This morning the Communities and Local Government Secretary highlighted that some Pakistani and Bangladeshi women do not have English. May I suggest that one reason for that is that the Government have cut English for speakers of other languages funding by 60%? Will the Minister commit to change that and reverse the cuts so that everybody can reach their potential?

My right hon. Friend the Secretary of State for Communities and Local Government was quite right to point out that one of the biggest things holding people back is their not being allowed to speak the language of the country. That is why we spent £100 million last year on teaching English to ensure that more people than ever before can have access to it and play a full role in mainstream society.

My hon. Friend has a lot of experience of working with and helping the Kurds, not least from taking part in delivering an earlier no-fly zone. There is an agreement in Iraq about the sharing of oil revenues, but it needs to be honoured. The Iraqi Government need always to make it clear that they are there not just for the Shi’a, but for the Sunnis and Kurds as well.

Will the Prime Minister share his views and those of the G20 on the creation of a safe zone for civilians in Syria?

As I have said before at this Dispatch Box, we are always happy to look at such suggestions, but we have to remember that we cannot declare safe zones without making them fully safe. To do that, we might have to take severe military action against Syrian air defences, aircraft, command and control systems, and all the rest of it. We might also need troops to make the zone safe. There are therefore real problems with these suggestions. I look at them and have discussed them with the Turks a huge amount. There is another danger that it is worth thinking about. There are 2 million Syrian refugees in Turkey. If they felt that a safe zone was being created to push them out of Turkey and into Syria, it might hasten their move into Europe. All those things have to be considered. At the end of the day, safe zones are only proxies for what really needs to happen, which is the destruction of ISIL and the political transition in Syria.

I very much agree with my hon. Friend; he is right to make this such a cause, and to pursue it in the House and outside it. Britain has a proud record of political and religious tolerance—and, of course, of freedom of speech. In our dealings with other countries, we should always make it clear that we believe that to be the right approach. There is an appalling amount of persecution of religious minorities around the world, and some now say that Christians are more persecuted than other religions in too many countries, some of which my hon. Friend has named. We should make sure that this key issue of religious tolerance is at the heart of our foreign policy.

Two Ofsted reports released today show that local authorities are not equipped to deal with child sexual exploitation. In addition, South Yorkshire police officers are being investigated for failing victims of abuse. I raised all these issues in April. I have raised them with Ministers and at PMQs. What will it take for this Government to help vulnerable people?

First, let me commend the hon. Lady for the work that she has done on this issue. It is important that we learn the lessons from what happened in Rochdale—and, indeed, in the city of Oxford, near to my constituency, and elsewhere. The report released today is important, because the most important lesson that it draws is that we have to get every agency—whether it is the police, social services or schools—working together. That is not happening in enough of our towns and cities, and it needs to. In terms of what this Government are doing, the Home Office is leading this important effort and getting Departments to work together. I am convinced that we will make good progress.

I thank my hon. Friend for that question. It is worth reminding the House that the Labour Front Bencher who had the opportunity to realise those savings but failed to deliver them now leads the party. In answer to my hon. Friend’s question, the review that we launched after the Ministry of Justice found irregularities with contracts let under the previous Labour Government underscored the need to strengthen the commercial capability of the civil service, which was long overdue.

In Rotherham, small and medium-sized charities are struggling to keep afloat because of moves towards larger-scale procurement. Does the Minister agree that, while such procurement can make savings, it can also cause suffering?

This Government are extremely committed to trying to open up the public service so that more, and more diverse, organisations can help us to deliver better value for the taxpayer. That explicitly includes charities, social enterprises and public service mutuals. Yesterday, we announced a publication that updates the House on our progress. We are making progress. We are not yet where I want to be, as this involves a quite profound cultural change, but we are committed to seeing this through.

We are strong believers in the value of high-quality youth services. We will shortly publish a report on what local authorities are doing to comply with their statutory duty, along with our plans to support those who want to deliver high-quality services in an innovative way.

The statutory duty exists. We are concerned about the vulnerability of youth services, as is the hon. Lady. It is a mixed picture: boroughs such as the London borough of Hillingdon in my constituency, for example, are investing more in youth services now because they fixed the roof when the sun was shining, but there are cuts. We are finding out an accurate picture of what is happening, because we did not have one, and we will shortly publish the offer we can make to local authorities that want to commission services in an innovative way.

Following on from that last answer, does the Minister agree that it will be difficult, if not impossible, to provide a fair start to all young people in Rotherham, given the £970,000 cuts to the youth service with which the council is now forced to deal?

[Mr Hurd]

I fully accept that there are very challenging pressures on local authorities as a result of the cuts. Each of them is dealing with the cuts in different ways. What we sitting in the centre can do is map what is happening, help local authorities by signposting other sources of funding, help them to look at examples of good innovative practice around the country and help them if they are really committed to commissioning high-quality services for young people. We know the value of those services, and we are absolutely committed to them.

I am very happy to discuss this issue with my hon. Friend, who always stands up for business and enterprise. She refers to the number of start-ups. It is a real success story for our country, with an extra 400,000 businesses now operating. The Minister for Skills and Enterprise, my hon. Friend the Member for West Suffolk (Matthew Hancock), will shortly be telling the House about the 10,000th StartUp loan—a Government scheme that has got off the ground extremely quickly. Of course, there are concerns about business rates, and I am happy to discuss those with her, but may I take this opportunity to encourage all colleagues to take part in small business Saturday? It is a brilliant initiative that worked well in the United States and which will allow everyone to demonstrate how much they care about small businesses on our high streets.

We have had some interesting interventions from Front Benchers past and present. I hope I can break records by explaining that a tweet has just come in from Tony McNulty—we remember him—the former Labour Security Minister, saying this:

I certainly think Health Ministers should look at what my hon. Friend says. One of the outcomes should be a discussion about what sort of contracts are appropriate for board members, both for their service in the NHS and if anything goes wrong.

I would like to speak from my recent experience of being a chief exec of a children’s hospice. The CQC is a very good organisation, but in my own area, each officer is responsible for up to 40 organisations, so the attention they can give each one is not that much. I was pleased that the leaders of both parties have said that they would support more funding for the CQC and support strengthening it.

All nurses have to register with the Nursing and Midwifery Council, which is a disciplinary body, but it can take up to 18 months for the disciplinary process to go through. The NMC is the investigator, the judge and the jury. I am supportive of the Royal College of Nursing, which genuinely seems to be trying to help and support its nursing staff to give better care. It is prioritising care but, again, it is under-resourced.

To try to end on a positive, I urge the Prime Minister to look at examples of good practice. Rotherham Doncaster and South Humber NHS Foundation Trust has an exemplary service of putting patients first. It has 12,000 members who select a governing body, and the board is responsible to that governing body. It seems that one of the problems with Mid Staffordshire was that the public were not right at the heart of the organisation.

I am sure the hon. Lady is right, and I agree that there are many examples of excellent practice, not only in health care and patient care but in responding to complaints and involving the local public; I see that across the country.

I have just read out what the report says about MPs, and this is what it says about the Royal College of Nursing:

“At Stafford, the RCN was ineffective both as a professional representative organisation and as a trade union. Little was done to uphold professional standards among nursing staff or to address concerns and problems being faced by its members.”

That is uncomfortable for the RCN to read, just as it is uncomfortable for us to read what it says about MPs, but it must be acted on. Likewise, the Care Quality Commission is improving, but more work needs to be done. Francis is pretty excoriating, and says on page 931 of volume 2:

“The CQC has an unhealthy culture, in which senior managers are more concerned about public image than delivery, which is hostile to internal and external criticism, and in which staff feel under pressure and unsupported.”

There is real work to be done in all these organisations to get this right.

My hon. Friend makes an important point. Over the past couple of years we have seen one of the fastest rates of new business creation in our history, but we do need to encourage female entrepreneurship in particular, because if we had the same rate as other countries we could help to wipe out unemployment all together. As my hon. Friend said, we do help families with two, three and four-year-olds with child care. We also help through the tax credit system and, as the House knows, we are looking at what more we can do for hard-working people who want to go out to work and need help with child care in order to ensure they can do the right thing for their children and families.

When will the Prime Minister visit a food bank? He is most welcome to come to Rotherham.

Let me say again that we should recognise and welcome the work that food banks do. The last Government rightly recognised that through giving food banks an award. [Interruption.] As this question has been asked, and as some hon. Members shout out a lot about food banks, let me remind them of one simple fact: the use of food banks went up tenfold under the last Labour Government, so before Opposition Members try to use this as a political weapon they should recognise it started under their own Government.
