Commons ChamberI am proud of the very substantial uplift that we have been able to provide in our defence spending. We are the fastest-growing economy in the G7 as a result of the measures that this Government have taken. I am confident that we will be able to continue to give our armed forces the investment that they need.
Ukraine has been experiencing conflict since 2014, which has created a crisis of 2.9 million people in need. Will the Prime Minister please confirm that the UK stands ready to work with the Government of Ukraine and with international partners in providing humanitarian assistance should the conflict be exacerbated?

Commons ChamberAt last, a Christmas story to warm the heart. I am sure that all those tucking into their Bernard Matthews turkey this Christmas will not only find it delicious and a celebration of their family, but recognise that they are playing their part in a better future for all those individuals who are working with Bernard Matthews, which is to be congratulated on its work. My hon. Friend is quite right that there is an enormous amount that can be done with the private sector to help get ex-offenders back on to the straight and narrow. My right hon. Friend the Secretary of State recently held a summit with employers to do exactly that, and we will be building a network of business partnerships across the country where businesses and prison governors can sit down together and talk about how to get ex-offenders into employment in exactly the way that Bernard Matthews has done with remarkable success.
If we are to get prosecutions of child abusers, we need the support of victims and survivors, so I am really angry that this Government have cut £500,000 from children at risk of child sexual exploitation. What is the Minister doing to make sure, through the forthcoming victims Bill, that the resources are in place to help those at risk?
I am grateful to the hon. Lady, with whom I have worked closely on other matters that the House is considering at the moment. The Government continue to be a global leader in tackling child sexual exploitation and abuse. The tackling child sexual abuse strategy that we launched is the first of its kind and very much cutting edge. I would be happy to have a conversation with her, and I encourage her to make her views known as part of the victims Bill consultation.

Commons ChamberIt does not show respect for the House to ask us to take such a significant decision with little notice, little explanation and no clarity about the consequences of today’s vote. It does not show respect for communities in the poorest parts of the world when this Government are willing to play games with their lives and livelihoods in this way. The Government present the motion as giving Parliament an opportunity to have a say on when and how the UK will return to spending 0.7% of GNI on aid. But today is not really about the 0.7% target, the cuts or the livelihoods that are already being affected by our reduced spending. It is about exerting pressure on Government Back Benchers who have been brave enough to call out what the Government are doing. Basically the Government are saying, “Back this or you will be blamed when taxes rise or spending falls”—things that will likely happen because of the pandemic anyway.
Today is yet another example of this Government’s complete lack of regard for parliamentary scrutiny, and they have form. There is a pattern of this Government withholding information until the last minute and then only making the most basic details available. Let us be clear: the Government have not brought forward a substantive motion for this debate. The motion that they have tabled is made in neutral terms—a device that was intended to allow the House to debate an issue without coming to a view. They claim that this debate is binding. It is not our procedures that make it binding; it is their political choice. This is a knee-jerk reaction dreamt up between last Thursday and yesterday in the face of growing criticism of this Government.
Yesterday’s written ministerial statement talks of returning to 0.7 % only when we are not borrowing for day-to-day spending and underlying debt is falling. On their own, each of those tests is a high hurdle. When combined, these conditions become incredibly strict. Since the 0.7% target was introduced in 2013, these tests have been met only once. They explicitly link ODA spending to policy decisions made by other Government Departments on tax and spending. This double lock could lead to an indefinite cut in aid spending, and, of course, the tests do nothing to prevent the Government from dropping lower than the 0.5%.
The Office for Budget Responsibility has said that the UK’s economy is forecast to return to pre-pandemic levels in the second quarter of 2020—faster than originally thought. If a return to economic normality is getting closer, why the need to introduce these extra tests before returning to 0.7%? They are just added roadblocks artfully placed by the Treasury on the track back to the legally mandated level of 0.7%. Fundamentally, the statement paints aid spending as an either/or choice; we are spending either on domestic public services or on international aid. It is an artificial choice that MPs are being forced to make. This is a breathtakingly cynical manoeuvre and the House must not fall for it.

Commons ChamberI thank my right hon. Friend. I know that this is a subject that he has returned to many times in this House, and I understand how deeply he feels about it and how much he understands it. It is still the case that we were the third biggest bilateral donor to Afghanistan last year. We are committing a further £100 million per year to the people of Afghanistan, plus the military and logistical support for the Afghan national security and defence forces. I think most people in this country understand that, after giving £3.2 billion in development assistance to Afghanistan over the past 10 years, we are in tough financial times here in the UK, and that it remains a remarkable thing and a matter of pride that the UK is able to continue to support the people of Afghanistan in the way that we are.
I would like to thank the Prime Minister for recognising the amazing work that aid workers have done to date in Afghanistan. I would like to quote from the Government’s own development tracker website, which today states:
“Almost 40 years of conflict has left Afghanistan one of the poorest and most fragile countries in the world. Creating a more stable environment will help reduce poverty and make progress towards the Global Goals. It will also reduce threats to the UK from violence and extremism, and discourage illegal migration.”
Our funding for aid to Afghanistan has fallen dramatically. In 2019-20, the Foreign, Commonwealth and Development Office spent £244 million and the conflict, stability and security fund spent an additional £48 million. Last year, we spent over £170 million, and this year £100 million has been committed. At the very moment that we are withdrawing troops, therefore, we are also cutting the aid that helps maintain stability in the country. How does this keep us safe or, indeed, build on the investment we have already made through our development work?
This country remains, as I have just told the House, one of the biggest bilateral donors of aid to Afghanistan in the world. The people of this country should take great pride in that. A statistic I did not mention earlier, to get back to the hon. Lady’s earlier point, is that, partly thanks to the work of UK aid and the whole NATO mission, mortality for women and children in Afghanistan has fallen faster than in any other low-income country.

Commons ChamberThose who call for a new cold war on China or for us to sequester our economy entirely from China, which would seem to be the new policy of the Opposition, weaving, as they generally do, from one position to the next, are, I think, mistaken. We have a balance to strike and we need to have a clear-eyed relationship with China. Of course we are protecting our critical national infrastructure, and we will continue to do that, and we will make sure that through the National Security and Investment Bill we protect our intellectual property. We will take tough measures, as I have said, to call out China for what it is doing in Xinjiang. There is no one around the world who has done more on that matter than my right hon. Friend the Foreign Secretary or this Government, and we will continue to do that. Companies that profit from trade in forced labour will not be allowed to do so in this country. I think the whole House should be very proud of what we are doing.
I am really shocked that development is barely mentioned in the integrated review. When will the Prime Minister understand that full tummies, economic opportunity and stable Governments create the stronger, safer and more prosperous world that he wants, not more nuclear weapons? Looking at the cuts that we know of so far— cuts to the conflict, stability and security fund and 80% cuts in aid corruption work—how do they make sense to create this stable world? When do the Government plan to publish their development strategy, and will they actually consult the non-governmental organisations, the global south and, indeed, Parliament and the International Development Committee on this review? Please, tell us—we need to know the details.
As I have just explained, development remains an absolutely critical part of the UK’s foreign and overseas policy, and £10 billion is being spent this year alone. Given what this country has been going through and given that we have been obliged to spend £280 billion to prop up jobs and livelihoods, another £63 billion to support the NHS and £37 billion on supporting local councils, I think it is up to Members opposite to say which of that support for the NHS they would cut and what they would reduce to spend more on overseas aid. Of course we want the percentage to go back up again when fiscal circumstances allow, but I think people of common sense understand that £10 billion is a huge sum in the current circumstances, and they will appreciate that it is right to wait until fiscal circumstances have improved.

Commons ChamberI can indeed. There is big, big chunk of this package specifically dedicated to research and development in cyber, AI and drone warfare—all the warfare of the future. The victors of the future will be those who are able to master data and new technology in the way that this package supports.
I really welcome this commitment to our armed forces. The Prime Minister spoke in his statement about defending our people and keeping the world safe, which I would argue are development objectives, thinking specifically about climate change, food security, creating stable Governments and investing to end violence against women and girls. How will he ensure that development remains front and centre of the UK’s new international policy following the integrated review? Will he please quash rumours and confirm his manifesto commitment to the 0.7% both now and going forwards?
As I have said several times to the House, we can all be proud of our record on overseas aid, and that will continue, but it is also by investing in our armed services that we can do some of the greatest things for the poorest and neediest people around the world. I have often found, when travelling around the world to countries in real distress, that the single export they crave the most is the help, reassurance and security that comes from the British armed services. That is one of the reasons why helping to keep our world safe is a huge part of this agenda.

Commons ChamberThe UK is proud to be the largest bilateral donor to the Global Partnership for Education, with a commitment of up to £225 million over a three-year period. As a major education multilateral, it has a key role in tackling the global learning crisis. That is more crucial than ever given the covid pandemic, which is having a profound effect on education systems across the world. The GPE is flexing about £400 million to support education stability, and the UK is keen to play an active part in the 2021 replenishment. We are presently exploring the possibility of how we could co-host that replenishment
IMC Worldwide was commissioned by DFID to build 31,000 classrooms in Pakistan for a fee of £107 million. It renegotiated to only build a fifth but kept 58% of the initial fee. The majority of the classrooms built were substandard and presented a risk to children. By October last year, only a quarter had been retrofitted. Will the Secretary of State put the two DFID reviews into what went wrong in the public domain? Why is the same classroom design being used in other countries? Were any children hurt, and when can they go back to school?
The safety of children will always be our No. 1 priority, and I agree that it is completely unacceptable that children were being taught in tents because buildings funded by UK aid were not being built to the necessary standards. As soon as DFID knew that there was a problem, we took urgent action to ensure that all schools knew that the buildings should not be used, while we worked with the contractor to agree a plan for retrofitting the affected buildings. Covid has caused some delays to that progress, and schools are closed until 15 September, but I understand that the first of the buildings will be handed over shortly, in a state that is considered acceptable. Global education continues to be an absolutely key priority for the Government and, whether in Pakistan or elsewhere, we are working hard to get children back to school.

Commons ChamberAbsolutely. I am glad that, with his experience of foreign affairs and development, and all that he has seen around the world, my hon. Friend supports this initiative. It is absolutely vital that, in the new Department, people are multiskilled and, as I said just now to the House, that people in the Department for Foreign, Commonwealth and Development Affairs understand how development can be a fantastic tool for the promotion not just of human rights and the tackling of poverty around the world but of the values and interests of this country at the same time. That, I think, is what the people of this country want to see.
Prime Minister, I am incredulous that you are going down this path. With a single stroke, you are getting rid of our soft power and our international standing, at a time when the development world needs us to stand together and show real leadership. Let me fact-check the Prime Minister’s statement. Aid and foreign policy are very different; one is humanitarian, one is political. ODA spend is embedded in four Acts of Parliament specifically to alleviate poverty, not to safeguard British interests.
DFID is the Department with oversight. The International Development Committee’s report of last week shows that it is the most effective and transparent at delivering aid, and the FCO has been criticised in that regard. So can the Prime Minister please explain: how will ODA spend now be scrutinised and protected; what is the timetable of this hostile takeover; and can he please detail the costs of this restructure at what must be the most inappropriate time?
Parliament will of course have the ability to scrutinise the new Department, and I imagine that Parliament will wish to set up a new Committee to do so. The timing of the change, as I said, is September, when we expect to have it all complete. I think, frankly, the hon. Lady is being, and I think many Opposition Members have been, far too negative about this. This is an opportunity for us to get value from the huge investments that we make in overseas spending; to make sure that that spending continues to tackle poverty and deprivation around the world; and to put the tackling of poverty and deprivation at the very heart—think of that: at the very heart—of UK foreign policy. That is something that I think Opposition Members should rejoice at.

Commons ChamberThe UK Government are firmly committed to ensuring that developing countries can reduce poverty through trading opportunities. Indeed, that is one of the critical outcomes, and we will have to work very hard to help those countries get back on their feet. DFID has a joint team with the Department for International Trade, which is working to enhance market access for developing countries, ensuring that they can take advantage of this access through trade-related assistance and using our influence in organisations such as the World Trade Organisation.
Happy birthday, Mr Speaker.
Yesterday, the International Development Committee released its review into UK aid, which concluded that DFID was by far the best Department to deliver it. The integrated review is formally paused, but it seems that the Secretary of State is carrying out her own stealth review. The official development assistance meeting was chaired by the Foreign Secretary. All but 200 future DFID programmes are paused, and DFID looks as if it is taking most of the forecast ODA cuts. Can the Secretary of State tell us what is the scope of the review, what is the timetable, and why the Committee found out through whistleblowers rather than through official channels?
I thank the hon. Lady for her Committee’s report, which I was able to read overnight before it was published. I also thank her for her compliments about DFID. Indeed, the effectiveness with which DFID is able to deliver aid is because the Department has decades of honed experience in understanding the most effective and targeted ways of spending taxpayers’ money and getting the most developmental impact. It was a really encouraging report. As I said earlier, because of the likely drop in gross national income, we are having to assess, across the board, how we will manage the 0.7% target in the coming year. We are working across Government to ensure that we do that as effectively as possible, because as far as we are all concerned—the Prime Minister has been very clear on this—UK aid must be spent to help the world tackle covid-19.
