My right hon. Friend is laying out a powerful case for the need to make some very different decisions next week in the interest of all our futures. There is clearly a combined moral and economic rationale for an urgent focus on disability employment. The 30% disability employment gap makes that even more important. Does my right hon. Friend agree that people with disabilities and their families deserve so much more from the Government, who should be on their side, rather than pursuing a strategy characterised by cuts to ESA, the tragic failure of work capability assessments and no strategy for fairness?

I fully agree with my hon. Friend. There is a week in which we can overturn at least an element of that brutality. This week, we need to seize upon the chance as best we can, across parties, to deliver change.

From our privileged position in this House, I firmly believe that before we consider cuts to basic support for low earners and disabled people, we have a moral duty, as my hon. Friend said, to fully appreciate the plight of many of our fellow citizens and the impact that any changes that are forced upon them could have. There are some basic facts that we need to face up to—basic facts that depict the harsh reality of the lives of so many members of our community. Nearly 4 million of our children are living in poverty. The scandal is that two thirds of them live in families where someone is working. Thanks to low wages, zero-hours contracts and forced or bogus self-employment, which has been exposed today, the promise that work will lift people out of poverty is a broken one for many.

If a basic responsibility of the Government is to ensure that their population is adequately fed and housed, they are failing. A million emergency food parcels were given out by food banks last year to families who did not have sufficient income to feed themselves. The latest reports confirm that the numbers are rising. This year, 200,000 children in our country will be dependent on a food bank to get a decent meal at Christmas. One survey reported that more than 20% of parents had regularly not eaten so that their children could eat. Others report the frequent choice between eating and heating. This is 2016.

On the duty of the Government to ensure that people are adequately housed, they are failing again. Rough sleeping has doubled in recent years. The equivalent of 100 households a day are evicted from rented homes—a near-record 40,000 in the year to date. Some 1.2 million households are stuck on council housing waiting lists. In my constituency tonight, there will be families sleeping in beds in sheds that have been rented to them.

As for the Government’s responsibility for disabled people, as the UN report concisely summed it up, the Government have—and I quote—systematically or gravely violated the rights of disabled people. Independent research suggested that Government efforts to push people off claiming disability benefits have been associated with more than 500 people committing suicide in three years.

Three years ago, I led a debate following the presentation of the War on Welfare petition, which highlighted the call for an overall impact assessment of the Government’s policies on disabled people. I cited the immense human suffering caused by the brutal implementation of the work capability assessment and the latest round of cuts to benefits and care services. I cited examples of people who had tragically taken their own lives in despair following the WCA and the penalisation through sanctions. We now know that those suicides were not isolated examples, but that there have been hundreds.

As I have said, the use of discretionary housing payments by local authorities is proving successful. Inevitably, some local authorities are using them differently from others but, as the Court confirmed, they are a sensible and practical way to proceed to ensure that those who need help will get it.

Will the Secretary of State confirm how much it would cost to exempt victims of domestic abuse from the bedroom tax, and how does that compare to how much money the Government have spent defending the bedroom tax in court?

I do not think that that first figure is available. If it is, I will certainly write to the hon. Lady with it. She will be aware that one of the seven cases specifically related to that issue and the Court found in favour of the Government. Obviously, the Government are very proud of our record on domestic violence and domestic abuse, and there have been many initiatives taken. It is certainly an area that I keep under constant review.

I wholeheartedly agree with my hon. Friend. Like her constituent Mary, others want to live independently and not be humiliated in their everyday living, and it is being made more difficult for them. The other point I should add in respect of my hon. Friend’s point is that people who are severely disabled are at the bottom of the ladder when it comes to receiving payments.

The consequences are profound. Disabled people are twice as likely to have unsecured debt totalling more than half of their household income. Disabled people are three times more likely to use payday loans. Disabled people have, on average, £100,000 less in savings and assets than non-disabled people. In London, where my constituency and the constituency of my hon. Friend the Member for Brentford and Isleworth (Ruth Cadbury) is based, 51% of disabled people have a household income of less than £10,000 compared to 19% of non-disabled Londoners. Worst of all, disabled people are twice as likely to live in poverty. That statistic should shame us all.

The ghastly £6,500 tax on living has been itemised by the Extra Costs Commission, with a clear set of recommendations on how to reduce it. It identified transport, energy, clothing, bedding, specialised disability equipment and insurance as areas where the impact of additional costs are most starkly felt. However, one year on since its publication, there has been only a piecemeal response from the Government. That is disappointing.

One area in which the Government could take great strides to support independent living, is through improving digital accessibility. Some 25% of disabled adults have never used the internet, compared to 6% of non-disabled adults, highlighting a considerable digital divide. Some disabled people face instances where websites are not accessible and others may not have the necessary skills to use the internet. For example, in London, Transport for London statistics reveal that only 46% of disabled people use the TfL website compared with 81% of non-disabled people.

A significant challenge in reducing extra costs is to unlock the potential of disabled people as a collective of consumers. Equal access to the internet for disabled people will empower them, and it will increase access to the job market and learning opportunities. The rewards for business will be great, with an estimated £420 million a week currently being lost through the failure to meet the needs of disabled people. Ultimately, however, it will enable disabled people to participate in an increasingly digital society and digital age.

A number of charities have suggested that the Equality and Human Rights Commission should review the impact of the Equality Act 2010 in improving web accessibility. I hope the Minister will consider the request carefully. It has also requested that the Government ensure that a proportion of existing and future funding for training in digital skills is targeted at disabled people who never or very rarely use the internet. Expanding digital access could be vital for reducing the disability employment gap, which is a critical factor in independent living. I will not cover this in detail today due to lack of time, but I simply note for the record that in London about 48% of all disabled residents in London are employed compared with 74% of non-disabled London residents. That needs serious attention. I know that right hon. and hon. Members across the House are focusing on this issue. I am sure the Minister will embrace the opportunities in her new brief and see this issue as a path to improving lives for disabled people.

Transport is a common and hugely restrictive area of extra cost for disabled people. They are much more regular users of taxis and buses. Section 165 of Labour’s Equality Act 2010 states that taxis and private hire vehicles are required to carry wheelchair users and that they must not charge extra for doing so. This, however, is flouted on a regular basis. Two thirds of wheelchair users report being overcharged when using taxis or private hire cars because of their wheelchair. That practice is unforgiveable and must not be allowed to continue. I therefore join Leonard Cheshire, Scope and others in welcoming the decision by the Government to bring Section 165 of the Equality Act into force.

My hon. Friend is making a powerful speech and putting the issue firmly on the agenda in the House. On her points about accessibility to taxis and private hire vehicles, does she agree that that is because of some of the problems that people with disabilities can experience with public transport? My constituents have told me that that can sometimes include difficulties getting on buses, which mean they can be left in the cold and rain, waiting in the hope of getting on the next bus.

I thank my hon. Friend for her intervention. I have seen real-life instances of what she describes in my constituency. I agree that we need to do more to ensure that Transport for London makes both buses and tube stations more accessible. Indeed, only 4% of the tube stations in London have full wheelchair access. I am proud to say that our station here in Westminster has full wheelchair access, but there needs to be a focus on that all across London.

I would like to get the record straight for the right hon. Gentleman because youth unemployment has fallen on the year, and has fallen considerably since 2010 by nearly 200,000. That is down to the work of this Government. There was a small rise of 3,000 in the last month, but the trend for unemployment is consistently downwards and the claimant count has fallen every month for the past 38 months—the Opposition would die to be able to deliver youth unemployment like that.

This week, at an event in my constituency, young people will be talking about how the world can improve for them, especially in terms of access to work. Why does the Minister think that youth unemployment has been rising while overall unemployment has been falling in recent months?

Again, I need to correct the record. It would be helpful if Opposition Members looked at the true youth unemployment numbers, which are down on the year and down nearly a fifth since 2010. Opposition Members delivered an increase in youth unemployment of 45%. Please stop scaremongering, get the facts right and go and help young people into jobs.

What I have said time and time again in this House when we have debated zero-hours contracts—I will come to this point in a moment—is that the Opposition are not opposed in principle to any use of zero-hours contracts. The question is: what are the Government going to do about their exploitative use? What they have announced so far comes nowhere near close to what we have proposed to deal with the exploitative use of such contracts.

Zero-hours contracts do not oblige employers to offer guaranteed hours of work to their workers. Sure, some workers—it is for this reason that we do not oppose zero-hours contracts in principle—choose the arrangement because they like the flexibility, but for many it leaves them subject to the whim and demands of their employer to work at short notice, promoting insecurity. These arrangements make it almost impossible to own a home, save for a pension or plan family life.

My hon. Friend is making a powerful speech and rightly highlights the difference between the use and abuse of zero-hours contracts. We have seen high levels of youth unemployment in this country. Does he agree that the use of zero-hours contracts sometimes hides a problem that exists for young people getting on to the work ladder? A constituent of mine talked to me about the insecurity he feels. He cannot plan ahead and does not even know whether he can accompany his mum to a hospital appointment, because he has no idea what will come his way in the week.

That is a perfect example of the egregious and exploitative use of such arrangements. We are told that the employment Bill will help hard-working people to have confidence in the terms of their contracts and that it will crack down on the abuse of zero-hours contracts, such as the example my hon. Friend mentions. However, the details that we know of suggest that the Government are simply not going far enough. On its own, banning exclusivity clauses in such arrangements will not do the job. We need, among other things, to give workers the right to a fixed-hours contract when they have regularly worked hours with the same employer for a period of time—such as the constituent of my hon. Friend the Member for Worsley and Eccles South—and to protect them from having their shifts cancelled at short notice without compensation. Above all, we must ensure that people know that they are on a zero-hours arrangement.

I have talked about jobs, wages and security at work. The other part of reforming the jobs market is the implementation across Government of a proper industrial strategy, both to create the right conditions for businesses to thrive in all regions of the country and to put the full weight of Government behind those sectors that can win gold medals in the global marketplace for the UK, creating more of the middle-income jobs we want to see.

As my hon. Friend knows, the litany of failed IT systems under the Labour Government would fill the remainder of this Question Time. One of the key things that is often forgotten is that every day this Department pays pensions and benefits seamlessly to millions of people. All the IT projects that are developed without delay and without hiccup never make it on to the front page of the newspapers.

Free school meals offer vital support to many lone parents in my constituency. When does the Minister plan to set out the eligibility criteria for free school meals under universal credit?

My hon. Friend is absolutely right to highlight the fact that the number of people claiming JSA fell by 7,000 last month, which also saw the 11th consecutive monthly fall in the number of young people claiming jobseeker’s allowance. The measures we are taking demonstrate the effectiveness of our programmes, particularly the new enterprise allowance.

Will the Minister explain why people on the Work programme are not allowed to take up the new enterprise allowance and why he does not do more to encourage Work programme participants into self-employment?

The hon. Lady should be aware that a large number of Work programme providers see self-employment as a route out. For example, I know from talking to Avanta, which operates the Work programme in the north-east and elsewhere, that it sees lots of opportunities for people to get into self-employment and supports them to do so.

I want to address first the comparisons between the private and the social rented sector. As was said earlier, we are comparing apples and pears. The private rented sector is not where the majority of people intend to spend their lives. Research has shown over and over again that people see it as a transitional part of their life—they use it when they are younger and they hope to move on. It is true that in the past few years it has become more difficult for people to move on—it is difficult to get a mortgage and move into the owner-occupied sector, and there is a shortage of social rented housing. Nevertheless, people do not see the private rented sector as a long-term home.

The social rented sector provides long-term, low-rent homes. The people who live in them might have been out of work at some point in their lives, but they are often in low-paid work and want to be able to afford to do that work. The people who will be affected will often have lived in those houses for many years. Some have compared this situation with the introduction of the local housing allowance, but that was not introduced retrospectively, which is what is happening here—that was made clear in an intervention earlier.

When people live in a council house or housing association house for many years, they put in a lot, using their DIY skills, or decorating the home and making it how they want it. They have invested in that home, so to tell them that they must pay up or leave entirely ignores the investment that they have made.

My hon. Friend makes an excellent point. I had a visit from a constituent whose daughter is disabled, has just obtained local employment and really needs routine. As my hon. Friend has said, they have made great investments in their home. They have a tiny box room that nobody could fit in, but they have been told to have a lodger—having a lodger in a home with a disabled daughter would, of course, have great risks. Does my hon. Friend agree that displacing such families is totally unfair and affects the development of those children?

That is a good example. We are talking about real people, not just apparently unused and unloved bedrooms—despite the fact that the latter appears to be the view of many people on the Government Benches. Real people will experience real harm, but I suspect that that is part of a wider view of social housing and is not entirely accidental.

My hon. Friend cites those figures accurately, and the savings throughout this spending review period and into the next will be considerable indeed—running, I believe, into about £200 million. That is money we can use to support families directly through organisations such as those I have mentioned, and that is why we have made up-front a very clear commitment to taking £20 million of the money that we will save and directly investing in it in beneficial support for families. That is the right thing to do with the money that we are saving, as is making our contribution to reducing the budget deficit, which we inherited from the Labour party.

Will the hon. Lady forgive me if I close on child support now?

We know that we have to get parents to work together, and the issue is not simply about maintenance, but about continuing to encourage co-parenting, post-separation. Again, where possible, that is the right thing for children, and that is why the coalition Government, with our commitment to shared parenting, are putting family relationships and responsibility first. I therefore urge right hon. and hon. Members to reject this amendment from the other place, which could seriously undermine the very principled reform that we are undertaking here today.

If the hon. Lady will forgive me, I want to turn to the housing measures in order to ensure that other hon. Members have an opportunity to contribute.

The amendments to clauses 68 and 11 would dilute our proposals to deal with the widespread problem of social tenants under-occupying their accommodation. The proposed changes would effectively allow that group to keep one spare bedroom and, critically, wipe out up to £300 million a year from the estimated £500 million in savings, which we would have to find elsewhere. That approach is quite simply unrealistic, and in the current economic climate it would be totally irresponsible of us not to press ahead with our changes.
