Let me be clear that these proposals will be consulted on. The A38 Derby junctions and the A46 Newark bypass schemes are not in contract and are not scheduled to start main construction until the second half of the third road investment strategy. They are not as far progressed as RIS3 enhancement schemes elsewhere, meaning that the implications of potentially cancelling them would have a less significant impact compared with schemes that are further progressed.

Reform-led Kent county council wrote to Transport for London asking it to consider a number of options for bus route 96, with its preferred option being that it should terminate in Dartford town centre from now on. I will continue to fight for my constituents in Bexleyheath and Crayford to ensure that the route can serve Dartford, Bluewater shopping centre and Darent Valley hospital. Does my right hon. Friend agree that section 173(1) of the Greater London Authority Act 1999 is worded so that cross-boundary routes can operate in that way?

I am afraid that I do not recognise the hon. Gentleman’s numbers. Capital funding for highways maintenance has not been cut in Wokingham. Wokingham borough council is eligible to receive £28.9 million over the next four years as part of the £7.3 billion investment. That represents a clear year-on-year increase from 2024-25 to 2025-26, with funding due to continue to increase over the next four years.

After months of struggling to spend the £895,000 given to Conservative-controlled Bexley council by this Government, the council is finally in a rush to resurface roads like Belmont Road in Northumberland Heath by the end of the financial year. Will the Minister confirm how much funding the Government will provide to my local council in future years to restore the condition of our roads across Bexleyheath and Crayford?

By the end of this Parliament, we will have almost doubled the amount of money going to local authorities to tackle the pothole plague that we inherited from the previous Government. Of course, elements of that are incentives, so if local authorities do not follow the prescribed best practice, they will not receive all that incentive funding.

I will indeed. It is for local highway authorities to determine the most appropriate measures to achieve the gritting of roads based on local circumstances. We continue to offer support by maintaining a national emergency salt reserve.

As chair of the all-party parliamentary group for wheelchair users, I warmly welcome the Department’s announcement this week that it is consulting on its review of the law on powered mobility devices. Will the Minister confirm that the Government are now consulting on changing the current maximum weight limit for powered mobility devices? Currently, those with the heaviest wheelchairs break the law when they use their devices on the pavement.

Certainly. The 40-year-old laws on powered mobility devices will be brought up to date to better support those who use electric wheelchairs and mobility scooters. I can confirm that weight limits form part of the consultation, along with size, speed and usage rules, to better reflect modern technology.

16. What steps she is taking with Cabinet colleagues to update regulations on the use of micromobility vehicles.

Shared e-scooter schemes can provide a great way to get around, but the scooters can pose a nuisance for other people, so we need to ensure that their roll-out is both safe and properly regulated. We have extended e-scooter trials until May 2028 to allow local authorities to test how the technology works. We have also committed to pursuing legislation, when parliamentary time allows, for the full regulation of micromobility in order to create a safe shared-use network where they work for all people.

I declare an interest as chair of the all-party parliamentary group for wheelchair users. Does the Minister accept that a wheelchair, whether manual or with power, is a medical device that enables disabled people to maximise their independence and live the life they choose? Does he therefore agree that the terminology of “invalid carriages” in the legislation is discriminatory and outdated and that the regulations on the use of micromobility vehicles require updating urgently?

I share my hon. Friend’s view that the term “invalid carriages” in the existing legislation is outdated and no longer reflects modern attitudes or needs. This Government are committed to ensuring that disabled people have the same freedom to travel as everyone else and we recognise that mobility devices are vital for many. That is why we are reviewing the legal frameworks surrounding mobility devices, including the outdated terminology, and we will consult on that in due course.

I was disappointed to see the findings of yesterday’s Civil Aviation Authority airport accessibility performance report, which outlined that three airports—Edinburgh, London Heathrow and Glasgow Prestwick—received a “needs improvement” rating for accessibility. Can my hon. Friend provide an update on when the aviation accessibility task and finish group’s recommendations will be published, and when the Government will be able to outline how they plan to introduce measures to support disabled people who wish to access air travel?

In 2022, the previous Government cut a significant number of Southeastern services that my constituents in Bexleyheath and Crayford rely on. My constituents continue to raise concerns that direct services from London Charing Cross to Barnehurst and Bexleyheath should be reinstated during the evenings and weekends. Could the Minister provide an update on progress to reinstate those services?

Southeastern plans services to meet passenger demand while ensuring value for money for the taxpayer. Timetables are kept under review and can be adjusted to reflect fluctuations in demand. I am pleased to say that four additional weekday evening services will be introduced on the route in December.
