relevant in some cases. Those are all hugely important, and we absolutely abide by them.

I cannot stress enough that we would not make a decision that had not been looked at carefully by Government lawyers—experienced lawyers who have worked for many Governments—and which we did not feel to be absolutely lawful. I do not pretend for a second that Governments do not get decisions wrong and that decision are not sometimes declared unlawful if challenged—that has happened under many Governments, and when it does happen, Governments have to listen—but we strive every time to make a completely lawful decision. We have in the past published transparency reports in the House on deprivations—the last one, which was published in May, I think, gives year-by-year numbers—and we will continue to be transparent. The hon. Gentleman also asked about TPIMs. I do not have the exact numbers, but I will write to him.

In fighting Daesh, we faced a new phenomenon. People through their own actions decided to join and embrace a new foul and warped state. It was a matter for them to choose. May I therefore commend my right hon. Friend for the bold action he has taken, which I am sure is supported across the country? Will he reassure me that our position on these difficult issues will be rooted in British values and proper judicial processes?

I am happy to give my hon. Friend that reassurance. He is right to talk about the threat from Daesh. It is not the first and will not be the last terrorist organisation that we have to confront, but the number of people who left Britain to join that vile terrorist organisation, and to commit the most horrific crimes either themselves or by supporting what it wanted to achieve, was unprecedented. I do not think that any country that has faced a similar problem—citizens leaving to join such organisations—has a perfect answer to deal with it, which is why it is important that we work with other countries, which we will do. I assure my hon. Friend absolutely that we must always uphold our values. As I said in answer to the previous question, we must ensure every single time that we act properly and at all times within the law.

I thank the hon. and learned Lady for her comments. She is right to highlight that thousands of people may be suffering. No one knows the exact number, but it is estimated that at least 10,000 children in the UK have a drug-resistant form of epilepsy. That really puts into focus what a big difference these measures can make. I can also give her an assurance about bureaucracy and hurdles. Frankly, there has been a lot of bureaucracy and many hurdles in the way until now. The decision that we made on Friday was unprecedented, as are the measures that we are putting in place. The expert panel will make a huge difference. Its whole purpose is to make the process as smooth and quick as possible, based on medical advice at all points. I do not want to prejudge the review, but I am sure that the hon. and learned Lady can sense the direction.

As chair of the all-party parliamentary group on cannabis: harmful effects on developing brains, I thank my right hon. Friend for his assurances that any future medicinal use of cannabis will not be conflated with any weakening of the Government’s position on recreational use. Is he aware of the increasingly clear evidence of permanent psychosis and depression among young people who are users of what we see on our streets more regularly—skunk cannabis?

I am very much aware of that. It is perfectly correct for my hon. Friend to highlight this point. As I made clear in my statement and I am happy to make absolutely clear again, there are no plans at all to decriminalise cannabis. It is a controlled class B drug under the Misuse of Drugs Act 1971, and that will not change.

1. What steps he is taking to support economic growth and job creation in coastal communities.

Since 2012, we have invested £174 million in 295 projects for the coastal communities fund. These are forecast to help to deliver more than 18,000 jobs. In my hon. Friend’s constituency, £2.5 million has been provided through the fund to support economic growth and job creation.

Does my right hon. Friend agree that the coastal communities fund helps to attract more visitors to our coastal communities so that they may thrive? Will he promise to consider very carefully any future bid to the fund to restore the front of Ramsgate Royal harbour in my constituency—the only royal harbour in the country—to its former glory?

I do agree with my hon. Friend. The £2.5 million already allocated to his constituency will help South Thanet to thrive, and will certainly help to attract more visitors. I commend him for the role he has played to secure that funding. He is a passionate advocate of Royal Ramsgate harbour, and I know he has a meeting with the Local Growth Minister, the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Rossendale and Darwen (Jake Berry), coming up in which he can discuss his plans.
