Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

This information is provided by Parallel Parliament and does not comprise part of the offical record

Of course, it is always important to reflect on any of the legacies but we have to talk about the here and now. It has rightly been said that this Government are in control; the Social Housing Bill is supposed to unlock the system and yet it will not do that. Our questions should be directly to the Minister about how the Government will unlock the potential that everyone in this room wants to see. That is why the Conservative party proposes taking £50,000 off the cost of building a new home in England and Wales by cutting back on regulations and taxes; backing a genuinely brownfield-first approach to see new homes built on the existing 1.41 million sites viable for development; building, not blocking; a genuine council house comeback; and supporting aspiration.

On that point, will the hon. Lady give way?

I am just concluding. I call on the Minister to commit to changing the Social Housing Bill, to back the delivery of council housing and to help bring the shocking number of people in temporary accommodation down. That is the only way to see more council houses built, to see more people into safe and affordable accommodation and to get Britain building.

Not just yet.

No monitoring does not mean that water is clean, as the Secretary of State seemed to suggest. One must be faithful to the facts.

We will support this Bill’s Second Reading because it includes many measures that the previous Government established—for example, companies that pollute the environment can be hit with unlimited fines, and water bosses can be banned from receiving bonuses if their companies commit serious criminal breaches. However, some measures need to be amended, including to maintain the previous Government’s water restoration fund. Why has that not been continued?

We must ensure that we focus on our water infrastructure, which is largely out of date. Poor maintenance causes leakages, and poor capacity leads to sewage overflows. Tackling those problems will require investment and innovation. Ofwat must use its powers more effectively to better monitor performance and enforce standards in a timely fashion. Although I acknowledge the Bill’s focus on penalties for water companies, we must ensure that incentives for investment and change are in place for the years to come.
