I am shocked and saddened at this incident and the appalling loss of life, and my thoughts go out to the families of those 39 victims. The Secretary of State mentioned the port of Holyhead, the busiest seaport with the Republic of Ireland. On 19 October, the lorry allegedly came through the port of Holyhead. I know it is early days, but can she tell the House how many checks were made on lorries at the port of Holyhead on that day? It is important because I know the important work that multinational agencies do on people trafficking and drug trafficking through that very important port.

On a point of order, Mr Speaker. I do not make points of order lightly, as you know. The Prime Minister was asked a question earlier about respecting the will of the people and referendums. A number of Members—including, I think, the Secretary of State—voted against the Government of Wales Act 1998 after the 1997 referendum decided the matter. That should be on the record when he lectures us about Brexit.

My daughter, Fiona, celebrates her birthday today, along with my hon. Friend the Member for Vale of Clwyd (Chris Ruane) and the late, great Nelson Mandela, who would have been 100 today.
The north Wales economy depends on the port of Holyhead as the main port from the Republic of Ireland. Many businesses are concerned about a no-deal Brexit scenario. Will the Minister tell us whether there is a contingency plan for a no deal and if not, why not?

I am very pleased that the Prime Minister is here to listen to my question, because on a number of occasions I have asked her about the importance of the port of Holyhead in my constituency to Irish trade. Last week, a company from Ireland suggested a new route to Holland and Belgium, circumnavigating Britain. Stakeholders in my constituency are concerned about that. The Irish Government are concerned about that; so are the Welsh Government. When will the UK Government wake up?

The Minister’s response is simply not good enough. We have waited for report after report, and these carbon budgets have been delayed time and again. I know that we have had an unnecessary and uncosted election, but even the United Nations is saying that our air is not clean. It is time that the Government took this seriously, acted and told the House the exact figures.

As has been indicated, the Hendry review was set up by the Conservative party, and the framework to finance these big projects was set up by the Conservatives. It is time, now, to stop talking and start delivering for Wales. I urge the Wales Office to stand up for Wales on this project and deliver for Wales.

Newhaven is a considerable distance from the constituency of the hon. Gentleman, but I am sure his ingenuity will avail him.

Principal ports—major ferry ports—such as Newhaven and Holyhead in my area are under extreme pressure because Border Force vessels are used in smaller ports in close proximity. May I help the Minister by suggesting that offshore vessels that are not used in the North sea on wind farms could be adapted by Border Force to close these gaps?

Member for Brent North (Barry Gardiner) is, as usual, entirely in order as there is no time limit, he is a sensitive fellow and I therefore know that he will wish to take account of the fact that several other Members might also wish to volunteer their opinions in the course of the debate.

I will be brief, but my hon. Friend’s comments on the German issue have provoked me to intervene. He is right that there may be no new-build coal power stations in Germany, but German business is concerned that it will be importing nuclear from France or coal from Poland, and that carbon issues will therefore be imported.

May I ask the Secretary of State to face the House when speaking and not look behind him with his back to the Chair?

The Secretary of State mentioned that the Office of Fair Trading was looking at off-grid gas customers who have been ripped off in the way the hon. Member for Vale of Glamorgan (Alun Cairns) explained. Will the Secretary of State consider extending the scope of Ofgem to look at both on-grid and off-grid energy supplies so that there is a level playing field? The OFT takes an awfully long time and looks only at competition, whereas Ofgem has a wider responsibility.

On a point of order, Mr Speaker. Can you help me? Have you had any indication from the Leader of the House whether he intends to wind up the debate on behalf of the Government? He has been sitting there motionless throughout the evening and has not taken the opportunity to explain why he has imposed the 5.30 pm deadline and why he has not answered the question asked by my hon. Friend the Member for North Durham (Mr Jones) about the increase from three to five hours.

I have received no such indication. I did not invite it and it has not been proffered. That is the situation. I think it is fair to say that the hon. Gentleman’s point is not a point of order but a point of inquiry, which is not quite the same thing.
